Study on the Impacts of Climate Change on China's Agriculture
This paper measures the economic impacts of climate change on China's agriculture based on the Ricardian model. By using county-level cross-sectional data on agricultural net revenue, climate, and other economic and geographical data for 1275 agriculture dominated counties, we find that under most climate change scenarios both higher temperature and more precipitation would have an overall positive impact on China's agriculture. However, the impacts vary seasonally and regionally. Autumn effect is the most positive, but spring effect is the most negative. Applying the model to five climate scenarios in the year 2050 shows that the East, the Central part, the South, the northern part of the Northeast, and the Plateau would benefit from climate change, but the Southwest, the Northwest and the southern part of the Northeast may be negatively affected. In the North, most scenarios show that they may benefit from climate change. In summary, all of China would benefit from climate change in most scenarios.

Roy Darwin 《Climatic change》1999,41(3-4):371-411
During the past few years two new methods, each based on the analogous region concept, have been developed to account for farmer adaptation in response to global climatic change. The first, called 'Ricardian' by Mendelsohn, Nordhaus, and Shaw (1994), econometrically estimates the impact of climatic and other variables on the value of farm real estate. Under some conditions, estimates of climate-induced changes in farm real estate capture first-round adaptations by farmers and represent the economic value of climatic change on agriculture. The second method, promulgated by Darwin et al. (1994) in the Future Agricultural Resources Model (FARM), uses a geographic information system to empirically link climatically derived land classes with other inputs and agricultural outputs in an economic model of the world. FARM provides estimates of economic impacts that fully account for all responses by economic agents under global climate change as well as estimates of Ricardian rents. The primary objective of this analysis is to evaluate how well changes in Ricardian rents measure agricultural or other effects of climatic change after all economic agents around the world have responded. Results indicate that changes in Ricardian rents on agricultural land are poor quantitative, but good qualitative, measures of how global climatic change is likely to affect the welfare of agricultural landowners, if one recognizes that increases in Ricardian rents actually indicate losses in landowner welfare and vice versa. Results also indicate that regional changes in Ricardian rents on all land are good qualitative measures of changes in regional welfare. They are poor quantitative welfare measures because they systematically overestimate both benefits and losses and are on average upwardly biased because inflated benefits are larger than exaggerated losses. Results also indicate that, when based on existing land-use patterns, changes in Ricardian rents on all the world's land are poor quantitative and qualitative measures of changes in world welfare. Despite these shortcomings, changes in Ricardian rents can provide useful information when other measures are not available. In this analysis, for example, estimated changes in Ricardian rents on all land indicate that climatic change would likely have detrimental effects in Latin America and Africa, beneficial effects in the former Soviet Union, and either detrimental or beneficial impacts in eastern and northern Europe and western and southern Asia. This is consistent with previous studies showing that climatic change would likely have detrimental, beneficial, and mixed effects on economic welfare in, respectively, equatorial, high latitude, and temperate areas. Estimated changes in Ricardian rents also indicate that aggregating Africa, Latin America, the former Soviet Union, eastern and northern Europe, and western and southern Asia into one region causes FARM's economic model to generate upwardly biased changes in world welfare. Modified results from scenarios with moderately flexible land-use change and which account for current land-use patterns indicate that world welfare may increase if the average surface land temperature does not increase by more than 1.0 or 2.0°C. If the average surface land temperature increases by 3.0°C or more, however, then world welfare may decline.

Temperate zone deciduous tree phenology may be vulnerable to projected temperature change, and associated geographical impact is of concern to ecologists. Although many phenology models have been introduced to evaluate climate change impact, there has been little attempt to show the spatial variation across a geographical region due to contamination by the urban heat island (UHI) effect as well as the insufficient spatial resolution of temperature data. We present a practical method for assessing climate change impact on tree phenology at spatial scales sufficient to accommodate the UHI effect. A thermal time-based two-step phenological model was adapted to simulate and project flowering dates of Japanese cherry (Prunus serrulata var. spontanea) in South Korea under the changing climates. The model consists of two sequential periods: the rest period described by chilling requirements and the forcing period described by heating requirements. Daily maximum and minimum temperature are used to calculate daily chill units until a pre-determined chilling requirement for rest release is met. After the projected rest release date, daily heat units (growing degree days) are accumulated until a pre-determined heating requirement for flowering is achieved. Model parameters were derived from the observed bud-burst and flowering dates of cherry tree at the Seoul station of the Korea Meteorological Administration (KMA), along with daily temperature data for 1923–1948. The model was validated using the observed data at 18 locations across South Korea during 1955–2004 with a root mean square error of 5.1 days. This model was used to project flowering dates of Japanese cherry in South Korea from 1941 to 2100. Gridded data sets of daily maximum and minimum temperature with a 270 m grid spacing were prepared for the climatological normal years 1941–1970 and 1971–2000 based on observations at 56 KMA stations and a geospatial interpolation scheme for correcting urban heat island effect as well as elevation effect. We obtained a 25 km-resolution, 2011–2100 temperature projection data set covering peninsular Korea under the auspices of the Inter-governmental Panel on Climate Change—Special Report on Emission Scenarios A2 from the Meteorological Research Institute of KMA. The data set was converted to 270 m gridded data for the climatological years 2011–2040, 2041–2070 and 2071–2100. The phenology model was run by the gridded daily maximum and minimum temperature data sets, each representing climatological normal years for 1941–1970, 1971–2000, 2011–2040, 2041–2070, and 2071–2100. According to the model calculation, the spatially averaged flowering date for the 1971–2000 normal is earlier than that for 1941–1970 by 5.2 days. Compared with the current normal (1971–2000), flowering of Japanese cherry is expected to be earlier by 9, 21, and 29 days in the future normal years 2011–2040, 2041–2070, and 2071–2100, respectively. Southern coastal areas might experience springs with incomplete or even no flowering caused by insufficient chilling required for breaking bud dormancy.

Trends in air temperature and precipitation data are investigated for linkages to global warming and climate change. After checking for serial correlation with trend-free pre-whitening procedure, the Mann–Kendall test is used to detect monotonic trends and the Mann–Whitney test is used for trend step change. The case study is Maharlo watershed, Southwestern Iran, representing a semi-arid environment. Data are for the 1951–2011 period, from four temperature sites and seven precipitation sites. A homogeneity test investigates regional similarity of the time series data. The results include mean annual, mean annual maximum and minimum and seasonal analysis of air temperature and precipitation data. Mean annual temperature results indicate an increasing trend, while a non-significant trend in precipitation is observed in all the stations. Furthermore, significant phase change was detected in mean annual air temperature trend of Shiraz station in 1977, indicating decreasing trend during 1951–1976 and increasing trend during 1977–2011. The annual precipitation analysis for Shiraz shows a non-significant decrease during 1951–1976 and 1977–2011. The result of homogeneity test reveals that the studied stations form one homogeneous region. While air temperature trends appear as regional linkage to global warming/global climate change, more definite outcome requires analysis of longer time series data on precipitation and air temperature.

A Ricardian analysis of US and Canadian farmland
In this analysis, we undertake a comparative Ricardian analysis of agriculture between Canada and the United States. We find that the climate responses of the two countries are similar but statistically different despite the fact that the two countries are neighbors. Comparing the marginal impacts of climate change, we find that Canadian agriculture is unaffected by warmer temperatures but would benefit from more precipitation. US farms are much more sensitive to higher temperatures and benefit relatively less from increased precipitation. These marginal results were anticipated given that Canadian farms are generally cooler and drier than American farms.

The potential effects of climate change on the hydrology and water resources of the Columbia River Basin (CRB) were evaluated using simulations from the U.S. Department of Energy and National Center for Atmospheric Research Parallel Climate Model (DOE/NCAR PCM). This study focuses on three climate projections for the 21st century based on a `business as usual' (BAU) global emissions scenario, evaluated with respect to a control climate scenario based on static 1995 emissions. Time-varying monthly PCM temperature and precipitation changes were statistically downscaled and temporally disaggregated to produce daily forcings that drove a macro-scale hydrologic simulation model of the Columbia River basin at 1/4-degree spatial resolution. For comparison with the direct statistical downscaling approach, a dynamical downscaling approach using a regional climate model (RCM) was also used to derive hydrologic model forcings for 20-year subsets from the PCM control climate (1995–2015) scenario and from the three BAU climate(2040–2060) projections. The statistically downscaled PCM scenario results were assessed for three analysis periods (denoted Periods 1–3: 2010–2039,2040–2069, 2070–2098) in which changes in annual average temperature were +0.5,+1.3 and +2.1 °C, respectively, while critical winter season precipitation changes were –3, +5 and +1 percent. For RCM, the predicted temperature change for the 2040–2060 period was +1.2 °C and the average winter precipitation change was –3 percent, relative to the RCM controlclimate. Due to the modest changes in winter precipitation, temperature changes dominated the simulated hydrologic effects by reducing winter snow accumulation, thus shifting summer streamflow to the winter. The hydrologic changes caused increased competition for reservoir storage between firm hydropower and instream flow targets developed pursuant to the Endangered Species Act listing of Columbia River salmonids. We examined several alternative reservoir operating policies designed to mitigate reservoir system performance losses. In general, the combination of earlier reservoir refill with greater storage allocations for instream flow targets mitigated some of the negative impacts to flow, but only with significant losses in firm hydropower production (ranging from –9 percent in Period1 to –35 percent for RCM). Simulated hydropower revenue changes were lessthan 5 percent for all scenarios, however, primarily due to small changes inannual runoff.

This study applies the Ricardian technique to estimate the effect of climate change on the smallholder agriculture sector in Sri Lanka. The main contribution of the paper is the use of household-level data to analyze long-term climate impacts on farm profitability. Household-level data allows us to control for a host of factors such as human and physical capital available to farmers as well as adaptation mechanisms at the farm level. We find that non-climate variables explain about half the variation in net revenues. However, our results suggest that climate change will have a significant impact on smallholder profitability. In particular, reductions in precipitation during key agricultural months can be devastating. At the national level, a change in net revenues of between −23% and +22% is likely depending on the climate change scenario simulated. These impacts will vary considerably across geographic areas from losses of 67% to gains that more than double current net revenues. The largest adverse impacts are anticipated in the dry zones of the North Central region and the dry zones of the South Eastern regions of Sri Lanka. On the other hand, the intermediate and wet zones are likely to benefit, mostly due to the predicted increase in rainfall.

A statistical downscaling method (SDSM) was evaluated by simultaneously downscaling air temperature, evaporation, and precipitation in Haihe River basin, China. The data used for evaluation were large-scale atmospheric data encompassing daily NCEP/NCAR reanalysis data and the daily mean climate model results for scenarios A2 and B2 of the HadCM3 model. Selected as climate variables for downscaling were measured daily mean air temperature, pan evaporation, and precipitation data (1961–2000) from 11 weather stations in the Haihe River basin. The results obtained from SDSM showed that: (1) the pattern of change in and numerical values of the climate variables can be reasonably simulated, with the coefficients of determination between observed and downscaled mean temperature, pan evaporation, and precipitation being 99%, 93%, and 73%, respectively; (2) systematic errors existed in simulating extreme events, but the results were acceptable for practical applications; and (3) the mean air temperature would increase by about 0.7°C during 2011~2040; the total annual precipitation would decrease by about 7% in A2 scenario but increase by about 4% in B2 scenario; and there were no apparent changes in pan evaporation. It was concluded that in the next 30 years, climate would be warmer and drier, extreme events could be more intense, and autumn might be the most distinct season among all the changes.

The Weather Research and Forecast (WRF) model with its land surface model NOAH was set up and applied as regional climate model over Europe. It was forced with the latest ERA-interim reanalysis data from 1989 to 2008 and operated with 0.33° and 0.11° resolution. This study focuses on the verification of monthly and seasonal mean precipitation over Germany, where a high quality precipitation dataset of the German Weather Service is available. In particular, the precipitation is studied in the orographic terrain of southwestern Germany and the dry lowlands of northeastern Germany. In both regions precipitation data is very important for end users such as hydrologists and farmers. Both WRF simulations show a systematic positive precipitation bias not apparent in ERA-interim and an overestimation of wet day frequency. The downscaling experiment improved the annual cycle of the precipitation intensity, which is underestimated by ERA-interim. Normalized Taylor diagrams, i.e., those discarding the systematic bias by normalizing the quantities, demonstrate that downscaling with WRF provides a better spatial distribution than the ERA interim precipitation analyses in southwestern Germany and most of the whole of Germany but degrades the results for northeastern Germany. At the applied model resolution of 0.11°, WRF shows typical systematic errors of RCMs in orographic terrain such as the windward–lee effect. A convection permitting case study set up for summer 2007 improved the precipitation simulations with respect to the location of precipitation maxima in the mountainous regions and the spatial correlation of precipitation. This result indicates the high value of regional climate simulations on the convection-permitting scale.

In order to plan strategies for adaptation to climate change, the current effects of climate on economic growth need to be understood. This study reviews evidence of climate effects on economic growth and presents original analysis of the effect in Sub-Saharan Africa (SSA). Case studies from the literature demonstrate that historically, climate has had significant and negative effects on household income, agricultural productivity and economic growth in SSA. This study focuses on the effects hydroclimatic variability on economic growth in the countries of SSA. We utilize a new national level precipitation statistic that incorporates spatial and temporal variability within each country. Country level economic growth statistics are analyzed in panel regressions. Persistent negative precipitation anomalies (drought) are found to be the most significant climate influence on GDP per capita growth. Temperature and precipitation variability show significant effects in some cases. Results imply the consideration of hydroclimatic risks, namely drought, may be the priority concern for adaptation to a changing climate for Sub-Saharan Africa. This conclusion is contrary to the premise of many climate change impact assessments that focus on temperature increases as the primary concern.

Climate change impacts on global agriculture
Based on predicted changes in the magnitude and distribution of global precipitation, temperature and river flow under the IPCC SRES A1B and A2 scenarios, this study assesses the potential impacts of climate change and CO2 fertilization on global agriculture. The analysis uses the new version of the GTAP-W model, which distinguishes between rainfed and irrigated agriculture and implements water as an explicit factor of production for irrigated agriculture. Future climate change is likely to modify regional water endowments and soil moisture. As a consequence, the distribution of harvested land will change, modifying production and international trade patterns. The results suggest that a partial analysis of the main factors through which climate change will affect agricultural productivity provide a false appreciation of the nature of changes likely to occur. Our results show that global food production, welfare and GDP fall in the two time periods and SRES scenarios. Higher food prices are expected. No matter which SRES scenario is preferred, we find that the expected losses in welfare are significant. These losses are slightly larger under the SRES A2 scenario for the 2020s and under the SRES A1B scenario for the 2050s. The results show that national welfare is influenced both by regional climate change and climate-induced changes in competitiveness.

Policy measures regarding adaptation to climate change include efforts to adjust socio-economic and ecologic systems. Colombia has undertaken various measures in terms of climate change mitigation and adaptation since becoming a party of the Kyoto protocol in 2001 and a party of the United Nations Framework Convention on Climate Change (UNFCCC) in 1995. The first national communication to the UNFCCC stated how Colombian agriculture will be severely impacted under different emission scenarios and time frames. The analyses in this document further support that climate change will severely threaten the socioeconomics of Colombian agriculture. We first query national data sources to characterize the agricultural sector. We then use 17 Global Circulation Model (GCM) outputs to quantify how Colombian agricultural production may be affected by climate change, and show the expected changes to years 2040–2069 (“2050”) under the A2 scenario of the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios (SRES-A2) and the overall trends in both precipitation and temperature to 2100. We then evaluate expected changes within different regions and measure the proportion of area affected within each crop’s distributional range. By 2050, climatic change in Colombia will likely impact 3.5 million people, 14?% of national GDP corresponding to agriculture, employment of 21?% of the population, agro-industries, supply chains, and food and nutritional security. If no adaptation measures are taken, 80?% of crops would be impacted in more than 60?% of their current areas of cultivation, with particularly severe impacts in high value perennial and exportable crops. Impacts also include soil degradation and organic matter losses in the Andes hillsides; likely flooding in the Caribbean and Pacific coasts; niche losses for coffee, fruit, cocoa, and bananas; changes in prevalence of pests and diseases; and increases in the vulnerabilities of non-technically developed smallholders. There is, however, still time to change the current levels of vulnerability if a multidisciplinary focus (i.e., agronomic, economic, and social) in vulnerable sectors is undertaken. Each sub-sector and the Government need to invest in: (1) data collection, (2) detailed, regionally-based impact assessments, (3) research and development, and (4) extension and technology transfer. Support to vulnerable smallholders should be given by the state in the form of agricultural insurance systems contextualized under the phenomenon of climate change. A national coordination scheme led by (but not restricted to) the Ministry of Agriculture and Rural Development (MADR) with the contributions of national and international institutions is needed to address agricultural adaptation.

The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.

This paper assesses the economic impact of the expected adverse changes in the climate on crop farming in South Africa using a revised Ricardian model and data from farm household surveys, long-term climate data, major soils and runoffs. Mean annual estimates indicate that a 1% increase in temperature will lead to about US$ 80.00 increase in net crop revenue while a 1 mm/month fall in precipitation leads to US$ 2.00 fall, but with significant seasonal differences in impacts. There are also significant spatial differences and across the different farming systems. Using selected climate scenarios, the study predicts that crop net revenues are expected to fall by as much as 90% by 2100 with small-scale farmers been most affected. Policies therefore need to be fine-tuned and more focused to take advantage of the relative benefits across seasons, farming systems and spatially, and by so doing climate change may be beneficial rather than harmful.

The Abdus Salam International Centre for Theoretical Physics (ICTP) Regional Climate Model version 3 (RegCM3) is used to investigate the climate effects of land use change related to agriculture over China. The model is driven by the European Center for Medium-range Weather Forecast 40-yr Re-Analysis (ERA40)data. Two sets of experiments for 15 yr (1987-2001) are conducted, one with the potential vegetation cover and the other the agricultural land use (AG). The results show that the AG effects on temperature are weak over northern China while in southern China a significant cooling is found in both winter (December-January-February) and summer (June-July-August). The mean cooling in the sub-regions of South China (SC) in winter and the sub-regions of Southeast (SE) China in summer are found to be the greatest,up to 0.5℃ and 0.8℃, respectively. In general, the change of AG leads to a decrease of annual mean temperature by 0.5-1℃ in southern China. Slight change of precipitation in western China and a decrease of precipitation in eastern China are simulated in winter, with the maximum reduction reaching -7.5% over SE. A general decrease of precipitation over northern China and an increase over southern China are simulated in summer,in particular over SE where the increase of precipitation can be up to 7.3%. The AG effects on temperature and precipitation show strong interannual variability. Comparison of the climate effects between AG and the present-day land use (LU) is also performed. In southern China, the ratio of temperature (precipitation)changes caused by AG and LU is greater than (closer to) the ratio of the number of grid cells with changed vegetation cover due to AG and LU variations.
