This case study examines Israeli resettlement policy and housing demolition measures practiced in the Gaza Strip. Since the Gaza Strip is distinguished by a huge concentration of dispossessed Palestinian refugees maintained in large camps, the Israeli authorities, from the early stage of the 1967 occupation of the area, have devoted major effort to breaking up the camps and relocating their inhabitants elsewhere. The Israeli authorities have applied a clear policy of systematic destruction of refugee shelters and initiation of resettlement schemes, aimed in the short run at making the refugee camps less congested, while in the long run, the policy appears designed to remove these camps from the landscape entirely, since they remain a constant reminder of Palestinian uprootedness and exile. To date, the Israeli strategy of demolishing the entire refugee camp network has failed to achieve its final objective.  相似文献

A new regime of gentrification is dramatically restructuring Manila’s metropolitan landscape. Grounded upon an on-going neoliberal warfare of accumulation by dispossession, this gentrification serves as the fulfillment of postcolonial visions of a world class and modern metropolis through public–private arrangements and market-oriented developments but necessitates the systematic demolition of informal settlements, the home of the Manila’s urban poor and working class population. Through a mixed-methods approach, this paper examines gentrification’s spatial forms and trajectories and exposes context specific dynamics facilitating accumulation by dispossession. Using barangay (village)-level data on changes in population of informal households and median zonal values, I calculate for local measures of spatial autocorrelation and locate significant clusters of spatial shifts. Using the quantitative results plus field narratives and community histories, I triangulate local dynamics of accumulation by dispossession. What emerges is a sprawling gentrification process that, in producing a market-oriented metropolis, displaces and asphyxiates informal spaces. These accounts illustrate the contingencies of violence, neoliberal urbanism, colonial legacies of land regimes, and elite power in the production of a globally-competitive Manila. With other Global South megacities similarly competing in the global market, gentrification in Manila, with its expanding landscape of property accumulation and ’legitimized’ dispossession, is instructive of the emerging form of gentrification in the 21st century.  相似文献

Guatemalan protected areas have been sites for genocidal massacres, drug trafficking landing strips, and remilitarized “states of emergency,” but these activities are rarely considered in relation to conservation practices. This paper employs a political ecology approach to analyze interpellations of transboundary spaces as security threats, arguing that threat narratives produce insecurity in conservation spaces. Instead of assuming the primacy of neoliberalism in producing protected areas as sites of violence in the service of capitalism, the analysis traces the changing meanings of security in relation to Guatemala’s borderlands, from Cold War National Security Doctrine to discourses of citizen security in the twenty-first century Drug War. It is in the unmanned “blind passes” (pasos ciegos) of the Guatemalan–Mexican border, rendered as insecure spaces through the state’s putative absence, that policing paradoxically seeks to ensure “citizen security” through violence.  相似文献

Informal settlements are an important source of affordable housing and economic activity in developing cities. Research shows that informal settlements are at high risk from natural hazards and the effects of global climate change. Conditions within such settlements are diverse, however, and it is important that we understand the variation in risk across households. In this paper, we study the uneven terrain of risk to localized hazards in informal settlements in Kolkata, India. Our research question is, which factors predict household exposure to monsoon rain hazards? We surveyed 414 households living in low-lying informal settlements on the city’s periphery. Using a variety of predictors, we estimate binary logistic models for two outcome variables tied to monsoon rain: home flooding and home leaking. We find that household exposure varies significantly across our study population and follows predictable patterns based on socio-economic and infrastructure variables. The home flooding model results show that households with higher incomes are less likely to flood, but in situ births increase exposure. Households living in structures made of more permanent materials are less likely to flood, as are households living near infrastructure. The home leaking model shows that households with relative financial stability are less likely to leak, as are those that have been living in the settlement for longer periods of time and whose houses are made of better quality materials. These findings indicate that extensive risk in informal settlements is unevenly experienced and that policies intended to reduce disaster and climate risk should focus on the lowest-income households, the provision of infrastructure, and security of tenure.  相似文献

This article contributes an empirically rich account of a social enterprise project embedded in local urban economies of Nairobi, Kenya. The confluence of rapid, unplanned urbanisation and economic liberalisation has led to growing formations of informal settlements and a vibrant informal sector across post-colonial cities. These “slum” neighbourhoods, housing the majority of the urban population on a fraction of the city’s land, are often ignored and marginalized by the state and municipal authorities, particularly with regards to basic service provision. At the same time, slum economies provide entry-points for various enterprise-led development schemes seeking to commercially engage both entrepreneurial individuals and their existing customer base in order to scale access to unmet needs. The discussion is based on an ethnographic study in one of Nairobi’s largest informal settlements, which focused on the everyday practices of a local micro-franchise called “Community Cleaning Services”. The article illustrates how waste workers and self-proclaimed “hustlers” were turned into micro-franchisee entrepreneurs providing a sanitation service to residential customers, through their engagement with Community Cleaning Services. This ethnographic account raises two potentially contradictory but inter-related debates that are rarely considered alongside one another in the existing literature on corporate involvement in low-income markets. First, it reframes the critiques of enterprise-led initiatives to “poverty alleviation” by focusing on the implications of commercialising “basic” services and on the logistical and cultural challenges of turning social needs into market demands. Second, it emphasises the often-invisible role of grassroots informal economies in enabling access to vital services in the absence of an adequately resourced and responsive municipality. The article concludes with a broader reflection on the effects and limitations of corporate-led development schemes targeting the urban poor and points to the contrasting logics of grassroots entrepreneurial urbanism and corporate—albeit “socially responsible”—parameters of success.  相似文献

The demise of the Soviet Union precipitated profound changes in formerly collectivised rural spaces across Eastern Europe and Central Asia. However, it is only recently that attention to the post-Soviet ‘land question’ has begun to move beyond predominant, practical concerns with land restitution and fragmentation and towards engagement with diverse discourses of rurality, nature and modernity. In particular, longitudinal accounts of the narratives and practices of Soviet modernisation and post-Soviet “development” in specific rural places and societies are lacking. This paper is concerned with the complex linkages between environmental policies, practice and concepts of nature in such spaces and over recent history. Through examination of the management and representation of nature amongst pastoralist communities in Mongolia and in the collective and post-collective eras this paper seeks to understand local-level enactments, reworking and assimilation of externally-derived discursive and policy formulations. In doing so it acts as a corrective to state-centred and homogenising visions of Soviet and post-Soviet rurality. It highlights how local herders’ ‘room for manoeuvre’ in expression and enactment of diverse ideas of nature and its management resides primarily in informal spaces, facilitated by recent trends of devolution in natural resource management. Finally, the paper demonstrates how nomadism has been constructed and reconstructed as a component of, rather than inimical to, modernity, albeit with as yet unproven implications for livelihoods and for nature in rural Mongolia.  相似文献

The urban informal settlements are particularly vulnerable to flooding events, due to both their generally poor quality of construction and high population density. An integrated approach to the analysis of flooding risk of informal settlements should take into account, and propagate, the many sources of uncertainty affecting the problem, ranging from the characterization of rainfall curve and flooding hazard to the characterization of the vulnerability of the portfolio of buildings. This paper proposes a probabilistic and modular approach for calculating the flooding risk in terms of the mean annual frequency of exceeding a specific limit state for each building within the informal settlement and the expected number of people affected (if the area is not evacuated). The flooding risk in this approach is calculated by the convolution of flooding hazard and flooding fragility for a specified limit state for each structure within the portfolio of buildings. This is achieved by employing the flooding height as an intermediate variable bridging over the fragility and hazard calculations. The focus of this paper is on an ultimate limit state where the life of slum dwellers is endangered by flooding. The fragility is calculated by using a logic tree procedure where several possible combinations of building features/construction details, and their eventual outcome in terms of the necessity to perform structural analysis or the application of nominal threshold flood heights, are taken into account. The logic tree branch probabilities are characterized based on both the orthophoto recognition and the sample in situ building survey. The application of the methodology is presented for Suna, a sub-ward of Dar es Salaam City (Tanzania) in the Msimbazi River basin having a high concentration of informal settlements.  相似文献

Many in Western Europe regard it as being in the grip of a refugee crisis. This paper considers this contention. It describes the main stages in the development of the current refugee crisis and argues that having established the agenda in the 1940s, Western Europe has been able to progressively distance itself from refugee episodes and define them as essentially problems of the Third World. The end of the Cold War and the growth in numbers of spontaneous, rather than quota, refugees have been considerable shocks to the West, which can no longer contain and distance itself from refugee flows. Shock has led Europe to overreact and become myopic in its view of refugee matters. In reality, figures demonstrate that Wetern Europe is not the centre of refugee generation, applications or resettlement. Despite this, governments have taken draconian unilateral and multilateral action to exclude not only Third World asylum seekers but also those from the East.  相似文献

The lithostratigraphic nomenclature of the lower Cretaceous strata of Lebanon is completely revised. Four formations are defined in place of the existing complex of informal nomenclature. In ascending order these are the Chouf Sandstone Formation, the Abeih Formation, the Mdairej Limestone Formation and the Hammana Formation. Israel's quest for security on its northern border with Lebanon has a history dating back to the foundation of the Palestine mandate. In the early period from the First World War to the end of the 1960s the quest was dominated with attaining economic and environmental security by seeking to acquire rights to the waters of South Lebanon. Recent decades in contrast have witnessed the rise in importance of border security and strategic security requirements in the face of military threats to northern Israel. Israel's interventionist policy in South Lebanon has been formalised to include a permanent presence on Lebanese territory in the form of the security zone. It is argued that despite the positive events that have occurred in the region in the early 1990s, it remains unlikely that Israel will easily relinquish its security shield in South Lebanon thus ultimately undermining the possibility of moving away from elusive to permanent security.  相似文献

Part of a broader interest in the escalating securitization of conservation practice, scholars are beginning to take note of an emerging relationship between conservation–securitization, capital accumulation, and dispossession. We develop the concept of accumulation by securitization to better grasp this trend, positioning it in the critical literatures on neoliberal conservation, green grabbing, and conservation-security. The concept captures the ways in which capital accumulation, often tied to land and resource enclosure, is enabled by practices and logics of security. Security logics, moreover, increasingly provoke the dispossession of vulnerable communities, thereby enabling accumulation. We ground the concept by turning to the Greater Lebombo Conservancy (GLC) in the Mozambican borderlands. This is a new privately-held conservancy built as a securitized buffer zone to obstruct the movement of commercial rhino poachers into South Africa’s adjacent Kruger National Park. We show how wildlife tourism-related accumulation here is enabled by, and in some ways contingent upon, the GLC’s success in curbing poaching incursions, and, relatedly, how security concerns become the grounds upon which resident communities are displaced. In terms of the latter, we suggest security provides a troubling, depoliticized alibi for dispossession. Like broader neoliberal conservation and green grabbing, we illustrate how accumulation by securitization plays out within complex new networks of state and private actors. Yet these significantly expand to include including security actors and others motivated by security concerns.  相似文献

A growing body of literature is concerned with urbanization processes in contemporary Vietnam and how the country’s globalizing cities of Hanoi and Ho Chi Minh City are increasingly becoming spaces of consumption. However, much less is known about how these changing spaces accommodate labour, and in turn support livelihoods. Using published empirical data on Hanoi’s informal waste collectors from 1992 [DiGregorio, M., 1994. Urban Harvest: Recycling as a Peasant Industry in Northern Vietnam. East–West Center, Hawaii, pp. 1–212] and my own data, including a survey of 575 waste collectors and 44 interviews, collected on Hanoi’s informal waste collectors in 2006, I explore the experiences of informal waste collectors (waste pickers and itinerant junk buyers) in Vietnam’s capital city of Hanoi. I argue that Vietnam’s globalizing economy and urban transition have been a catalyst for the growth of the informal waste collector population in Hanoi as well as a partial player in the gendering of this group and the work they undertake.  相似文献

This paper argues that human vulnerability to flood hazards in urban slums in developing countries is greatly affected by the positioning and activities of their city governments. As a result, the paper explores the central role of city authorities in the production of flood vulnerability in selected informal settlements in Accra, Ghana. Using a case study research design, the study draws on multiple qualitative methods to gather evidence including: document review, focus group discussions, flood victims’ interviews, institutional consultation and field observation. The paper reveals two main positions of state and city authorities in Accra’s perennial floods: first, being present and complicit in informal urbanization through their involvement in the politics of land management in flood prone zones; and second, being absent through their inaction in informal growth in flood-risk areas. To each of these positions of the urban state, there are emerging responses from residents and other non-state actors operating within and outside these informal communities. The paper proposes a re-examination of the current structure and processes of urban governance, state-community engagements and urban citizenship in informal communities.  相似文献

冬季牲畜宿营地是游牧过程中牲畜和人共同休憩的场所。通过解译提孜那甫河流域2000年、 2010年和2018年的Landsat影像, 提取相应时期的冬季牲畜宿营地信息, 探究近18年来宿营地的时空变化特征。结果表明: 研究区冬季牲畜宿营地由2000年的306处增至2018年的712处, 其数量和面积增加显著; 宿营地分布热点区由中部向东西向扩散, 冷点区沿西北 - 东南方向蔓延; 宿营地分布于海拔2 100~3 000 m的水草条件较好的缓坡区域, 由阴坡逐渐向阳坡过渡, 向居民点方向迁移, 与道路的距离呈两级分化的趋势, 冰雪融水是牲畜和牧民的主要水源; 人口、 载畜量、 NDVI和农村公路密度是冬季牲畜宿营地时空变化的最主要驱动力因素。鉴于牧民相对恶劣的生产生活现状, 建议应因地制宜, 增加和改善露营基础设施, 助力脱贫攻坚。  相似文献

The warehousing of informals in designated enclaves is a common strategy for the government of urban informality in the global South. In this article, I unscramble state-operated enclaves of informality in Zimbabwe. The article scrutinises two types of enclave: a flea market and a holding camp. I extend Agamben’s politico-juridical construction to the social and economic realm. I question claims of inclusion in flea markets by juxtaposing a ‘soft’ zone of indistinction (flea market) with a ‘hard’ zone of indistinction (holding camp), arguing that both spaces are dump sites for homo sacer. I draw attention to the construction of bare life in both enclaves and emphasise the condition of rightlessness and the delimiting of the value of informals to bare life. Reflecting on the extent to which these spaces manifest the logic of the camp, I argue that both are spaces of exception.  相似文献

Informal settlements become an intriguing spatial dimension of urbanization in those countries which experience the systemic shift from socialism to neoliberal regimes. This paper takes chengzhongcun(s) (literally meaning ‘villages encircled by the city’ boundaries) as a case to explore the dynamics of informal settlements in post-socialist China that has certain distinctive features related to the legacy of socialist institutions and restructuring of urban space by various forces. The paper details the political and economic contexts, as well as the ways in which chengzhongcun(s) are transformed into functional but unregulated urban space. It also elucidates the policy approach towards formalizing chengzhongcun(s) and confrontation involving in government-led redevelopment. The analysis illustrates how spatial informality is shaped by the interaction of economic interests and political considerations in a post-socialist economy with retaining the rural-urban dualism of land ownership and the control of urban citizenship.  相似文献

As a crisis that was precipitated in part by risky forms of investment in the built environment, construction workers, and particularly migrants employed in the industry have been at the forefront of job-losses worldwide since 2008. I offer a reading of construction unemployment through David Harvey’s theorisation of the secondary circuit of capital, arguing that these trends reflect the industry’s immanent connections to the built environment and to volatile, debt-fuelled urbanisation strategies which have played a crucial role in absorbing global capital surpluses in recent years. I ground this international perspective through a case study on the crisis experiences of a group of migrant construction workers from the south Indian state of Kerala who lost their jobs in Dubai in 2009. Based on interviews with migrants who returned home following the collapse of the emirate’s construction sector, I explore how a number of place-specific relationships that transect the Kerala–Dubai construction labour market served to compound these workers’ economic insecurity following the crisis. These include the immense migration debts that migrants shouldered, the insecure and exploitative character of employment in Dubai’s building trades, and the particular vulnerability of Dubai’s construction markets to the retreat of finance capital from the Gulf region in 2008. Workers’ accounts offer insights into the uneven and trans-local geometries of risk that define contemporary construction work in Dubai. More broadly, they provide a key perspective on the precarious producer geographies that underpin the secondary circuit of capital.  相似文献

From the year 1990 to date, refugees living in Ghana encounter various socio-economic challenges in their toils to survive, leading to tensions over limited resources between them and members of the host communities. Voluntary repatriation, local integration, and resettlement programmes have been introduced as permanent solutions to their plights, but the given packages do not correspond with their expectations; resulting in their indefinite stay in camps. Despite this, not much information is available on their specific expectations about the durable solutions. Employing ‘When Displacement Ends’ framework, this article examines refugees’ expectations about the durable solutions. Questionnaires and interview guide were used to gather data from the refugees living in the Buduburam camp. Regardless of their preferred durable solutions, demand for employment, quality education/scholarships, skills training, and affordable health care services were common expectations. Quest for more financial incentives and security were eminent expectations of voluntary repatriation while they called for nondiscrimination against them, if they integrate into Ghana. However, there were variations in these expectations considering their background characteristics. For instance: those with no formal education mostly hoped-for skills training, the aged were eagerly concerned about health services while those in the assumed ‘school age’ predominantly requested for quality education with scholarships.  相似文献

This paper focuses attention upon the existence of a Palestinian refugee population in the land about and immediately adjacent to Israel. It considers both the creation and the continuation of the refugee state within the host communities and the growth occurring within the refugee populations themselves. Some attention will be directed to a consideration of the refugee population vis à vis the dramatic upsurge in the number of former Soviet-CIS Jewish immigrants into Israel, that create further and deepening pressures upon land and water resources and Palestinian refugee matters. The paper is in three main parts following upon a general introduction to refugee studies. Firstly, a quantitative assessment of the Palestinian refugee population incorporates an empirical presentation of base Palestinian population totals and distributions, directing particular attention to growth in the period 1974–90. Secondly, several perspectives are presented as a backcloth to understanding certain of the continuing and mounting tensions within the Middle East in general and among the Palestinian refugee population in particular. Personal experiences of the writer as fieldworker are presented to provide a more general appreciation and awareness of the particular refugee situation within the Occupied Territories. The third part considers the developing and extending yet increasingly fundamental political consciousness among the Palestinian refugees, and certain envisaged reactions, and speculates upon continuing frustrations that are seen to be leading on to dramatic, mounting and extending violence.  相似文献

This paper explores the campaigning culinary documentary (CCD) as an emerging format within food television. CCDs bring together elements of the lifestyle genre with an explicit focus on a food ‘crisis’ – such as obesity or animal welfare – and explore how this crisis is to be resolved, usually through the intervention of a food celebrity. Focussing largely on shows made by the UK’s Channel 4 network, we explore the ways in which CCDs narrate issues of responsibilization, whether these target consumers/viewers, the food industry, or the state. Through a reading of selected CCDs from Channel 4’s roster, we consider how the shows attempt to fuse elements of lifestyle/reality TV with a social or political agenda, but one which deploys the governmental strategy of responsibilization and so could be read as an enactment of neoliberal logic. While there is some truth to this claim, our analysis and discussion seeks to complicate this reading, showing how CCDs open up other narrative and political possibilities while also consolidating the brand image of the cookery TV stars who front them.  相似文献
