In September 1997, the International Maritime Organization (IMO) adopted an international convention protocol to reduce air pollution from ships, in order to achieve sustainable maritime development. This protocol has been approved by 15 member countries and will be enforced in May 2005. Pollutants emitted from ships, such as nitrogen oxides, volatile organic compounds, sulfur oxides, etc. will be regulated by this convention through ship inspections and issuance of certificates. Ships belonging to maritime countries such as Taiwan, which sail around the world and berth in commercial ports, must obey this convention. This study has investigated possible strategies, which may be adopted by maritime countries to conform to this IMO convention in order to reduce the air pollution from ships. A sea-going ship must prepare EIAPP and IAPP certificates for inspection by port-state-control officials, when the ship is anchored at a maritime port. These port-state-control officials may also require the continuous detection and sampling of a ship's emissions, while it is berthed at the port. Legislative support is necessary for successful implementation of these safeguards. It is suggested, therefore, that the administration of both navigational and environmental protection, in maritime countries, cooperate in the revision of relevant federal laws, to implement the provisions of the MARPOL 73/78/97 convention; in this way, the air pollution from ships can be effectively controlled. Installation of advanced detection equipment can effectively detect any ships’ violations of air pollution regulations. The Harbor Affairs’ Bureau should also establish a database of air pollution inspections for ships berthed within their harbor, requiring that ships’ equipment comply with the requirements of the MARPOL convention, for the reduction of air pollution.  相似文献

为了解浙江省及省内主要海水养殖区的自身污染状况,文章利用2005—2021年《浙江省渔业经济统计资料》及《第一次全国污染源普查水产养殖业污染源产排污系数手册》中部分养殖品种的产污系数等数据对浙江省海水养殖活动产生的污染量进行初步评估,并经过换算将不同种类的污染物统一用等标污染负荷表示。同时对浙江省主要沿海城市产生等标污染负荷情况及海水养殖产量进行时空演化分析。结果显示,2005—2021年浙江省海水养殖等标污染负荷量累计超过70亿m3/a。总体趋势为先波动上升,然后连续上升。等标污染负荷最高地区是宁波市,污染负荷量累积达271 769.2万m3/a,其次分别为台州市、舟山市和温州市。从品种角度来看,贝类产生等标污染负荷最高;从养殖方式来看,筏式养殖和底播产生等标污染负荷最高。时空演化分析表明,浙江海水养殖业自身污染与海水养殖产量变化基本同步,等标污染负荷与海水养殖产量都呈现明显的增长态势。  相似文献

Pollution of the marine environment leads to corresponding changes within the ecosystem. Thus, evaluation of the marine environment for management purposes, which is a procedure complicated by multi-hierarchy, multi-factors, and multi-uncertainty, should be considered from both ecological and environmental standpoints. Currently, the lack of consideration of the relationship between bio-indicators and water pollution in marine environmental evaluation hinders the efforts of conventional modeling approaches in this field. This paper presents an innovative dynamic modeling system that we call the grey dynamic modeling system (GDMS). This system synthesizes the analytic hierarchy process (AHP), grey target theory (GTT), and grey forecasting modeling approaches (GM(1,1)), and it takes both ecological and environmental factors into account during evaluation and forecasting of the marine environment in coastal areas. To effectively eliminate the subjective errors of the traditional AHP process, the GTT analysis is used to replace expert scoring, which defines the grey relational grades of the bio-indicator indices(BI) and the water pollution indices(WPI).The structure of the AHP then is applied to link the bio-indicators and pollution, which enables the system to generate the primary factors necessary for the evaluation of the marine environment from both ecological and pollution perspectives. The new modeling system was used to evaluate and forecast the marine eco-environment in the Tianjin section of Bohai Bay, China. This case study highlights the key features of the approach. The bio-indicator indices(BI) and water pollution indices(WPI) monitoring data from 2002 to 2007 of 8 monitoring sites are input to this dynamic modeling system and the results illustrate the following: Pollution of the study area is currently serious and tends to be worse in the future, and the worst areas are sites 2, 3, and 4 based on their key pollution indices biochemical oxygen demand (BOD), dissolved inorganic phosphorus (DIP), and dissolved inorganic nitrogen (DIN)) which have the main effects on marine eco-system. These results can be used as the basis for marine environmental manager to define the key pollution factors, key pollution sites and the pollution trends of the marine environment of the whole study area.  相似文献

It is widely documented that marine debris is detrimental to the marine ecological environment. While there are various sources of marine debris, that generated by ships constitutes a significant proportion. Annex V of MARPOL 73/78 is to regulate the discharge of garbage from ships; in particular, it prohibits all kinds of plastics from being discharged into ocean. However, most fishing vessels are virtually exempt from such regulations due to their low gross tonnage, below 400 t. Given the great number of fishing vessels operating around the world, it can be argued that fishing vessels are a common source of marine debris. This paper aims to propose measures that will fill the gap in international regulations in addressing the problem of vessel-source garbage pollution. An understanding of what constitutes the underlying causes leading to fishers' decision on debris disposal is needed when designing effective measures to reduce garbage pollution from ships. Thus, this paper seeks to identify factors that have the potential to influence fishers' disposal behavior and investigate the association between factors and fishers' intention of bringing garbage back to port. Major factors of a well-developed recycling practice, adequate collection facilities placed at port, fishers' positive views towards marine environments and provision of rewards are identified, which have significant implications for management strategies. Finally, the papers offers suggestions regarding future efforts focusing on debris reduction strategies to further address the problem of garbage pollution from fishing vessels.  相似文献

调查了自山东日照至长江口范围内江苏黄海海域18个站位的野生鱼类和甲壳类经济动物体内的污染物水平,监测项目包括:重金属Cu,Pb,Cr,Cd,Hg,总As和石油烃,并对调查结果进行了污染负荷评价。从地域分布来看长江口和吕四港的整体污染水平较高,污染负荷指数为0.35;海州湾和东沙污染水平相当,污染负荷指数为0.25;东沙Cd污染较突出。从生物种类来看鱼类和甲壳类的总As含量较高;大部分生物均发现中度石油烃污染;甲壳类生物体内Cd含量濒临超标限;其余各类生物重金属含量均远低于标准值。  相似文献

海南小海表层沉积环境及重金属污染综合评价   总被引:3,自引:0,他引:3  
利用2008年在海南小海采集的30个表层沉积物样品,对其进行了TP、TN、TOC、石油类和Hg、Cd、Cu、Pb、Zn、Cr、As重金属元素含量的测定,并采用综合污染指数法和潜在生态危害指数法对该区重金属的污染程度进行了评价,结果显示:(1)研究区表层沉积物中TP含量呈中部高沿岸带低的特征,这可能是由于沿岸带初级生产力高于小海中部,所消耗的磷营养盐较多的缘故;TOC和TN的含量则表现为与TP含量分布相反的特征,即沿岸带高而中部低,这可能是由于沿岸带人为活动对小海沿岸碳、氮元素含量的影响较大的缘故。Hg、Cd、Cu、Pb、Zn、Cr和As 7种重金属元素均表现出在小海中部附近海域和北坡镇沿岸带出现高值,而在小海北边入口处和梅开-英豪沿岸带出现低值的分布特征,这可能与在北坡镇附近的工业区排水时向该海域输入了含有这些重金属元素的污染物所致,而其它区域则受工业排污影响较小,也可能与入海口的潮汐水动力的稀释作用有关。(2)研究区综合污染指数(ISQJ)、潜在生态危害污染指数(ERI)的最大值分别为2.283和240.0,平均值也较高,分别达1.494和151.0,各重金属元素的潜在生态危害系数(Eri)大小顺序为:Hg>Cd>Pb>As>Cu>Cr>Zn,反映出研究区将达到中等污染程度的现状,而某些海域的污染程度已达到重污染水平,研究区受Hg和Cd元素污染较为严重。由此可见,小海的沉积环境已受到较为严重的破坏,未来该海域应该重视重金属Hg和Cd元素的污染治理,以避免小海沉积环境的进一步恶化。  相似文献

目前我国对海洋污染的研究主要集中在海水污染和海洋固废污染等方面,对海上大气污染研究较少。相对于陆地企业造成的大气污染,海上油气田、港口、码头等海上工程产生的大气污染的关注程度较弱,相应的监测标准和监督监管措施缺失。文章通过对比陆地企业的大气污染监测与监管,指出我国海上工程大气污染在监测、监管等方面存在的不足,提出研究海上大气污染防治的重要性,对保护海洋环境,促进海洋生态环境改善具有重要意义。  相似文献

The results of satellite monitoring of oil pollution of the sea surface and field measurements of the concentration of oil products in the water column and bottom sediments for the first time allowed the establishment of a relation between the surface pollution from ships and the general characteristics of spatial and temporal distribution of oil products in the Southeastern Baltic Sea. Areas with increased concentrations of oil products in the surface and bottom layers were determined in the southeastern Baltic Sea. The basic directions of pollution spread, which are consistent with the main direction of annual mean transport of substances in the Gdansk Basin, are determined.  相似文献

Oil, chemicals and unexploded ordinances onboard sunken World War II (WWII) warships and merchant vessels pose a real and significant marine pollution risk to the nations of the Pacific and East Asia. A recent project of the South Pacific Regional Environment Program (SPREP), through its Pacific Ocean Pollution Prevention Program, has highlighted the extent of the risk posed by vessels lost in WWII to Member Governments. Some of these vessels have already begun to leak fuel oil and cargo into the fragile environment of the Pacific atolls. The oil spills from the oil tanker USS Mississinewa sunk in Ulithi Lagoon, Federated States of Micronesia, will be used as an example of the problems associated with WWII wrecks in the region.A Regional WWII Wreck Strategy was formulated and endorsed by the Members of SPREP, and a preliminary risk assessment of WWII shipwrecks was carried out by the program, as part of this exercise. This led to the development of a Geographic Information System (GIS) database, which details the types of ships, the tonnage and location of over 3800 vessels lost in the Pacific and East Asia. Although not complete, the Pacific WWII Shipwreck Database totals over 13 million tons of sunken vessels—ranging from aircraft carriers to battleships and including over 330 tankers and oilers.As a major proportion of vessels lost during WWII rest in the East Asian–Pacific sea area, close collaboration needs to be established between the regional environmental bodies and their affected Member Governments to address the scale of marine pollution risk. Complex maritime jurisdictional issues, along with overlapping claims on Economic Exclusion Zones and the interrelationships of the marine environments in the region, also underscore the need to address the issue on a multilateral basis.This paper aims to highlight the extent of the risks posed by sunken WWII vessels to fisheries, marine and coastal resources of the Pacific and East Asian regions, as well as the issues of ownership and responsibility for the WWII shipwrecks of the Pacific.  相似文献

为推进我国海洋经济和海洋生态环境的高质量和可持续发展,文章以浙江省防治海洋污染政策为例,基于2006—2017年我国48个沿海地区的面板数据,运用合成控制法定量评价陆海统筹防治海洋污染政策对宁波市海洋污染的影响,并对评价结果进行稳健性检验。研究结果表明:《浙江省近岸海域污染防治规划》围绕陆海统筹理念制定,2013年实施后有效缓解宁波市的海洋污染,促降效应的发挥同时存在时间上的滞后性和持续性,地区安慰剂和替换处理组的检验策略均证实该评价结果的稳健性。研究结果可为运用陆海统筹理念防治海洋污染提供重要的实证支持。  相似文献

The air pollutant emissions of the ships at port represent a small percentage of the overall emissions from shipping however they are concentrated in a small area. In Mytilene, Lesvos, the port is located within the city limits, resulting in air pollution, congestion and noise, especially during the tourist season. The aim of this study is to estimate the quantities of particulate matter and CO2 emitted by ships in the port of Mytilene and to explore the potential of shore side electricity to reduce the emissions. The emissions were estimated using the bottom–up methodology, based on the activity of the ships in the port (berthing, maneuvering). Simulation of renewable energy sources was made using Homer Energy microgrid simulation software. The results showed that between the 10th and 20th of August 2012, there were 40 calls of passenger ships, tankers and bulk carriers in the port of Mytilene, emitting 441 kg of PM10 and 282 metric tonnes of CO2. About 63% of PM10 and 77% of CO2 were emitted at the berthing phase and the remaining during the maneuvering. These emissions could be reduced by providing electricity to the ships from a hybrid renewable energy system with wind turbines and photovoltaics, connected to the grid. Simulations showed that the total energy requirements of the ships in the port of Mytilene could be covered by four 1.5 MW wind turbines combined with a 5 MW photovoltaics. With this configuration, renewable energy will exceed the ships' electricity needs for most of the time in order not to increase the power station's load. The excess energy could be fed to the islands' grid, so a costly battery storage system is not necessary to handle the variations of alternative energy. In this way, a considerable reduction of the CO2 and PM10 emissions by the ships in the port occurs, providing a viable solution for a cleaner and healthier environment.  相似文献

In response to the Exxon Valdez incident, the Oil Pollution Act of 1990 was enacted as allegedly comprehensive oil pollution legislation. There have been changes in the patterns of oil spills and the strategic response to the Act. The number and volume of oil spills from tank vessels in US waters have fallen considerably without an obvious increase in oil prices since the enactment of the Act. This implies that the Act has successfully served its purpose. The Act may also facilitate the development of other oil pollution regimes including the international regime beyond the US. However, it remains to be seen whether the reduction of oil spills in US waters will be sustained in the future. There is an irreducible risk irrespective of any policy controlling oil pollution risks. The assertion that the Act has been effective in deterring oil spills may be counteracted by statistics demonstrating that the number and quantity of oil spills have also declined worldwide since 1990. It is premature to evaluate the performance of the Act because it has not so far been tested by a major oil spill since its enactment. A major oil spill in US waters in the future would illuminate limitation of the Act and lead to a fundamental reconsideration of the structure of the Act.  相似文献

根据2008年对广西北仑河口海域16个站位的海水铜、铅、锌、镉、砷、总铬、总汞、pH值、无机氮、活性磷酸盐和油类等11项污染因子的调查,采用单因子指数法和内梅罗指数法对研究区海水水质进行评价。结果表明,北仑河口海域海水水质污染较为严重,主要发生在春季和夏季,Pb和Hg为该海区的主要污染物,且海水存在富营养化问题(主要是氮),同时还有油类的污染威胁。  相似文献

The presence and degree of pollution in the Heathcote River was estimated from bacterial and chemical analyses of water sampled at low tide from five stations in summer 1967–68. The river is very badly polluted in the industrial area and downstream of it, but is fairly clean upstream of the industrial area. Results of analyses of micro‐organisms and macrofauna at 20 stations are presented and distributions of these organisms are related to salinity and pollution in the river. Pollution is restricting the macrofauna of the river but is encouraging micro‐organism populations. Three groups of macrofauna are present:
  • Those present in clean freshwater only,

  • Those tolerating pollution but restricted to freshwater, and

  • Those tolerating pollution but restricted to saline water.

The use of these groups of species as biological indicators of pollution in the Heathcote River has been evaluated; pollution appears to be indicated by absence of a group of species rather than by presence of one species.  相似文献

Particulate matter (PM) emissions from ships in ports are a major contributor to air pollution and smog in port cities. The issue of how to reduce PM emissions has become a critical concern for port city residents and governments. This paper establishes an incentive policy to reduce PM emissions from ships in ports. Using a Panamax bulk carrier as a case study, eight alternative approaches that could be adopted by shipping companies are compared and their operational benefits are estimated. By restricting the analysis to emission control areas (ECAs), the net present value (NPV) model shows that the diesel particulate filter (DPF) is the most advantageous approach with the highest NPV, while the exhaust gas scrubber (EGS) approach is the most economically inefficient. Meanwhile, due to DPF's excellent performance in PM abatement, it is suggested that governments should prioritize the DPF approach when promoting the application of emission reduction technologies. From the perspective of social welfare, a positive social benefit of about US $20,000 will be generated over the life cycle of a ship. However, a low government pricing in China will reduce shipping companies’ operational performance as the emission control zone (ECZ) gradually expands. As a result, an appropriate subsidy scheme is necessary to encourage shipping companies to apply emission reduction technologies.  相似文献

船舶尾气排放是造成海洋污染的主要排放源之一。自 2016 年设立船舶大气污染物排放控制区以来,船舶硫氧化物、氮氧化物和颗粒物排放显著减少。为了对环渤海湾水域排放控制区的大气 SO2 减排效果进行分析,选取了 Aura 卫星搭载的 OMI 传感器痕量数据产品 OMSO2 进行大气 SO2数据反演。选择 2017 年各月的 OMI Level-2 痕量数据,对大气边界层 SO2 柱量值进行提取,采用空间分析方法,对其时空变化进行分析,以监测排放控制区的减排效果。结果表明:春季和冬季 SO2 量值明显高于其他季节,年际变化比较明显,自 2016 年以来,SO2 柱总量峰值逐年降低,并且高值区域逐渐减少,证明排放控制区的设立对大气质量保护具有积极作用。  相似文献

在卫星遥感影像识别中,相较于海上单一环境的船舶识别,港口船舶识别由于存在集装箱、码头等大量干扰目标,显得更为困难。采用强度-色度-饱和度(Intensity-Hue-Saturation,IHS)变换、Brovey变换(Brovey Transform,BT)、ESRI全色锐化变换、简单均值变换和施密特正交变换法(Gram-Schmidt,GS)等5种融合算法,进行高分二号卫星全色和多光谱影像的融合试验,通过定性和定量评价选出适用于港口船舶影像的最优方法。结果显示GS融合方法在增加影像空间信息的同时维持了光谱保真性,其均方根误差、峰值信噪比、结构相似性等指标均优于其他4种融合方法,可用于港口船舶识别。  相似文献

The ability to comply fully with the discharge requirements set out in the MARPOL 73/78 Convention depends upon the availability of adequate facilities on land for the reception of shipgenerated waste. This paper considers ways of ensuring adequate provision of reception facilities, and discusses the approach taken by the UK to reduce the amount of pollution entering the marine environment from the deliberate discharge of waste from ships. Arguably, the most significant of the measures adopted by the UK is the requirement for all ports and harbours to prepare port waste management plans. Disincentives to the use of port waste reception facilities are examined, together with the benefits and shortcomings of various financing arrangements, and compulsory discharge of waste in ports. The paper concludes that the statutory approach to improving the provision and use of waste facilities should be supported by an appropriate awareness campaign to educate shipowners about the need to discharge waste legally to port reception facilities.  相似文献

As the number of ships for marine transportation increases with the globalisation of the world economy, waterways are becoming more congested than before. This situation will raise the risk of collision of the ships; hence, an automatic collision avoidance system needs to be developed. In this paper, a novel approach based on deep reinforcement learning (DRL) is proposed for automatic collision avoidance of multiple ships particularly in restricted waters. A training method and algorithms for collision avoidance of ships, incorporating ship manoeuvrability, human experience and navigation rules, are presented in detail. The proposed approach is investigated not only by numerical simulations but also by model experiments using three self-propelled ships. Through the systematic numerical and experimental validation, it is demonstrated the developed approach based on the DRL has great possibility for realising automatic collision avoidance of ships in highly complicated navigational situations.  相似文献
