中国地理学的发展当前正处于十字路口,面临诸多方向的选择。如外生地理学和内生地理学的分化,实用主义和科学主义的混行,系统地理学和区域地理学的脱节,经济地理学和人文地理学的互为归属。这些问题悬而不决使地理学的向心力逐渐弱化,地理学者不得不面对诸多学科发展方向上的困扰,以及对学科规范和学术认同上的困惑。笔者以为,此时“搁置争议”并不是办法。为了学科的长远发展,中国的地理学家和地理学会必须做出一些选择。坚持一元还是认同分化,这即是地理学的政治。  相似文献

ABSTRACT

Global enthusiasm for nature in cities is at high point. Australia is no exception, where there is a great deal of policy momentum and research interest in urban greening. The challenges presented by increasing urban heat associated with climate change, greater awareness of the potential social, physical and psychological benefits of exposure to ecologies for people, and recognition of cities as vital habitats for more-than-humans are central tenants of urban greening enthusiasm. Yet, there is a need for a more critical lens on urban greening in Australia. One that interrogates the purported normative, apolitical and instrumental benefits of greening, to position greening within a trajectory of the power relations, settler-colonialism, socio-ecological processes and capital flows that constitute the urban. This editorial introducing the special issue on urban greening politics explores how different conceptions of urban natures – green space, urban forestry and green infrastructure – have been put to work, before outlining the potential of ‘urban greening’ as the terminology for a more politically sensitive and process-orientated framing. The editorial concludes with a summary of the contributions to the special issue.  相似文献

This paper is an original study of the relationship between landscape and ideology through an examination of Pamir mountain toponyms. The research analyses traditional, Tsarist, Soviet and post-Soviet Pamiri toponyms. It is the first study to compare mountain toponyms with existing research on the naming processes of urban Soviet and post-Soviet places. It also compares the Soviet political use of landscape with that by other political systems and ideologies, in particular Nazism. The paper finds that over time there are commonalities in the types of names selected for urban places and mountains and the rationale behind these choices. However, it also notes significant differences. These differences suggest that the concept of 'the mountain' did not carry the same political significance as the urban or other landscapes (the steppe and forest) in Russian, Soviet and post-Soviet ideological and nation-building constructions.  相似文献

In this response to Ananya Roy’s plenary talk at the Association of American Geographers annual meeting in 2015, “What’s urban about critical urban theory,” I engage the work of Nancy Fraser and feminist epistemologists to argue for the necessity of a robust critical politics of recognition in knowledge projects with emancipatory aims. I question the political utility and empirical accuracy of the increasingly popular assertion that there is no analytical outside to the category “urban,” and argue, like many feminist, post-colonial, and anti-racist scholars before me, that attempts to construct a totalizing political subject have the effect of reproducing cultural misrecognition and are thus incompatible with emancipatory politics.  相似文献

Conceptualizations and re-conceptualizations of scale have been powerful tools for explaining spatial processes that transcend traditionally-bounded territories. Examining the role of individuals within a politics of scale can do even more to explain multi-scalar conflicts. This paper does so by examining struggles over airport expansion in the US, showing how an understanding of the various roles of individuals in the politics of scale – as sites of multiple scales, as actors constituting other scales, and as scales in and of themselves – better explains multi-scalar conflicts and offers more opportunities for resolving them.  相似文献

John Dewey envisioned creative democracy as a process of agonistic engagement, and Bob Lake shares Dewey’s optimism for the possibilities of creative democracy. In this response, I suggest that scholars should look beyond the obvious moments of democratic political engagement, whether activism in the public square or in the occupied park, to pay attention to the quiet politics of the everyday, where everyday decisionmaking by individuals and communities can gradually, episodically, change dominant hegemonic norms and understandings, proviing new understandings for social change. I highlight several examples, including the Settlement house movement from the late 19th century and intentional neighboring from the twenty-first century, that illustrate the kind of daily work that brings together different social classes and ethnicities in a situation of sharing and working toward conditions of equality and new ways of living in the world.  相似文献

In this paper I reflect on some key methodological tensions that emerged during my PhD research. The research critically analyses the political struggles of outworking1 women from Chinese, Vietnamese and Cambodian backgrounds in Sydney, Australia, for minimum wages and a monitoring of ethical networks in the clothing industry from 1997 to 2002. Rather than present 'key findings' in this paper I instead reveal how I began to think more critically and in less absolute ways about reading the multiple voices of outworkers, NGO workers and my own voice as researcher, activist and English teacher. I drew insights from Bakhtin's dialogism for thinking about research as shaped by sets of conversations. In this paper I reflect on several 'in-the-field' interactions: organising interviews, interviewing outworkers through an interpreter, storytelling in a rights-based English class setting, and how I and other participants represented outworking women in different forums. Dialogism required I take seriously the concept that knowledges are socially constructed in very particular contexts and this led to a rejection of my earlier notion of a singular authentic voice for outworking women or for me as researcher.  相似文献

ABSTRACT

Urban greening is a buzz term in urban policy and research settings in Australia and elsewhere. In a context of settler colonial urbanism, like Australia, a first fact becomes clear: urban greening is always being practiced on unceded Indigenous lands. Recognising this requires some honest reckoning with how this latest urban policy response perpetuates dispossessory settler-colonial structures. In this paper, we listen to the place-based ontologies of the peoples and lands from where we write to inform understanding the city as an always already Indigenous place – a sovereign Aboriginal City. In so doing, the paper tries to practice a way of creating more truthful and response-able urban knowledge practices. We analyse three distinct areas of scholarly research that are present in the contemporary literature: urban greening and green infrastructure; urban political ecology; and more-than-human cities. When placed in relationship of learning with the sovereign Aboriginal City, our analysis finds that these scholarly domains of urban greening work to re-organise colonial power relations. The paper considers what work the practice and scholarship of ‘urban greening’ might need to do in order to become response-able and learn to learn with Indigenous sovereignties and ontologies.  相似文献

The emergence of environmental governance for sustainable development as a field of inquiry has stimulated a plethora of research into new formations for governing the environment. Partnerships hold an exalted status in these formations, but there has been surprisingly little evaluative work of their activities. This paper extends that embryonic analysis through empirical consideration of a partnership established to foster the development of sustainable communities, specifically by stimulating greater public participation in positive environmental activities. Theoretical insights about patterns of power, perceived authority and legitimacy in the partnership are developed through a consideration of 'actor–spaces' and the 'sociology of translation' that emerge from actor–network theory.  相似文献

This article explores the geographic literature on governance at smaller-than-urban but larger-than-household scales, identifying a relative inattention to neighborhood and other partial-city scales of governance. Hegemonic power relationships are institutionalized at particular scales of state government (e.g. national, regional, municipal) and state-sanctioned governing units (e.g. jurisdictional districts or supranational bodies), which in turn shapes urban research. We propose a new analytical term, governance shims, to describe the insertion of new scales of governance between those already reified and reproduced; institutions at such scales may be unusually grounded in authority beyond the state. Geographers seem well positioned to explore the characteristics of governance shims at the meso-urban scale. We illustrate this by briefly tracing how common interest communities (CICs), housing cooperatives, and community land trusts (CLTs) might be analyzed through a shims approach. Provocatively, emergent governance at the meso-urban scale often leverages idiosyncratic structures of property ownership to produce institutional authority.  相似文献

In the context of Charlotte, North Carolina's, emergence as a “globalizing” pre‐emergent immigrant gateway, this paper focuses on a complex and multiscalar set of governmental policies and community‐development dynamics that are shaping localized response to Hispanic/Latino immigration. Specifically, we explore how these policies and dynamics play out spatially in the context of two Charlotte neighborhoods, both of which have similar historical roots and have become magnets for Latino settlement, yet display divergent contemporary place‐making paths. Our exploration reveals the ways in which contexts of receptivity and spaces of both exclusion and inclusion are created by the socio‐spatial components of public policy and the localized response to that policy at the intraurban level. Reinforcing the importance of space and place in the construction of receptivity contexts, the compared stories of Eastside and South Charlotte reveal that neighborhoods are never the product of one transformational force but of many—no matter how they may be perceived in the public imaginary.  相似文献

The neoliberalisation of international climate policy through devices such as emissions trading has led to a significant restructuring of governance competencies between supranational, national and non-state actors. This article explores the implications of this restructuring for the scalar politics of climate governance by examining the European Union emissions trading scheme, the world's largest multi-state carbon-trading scheme. Analysis shows that although the member states were prepared to accede to a common legal framework for emissions trading, its implementation has been characterised by intense sovereignty disputes over emissions allowances. The article concludes by reflecting on the scalar politics of international climate governance in an unevenly regulated and competitive world.  相似文献

Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history.  相似文献

This article examines the ambivalent relationship between members of the Portuguese-Melakan Kristang minority and the state from the 1940s to the present day through the lens of ethnic politics. It reveals how ambivalent imaginaries of the future have shaped the politics of community members and what strategies they have used to assert their place. Moreover, it analyses how partly contradictory, partly converging imaginaries of the future of the Melaka coastline fuelled the failure of the Melaka Gateway land reclamation project. Grounded in ethnographic fieldwork in Melaka in 2018 and 2019, it focuses on the Melaka Gateway, a large-scale land reclamation project located in the Melaka Straits where three man-made islands and one natural island with high-rise buildings, a cruise terminal and a deep sea port have been planned.  相似文献
