Individual transferable quota (ITQ) markets are being used successfully to distribute quotas in single region and single species fisheries. In many parts of the world, the development of well crafted markets for multispecies or multiregional fisheries is still evolving. As a result, there exists an opportunity to inform policy by providing research insights into the relative merits of alternative market designs for such fisheries.This study explored the relative merits of a simultaneous ascending auction design and an iterative combinatorial auction design for a hypothetical multiple region quota market. In a simultaneous auction, separate auctions are run in parallel for individual species or regions. During intermediate rounds, fishers can adjust their bids in auction depending on their position in the other auction. In a combinatorial auction, a fisher can purchase a combination of quotas (or a package quota) for different fish species or regions in the same auction. Being able to acquire bundles of species or regions allows fishers to take advantage of complementarities. To date, the potentials of such auctions have not been thoroughly tested in fisheries quota markets. This study found that while a simultaneous auction design was more efficient than combinatorial auction design overall, combinatorial market design took fewer rounds to make final allocations and performed better in high synergy environments.  相似文献

This article explores the role of market information and learning in multiple unit combinatorial markets for fishing quota. Combinatorial auctions allow trading of packages of different types of quotas (for example for different regions or industry) in the same auction market. Bidders can submit package bids which would allow them to enjoy synergy benefits. However, to realize the full benefit bidders require comprehensive understanding of the market. This article focuses on the impact of varying levels of information feedback on performance in multiple unit forward combinatorial auctions using laboratory experiments. In a general context of trade in fishery quota, it was asked whether (a) providing additional market information and (b) learning through time helps in more efficient outcomes. It is found that much of the benefits of information are derived from structural effects, like repeated rounds and package valuations. Providing additional market information does not improve auction performances to a large extent. These results will be useful in designing more efficient combinatorial markets for fisheries quota.  相似文献

The development of the Estonian fisheries and fishing rights during the post-Soviet period is discussed. In order to deal with excessive fishing capacity, a part of the fishing rights, both volume quotas and gear-use rights, in all Estonian fisheries will be allocated each year through auctions while the remainder will be allocated on the basis of the history of the use of recent fishing rights. This was done for the first time in 2001. All fishing rights depreciate from year to year in a geometric fashion, by 10% yearly. The results of the first auctions discussed in the paper suggest that auctioning is a suitable method to manage common-pool resources such as fish stocks.  相似文献

A unique database was created that describes the methods used to allocate shares in nearly every major catch share fishery in the world. Approximately 54% of the major catch share fisheries in the world allocated the Total Allowable Catch (TAC) solely on the basis of historical catch records, 3% used auctions, and 6% used equal sharing rules. The remaining 37% used a combination of methods, including vessel-based rules. These results confirm the widely-held belief that nearly all catch share programs have “grandfathered” private access to fishery resources: 91% of the fisheries in the database allocated some fraction of the TAC on the basis of historical catch. This publicly available database should be a useful reference tool for policymakers, academics, and others interested in catch shares management in Hawai'i and across the globe.  相似文献

In this paper we will study two auctions for fish found in Norway, and compare them applying auction theoretical assumptions. We will use the Revenue Equivalence Theorem (RET) as a basis to explain why these two different auction mechanisms are chosen for the sale of fish. It is shown that the issues of risk aversion, common values and inclusion of travel costs may explain the choice of auction institution.  相似文献

Namibia's fishing industry is managed using a system of fishing rights and individual fishing quotas. This property rights system was intended to encourage the local fishing industry to exploit the resource responsibly. Unfortunately, unintended perverse incentives have promoted induced overcapacity and inefficient use of vessels. In combination with inconsistent quota allocations, the result has been persistent pressure on the already depleted biological resource. This paper uses a bio-economic model to estimate actual and potential profits in Namibia's hake fishery. N$300 million annual profit was not realised due to the depressed state of the resource. Mean annual profits for the years 2007–2009 were N$80 million, which provides the fishing industry, as a whole, only about 36% of the potential normal profit. Theoretically this implies that the fishing industry would probably receive better returns with less risk if they invested their money elsewhere. This study demonstrates that by rationalising quotas and improving management, better efficiency and higher profits for the fishers and government could be obtained.  相似文献

The twin goals of economic efficiency and social equity often seem at odds, particularly in the debate over two marine policy approaches: firm-level regulation of inputs and outputs (“command and control”) and individual transferable quotas. This paper examines the debate over social equity in a US fishery that transitioned from command and control to individual transferable quotas—the mid-Atlantic clam fishery. The analysis draws on 17 years of data on fishing trips, vessel ownership, tradable property rights ownership, and output market shares. The results show that no segment of the industry was disproportionately adversely affected by the regulatory change; however, they also demonstrate the emergence of a new sector in the industry, which is predominantly made up of former small-scale harvesters.  相似文献

Vessel buyback programs intended to address overcapacity and excess capitalization in fisheries can lead to dramatically different levels of decapitalization depending on program structure and availability of vessel-specific information. This paper develops a simple theoretical model of self-financing vessel buybacks to examine equilibrium outcomes using sequential versus take-it-or-leave-it auctions, and financing schemes which allocate costs either homogeneously or according to rents captured through the buyback. This model demonstrates that programs which spread costs evenly among remaining vessels limit the possible extent of buybacks, as do programs which buy vessels one at a time in sequence rather than all at once. In addition to the theoretical modeling, a stylized case study inspired by the Inter-American Tropical Tuna Fishery is also provided. This analysis suggests that a wide range of auction structures could roughly half the size of the existing fleet, and starkly demonstrates how information poor settings can entirely derail a buyback.  相似文献

Effective species management requires good knowledge on vessel dynamics, either at a stock basis or through the establishment of multiannual management plans as advisable under the new European Common Fisheries Policy (CFP). Achieving such knowledge on Portuguese multi-gear fisheries is challenging given the large number of species caught and the different management measures applied to potential target species. The latter ranges from no input or output controls to output controls based on individual vessel quotas (IVQ). To provide accurate regional knowledge to the CFP, the dynamics of vessels involved in the trammel net fishery targeting anglerfish (Lophius spp.) was characterised based on onboard sampling data and logbook reports. The selected vessels were very dynamic, and were found to target other species such as hake (Merluccius merluccius), John Dory (Zeus faber) and octopus (Octopus vulgaris). Anglerfish landing trends can be explained by changes in abundance, quota availability and shifts/changes in fishing effort. Overall, the dynamics of these vessels varied with area of exploitation, IVQ value and anglerfish total allowable catch (TAC). These results show the influence of different management systems in the dynamics of vessels and the advantage of an IVQ management system, where fishers can spatially and temporally allocate effort. Results also highlight a fishing effort shift towards unregulated species in face of IVQ or TAC restrictions.  相似文献

Gross overcatching of whales in the Antarctic resulted in a series of international agreements in the 1930s designed primarily to control oil output and so to ensure a stable market. These agreements led to the International Convention for the Regulation of Whaling, signed in 1946. The interests of the industry were paramount in setting catch quotas, so that the major stocks were seriously depleted. A more conservative approach initiated in 1965 has led to the present management policy of the IWC which is aimed at bringing all whale stocks to the levels providing the maximum sustainable long-term yields. The author analyses the issues and implications surrounding these developments.  相似文献

Markets for individual tradeable fishing quota are evolving and maturing in many countries throughout the world. Synergies in spatial and temporal packages of fishing quotas have yet to be explored and exploited. The relative performance of simultaneous multi-round and combinatorial auctions has been well documented and explored in a number of environments including the allocation of spectrum rights by the US Federal Communications Commission, aircraft take-off and landing slots, as well as pollution emissions allowances. It is therefore timely and policy relevant to explore the relative performance of simultaneous and combinatorial fishery quota markets in controlled experimental environments. This paper reports the results of a series of economic experiments exploring the relative merits of these alternative fishing quota markets. The results provide important insights into the future development of individual tradeable fishing quotas.  相似文献

The performance of the EU long-term management plan for cod stocks, in force since 2009, is analysed focusing on the human and institutional factors. The plan operates through landings quotas (TACs) and effort restrictions following a Harvest Control Rule, and deploys a novel instrument allowing Member States to ‘buy back’ or increase fishing effort for fleet segments engaged in cod-avoidance measures. The stipulated fishing mortality reductions have not been achieved. On the positive side, the ‘buy-back’ instrument has led to increased uptake of selective gear and implementation of permanent and real-time temporary closures. On the negative side, ignoring the dimension of fishers as reactive agents in the design, the impact assessment, and the annual implementation of the measures has contributed to the failure to adequately implement the plan and achieve its objectives. The main problem is that the landings quotas taken in a mixed fishery did not limit catches because fishers were incentivised to continue fishing and discard overquota catch while quota for other species was available. The effort limitations intended to reduce this effect were insufficient to adequately limit fishing mortality in targeted fisheries, although fishers experienced them as prohibiting the full uptake of other quotas. Recommendations for future plans include (i) management through catch rather than landings quotas, (ii) the internalisation of the costs of exceeding quotas, (iii) use of more selective gear types, (iv) the development of appropriate metrics as a basis for regulatory measures and for evaluations, (v) participatory governance, (vi) fishery-based management, (vii) flexibility in fishing strategy at vessel level.  相似文献

This study examines the status and exploitation level of 31 northern European stocks targeted by fisheries certified by the Marine Stewardship Council (MSC) as being sustainable and well managed. In the first year of certification, 11 stocks (52% of stocks with available data) were exploited above the maximum sustainable level and four stocks (16% of stocks with available data) were outside of safe biological limits. MSC states that it certifies sub-standard stocks because they will improve once they are in their program. However, after a duration of certification of one to ten years (average four years), no significant changes in fishing pressure or stock size were detected. In the last certified year with available data, seven stocks (44% of stocks with available data) were subject to overfishing and five stocks (21% of stocks with available data) were outside of safe biological limits. Certification should guarantee that fishing quotas are set correctly and are enforced. However, in 11 stocks quotas were set 20–60% above the level that fishers were taking, whereas in three stocks landings exceeded quotas by 30–50%. The study concludes that MSC should change its rules such that overfishing or unsafe stock sizes lead to immediate suspension of certification and that no certification is issued in the first place for a stock that is already in such a situation.  相似文献

Declining fishing yields of the highly valuable Mediterranean red coral indicated overexploitation by the 1980s. In response, the UN Food and Agriculture Organization (FAO) established management guidelines in the late 1980s, such as daily quotas, minimum size, and most importantly, the ban of dredging for coral in 1994. However, recent data led to new concerns about the sustainability of coral harvest by highlighting previous and ongoing overexploitation. The US and EU reacted in 2007 and 2009 by proposing to include the family Corallidae in CITES Appendix II to regulate trade. However, the proposals were rejected based on the hope and promise that local management would provide a less obtrusive solution. This article argues that limited resources and insufficient interdisciplinarity limit the research needed to improve management guidelines, while a lack of human and financial resources hinder local management and efficient enforcement. In particular, illegal fishing is out of control and threatens the future of the industry. Furthermore, there is no consensus on the concept of sustainability of coral fisheries. The most alarming recent development is an increasing pressure by the industry to be permitted to harvest deep populations using remote operated vehicles, which will risk depletion of the last stocks left that have not been overharvested.  相似文献

In most fisheries catch per unit effort shows significant seasonal and spatial variation. Traditionally, i.e. when vessels are free to choose their harvesting strategy, 80% of the Norwegian cod is landed during the winter in a limited geographical area. To alter the seasonal and spatial supply of cod to the fish processing industry, rural community quotas were introduced. In this paper, we develop a model to predict how different vessels will adapt to the quotas introduced. The hypotheses developed are mostly confirmed in an empirical study. Theoretical, methodological, and managerial implications of the findings are discussed.  相似文献

The current fisheries management regime in New Zealand involves a system of quota management within which individual quotas are owned by fishermen and are transferable on an open market. The sum of these individual transferable quotas ITQs for a particular species equates to the total allowable catch TAC for that species. The objectives, implementation and consequences of this system are outlined, and its significance for stock assessment for species included in the ITQ system is discussed. A recent need for a TAC reduction in the deep-water fishery for orange roughy Hoplostethus atlanticus is mentioned in the context of the ITQ system. It is suggested that there is potential for economic benefit to the fishing industry in the Benguela system if an ITQ system were to be introduced locally.  相似文献

In this paper, we focus on the status and trends of the current Korean fisheries management regime. Specifically, this paper briefly introduces the Korean conventional fisheries management regime (KCFMR) and discusses its problems and limitations. In describing policy evolution, this paper finds reasons why the Korean government has chosen a TAC system, an output control approach, besides input control approaches in force for almost a century. This paper also describes the evolution of the Korean TAC system, which is carrying out a pivotal role in Korean fisheries development, and analyzes problems of the Korean TAC system. Finally, this paper gives a perspective on expanding the Korean TAC system toward Output Control Systems (OCSs) such as Individual Quotas (IQs), Individual Vessel Quotas (IVQs), Individual Transferable Traps (ITTs), Community Quotas (CQs), and Individual Transferable Quotas (ITQs).  相似文献

This paper discusses actual and possible achievements and failures of Codland and examines it from the point of view of efficiency and in terms of distribution. Joint analysis of the two approaches is needed when contemplating fisheries management reforms, since such reforms may create both winners and losers. The analysis demonstrates how rent drain from fishing communities and countries may occur despite significant resource rent creation. The change in the Codland economy is illustrated and compared to that of actual countries and to resource economic theory. It is concluded that if distributional and equity objectives matter, other instruments than ITQs, such as conditional tradeable fish quotas and vessel licences, resource taxes, co-management, public ownership, auctions, leases, time limited rights, time and area regulations, territorial user rights (TURFs) and marine protected areas (MPAs), should also be used.  相似文献

In this study, utilization of catch-quota balancing mechanisms in the Icelandic demersal fishery, which allow for individual transferable quota to be transformed among species and transferred between years, is analyzed to determine whether annual catches closely adhere to total allowable catches on average. Icelandic landings data for 14 demersal fish species during 2001–2013 are compared to implemented total allowable catches as well as catch limits recommended by the Marine Research Institute (MRI) and a proxy for annual market values. Landings surpassed legal limits of total allowable catch in 27% of the cases (landings by species by fishing year), mostly due to species transformations, but TAC overages were not consistent for any species. Instead, catches of some species were consistently less than legal limits, with some indications that landings were related to profitability (i.e. landings were correlated with market value). However, landings surpassed MRI recommendations in 67% of the cases, and landings of four species (Atlantic wolffish, haddock, monkfish and redfish) consistently exceeded MRI recommendations. Therefore, discrepancies between scientific recommendations for catch limits and quotas selected through the political process may represent a higher risk to long-term sustainability than catch-quota balancing mechanisms.  相似文献

The bluefin tuna fishery has undergone a major shift in Malta, moving from an open access artisanal nature to a privatized and industrialized activity dominated by the purse seining fleet and the BFT ranching industry. The shift has been exacerbated by the national implementation of an individual transferable quota system, which has enabled the concertation of quotas into fewer hands. The main objective of this article is to understand how privatization has evolved within the sector and the way the Maltese artisanal fishermen are experiencing the shift. This study takes an exploratory mixed-method approach to quantitatively and qualitatively understand how policy underpinnings interplay with the sustainability dimension of the small-scale fishing sector. Results show that the transition of the bluefin tuna fishery from artisanal to industrial has generated a legitimacy crisis over fishing rights, decreased profitability amongst most of the artisanal fleet, and led to a series of socio-ecological impacts on the artisanal fisheries system at large. It is concluded that the neo-liberal trajectories of industrialization have directly undermined the continued sustainability of artisanal fishing communities.  相似文献
