由于海岸带的地理条件和海洋动力特性的复杂性以及人类开发活动对海岸带的影响,近岸海域的生态环境系统在空间分布上有很大的变异性.基于现场实测资料,建立系统的空间变异分析模型,对海岸带生态环境空间变化规律进行分析,可以充分了解不同区域的污染特征和变化趋势.应用所构建的空间变异分析模型对渤海湾天津近岸海域的水环境特性进行分析,结合对应年份的入海流量及其变化,分析了天津渤海湾海岸带污染的主因子和区域水环境的分布特征,结果可以对海洋功能区的划分和水环境综合评价结果进行验证和补充. 相似文献

海岸带综合管理(Integrated Coastal Zone Management,即ICZM)是一种能够协调多方利益冲突,并以实现海岸带资源配置最优化和公共利益最大化为目标的管理方法。以区域海岸带综合管理模式为研究对象,在分析地方海岸带综合管理存在问题的基础上,通过对西方管治理念的引介,构建了一个强调协调和融合的区域海岸带综合管理新模式,并对该模式的组织构成、管理计划的制定、冲突的解决、计划的实施和反馈以及管理模式有效运作的保障机制作了系统的阐述,以期推动海岸带地区的可持续发展。 相似文献

Belize has one of the most extensive reef ecosystems in the Western Hemisphere, comprising one of the largest barrier reefs in the world, three atolls and a complex network of inshore reefs. Until recently, the main impacts were probably from natural events such as hurricanes. However, anthropogenic threats such as sedimentation, agrochemical run-off, coastal development, tourism and overfishing are now of concern. To limit these impacts, Belize is taking the approach of integrated coastal zone management. The programme is building on the existing legislative framework and involves the development of an appropriate institutional structure to co-ordinate management activities in the coastal zone. A Coastal Zone Management Plan is being prepared, which will include many measures that will directly benefit the reefs: a zoning scheme for the coastal zone, incorporating protected areas; legislation and policy guidelines; research and monitoring programmes; education and public awareness campaigns; measures for community participation; and a financial sustainability mechanism. 相似文献

It also analyses the main policies of the Brazilian government concerning the management of coastal areas, focusing on the shortcomings of the methodologies used. Lack of support for coastal management from local communities is a common feature of the proposed approaches. There is a fundamental shift in how the problems confronting a practicing coastal manager are being defined. Coastal zone management began as an expression of an environmental protection strategy and has evolved into a promising vehicle for progressing towards more sustainable forms of development. The contemporary practice of coastal management requires integrating within a curriculum a diverse mix of knowledge and skills that emphasize the two defining features of adaptive management. The December 2004 Indian Ocean tsunami wrought environmental damage beyond the normal framework of integrated coastal management and has implications for coastal management in Asia-Pacific in the post-tsunami phase. Fieldwork conducted on the coasts of four tsunami-affected countries in 2005 and 2006 identified several “practitioner-type” issues that would have implications for ICM policy. These include the loss of land with accompanying land tenure problems; the safety zone in conflict with the buffer zone; the need for better integration of livelihoods restoration with the rehabilitation of coastal ecosystems; and the inclusion of tsunami mitigation in the larger framework of climate change mitigation. A discussion of these issues and future role of ICM would provide a fresh perspective to policy-practice of ICM. A proposal is made to study various development pathways of selected coastal villages as they recovered in the post-tsunami phase. 相似文献
