Due to the increasing pressure from the European Union, in the last decade the waste management landscape in Greece has been going through drastic changes, especially regarding policies and legislation. Shifts in management practices, however, have been considerably slower. A major component of this shift is the requirement by the Landfill Directive (LD) to divert increasing quantities of biodegradable municipal waste (BMW) from landfilling. Making use of the four-year extension allowed to countries heavily reliant on landfills, Greece will have to achieve the LD diversion targets in the period 2010–2020. In this paper the main aspects of the LD are outlined and critically placed in the context of the EU waste policy and the priorities of the new Waste Directive. The current state of waste management in Greece is presented with the main planning for new BMW treatment infrastructure. The complex and multifaceted barriers to successful implementation of waste policies in Greece are discussed using the case study of the LD, in an effort to draw lessons for the New Member States.  相似文献

对上海1978~2000年人均GDP与城市废弃物增长数据的拟合计算表明,上海城区废弃物增长与人均GDP之间存在比较明显的环境库兹涅茨二次曲线特征。理论计算显示:上海城市废弃物环境库兹涅茨曲线的转折点为人均GDP约33441元,对应的城市废弃物达到相应的理论计算峰值约779万吨。上海的人均GDP在2000年已经达到34547元,相应的城市废弃物清运量为741万吨,略为低于理论拟合计算峰值;说明上海城市废弃物增长的演变在2000年前后的一段时期,总体已经处于环境库兹涅茨曲线的理论峰值转折点附近。可以认为,随着上海人均GDP的持续增长,今后一段时期内上海城市废弃物的总量增长会逐步减缓,而建立体现生产者责任的市场调控废弃物管理公共政策,将有利于加快这一趋势。  相似文献

基于2003—2017年中国30个省份的数据,探究城市生活垃圾处理能力的时空格局,并构建动态面板数据模型实证检验中国城市生活垃圾处理能力的影响因素。研究结果表明,考察期内城市生活垃圾处理能力存在空间发展不平衡问题;进一步利用Dagum基尼系数测算城市生活垃圾处理能力的空间差距并将其进行分解,其中,东部地区的地区内差距最大,地区间差距则以东部地区和西部地区之间最大,而超变密度则是空间差距的主要来源;此外,通过回归模型发现人均GDP、专利授权数、城镇化水平以及无害化处理厂数目的提升将促进城市生活垃圾处理能力的提高。  相似文献

生活垃圾收运处置规划是城市环卫规划与管理的重要内容,本文在剖析传统生活垃圾收运处置规划模式的基础上,从政策机制、规划设计、技术管理、实际操作4个维度探讨了上海中心城区生活垃圾收运处置规划的多维度分析方法,并以普陀区为例进行了实证研究。研究结果表明,多维度分析方法有助于将循环经济思想融入生活垃圾收运处置各个环节,促进其流程和步骤的有效衔接,在上海中心城区具有较好的应用前景。  相似文献

In 1976, the U.S. Congress enacted the Resource Conservation and Recovery Act (RCRA) to further address the problem of increasing industrial and municipal waste. The main objectives of RCRA were to responsibly manage hazardous and solid waste and to procure materials made from recovered wastes. To fulfill these objectives, four main programs of waste management were developed. These programs were defined under Subtitle C, the Hazardous Waste Program; Subtitle D, the Solid Waste Program; Subtitle I, the Underground Storage Tank Program; and Subtitle J, the Medical Waste Program. Subtitle D illustrates the solid waste dilemma occurring in the United States. Under this program, states are encouraged to develop and implement their own waste management plans. These plans include the promotion of recycling solid wastes and the closing and upgrading of all environmentally unsound dumps.Correspondence should be directed to Earle B. The advantages of centralized environmental policy-making are widely assumed, but a corrective may be overdue. Central government environmental policy limits local policy options in at least three ways: (1) through federal pre-emption imposing solutions on local government; (2) through federal mandating of policy for implementation by subnational government; or (3) through federal disincentives to local adoption of innovative solutions. These constraints are illustrated by policy controlling the disposal of high-level radioactive waste, hazardous waste, and solid waste, respectively. The constraining effect of central environmental policy is felt regardless of whether the formal structure of environmental rule-making and implementation is centralized or decentralized. The analysis suggests the need for greater flexibility and coordination in the geographic structuring of environmental policy-making.  相似文献

近年来,随着城市扩张,垃圾处理设施的布局逐步和城市居住空间相交叠,影响居民生活品质。目前人们对于北京市垃圾处理设施“围城”问题的认知多来自新闻媒体的宣传报道,存在一定的认知误差。以北京市六环内及周边街道为研究范围,分析垃圾处理及转运设施对房价的影响程度,以及垃圾处理设施对周边住宅价格影响的空间范围,在此基础上分析北京市最大的垃圾处理中心——阿苏卫对周边房价的影响范围。结果表明:① 北京市大型垃圾处理设施对周边房价影响的空间作用范围平均为6 km左右,这一距离远超市政建设要求的大型垃圾处理设施与居住区距离500 m的邻避标准。以此空间距离为基准测算,北京有800多个社区、约70万户居民处于大型垃圾处理设施的影响范围内。② 案例研究显示,阿苏卫垃圾处理中心对周边房价的影响范围接近14 km,远大于垃圾处理设施的平均空间作用距离。由于阿苏卫周边分布着回龙观、天通苑等大型居住区,受该设施影响的居民多达几十万人。  相似文献

Istanbul’s Taksim Square has long been a place from which people have envisioned the city and the nation. As such, it has a long history of architectural interventions. This essay describes three new interventions as they appeared in July2018, two years after the failed coup attempt of 15July2016: a municipal complex commemorating the resistance to the coup attempt; the juxtaposition of a memorial photo exhibit and the void of the Atatürk Culture Center; and the rapid construction of the Taksim Mosque. Drawing on conceptualizations of landscape and scholarship on Taksim Square’s contested meanings, this paper utilizes the “politics of perspective” as an analytical lens to examine how authorities are attempting to create anew way of seeing in the city. I argue that this project has acquired a new character in the aftermath of the coup attempt, placing viewers within the landscape rather than outside it.  相似文献

The concept of producer responsibility has become a major tenet of EU waste management policy. It forms part of an effort to set a regulatory context for firms supportive of sustainable development. Two contrasting notions of the theory and implementation of sustainable development are ecological modernisation and industrial ecology. Ecological modernisation emphasises economic development and technological advances, within a suitable policy framework. Industrial ecology, by contrast, emphasises inter-firm cooperation and voluntary compliance inspired by eco-efficiency savings. Recently, however, industrial ecologists have shown greater interest in the potential for policy implementation. With aims such as increasing recovery of value from waste, creating a demand for recycled materials, and decreasing the potential harmful effects of waste, the producer responsibility directives can be seen as attempts to implement industrial ecology principles. This paper examines interrelationships of ecological modernisation and industrial ecology to understand the potential and shortcomings of the producer responsibility regulations as a means to promote waste minimisation through eco-design.  相似文献

In this paper we explore the contours of a 'method' for postcolonial development geography, which makes it possible to imagine another 'world-picturing'. We suggest three steps towards such a method. First, we propose that a postcolonial method involves thinking about why we are doing research in the south in the first place; how we come to and produce our questions; and how we analyze and represent our findings based on our subject positionings. Second, that we need to recognize theorization as an inherent part of method, rethink how we currently theorize and reconfigure our methods of theorization to address wider political aims. Problematizing theorization helps challenge the universalism of Eurocentric theories, thus enabling development geography to move towards more decolonized versions and visions. Finally, that this must be accompanied by firmer recognition of our multiple investments – personal, institutional and geopolitical – and how they frame the possibilities for change. These are some possible steps that we think can reconfigure the 'scholarly track' that postcolonial development geographers traverse.  相似文献

The increasingly global reach of industrial agricultural production has progressively distanced consumers and producers. Not surprisingly, opposition to the global food system commonly seeks to re-localize agriculture by cutting the distance between agricultural production and consumption. Analysis of potential foodsheds can provide an important basis upon which to recover local systems of production and consumption. Here, we examine the potential for municipal and micro-level foodsheds in the greater Tokyo mega-region. Similar to other large cities in Asia, the urban fringe of Tokyo has extensive areas of mixed urban and agricultural land-uses which are often seen as problematic, but which may have many merits from the standpoint of sustainable foodsheds. Indeed, our results indicate that many areas on the urban fringe of the Tokyo mega-region bear potential to meet demand for both rice and vegetables within their borders. Moreover, many people could meet their food needs within a short distance of their residence. These results demonstrate the need to examine the potential for micro-level foodsheds on the urban fringe.  相似文献

This paper analyses reform of the law of wages arrestment in nineteenth- and twentieth-century Scotland to examine the spatial nature of the 'regulatory dilemmas' faced by the state in legal interventions in a spatially heterogeneous context. Though this reform was an example of how the nineteenth-century British state sought to regulate the spaces of everyday life, the analysis shows that law-making processes are the outcome of complex tensions between and within the state and legal systems. In these processes, local legal cultures, tensions between systems of common and statute law and the complex geographies of social life play important roles in shaping the conjunction of space, place and law.  相似文献

In this article I consider the initial period of solid waste management planning in the US state of Hawaii. The State encountered a number of economic and ecological controversies during its solid waste management planning, a process that was prompted by the US Environmental Protection Agency. Some issues, like project financing, were common across the US, while others, such as the potential of waste materials to reduce reliance on imported food and materials, were more unique to Hawaii. The controversies from this initial planning period were never quite fully resolved; as they lingered, they were interpreted differently across the Islands. Based on a close reading of government, advocacy group, waste industry and news media documents, I examine the controversies over solid waste management of the time and consider how the ‘dual nature’ of waste in Hawaii—simultaneously an ecological threat and (potential) economic input—shaped the adoption of solid waste management systems there. This article adds to an expanding literature examining infrastructure in environmental and technology histories.  相似文献

This paper presents an inquiry into the capacity of transport and mobility studies to critically engage with contemporary policies. Drawing on the conceptualization of circuits of knowledge, the paper scrutinizes the extent to which transport policy agendas are framed around various approaches within academia. An extensive literature review reveals that the academic field of transport and mobility is organized around a hegemonic core of “neoclassical” and “sustainable” approaches. Meanwhile, a critique of these dominant approaches is emerging in an attempt to (re)embed mobility issues in urban political economy. This threefold knowledge typology visibly resonates within transport policy agendas in Brussels, where we detect a growth-oriented and largely depoliticized dual hegemony of neoclassical and sustainable narratives, with critical academic voices rarely entering official agendas. The paper concludes with a reflection on the difficulties, yet also the need to mobilize critical academic knowledge in the field of transport and mobility.  相似文献

This paper examines the challenges facing English flood risk management (FRM) policy and practice when considering fair decision-making processes and outcomes at a range of spatial scales. It is recognised that flooding is not fair per se : the inherent natural spatial inequality of flood frequency and extent, plus the legacy of differential system interventions, being the cause. But, drawing on the three social justice models – procedural equality, Rawls' maximin rule and maximum utility – the authors examine the fairness principles currently employed in FRM decision-making. This is achieved, firstly, in relation to the distribution of taxpayer's money for FRM at the national, regional and local levels and, secondly, for non-structural strategies – most notably those of insurance, flood warnings and awareness raising, land use control, home owner adaptation and emergency management. A case study of the Lower Thames catchment illustrates the challenges facing decision-makers in 'real life': how those strategies which appear to be most technically and economically effective fall far short of being fair from either a vulnerability or equality perspective. The paper concludes that if we are to manage flood risk somewhat more fairly then a move in the direction of government funding of nationally consistent non-structural strategies, in conjunction with lower investment decision thresholds for other local-level FRM options, appears to offer a greater contribution to equality and vulnerability-based social justice principles than the status quo.  相似文献

Human encounters with waste can trigger reflections on taken-for-granted assumptions about consumption. Taking this observation as its starting point, this paper explores whether and how the introduction of the kitchen caddy and food waste composting at the municipal scale generates new environmental subjectivities in Australian homes. Using visceral research methods, the paper shows that, other than participation in municipal composting, close encounters with food becoming compost do not trigger more experimental or sustainable relationships with food. Rather, they trigger new configurations of cleanliness, tidiness and storage as participants seek to stabilise their home against the disruptive sight, smell and touch of food becoming compost. In unsettling the boundaries between humans and nonhumans, and cleanliness and chaos, food becoming compost produces visceral disgust among residents who are primed through modern home cultures to maintain cleanliness, control and the prevention of nonhuman intrusions at home. The success of municipal composting thus hinges on households’ commitment to ‘sustainability work’ in placing, storing, cleaning and sealing food to reconfigure the modern home for waste recovery. Reconceptualising municipal composting as a co-production of sensory engagement and household practices, we centre a visceral politics of household sustainability at the heart of municipal composting and resource management.  相似文献

Recent years have seen increased attention paid by geographers to the phenomenon of household waste recycling. Much of this attention by geographers has focused on contemporary recycling, especially contemporary policy and behaviour. This article takes a wider temporal perspective and considers the antecedent 'National Salvage Campaign' of the Second World War. It considers the conceptual lessons from this recycling campaign, drawing out the importance of themes of scale, relatedness, civic duty and positive identity. The article explores the socially constructed boundaries that attempt to find an 'appropriate' place for waste and how such boundaries are constantly reconsidered and redefined.  相似文献

Resource recycling reduces the amount of waste discharged into the global environment. The waste reduction achieved by thorough recycling is substantial. Recycling is thus an inseparable part of global environmental protection.We human beings have used mineral resources since the birth of our species. The quantities and increasingly complex forms in which mineral resources have been used at different times in our prehistory and history serve as indices of civilization's advancement. But on the eve of the 21st century, environmental pollution and global warming stemming from spiraling resource and energy consumption pose serious dilemmas for humanity. The rapidity with which our resource consumption has increased approximates exponential growth.The worsening condition of the earth's environment because of massive resource and energy consumption is the result of activity at many stages of production, from the mining of mineral resources to the manufacture of finished products; the culmination of the process is the disposal of products as waste after their use. As we shall see from examples given in this paper, efforts are being made to solve this problem through recycling; but in many areas the problems remain incompletely solved or unsolved altogether.  相似文献

The reserves and homelands across South Africa share a common history of policy interventions resulting in sedentarization, villagization and formalization of communal land use. In Namaqualand, such interventions culminated in the 1980s with attempts by the state and local vested interests to privatize the commons in the three largest Namaqualand reserves, including Leliefontein. This proposed privatization, although ostensibly aimed at averting land degradation and modernizing agricultural production, was as much about the apartheid state's broader strategy of co-option, and served to further long standing processes of class formation in the coloured communal areas of Namaqualand. In the post-apartheid period land reform has expanded the communal land-base in Namaqualand by over 25%. In spite of this, the management of the new commons in Leliefontein has many of the characteristics of land management policies imposed during apartheid. As a result, the new commons have effectively been arrogated by the same category of people who would have benefited under past privatization initiatives.This paper examines how the interests of a local elite have gained exclusive access to the new commonage farms. This has come about despite the government's commonage policy which privileges access by poorer, disadvantaged communal farmers. This case study uncovers the dynamic complexity of community driven land reform especially in relation to the roles of rural elites and their relationship to government institutions.  相似文献

Abstract

In most developing countries, the provision of municipal services and infrastructure invariably fails to match the pace and demands of urbanization. The outcome is often increased informality due to improper planning, official bureaucratic barriers and perhaps insufficient and shrinking public resources, which then makes leveraging private capital for public service provision imperative. Drawing on in-depth qualitative fieldwork in two Ghanaian cities, this paper aims to extend literature on the divergence between service provision and urbanization in developing countries. More specifically, it attempts to qualify recent macro-level data indicating that access to water, sanitation and electricity services in Accra and Sekondi-Takoradi is improving substantively. Contrary to dominant policy narratives circulating in Ghana, we illustrate how the acceptability of key municipal services within urban settings is often inadequate, and how acceptability is tied to spatial and temporal factors. We then identify and examine the reasons underpinning these variations. Through exploring residents’ perceptions of key services, and examining critically the possibility and feasibility of meeting urban service needs through leveraging private resources, this paper contributes to broader academic debates over urban service provision, while also feeding into contemporary policy discussions concerning how to achieve several of the Sustainable Development Goals by 2030.  相似文献
