本文阐述了东亚海区海岸带综合管理实践如何从地方性的示范发展到区域性的合作管理框架,如何实现海洋和海岸带资源的可持续利用.文中着重突出了厦门市政府在维持环境保护和经济发展的平衡,启动和实施海岸带综合管理,以及与沿海国在国际合作方面的经验,总结了厦门实施海岸带综合管理的主要经验,包括多部门间综合协调机制、海岸带综合管理法律框架、科技支撑体系的建立,海洋功能区划、环境剖面和战略环境管理计划的制定,以及实现海上联合执法等等.同时阐述了东亚海域环境管理区域合作计划(PEMSEA)与澳大利亚合作伙伴之间的关系在推动沿海城市的国际合作中将起到的作用.  相似文献

随着海洋与海岸带开发利用活动的复杂化和深入化,海岸带地区的资源环境问题逐渐显露出来,经济效益降低,传统单一的海岸带管理模式无法满足海洋开发的需求。国外由此提出了海岸带综合管理的概念,我国与之对应的是陆海统筹发展战略。文章对海岸带综合管理与陆海统筹的发展历程进行梳理,分析其概念内涵及发展变化,并从战略目标、空间范围、功能范围和实施手段4个方面比较了二者内涵的异同。最后,指出海岸带综合管理与陆海统筹后续研究应加强海岸带综合管理典型案例研究,推动海岸带综合管理走向海岸带综合治理,探讨人、陆、海三者耦合的机理和过程,加强陆海统筹的发展路径研究。  相似文献

海岸带具有丰富的资源,能为人类社会的可持续发展提供强大的物质基础,而海岸带的环境资源对外界人类活动的影响又十分敏感,因此海岸带自身的可持续发展理应受到人们的关注。根据“压力-状态-响应”(P-S-R)指标体系模型,探讨了海岸带开发活动的环境效应评价指标体系,并应用综合指数法对海岸带开发活动的环境效应进行了综合评价,为海岸带资源环境管理和可持续发展决策提供基础依据。  相似文献

海岸带给合管理规划是一个有关资源,经济活动和社会需求,包括划定的海岸带存在的问题和机遇,提供未来行动建议的广泛研究过程,协调和指导部门之间和部门内在资源开发管理上达到共同目标的工具,是海岸带管理行动的总体部署,本文在阐述海岸带综合管理规划的涵义,目的,任务和性质的基础上,构筑了规划研究的基本框架:(1)管理区域与管理现状分析;(2)海岸带系统评价;(3)海岸带利用预测;(4)管理战略研究;(5)海岸带利用分区;(6)重点利用项目环境影响与管理;(7)宏观运行体系,并对当前体制下规划存在的若干特性作了分析,提出了海岸带综合管理规划的目标和原则,探讨了海岸带综合管理规划与国土规划,城市规划,土地利用规划,海域使用规划等的相关关系,研究认为目前在海岸带综合管理规划中存在3个关键的技术问题,(1)管理的边界范围及其特征;(2)海岸带综合管理规划的系统动态研究,(3)海岸带资源和适宜性评估。 海  相似文献

海岸带生态系统服务和资源价值评估是海岸带国民经济核算体系的基础,是实现海岸带资源优化配置和海岸带综合管理的重要环节。本文从资源价值观、评估方法和应用研究等方面,评述了国内外近20年来对海岸带生态系统服务和资源价值评估研究现状,分析了目前研究存在的难点和不足以及主要研究趋向。指出海岸带生态系统服务和资源价值的发生机理研究、区域异质性研究、建立和完善价值估算的数据库体系、建立为海岸带综合管理服务的生态-经济-环境综合核算体系是今后相关研究中亟待解决的重点问题。  相似文献

We develop a systematic approach for the measurement of overall socioeconomic benefits associated with an integrated coastal management (ICM) program. The analytical framework includes multiple marine industry sectors (e.g., ocean shipping and commercial fisheries) as well as environmental sectors (e.g., coastal erosion). The net benefit measure captures both economic and environmental effects. We apply our analytical model to Xiamen, China, using empirical data from 1992 to 2001. Results of the case study show that the implementation of ICM program in Xiamen has led to a significant increase (over 40%) in annual socioeconomic benefit from its marine sectors. Thus, the Xiamen ICM program has been effective in achieving sustainable development.  相似文献

In its capacity to lead and facilitate the development and implementation of integrated management plans under the 1997 Oceans Act, Fisheries and Oceans Canada is working with a range of stakeholders through a collaborative process—the Eastern Scotian Shelf Integrated Management (ESSIM) Initiative—to develop and implement an integrated ocean management plan for the eastern Scotian Shelf off Nova Scotia. Stakeholders include federal and provincial departments, aboriginal communities, municipal and local planning authorities, ocean industry and resource use sectors, coastal communities, environmental interest groups, and university researchers. This large ocean management area possesses important living and non-living marine resources, high biological productivity and diversity, and increasing levels of multiple use and competition for ocean space and resources. The ESSIM vision is to achieve environmental, economic, social/community, and institutional sustainability in the eastern Scotian Shelf.The ESSIM Initiative is building a collaborative planning process that involves all interested and affected parties. Ongoing information sharing and dialogue with stakeholder groups is providing capacity building and important input to current proposals for a collaborative planning structure and the ocean management plan. A joint federal-provincial working group has been established to move the Initiative forward within government and to address policy and regulatory coordination for ocean management. The future ocean management plan will include a balanced set of environmental, social, economic and institutional objectives, indicators and management strategies, as well as spatial and temporal planning approaches to address multiple ocean use.This article provides an overview of the ESSIM Initiative, including an assessment of ocean use, ecosystem understanding, and ocean management and planning requirements. The design of a collaborative management and planning structure and process will be discussed, as well as the key elements of the future integrated ocean management plan.  相似文献

Constrained by physical and economic factors, the States and Territories in the central and southwestern Pacific region (the Pacific Island States and Territories) have utilized regional cooperation in addressing many of the coastal and marine resources development issues facing the region. Regional cooperation in dealing with coastal and marine issues has been facilitated largely through the establishment of a number of regional organizations. This article discusses the institutional frameworks for regional cooperation in coastal and marine resources and environmental management by the Pacific Island States and Territories. The article also highlights efforts being made to achieve better harmonization of the roles and responsibilities of the various organizations.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies.  相似文献

While planning coastal risk management strategies, coastal managers need to assess risk across a range of spatial and temporal scales. GIS-based tools are one efficient way to support them in the decision making process through a scenarios analysis starting from social, economic and environmental information integrated into a common platform. However, this integration process requires a significant effort from a team of scientists in terms of a) identifying the appropriate scales and data resolution for analysing social, environmental and economic issues; b) selecting and linking an appropriate set of tools to build a coupled model; c) representing key emerging (and hence challenging) research issues, such as risk perception and social resilience in the model; d) developing multi-criteria analysis to integrate social, environmental, economic impacts; and e) accounting for the expectations of the stakeholders and therefore optimizing the opportunity for them to interact with the tool development and with the final tool itself.In this spirit, this paper presents an open-source Spatial Decision Support System developed within the THESEUS Project to help decision makers to scopeg optimal strategies to minimise coastal risks. The exploratory tool allows the users to perform an integrated coastal risk assessment, to analyse the effects of different combinations of engineering, social, economic and ecologically based mitigation options, across short (2020s), medium (2050s) and long-term (2080s) scenarios, taking into account physical and non-physical drivers, such as climate change, subsidence, population and economic growth.  相似文献

海岸带化工园区化学品泄漏的环境风险问题已经成为威胁我国海洋生态资源的重要因素之一。对海上化学品泄漏的生态环境风险损失进行先期评估,并将价值评估信息纳入到海洋环境管理中,可为海岸带开发以及海岸带管理经济刺激手段的制定提供决策依据。本文选择厦门市海沧化工园区为典型案例区,进行海岸带化工园区化学品泄漏事故的风险生态效应识别与影响预测,评估环境风险的生态损害价值,从而为基于环境风险分析的海洋生态资源生态补偿的研究与实践提供借鉴。  相似文献
