The large marine ecosystem (LME) concept and approach has had a global impact on marine ecosystem-based management. The LME approach provides a framework for assessing and monitoring LMEs and is based on five modules: productivity, fish and fisheries, pollution and ecosystem health, socioeconomics, and governance. It appears that the LME approach is also being used to structure interventions to bring about change. Its appropriateness for the latter purpose is questioned. The major concerns are that the LME approach is not consistent with current thinking about enabling governance and its compartmentalized structure does not facilitate effective governance intervention. Current thinking on good governance suggests that it is more appropriate to approach governance interventions at the LME scale through multi-level governance policy cycles.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

Fisheries co-management in the Shiretoko World Natural Heritage area was expanded to ecosystem-based management, in which the fisheries sector plays an essential role in management. A marine management plan was drawn up to define the management objectives, strategies to maintain major species, and methods for ecosystem monitoring. A network of coordinating organizations from a wide range of sectors was established to integrate policy measures. Experience from this case could inform ecosystem-based management in other countries where large numbers of small-scale fishers take a wide range of species under a fisheries co-management regime.  相似文献

This paper provides an overview of the emerging policy landscape for marine spatial planning in the European Union, which consists of four main categories of policy drivers: environmental legislation, legislation on marine renewable energy, fisheries regulations and the Integrated Maritime Policy. The weak links between these categories of policy drivers, underpinned by a lack of clarity regarding the vision for sustainability, pose major challenges for the emergence of ecosystem-based and integrated marine spatial planning in Europe. In addition, there is still uncertainty arising from on-going reform of the Common Fisheries Policy, and discussions on the need for a new marine spatial planning directive. This paper concludes with the view that better integration of environmental concerns into the Common Fisheries Policy is needed to strengthen the link between environmental legislation and fisheries regulations, and that the existing policy landscape, particularly the Marine Strategic Framework Directive, already provides a legal framework for ecosystem-based marine spatial planning. Such a framework is consistent with the recognition that ecosystem conservation underpins other pillars of sustainable development and provides the foundation for cross-sectoral marine planning and management.  相似文献

In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献

Notwithstanding the wide range of actions taken to strengthen the legal regime of international fisheries, overexploitation and the risk of depletion of stocks have been strong concerns for decades. Indeed, the regime of international fisheries law is currently not rooted in sustainability, and it does not adequately take into consideration the impact of fishing activities on the wider marine environment. One of the main causes lies in fragmentation of international fisheries law: a lack of coordination between instruments and institutions, and gaps in effective coherent structures for fisheries management. Areas beyond national jurisdiction (ABNJ), including the high seas, are particularly prone to this lack of coordination and integration.One alternative to reach a durable management of high seas fisheries might be found in a ‘global oceans governance approach’. This paper explores how this approach could impact the fragmented regime of fisheries. It suggests that governance-based perspectives underline concepts rooted in adaptability and interactions, concepts that suggest to approach international fisheries law not as a static set of rules but as an evolutive process. Reflecting on an overarching goal of coordination and possible management challenges in ABNJ provides an interesting starting point to develop a comprehensive understanding of the impacts of oceans governance on the fragmented legal regime of high seas fisheries. We now need to see how to give effect to governance, a task that remains, at this point, a work in progress.  相似文献

There has been a gradual evolution in fisheries management over the past decades from a focus on sustainability of a single species or stock and resources to a focus on marine ecosystems. Among the issues to be addressed for effective implementation of ecosystem based fisheries management (EBFM) are the appropriate governance arrangements and scale for management. The purpose of this paper is to examine these issues of governance and scale as related to EBFM in tropical developing countries through an analysis of approaches being taken in the Philippines to manage fisheries on a multi-jurisdictional level. The management of fisheries and coastal resources in a number of bays and gulfs, which represent marine ecosystems, is presented. The opportunities and constraints to ecosystem based fisheries management in the Philippines are discussed and lessons for broader application of these governance structures in tropical developing country marine ecosystems are presented.  相似文献

Commonly, the Baltic Sea is pictured as a proactive region with a long-standing tradition for cooperation and surrounded by the “greenest” EU countries. In contrast, southern countries often suffer from the “Mediterranean Syndrome” in which the heterogenous socio political situation is given as the “proof” that cooperation would not work. The Marine Strategy Framework Directive adopted by European Union in 2008 is an important step towards ecosystem-based marine management and provides a legal document suggesting marine regions as a scale for cooperation. In this paper, we aim to explore stakeholders׳ perspectives on key factors for good governance at the regional sea level covering the Eastern Baltic States and the south of France. We targeted a broad panel of professionals from different sectors with a political, economic or societal importance in the respective seas. We suggest that Baltic and Mediterranean stakeholders are going through very different stages of governance adjustment fitting the purpose of ecosystem-based marine management. Baltic institutions are well established, which in some way prevents structural analysis of whether the current governance model is the most appropriate reaching GES. In the Mediterranean, the EU strategies faces institutional challenges, which is leading stakeholders to think “out of the box” about what is really needed for implementing ecosystem-based marine management for this sea. It is suggested that a golden opportunity exists at present in the Mediterranean to create a regional platform of cooperation, not only to fit the MSFD implementation, but also to improve governance of the Mediterranean Sea and its environmental status.  相似文献

This analysis documents the reasons for emerging interest in ecosystem-based fisheries management (EBFM) and relates this management model to others. It highlights the central challenges to EBFM in the tropical context and examines an ongoing project, Fisheries Improved for Sustainable Harvest (FISH), in the Philippines—likely the first EBFM project in the tropics. The Philippine legal and institutional context provides major governance challenges to EBFM, especially as management is scaled up. A monitoring framework with process and output criteria is applied to FISH to establish progress to date. Major institutional and governance challenges for EBFM will require monitoring, evaluation, and adaptation.  相似文献

Recognizing that all management decisions have impacts on the ecosystem being exploited, an ecosystem-based approach to management seeks to better inform these decisions with knowledge of ecosystem structure, processes and functions. For marine fisheries in the California Current, along the West Coast of North America, such an approach must take into greater consideration the constantly changing climate-driven physical and biological interactions in the ecosystem, the trophic relationships between fished and unfished elements of the food web, the adaptation potential of life history diversity, and the role of humans as both predators and competitors. This paper reviews fisheries-based ecosystem tools, insights, and management concepts, and presents a transitional means of implementing an ecosystem-based approach to managing US fisheries in the California Current based on current scientific knowledge and interpretation of existing law.  相似文献

Despite the widely accepted need for ecosystem-based management of coastal and marine systems, many managers struggle with how to put these principles into practice. Commonly voiced concerns include complicated and expensive implementation, prohibitive data requirements, and lack of testing with long-term applications. We address some of these perceived barriers by providing guidance on strategies and approaches that can be used for the steps of one ecosystem-based management process, the integrated ecosystem assessment framework, including scoping, defining indicators, setting thresholds, risk analysis, management strategy evaluation, monitoring and evaluation. Importantly, we demonstrate how an ecosystem-based management approach can be utilized in a variety of contexts which vary widely in data quality and availability, governance structure, and time frame. We then illustrate the suggested steps in the process by exploring two case studies that represent realistic ends of the data/governance/time frame spectrum: Puget Sound, Washington, USA and Raja Ampat, Indonesia. By providing concrete suggestions for how to move forward with key steps in an integrated management process, we show that ecosystem-based management is feasible from a range of starting points and that for any given starting point there are numerous productive paths forward.  相似文献

Stakeholder participation is vital when introducing and implementing ecosystem-based management (EBM) at any scale. This paper presents the results of a survey covering four European Regional Seas (Baltic Sea, Black Sea, Mediterranean Sea and North-East Atlantic Ocean) aimed to collect stakeholders׳ perspectives on their Regional Sea governance to implement the European Union (EU) Marine Strategy Framework Directive (MSFD). In this survey, drivers of good governance including stakeholder involvement, willingness and capacity to cooperate, efficiency, institutional ambiguity and decision-making were explored. The results indicate a clear gap in perception between the current, the ideal and the foreseen situation regarding the implementation of the MSFD. The preferences for the future governance structures vary between stakeholders and across seas although some similarities can be found. Based on the results of the survey, this paper concludes that tailor-made rather than off-the-shelf solutions will be needed to accommodate regional cooperation in the European marine environment for implementing ecosystem-based management under the MSFD.  相似文献

21世纪以来底拖网渔业的快速发展给脆弱海洋生态系统(VME)带来极大威胁,导致公海深海渔业发展不可持续以及海洋生物多样性降低。为更好地实现养护海洋渔业资源和保护海洋生物多样性的目标,同时为我国在保护VME以及管理公海深海渔业方面提供参考,文章分析八大区域渔业管理组织(RFMO)针对VME保护采取的系列措施及其保护VME的可行性,针对存在的问题提出对策建议,并对我国在RFMO中保护VME进行展望。研究结果表明:《公海深海渔业管理国际准则》在RFMO保护VME的实践中发挥重要的指导作用;RFMO采取的措施限制深海渔业活动,但为保护VME和养护海洋渔业资源提供重要基础和保障;未来RFMO应加强信息共享和技术合作,发展VME分布预测技术,同时在保护海洋生物多样性方面积极开展双边和多边合作;我国应进一步研究和实践基于生态系统的渔业管理方法,平衡保护与开发利用的关系,积极参与国际渔业管理和VME保护并促进合作,加强南极海域海洋保护区综合治理。  相似文献

Developments in fisheries governance in recent decades—notably the 1982 United Nations Convention on the Law of the Sea and its implementing agreements—have established a framework of principles, standards, institutions and regulations that is broader and more complex than traditional fisheries management, which has generally focused on individual target species. As this framework has evolved, a number of seafood eco-labelling schemes have also developed. These schemes aim to identify well-managed fisheries and give competitive advantage to their products, thus translating the environmental awareness of consumers into direct support for sustainable fishing practices. This paper evaluates a number of these schemes in the context of international fisheries governance principles and considers the conservation benefits that may result from sustainability certification of Pacific tuna fisheries. The paper briefly summarises developments in eco-labeling of Pacific tuna fisheries in relation to the evolution of fisheries management, where focus has shifted from the maximum sustainable yield of individual tuna species to ecosystem-based approaches that directly consider the broader environmental impacts of fishing. The paper discusses two different ‘Dolphin Safe’ eco-labels, the third-party scheme of the Earth Island Institute and the intergovernmental scheme of the Agreement on the International Dolphin Conservation Program, and two broader eco-labels offering sustainability certification of fisheries, ‘Friend of the Sea’ and the ‘Marine Stewardship Council’. The role played by seafood-industry associations with sustainability claims, such as the International Seafood Sustainability Foundation, is also considered.  相似文献

Transitioning ocean governance into an ecosystem-based approach requires improved knowledge of ecosystems and existing management systems. While there has been increased effort to compile and synthesize ecological data, relatively little scholarship has been focused on improving and understanding ocean management systems. This paper presents a unique dataset that makes objective analyses of ocean management possible across multiple jurisdictions and sectors in the California Current. Following an explanation of the criteria used to compile relevant statutes and regulations, the paper suggests applications for the dataset including education and policy uses and ecosystem-based management tool development to identify and measure problems of fragmented management.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

This paper discusses some of the challenges and opportunities that can arise when implementing ecosystem-based management (EBM) in tropical nations. EBM creates a new series of challenges, problems, and opportunities that must be considered in light of existing governance and management frameworks in a local context. The paper presents five case studies from different parts of the tropical world, including Oceania, insular and continental Southeast Asia, East Africa, and the Caribbean, which illustrate that the implementation of EBM in watershed and marine ecosystems offers a new series of challenges and opportunities for its inclusion with existing forms of environmental governance and management. The paper suggests that EBM is best thought of as an expansion of customary management (CM) and integrated coastal management (ICM), rather than a paradigm shift, and that it has certain benefits that are worth integrating into existing systems when possible. The paper concludes that the cultural and institutional context of CM as well as the experience, technical skills, and legal basis that serve ICM programs are logical platforms from which to build EBM programs. Some guidelines for creating hybrid management regimes are suggested. In sum, declining marine species and ecosystems require urgent action, necessitating utilization of existing paradigms such as ICM and CM as a foundation for building EBM.  相似文献

Implementation of marine ecosystem-based management requires improved understanding of existing governance, including gaps and overlaps resulting from fragmented management. Focusing on overlaps, this paper presents a technique using text analysis to assist in the identification of agencies and laws involved in overlaps from a system perspective. The overlaps analysis uses term frequency counts on ocean laws and regulations in conjunction with relevant agency authority. Such information delivered in a transparent user-friendly presentation can help policymakers and other constituents of ecosystem-based management to find existing overlaps as a step to facilitate improved coordination.  相似文献

The development of sustainability indicator systems (SIS) has been a response to practically apply and interpret ecosystem-based and precautionary approaches to fisheries management. Fisheries- based indicator systems have been characterised by recognition of their utility, but hampered by a lack of data, clear roles and responsibilities and an uneven distribution of implementation across governance jurisdictions. This paper explores a policy-based holistic model of an indicator system consisting of inputs, core structures and outputs and uses this as the basis of an assessment framework. The framework is applied to two recent reporting systems: the Australian government's Commonwealth Sustainable Fisheries Assessments and the Marine Stewardship Council initiative.  相似文献
