There is mounting evidence that major improvements in environmental quality in high-income countries over the past decades may have been achieved to a large degree through relocation of environmental impacts of consumption to other, usually poorer countries. While political and academic debates on appropriate policy interventions to address this challenge are gaining ground, we still know rather little about the drivers of international environmental impact shifting, other than international trade flows per se. We address this issue by focusing on the effects of economic inequality and political factors. We argue that income inequality between and within countries as well as variation in political institutions, environmental clauses in preferential trade agreements (PTAs), and participation in international environmental treaties could be important drivers or mitigators of environmental impact shifting between countries. We use novel panel data on five types of environmental impact flows between country dyads (187 countries, 1990–2015) to assess these arguments. We find that richer countries and countries with higher domestic economic equality tend to be the “outsourcers”, and poorer, domestically more unequal countries the “insourcers” of environmental impacts. Discrepancies in democracy levels aggravate the outsourcing from more equal to more unequal societies. In turn, environmental clauses in PTAs have a mitigating effect on environmental impact shifting, but participation in international environmental agreements has no such effect. Our findings highlight the need for green economy policies that reduce environmental footprints of consumption not only within high-income democracies, but also make their global supply chains more sustainable.  相似文献

In recent decades there has been a sustained and substantial shift in human diets across the globe towards including more livestock-derived foods. Continuing debates scrutinize how these dietary shifts affect human health, the natural environment, and livelihoods. However, amidst these debates there remain unanswered questions about how demand for livestock-derived foods may evolve over the upcoming decades for a range of scenarios for key drivers of change including human population, income, and consumer preferences. Future trends in human population and income in our scenarios were sourced from three of the shared socioeconomic pathways. We used scenario-based modeling to show that average protein demand for red meat (beef, sheep, goats, and pork), poultry, dairy milk, and eggs across the globe would increase by 14% per person and 38% in total between the year 2020 and the year 2050 if trends in income and population continue along a mid-range trajectory. The fastest per person rates of increase were 49% in South Asia and 55% in sub-Saharan Africa. We show that per person demand for red meat in high-income countries would decline by 2.8% if income elasticities of demand (a partial proxy for consumer preferences, based on the responsiveness of demand to income changes) in high-income countries decline by 100% by 2050 under a mid-range trajectory for per person income growth, compared to their current trajectory. Prices are an important driver of demand, and our results demonstrate that the result of a decline in red meat demand in high-income countries is strongly related to rising red meat prices, as projected by our scenario-based modeling. If the decline in the income elasticity of demand occurred in all countries rather than only in high-income countries, then per person red meat demand in high-income countries would actually increase in 2050 by 8.9% because the income elasticity-driven decline in global demand reduces prices, and the effect of lower prices outweighs the effect of a decline in the income elasticity of demand. Our results demonstrate the importance of interactions between income, prices, and the income elasticity of demand in projecting future demand for livestock-derived foods. We complement the existing literature on food systems and global change by providing quantitative evidence about the possible space for the future demand of livestock-derived foods, which has important implications for human health and the natural environment.  相似文献

Increasing affluence is often postulated as a main driver for the human footprint on biologically productive areas, identified among the main causes of biodiversity loss, but causal relationships are obscured by international trade. Here, we trace the use of land and ocean area through international supply chains to final consumption, modeling agricultural, food, and forestry products on a high level of resolution while also including the land requirements of manufactured goods and services. In 2004, high-income countries required more biologically productive land per capita than low-income countries, but this connection could only be identified when land used to produce internationally traded products was taken into account, because higher-income countries tend to displace a larger fraction of land use. The equivalent land and ocean area footprint of nations increased by a third for each doubling of income, with all variables analyzed on a per capita basis. This increase came largely from imports, which increased proportionally to income. Export depended mostly on the capacity of countries to produce useful biomass, the biocapacity. Our analysis clearly shows that countries with a high biocapacity per capita tend to spare more land for nature. Biocapacity per capita can be increased through more intensive production or by reducing population density. The net displacement of land use from high-income to low-income countries amounted to 6% of the global land demand, even though high-income countries had more land available per capita than low-income countries. In particular, Europe and Japan placed high pressure on ecosystems in lower-income countries.  相似文献

There is now substantial empirical evidence that climatic variability increases international migration, but relatively little is known about the mechanism driving the association and about adaptations that may reduce it. We use detailed data on migrants from Mexico to the U.S. to provide evidence in support of the hypothesis that drought induced migration from Mexico to the U.S. is mediated by agricultural income shocks. Migration rates increase in drought years, but only in Mexico’s drier regions, and the response is stronger in states and seasons in which agricultural production is also more sensitive to precipitation. Moreover, among the sample, only farmers display a significant increase in migration rates in drought years, and the effect is substantially weaker for households with access to irrigation.  相似文献

Heat waves associated with global warming are a significant hazard to human health, and they particularly endanger low-income households. In this study, we systematically analyze how the different components of heat vulnerability are related to household income, and present empirical evidence on the determinants of heat adaptation, focusing on the role of income. We contribute the first empirical analysis of heat vulnerability using household-level data at the national level, based on a longitudinal survey, including data points for 10,226 households in Germany in the period 2012–2020. Our results indicate that low income households are significantly more heat sensitive and have lower adaptive capacity than high income households, measured inter alia by health status, household composition, and economic and psychological resources to implement adaptation measures. However, heat hazard and exposure levels are comparable between income groups, hence there is no sorting of richer households into less hazardous or exposed locations on a national scale. We also contribute robust empirical evidence on the factors influencing household decisions to implement technical adaptation measures (e.g. installation of air conditioning), ultimately showing that the adaptation behavior of the most vulnerable households (e.g. people with poor health conditions or the elderly) is not limited by financial constraints.  相似文献

The purpose of the present paper is to disentangle the mechanisms that connect climate change-induced disasters, inequality and vulnerability by accounting for both directions of causality. We do so by means of a simultaneous equations approach on a panel of 149 countries from 1992 to 2018. The empirical analysis reveals that countries with higher levels of income inequality suffer greater damages when hit by a natural disaster. At the same time, inequality is found to increase the number of people affected by disasters. Our analysis discloses the existence of a vicious cycle that keeps some countries stuck in a disasters-inequality trap.  相似文献

To respond to climate impact, poor agricultural households in less developed regions rely on different types of assets that define their overall adaptive capacity (AC). However not all assets build capacity equally. In this study we argue that building AC requires a combination of interventions that address not only climate-related risks (specific capacity) but also the structural deficits (e.g., lack of income, education, health, political power) (generic capacity) that shape vulnerability. Focusing on rainfed agriculture in NE Brazil, we investigate how households leverage and combine generic and specific capacities to reduce vulnerability. Particularly we explore: 1) the relative importance of different kinds of capacity in shaping vulnerability on these households and 2) how the level of generic capacities (particularly as a result of Brazil’s anti-poverty program Bolsa Família) influences the adoption of specific ones. We find that both kinds of capacity matter, as relatively higher levels of generic capacity (in terms of income in general, and climate-neutral income specifically) are associated with higher levels of specific capacity (irrigation). In addition we find that while Bolsa Família has been positive in increasing income, it has not been sufficient to manage the risk of food insecurity during drought events, suggesting a 'poverty trap' in which families are constantly coping with drought but failing to overcome the conditions that make them vulnerable. Our findings indicate that in order to decrease climate vulnerability of poor agricultural households, development interventions, such as anti-poverty programs, have to go beyond cash transfer and should incorporate risk management policies that enhance synergies between generic and specific capacities.  相似文献

The world population is expected to rise to 9.7 billion by 2050 and to ~11 billion by 2100, and securing its healthy nutrition is a key concern. As global fertile land is limited, the question arises whether growth in food consumption associated with increased affluence surmounts increases in land-use efficiency (measured as food supply per cropland area) associated with technological progress. Furthermore, substantial inequalities prevail in the global food system: While overly rich diets represent a serious health issue for many of the world’s most affluent inhabitants and constitute a critical climate-change driver, undernourishment and hunger still threaten a considerable fraction of the world population, mostly in low-income countries. We here analyze trajectories in cropland demand and their main basic drivers food consumption (measured by a food index reflecting the share of animal products in diets) and land-use efficiency, for 123 countries (clustered in four income groups, covering 94% of the world population). We cover the period 1990–2013 and assess if these trajectories are associated with changes in inequality between countries. We find that while all groups of countries converged towards the high level of the per-capita food consumption of high-income countries, differences between income groups remained pronounced. Overall, cropland demand per capita declined over the entire period in all regions except low income countries, resulting in a tendency towards global convergence. However, the trend slowed in the last years. In contrast, land-use efficiency increased in all income groups with a similar trend, hence international inequalites in land-use efficiency remained almost unaltered. Because population and food requirements per capita are expected to grow in all income groups except the richest ones, failure to improve land efficiency sufficiently could lead to a less unequal but at the same time less ecologically sustainable world. Avoiding such outcomes may be possible by reducing the consumption of animal products in the richer countries and raising land-use efficiency in the poorer countries.  相似文献

Poor countries are more heavily affected by extreme weather events and future climate change than rich countries. One of the reasons for this is the so-called adaptation deficit, that is, limits in the ability of poorer countries to adapt. This paper analyses the link between income and adaptation to climate events theoretically and empirically. We postulate that the adaptation deficit may be due to two factors: A demand effect, whereby the demand for the good “climate security” increases with income, and an efficiency effect, which works as a spill-over externality on the supply-side: Adaptation productivity in high-income countries is enhanced because of factors like better public services and stronger institutions. Using panel data from the Munich Re natural catastrophe database we find strong evidence for a demand effect for adaptation to two climate-related extreme events, tropical cyclones and floods. Evidence on the efficiency effect is more equivocal. There are some indications that adaptation in rich countries might be more efficient, but the evidence is far from conclusive. The implication for research is that better data, in particular on adaptation effort, need to be collected to understand adaptation efficiency. In terms of policy, we conclude that inclusive growth policies (which boost adaptation demand) should be an important component of international efforts to close the adaptation deficit.  相似文献

Reducing hunger while staying within planetary boundaries of pollution, land use and fresh water use is one of the most urgent sustainable development goals. It is imperative to understand future food demand, the agricultural system, and the interactions with other natural and human systems. Studying such interactions in the long-term future is often done with Integrated Assessment Modelling. In this paper we develop a new food demand model to make projections several decades ahead, having 46 detailed food categories and population segmented by income and urban vs rural. The core of our model is a set of relationships between income and dietary patterns, with differences between regions and income inequalities within a region. Hereby we take a different, more long-term-oriented approach than elasticity-based macro-economic models (Computable General Equilibrium (CGE) and Partial Equilibrium (PE) models). The physical and detailed nature of our model allows for fine-grained scenario exploration. We first apply the model to the newly developed Shared Socio-economic Pathways (SSP) scenarios, and then to additional sustainable development scenarios of food waste reduction and dietary change. We conclude that total demand for crops and grass could increase roughly 35–165% between 2010 and 2100, that this future demand growth can be tempered more effectively by replacing animal products than by reducing food waste, and that income-based consumption inequality persists and is a contributing factor to our estimate that 270 million people could still be undernourished in 2050.  相似文献

Invoking health benefits to promote climate-friendly household behavior has three unique advantages: (i) health co-benefits accrue directly to the acting individual, they are "private goods" rather than public ones; (ii) the evidence base for, and magnitude of health co-benefits is well-established; and (iii) the idea of a healthy life-style is well-engrained in public discourse, much more so than that of a climate-friendly life-style. In previous research, assessing the influence of information on health effects on people’s motivation to adopt mitigation actions, health co-benefits for the individual were typically confounded with collective health co-benefits, for example from pollution reduction. The present research aims to overcome this limitation by providing information on individual health co-benefits that are unconditional on the actions of others (direct health co-benefits). We report effects of this kind of health information on stated willingness to adopt mitigation actions as well as on simulation-based carbon emission reductions in a pre-registered experimental setting among 308 households in 4 mid-size case-study cities in 4 European high-income countries: France, Germany, Norway and Sweden. For each mitigation action from the sectors food, housing, and mobility, half of the sample received the amount of CO2equivalents (CO2-eq) saved and the financial costs or savings the respective action generated. The other half additionally received information on direct health co-benefits, where applicable. For households receiving information on direct health co-benefits, we find a higher mean willingness to adopt food and housing actions, and a greater proportion very willing to adopt one or more mitigation actions (OR 1.86, 95% CI 1.1, 3.12); and a greater simulated reduction in overall carbon footprint: difference in percent reduction -2.70%, (95% CI -5.34, -0.04) overall and -4.45%, (95% CI -8.26, -0.64) for food. Our study is the first to show that providing information on strictly unconditional, individual health co-benefits can motivate households in high-income countries to adopt mitigation actions.  相似文献

Recent work on global patterns of deforestation has shown that countries with high per capita GDP or low remaining forest cover are more likely to be experiencing afforestation than deforestation. Here, I show that the relationship is more complex than previously described, because the effect of one variable is dependent upon the value of the other. As a result, high-income nations exhibit the opposite response to disappearing forest cover than low-income nations. In an analysis of 103 countries, I found that high-income countries with low forest cover have the highest rates of afforestation, typically through the establishment of new plantations. In contrast, low-income countries with little forest are more likely to consume that remaining portion at a faster proportional rate than do low-income countries with more forest. Nations with large amounts of forest have approximately equal deforestation rates, regardless of national wealth. These results highlight for the first time that there is a strong interaction between forest cover and economic development that determines rates of forest change among nations.  相似文献

Intensifying land use is often seen as a corollary of improving rural livelihoods in developing countries. However, land use intensification (LUI) frequently has unintended impacts on ecosystem services (ES), which may undermine the livelihoods of the same people who could benefit from intensification. Poorer households are disproportionately dependent on ES, so inequalities may also rise. A disaggregated analysis of LUI is thus fundamental to better understand how LUI can progress in an equitable manner. Using a suite of multi-scale, multidisciplinary social-ecological methods and operationalising multidimensional concepts of land use intensity and wellbeing, we examine three case studies in rural Mozambique. Drawing on interviews, focus group discussions, 1576 household surveys and geospatial data from 27 Mozambican villages, we assess how wellbeing and inequality change with three common LUI pathways: transitions to smallholder commercial crop production, charcoal production, and subsistence expansion. Wellbeing improved with intensification of smallholder commercial and subsistence agriculture, inequality did not change. Unsustainable intensification of charcoal production showed no overall effect on either wellbeing or inequality. Improvements in wellbeing amongst the poorest households were only found with intensification of commercial crop production, where villages had better access to markets. Our findings suggest that socioeconomic benefits from agricultural intensification and expansion may overcome localised environmental trade-offs, at least in the short term. However, unsustainable charcoal resource management and limited productive investment opportunities for rural households resulted in both reduced market access and limited wellbeing improvements. Sustainable and inclusive markets are therefore crucial developments alongside LUI to sustain wellbeing improvements for all households, to ensure that no one is left behind.  相似文献

In the face of climate change and extreme weather events which continue to have significant impacts on agricultural production, climate-smart agriculture (CSA) has emerged as one important entry point in reducing the emission of greenhouse gases and building climate resilience while ensuring increases in agricultural productivity with ensuing implications on food and nutrition security. We examine the relationship between CSA, land productivity (yields), and food security using a survey of farm households in Ghana, Mali, and Nigeria. To understand the correlates of the adoption of these CSA practices as well as the association between CSA, yields, and food security, we use switching regressions that account for multiple endogenous treatments. We find a positive association between the adoption of CSA practices and yields. This increase in yields translate to food security as we observe a positive association between CSA and food consumption scores. Although we show modest associations between the independent use of CSA practices such as adopting climate-smart groundnut varieties, cereal-groundnut intercropping, and the use of organic fertilizers, we find that bundling these practices may lead to greater yield and food security gains. Under the different combinations, the use of climate-smart groundnut varieties exhibit the strongest association with yields and food security. We also estimate actual-counterfactual relationships where we show that the adoption of CSA practices is not only beneficial to CSA adopters but could potentially be beneficial to non-CSA adopters should they adopt. These results have implications for reaching some of the sustainable development targets, especially the twin goals of increasing agricultural productivity and maintaining environmental sustainability.  相似文献

The foundations of modern society are based on metals, yet their production is currently placing considerable strain on the Earth’s carrying capacity. Here, we develop a century-long scenario for six major metals (iron, aluminum, copper, zinc, lead, and nickel) harmonized with climate goals, with the goal of establishing science-based targets. We show that for the metal sector to contribute proportionally to emission reductions targets of the industrial sector, global in-use metal stocks need to converge from the current level of around 4 t/capita to about 7 t/capita. This will require today’s high-income countries to contract their per capita stock from current levels of about 12 t/capita to make room for growth in countries that are presently classified as middle- and low-income countries. In such a contraction and convergence scenario, primary production of all six metals will peak by 2030, and secondary production will surpass primary production by at least 2050. Consequently, cumulative ore requirements over the 21st century will remain below currently identified resources, implying that natural ore extraction will be limited by emissions budgets before existing resources can be depleted. Importantly, realizing such system changes will require urgent and concerted international efforts involving all countries, but specific responsibilities will vary according to income level. Namely, wealthy countries will need to use existing metal stocks more intensively and for longer periods to reduce stock replacement demand, while poor countries will need to develop long-lasting and material-efficient infrastructure to curtail stock expansion demand in the first half of the 21st century.  相似文献

Research on the effects of climate change on U.S. agriculture and world grain markets suggests that adaptation will occur with relatively small effects on total production. Additional research shows that reducing emission of greenhouse gases from U.S. agricultural production is relatively expensive compared to encouraging reforestation as an offset to emissions of carbon dioxide. Nevertheless, continued population growth and the increasing inequality of income across countries are likely to exacerbate the adverse effects of climate change. Concepts of sustainability should be expanded to cover industrial as well as agricultural production, and promote the efficient use of fossil fuels in general. Dealing with climate change effectively will require international cooperation and a willingness to address population growth and the divergence of incomes between rich and poor countries.  相似文献

Per capita consumption of plastic continues to increase and remains at high levels in high-income countries, despite obvious contributions to the global problem of plastics pollution. This paper attempts to provide an explanation for this phenomenon based on construal level theory, positing that plastic waste is a problem that is perceived as “out of sight and out of mind” for consumers in high plastic consumption (typically high income) countries and that this is influenced by the export of plastic waste to other (typically lower income and lower consumption) countries for disposal – shifting the burden of mismanaged plastic waste and perceptions of plastics pollution in the countries creating the majority of plastic waste. The apparent lack of plastics pollution in a local environment becomes a mediator, influenced by the export of plastic waste, which may then contribute to further plastics consumption. The theory is tested using structural equation modelling using rare, available matched data for mismanaged plastic waste, plastic waste exports, and plastics consumption at an aggregate country level. All study hypotheses are supported. The paper concludes with recommendations for future research and practice, including potential changes to government policy aimed at reducing future plastics consumption and pollution.  相似文献

The activation of nitrogen and phosphorus for food production has caused the transgression of the safe operating space of the Earth system. However, countries differ in the use of their fair share of global nutrient activation, causing a disparity that has severe implications for the environment, land degradation and food security. Both the impact on Earth system processes as well as productivity gains and losses and the consequent socio-economic impacts depend on past use. Therefore, in this study, we examined how the activation of nitrogen and phosphorus for food production in relation to countries’ fair shares has evolved globally. The first transgressions of the planetary boundaries occurred in 1970 and 1964 for nitrogen and phosphorus, respectively. Since then, activation has increased 160% and 200%, respectively. Further, notable differences were observed between countries, in which high-income regions such as western Europe and North America had the highest cumulative transgression and sub-Saharan Africa and Oceania had the greatest deficit relative to their fair shares. The main driver for transgression was economic growth rather than population growth or the relatively recent fertiliser subsidies. Although the use of fertilisers has decreased in areas with previous high use, past usage will slow down the effects of fertiliser reductions on ecosystem recovery and maintain a legacy of inequality. Consequently, in addition to reductions in nitrogen and phosphorus activation, recycling accumulated nutrients to regions operating below their fair shares should be explored and economically enabled in order to secure Earth system functioning while eradicating hunger.  相似文献

Solid fuel use is linked with adverse effects on the environment and human health. Yet, solid fuels remain an important energy source for households in developing countries. Even when country-level dependence on solid fuels is modest, there is often significant variation in within-country patterns of solid fuel use. This study examines a range of environmental and socioeconomic conditions to understand the relationship between them and household energy use within a country. While our results are derived from a study of regional patterns of solid fuel dependence in Peru, the contribution of this study is broad: variables that we include in our models of households’ fuel choice decisions are likely to shape such decisions in most developing countries. Our findings indicate that environmental conditions, such as elevation and forest cover, are associated with solid fuel use. Socioeconomic factors, including urbanization, poverty and female literacy, are similarly important. In addition, we identify nuanced links between types of female employment and indigenous population, on the one hand, and solid fuel use, on the other.  相似文献

Economically consistent long-term scenarios for air pollutant emissions   总被引:1,自引:0,他引:1  
Pollutant emissions such as aerosols and tropospheric ozone precursors substantially influence climate. While future century-scale scenarios for these emissions have become more realistic through the inclusion of emission controls, they still potentially lack consistency between surface pollutant concentrations and regional levels of affluence. We find that the default method of scenario construction, whereby emissions factors converge to similar values in different regions, does not yield pollution concentrations consistent with historical experience. We demonstrate a methodology combining use of an integrated assessment model and a three-dimensional atmospheric chemical transport model, whereby a reference scenario is constructed by requiring consistent surface pollutant concentrations as a function of regional income over the 21st century. By adjusting air pollutant emission control parameters, we improve consistency between projected PM2.5 and economic income among world regions through time; consistency for ozone is also improved but is more difficult to achieve because of the strong influence of upwind world regions. Reference case pollutant emissions described here were used to construct the RCP4.5 Representative Concentration Pathway climate policy scenario.  相似文献
