This article illustrates the main difficulties encountered in the preparation of GHG emission projections and climate change mitigation policies and measures (P&M) for Kazakhstan. Difficulties in representing the system with an economic model have been overcome by representing the energy system with a technical-economic growth model (MARKAL-TIMES) based on the stock of existing plants, transformation processes, and end-use devices. GHG emission scenarios depend mainly on the pace of transition in Kazakhstan from a planned economy to a market economy. Three scenarios are portrayed: an incomplete transition, a fast and successful one, and even more advanced participation in global climate change mitigation, including participation in some emission trading schemes. If the transition to a market economy is completed by 2020, P&M already adopted may reduce emissions of CO2 from combustion by about 85 MtCO2 by 2030 – 17% of the emissions in the baseline (WOM) scenario. One-third of these reductions are likely to be obtained from the demand sectors, and two-thirds from the supply sectors. If every tonne of CO2 not emitted is valued up to US$10 in 2020 and $20 in 2030, additional P&M may further reduce emissions by 110 MtCO2 by 2030.

Legislation to decarbonise energy systems within overall greenhouse gas reduction targets represents an immense and unprecedented energy policy challenge. However there is a dichotomy between this level of policy ambition and prior modelling studies that find such targets economically, technologically and socially feasible under idealised ?Dfirst-best policies. This paper makes a significant contribution to current analytical efforts to account for realistic ?Dsecond-best climate mitigation policy implementation. This is achieved via a technical classification of secondbest common mode issues at a detailed national level: both internal (behavioural change, infrastructure implementation) and external (new technologies, resource availability). Under a combinatory second-best scenario, meeting targets greater than a 70% reduction in CO2 by 2050 entail costs above a subjective barrier of 1% of GDP, while extreme mitigation scenarios (>90% CO2 reduction) are infeasible. These high costs are equally due to disappointing progress in behavioural and technological mitigation efforts. Expensive second-best mitigation scenarios can still rely on extreme assumptions including the full deployment of the UK??s offshore wind resource or the complete diffusion of energy efficiency measures in end-use sectors. By demonstrating the fragilities of a low carbon energy system pathway, policy makers can explore protective and proactive strategies to ensure targets can actually be met. Additionally, systematic analysis of failure in stringent long term decarbonisation scenarios teaches energy analysts about the trade-offs in model efficacy vs. confidence.

Recent observations suggest that the abundance of ozone between 2 and 8 km in the Northern Hemisphere mid-latitudes has increased by about 12% during the period from 1970 to 1981. Earlier estimates were somewhat more conservative suggesting increases at the rate of 7% per decade since the start of regular observations in 1967. Previous photochemical model studies have indicated that tropospheric ozone concentrations would increase with increases in emissions of CO, CH4 and NO x . This paper presents an analysis of tropospheric ozone which suggests that a significant portion of its increase may be attributed to the increase in global anthropogenic NO x emissions during this period while the contribution of CH4 to the increase is quite small. Two statistical models are presented for estimating annual global anthropogenic emissions of NO x and are used to derive the trend in the emissions for the years 1966–1980. These show steady increase in the emissions during this interval except for brief periods of leveling off after 1973 and 1978. The impact of this increase in emissions on ozone is estimated by calculations with a onedimensional (latitudinal) model which includes coupled tropospheric photochemistry and diffusive meridional transport. Steady-state photochemical calculations with prescribed NO x emissions appropriate for 1966 and 1980 indicate an ozone increase of 8–11% in the Northern Hemisphere, a result which is compatible with the rise in ozone suggested by the observations.

Aluminium is an energy intensive material with an environmental footprint strongly dependent on the electricity mix consumed by the smelting process. This study models prospective environmental impacts of primary aluminium production according to different integrated assessment modeling scenarios building on Shared Socioeconomic Pathways and their climate change mitigation scenarios. Results project a global average carbon intensity ranging between 8.6 and 18.0 kg CO2 eq/kg in 2100, compared to 18.3 kg CO2 eq/kg at present, that could be further reduced under mitigation scenarios. Co-benefits with other environmental indicators are observed. Scaling aluminium production impacts to the global demand shows total emission between 1250 and 1590 Gt CO2 eq for baseline scenarios by 2050 while absolute decoupling is only achievable with stringent climate policy changing drastically the electricity mix. Achieving larger emission reductions will require circular strategies that go beyond primary material production itself and involve other stakeholders along the aluminium value chain.

Abstract

To evaluate future climate change in the middle atmosphere and the chemistry–climate interaction of stratospheric ozone, we performed a long-term simulation from 1960 to 2050 with boundary conditions from the Intergovernmental Panel on Climate Change A1B greenhouse gas scenario and the World Meteorological Organization Ab halogen scenario using the chemistry–climate model ECHAM5/MESSy Atmospheric Chemistry (EMAC). In addition to this standard simulation we performed five sensitivity simulations from 2000 to 2050 using the rerun files of the simulation mentioned above. For these sensitivity simulations we used the same model setup as in the standard simulation but changed the boundary conditions for carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), and ozone-depleting substances (ODS). In the first sensitivity simulation we fixed the mixing ratios of CO2, CH4, and N2O in the boundary conditions to the amounts for 2000. In each of the four other sensitivity simulations we fixed the boundary conditions of only one of CO2, CH4, N2O, or ODS to the year 2000.

In our model simulations the future evolution of greenhouse gases leads to significant cooling in the stratosphere and mesosphere. Increasing CO2 mixing ratios make the largest contributions to this radiative cooling, followed by increasing stratospheric CH4, which also forms additional H2O in the upper stratosphere and mesosphere. Increasing N2O mixing ratios makes the smallest contributions to the cooling. The simulated ozone recovery leads to warming of the middle atmosphere.

In the EMAC model the future development of ozone is influenced by several factors. 1) Cooler temperatures lead to an increase in ozone in the upper stratosphere. The strongest contribution to this ozone production is cooling due to increasing CO2 mixing ratios, followed by increasing CH4. 2) Decreasing ODS mixing ratios lead to ozone recovery, but the contribution to the total ozone increase in the upper stratosphere is only slightly higher than the contribution of the cooling by greenhouse gases. In the polar lower stratosphere a decrease in ODS is mainly responsible for ozone recovery. 3) Higher NOx and HOx mixing ratios due to increased N2O and CH4 lead to intensified ozone destruction, primarily in the middle and upper stratosphere, from additional NOx; in the mesosphere the intensified ozone destruction is caused by additional HOx. In comparison to the increase in ozone due to decreasing ODS, ozone destruction caused by increased NOx is of similar importance in some regions, especially in the middle stratosphere. 4) In the stratosphere the enhancement of the Brewer-Dobson circulation leads to a change in ozone transport. In the polar stratosphere increased downwelling leads to additional ozone in the future, especially at high northern latitudes. The dynamical impact on ozone development is higher at some altitudes in the polar stratosphere than the ozone increase due to cooler temperatures. In the tropical lower stratosphere increased residual vertical upward transport leads to a decrease in ozone.

In this study a scenario model is used to examine if foreseen technological developments are capable of reducing CO2 emissions in 2050 to a level consistent with United Nations Framework Convention on Climate Change (UNFCCC) agreements, which aim at maximizing the temperature rise to 2 °C compared to pre-industrial levels. The model is based on a detailed global environmentally extended supply–use table (EE SUT) for the year 2000, called EXIOBASE. This global EE SUT allows calculating how the final demand in each region drives activities in production sectors, and hence related CO2 emissions, in each region. Using this SUT framework, three scenarios have been constructed for the year 2050. The first is a business-as-usual scenario (BAU), which takes into account population, economic growth, and efficiency improvements. The second is a techno-scenario (TS), adding feasible and probable climate mitigation technologies to the BAU scenario. The third is the towards-2-degrees scenario (2DS), with a demand shift or growth reduction scenario added to the TS to create a 2 °C scenario. The emission results of the three scenarios are roughly in line with outcomes of typical scenarios from integrated assessment models. Our approach indicates that the 2 °C target seems difficult to reach with advanced CO2 emission reduction technologies alone.

Policy relevance

The overall outlook in this scenario study is not optimistic. We show that CO2 emissions from steel and cement production and air and sea transport will become dominant in 2050. They are difficult to reduce further. Using biofuels in air and sea transport will probably be problematic due to the fact that agricultural production largely will be needed to feed a rising global population and biofuel use for electricity production grows substantially in 2050. It seems that a more pervasive pressure towards emission reduction is required, also influencing the basic fabric of society in terms of types and volumes of energy use, materials use, and transport. Reducing envisaged growth levels, hence reducing global gross domestic product (GDP) per capita, might be one final contribution needed for moving to the 2 °C target, but is not on political agendas now.

The MAGICC (Model for the Assessment of Greenhouse gas Induced Climate Change) model simulation has been carried out for the 2000–2100 period to investigate the impacts of future Indian greenhouse gas emission scenarios on the atmospheric concentrations of carbon dioxide, methane and nitrous oxide besides other parameters like radiative forcing and temperature. For this purpose, the default global GHG (Greenhouse Gases) inventory was modified by incorporation of Indian GHG emission inventories which have been developed using three different approaches namely (a) Business-As-Usual (BAU) approach, (b) Best Case Scenario (BCS) approach and (c) Economy approach (involving the country’s GDP). The model outputs obtained using these modified GHG inventories are compared with various default model scenarios such as A1B, A2, B1, B2 scenarios of AIM (Asia-Pacific Integrated Model) and P50 scenario (median of 35 scenarios given in MAGICC). The differences in the range of output values for the default case scenarios (i.e., using the GHG inventories built into the model) vis-à-vis modified approach which incorporated India-specific emission inventories for AIM and P50 are quite appreciable for most of the modeled parameters. A reduction of 7% and 9% in global carbon dioxide (CO2) emissions has been observed respectively for the years 2050 and 2100. Global methane (CH4) and global nitrous oxide (N2O) emissions indicate a reduction of 13% and 15% respectively for 2100. Correspondingly, global concentrations of CO2, CH4 and N2O are estimated to reduce by about 4%, 4% and 1% respectively. Radiative forcing of CO2, CH4 and N2O indicate reductions of 6%, 14% and 4% respectively for the year 2100. Global annual mean temperature change (incorporating aerosol effects) gets reduced by 4% in 2100. Global annual mean temperature change reduces by 5% in 2100 when aerosol effects have been excluded. In addition to the above, the Indian contributions in global CO2, CH4 and N2O emissions have also been assessed by India Excluded (IE) scenario. Indian contribution in global CO2 emissions was observed in the range of 10%–26%, 6%–36% and 10%–38% respectively for BCS, Economy and BAU approaches, for the years 2020, 2050 and 2100 for P50, A1B-AIM, A2-AIM, B1-AIM & B2-AIM scenarios. CH4 and N2O emissions indicate about 4%–10% and 2%–3% contributions respectively in the global CH4 and N2O emissions for the years 2020, 2050 and 2100. These Indian GHG emissions have significant influence on global GHG concentrations and consequently on climate parameters like RF and ∆T. The study reflects not only the importance of Indian emissions in the global context but also underlines the need of incorporation of country specific GHG emissions in modeling to reduce uncertainties in simulation of climate change parameters.

Limiting global warming to ‘well below’ 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase even further to 1.5°C is an integral part of the 2015 Paris Agreement. To achieve these aims, cumulative global carbon emissions after 2016 should not exceed 940 – 390?Gt of CO2 (for the 2°C target) and 167 – ?48?Gt of CO2 (for the 1.5°C target) by the end of the century. This paper analyses the EU’s cumulative carbon emissions in different models and scenarios (global models, EU-focused models and national carbon mitigation scenarios). Due to the higher reductions in energy use and carbon intensity of the end-use sectors in the national scenarios, we identify an additional mitigation potential of 26–37 Gt cumulative CO2 emissions up to 2050 compared to what is currently included in global or EU scenarios. These additional reductions could help to both reduce the need for carbon dioxide removals and bring cumulative emissions in global and EU scenarios in line with a fairness-based domestic EU budget for a 2°C target, while still remaining way above the budget for 1.5°C.

Key policy insights
  • Models used for policy advice such as global integrated assessment models or EU models fail to consider certain mitigation potential available at the level of sectors.

  • Global and EU models assume significant levels of CO2 emission reductions from carbon capture and storage to reach the 1.5°C target but also to reach the 2°C target.

  • Global and EU model scenarios are not compatible with a fair domestic EU share in the global carbon budget either for 2°C or for 1.5°C.

  • Integrating additional sectoral mitigation potential from detailed national models can help bring down cumulative emissions in global and EU models to a level comparable to a fairness-based domestic EU share compatible with the 2°C target, but not the 1.5°C aspiration.
