In this paper we explore the contours of a 'method' for postcolonial development geography, which makes it possible to imagine another 'world-picturing'. We suggest three steps towards such a method. First, we propose that a postcolonial method involves thinking about why we are doing research in the south in the first place; how we come to and produce our questions; and how we analyze and represent our findings based on our subject positionings. Second, that we need to recognize theorization as an inherent part of method, rethink how we currently theorize and reconfigure our methods of theorization to address wider political aims. Problematizing theorization helps challenge the universalism of Eurocentric theories, thus enabling development geography to move towards more decolonized versions and visions. Finally, that this must be accompanied by firmer recognition of our multiple investments – personal, institutional and geopolitical – and how they frame the possibilities for change. These are some possible steps that we think can reconfigure the 'scholarly track' that postcolonial development geographers traverse.  相似文献

This paper argues that intra –regional competition is as important as intra –regional in the shaping of an urban region. Recent concentration on urban promotion within the discipline places an emphasis on competition between cities that should be counterbalanced by stressing the degree of competition between cities and their suburban peripheries. Using the case of Atlanta, Georgia, and in particular its Vision 2020 initiative, the paper explores how regionalist approaches can easily unravel due to continued rivalries from individual constituents. Placing its theoretical grounding within David Harvey's notion of 'structural coherence', the paper argues that regional policies within a capitalist environment of uneven development tend towards only temporary solutions.  相似文献

This paper describes how hopes can be, and have been, placed in nanotechnology. Focusing on two recent UK government reports into the future of nanotechnology, by the DTI/OST and MoD, the paper describes how the disclosure of the nanoscale as a place subject to intervention, the act that is taken to define nanotechnology, can be understood in the context of anticipatory knowledge practices that create futures. Because the object of such practices are virtualities, such as opportunities and threats, the paper argues that affect is transversal to both nano-technoscience and anticipatory governance. In conclusion, I open up a set of questions about anticipatory knowledges and argue that the ground that enables hope to be placed in nanotechnology is the event that defines nano – to simultaneously reduce 'life' to matter and to multiply 'life' into a limitless set of materialities.  相似文献

This paper addresses recent debates on the need for greater collaboration across the physical and human geography divide. We discuss some of the problems of producing work that can be considered genuinely interdisciplinary. The paper reflects on a project examining the use of sustainable drainage systems in Glasgow and how we unwittingly produced a piece of social science research looking at a physical science topic. We suggest that more than simply the need for 'trust' between researchers, the actual practice of working together in the field – and, indeed, having the opportunity to make mistakes and learn from them – is essential. In working together, academics have a better opportunity to understand each other's intellectual and epistemological framework and develop projects where researchers can move beyond their disciplinary boundaries and weave their expertise into a coherent research output.  相似文献

This paper explores how participatory video – a methodology increasingly used in community development and anthropological research – may enable a feminist practice of looking which does not perpetuate hierarchical power relations and create voyeuristic, distanced and disembodied claims to knowledge. I reflect on experiences from a participatory video project with members of a Maaori tribe in Aotearoa New Zealand in light of geographers' uses of video to date. I argue that participatory video, if used within carefully negotiated relationships, has potential to destabilize hierarchical power relations and create spaces for transformation by providing a practice of looking 'alongside' rather than 'at' research subjects.  相似文献

This paper examines how double exposure to economic and environmental stressors – and the interaction between the two – affect smallholder farmers in Mozambique's Limpopo River Basin. Studying two case study villages we find that people, in general, are resilient to environmental stressors. However, most households show less resilience to the socioeconomic stressors and shocks that have been introduced or intensified by economic globalisation. Our findings indicate that economic change brought about by structural adjustment policies pressures rural people to alter their approach to farming, which makes it more difficult for them to respond to environmental change. For example, smallholder farmers find it difficult to make a transition to commercial farming within the Limpopo Basin, in part because farming techniques that are well adapted to managing environmental variability in the region – such as seeding many small plots – are not well suited to the economies of scale needed for profitable commercial agriculture. People use a variety of strategies to cope with interactive environmental and economic stressors and shocks, but many face considerable constraints to profitably exploiting market-based opportunities. We conclude that economic stressors and shocks may now be causing small-scale agriculture to be less well adapted to ecological and climate variability, making smallholders more vulnerable to future climate change. Some local level policy interventions, including those that support and build on local environmental knowledge, could assist rural agricultural societies in adapting to future environmental change in the context of economic globalisation.  相似文献

This paper explores the environmental knowledge of small-scale rural landholders and comments on the implications of this for environmental policy. The paper draws on conceptualisations of knowledge as 'know what', 'know why', 'know how' and 'know who', recognises a distinction between tacit and codified environmental knowledges and highlights the need to consider the politics of knowledge surrounding environmental issues. Both quantitative and qualitative data are reported, and are derived from structured interviews with 30 small-scale landholders who were participants in a nature and landscape conservation initiative – the Landscape Heritage Scheme – within South Devon, England. These data are used to explore the place of environmental concerns within the land management objectives of respondents; the nature and extent of their environmental knowledge; how a range of factors alongside their environmental knowledge shaped the environmental practices of respondents; and the politics of knowledge associated with the Landscape Heritage Scheme. The paper suggests that small-scale landholders should be of interest to environmental policy, prioritising environmental objectives in their land management, being relatively knowledgeable about the environment and highly responsive to environmental advice and financial incentives that support environmental management. A case is made for developing research in this area, given ongoing processes of rural demographic change and the rising importance within this of an increasingly diverse landholding population.  相似文献

Conceptualizations and re-conceptualizations of scale have been powerful tools for explaining spatial processes that transcend traditionally-bounded territories. Examining the role of individuals within a politics of scale can do even more to explain multi-scalar conflicts. This paper does so by examining struggles over airport expansion in the US, showing how an understanding of the various roles of individuals in the politics of scale – as sites of multiple scales, as actors constituting other scales, and as scales in and of themselves – better explains multi-scalar conflicts and offers more opportunities for resolving them.  相似文献

This paper examines the challenges facing English flood risk management (FRM) policy and practice when considering fair decision-making processes and outcomes at a range of spatial scales. It is recognised that flooding is not fair per se : the inherent natural spatial inequality of flood frequency and extent, plus the legacy of differential system interventions, being the cause. But, drawing on the three social justice models – procedural equality, Rawls' maximin rule and maximum utility – the authors examine the fairness principles currently employed in FRM decision-making. This is achieved, firstly, in relation to the distribution of taxpayer's money for FRM at the national, regional and local levels and, secondly, for non-structural strategies – most notably those of insurance, flood warnings and awareness raising, land use control, home owner adaptation and emergency management. A case study of the Lower Thames catchment illustrates the challenges facing decision-makers in 'real life': how those strategies which appear to be most technically and economically effective fall far short of being fair from either a vulnerability or equality perspective. The paper concludes that if we are to manage flood risk somewhat more fairly then a move in the direction of government funding of nationally consistent non-structural strategies, in conjunction with lower investment decision thresholds for other local-level FRM options, appears to offer a greater contribution to equality and vulnerability-based social justice principles than the status quo.  相似文献

This paper reviews how state policy and regulatory instruments, including protected area alienations and concessions, have altered or denied the access to land and natural livelihood resources of the indigenous Basarwa and minority subsistence-oriented communities in the Okavango Delta (OD) in Botswana. Drawing on field research and guided by a sustainable rural livelihoods framework, the paper provides an overview of key institutional interventions – in particular the setting up of the Moremi Game Reserve, Wildlife Conservation Policy, Tourism Policy, Agricultural Development Policy and the erection of veterinary fences – that have served to privilege a foreign-owned and dominated commercialized wildlife and nature tourism sector and the export-oriented beef industry in the OD. The officially sanctioned barriers to customary and usufructory rights and access, and the non-recognition of historically embedded traditional land uses have decimated already marginalized resource-based subsistence livelihoods, and precipitated intergroup conflicts over preferential rights and access to resources and opportunities, notably wildlife, non-timber veld products, agriculture and community-based tourism schemes. Such outcomes, moreover, will have consequences for the longer-term sustainability of the OD both as a socioeconomic resource base and as a natural ecosystem.  相似文献

The word 'dwelling', to dwell, supposes engagement, in the sense that those who dwell are seen to engage with others and, in doing so, contribute to social capital and cohesion expressed in the forming of 'community'. Second home buying may be viewed as a course of action severing the process–product link between dwelling and community, as a brake on the community building process. In this paper, I contrast the view of dwelling as process – and its coupling with the 'traditional' place–community – with alternative notions of dwelling, and argue that the prevailing view is largely concerned with public and collective dwelling (and 'productive interaction'), and underplays the importance of private dwelling, and hence the self-identity and orientation – key aspects of dwelling – that flow from the use of private property, including the use of second homes.  相似文献

Seasonal climate forecasts have been promoted as a means to increase the resilience of marginal groups in Africa. The manifestations of this are still to be seen. This paper argues that successful dissemination and adoption of the forecast requires an in-depth profile of the characteristics and needs of user groups. The case study of a mountainous village in southern Lesotho is used to highlight the decisions which one group of marginal users – smallholder farmers – might make in response to the forecast. A participatory role-play exercise explores what information households presently receive and how new climate forecast information could be integrated into seasonal decision making. Results show that there are a number of low-input options available to these farmers for responding to the forecast. Adoption, however, is going to require repeated exposure to the forecast in conjunction with forecast development that is suited to users' needs. The case study is linked back to the larger scale by suggesting paths that seasonal climate forecast development could take if it is to contribute to improving livelihood sustainability among marginal groups.  相似文献

The transport sector is consistently responsible for around 30 per cent of carbon dioxide emissions in developed countries and is one of few sectors where emissions continue to increase as a result of apparently insatiable demand for road and air travel. This paper examines how the formulation of transport policy fits into the exposition of UK climate policy, focusing on three principal areas of tension: policy priority (congestion and carbon reduction); strategies to reduce emissions (technological and behavioural solutions) and timescale (short- and long-term vision). We suggest that in overcoming such tensions government ministers will need to devolve significant policy formulation and implementation powers to an appropriate scale of governance – in this case the city-region – to fashion a 'convergence space' capable of promoting meaningful action with regard to transport's climate impact.  相似文献

Despite its growing popularity as a method across the social sciences, the methodological literature on auto-photography is remarkably sparse. In an effort to begin redressing this gap, this paper provides an account of the ways in which auto-photography was used to complement other research methods in a (re)examination of the geographies of homelessness. It describes how auto-photography illuminated 'hidden' spaces that do not typically feature in public (or academic) imaginations of homelessness, and provided more nuanced understandings of the use, meanings and dynamics associated with other, apparently already 'known' spaces. It concludes that whilst auto-photography presents a number of logistical and ethical challenges – particularly when used with such a vulnerable group – it is nevertheless a powerful heuristic tool.  相似文献

This paper provides a new discussion of how people learn through deliberative processes, drawing upon empirical analysis of a novel public engagement process for urban river restoration. Such critical evaluation is rare and yet will be crucial to both theoretical development and learning about engagement practice, not least in a policy area subject to strong regulatory drivers for public participation. The analysis supports two important learning mechanisms – the use of 'gatekeepers' of knowledge, interests and values, and the privileging of narrative. It provides new evidence of instrumental and communicative learning about shared priorities and criteria for effective river restoration that evolved through the deliberative process and directly informed the restoration scheme. It is important to question whether and how such site or context-specific learning might inform other restoration schemes. Finally, the paper questions the often ignored issue of expert learning, not least the issue of the link between individual and organizational learning.  相似文献

The rise of the transnational veiling-fashion industry in Turkey has taken place within the context of neoliberal economic restructuring, the subjection of the veil to new regulations, and the resurgence of Islamic identities worldwide. Even after almost two decades since its first catwalk appearance, the idea of 'veiling-fashion' continues to be controversial, drawing criticism from secular and devout Muslim segments of society alike. Analysing veiling-fashion as it plays out across economic, political and cultural fields is to enter into a new understanding of the role of Islam in the global arena today. Veiling-fashion crystallises a series of issues about Islamic identity, the transnational linkages of both producers and consumers, and the shifting boundaries between Islamic ethics and the imperatives of neoliberal capitalism. In this paper, our overarching argument is that controversies and practices surrounding veiling-fashion show how Islamic actors are adapting and transforming neoliberal capitalism at the same time as they navigate a complex geopolitical terrain in which Islam – and the iconic Muslim, headscarf-wearing woman – has been cast as a threatening 'Other'. Thus the rise of veiling-fashion as a transnational phenomenon positions women and women's bodies at the centre of political debates and struggles surrounding what it means to be 'modern' and Muslim today. Based on interviews with producers, consumers and salesclerks, and our analysis of newspaper articles, catalogues and web sites, this article traces out how the transnational production, sale and consumption of veiling-fashion works to order spaces of geopolitics, geo-economics and subject formation .  相似文献

Through examination of the scaling relations of faults and the use of seismic stratigraphic techniques, we demonstrate how the temporal and spatial evolution of the fault population in a half-graben basin can be accurately reconstructed. The basin bounded by the ≫62-km-long Strathspey–Brent–Statfjord fault array is located on the western flank of the Late Jurassic northern North Sea rift basin. Along-strike displacement variations, transverse fault-displacement folds and palaeo-fault tips abandoned in the hangingwall all provide evidence that the fault system comprises a hierarchy of linked palaeo-segments. The displacement variations developed while the fault was in a prelinkage, multisegment stage of its growth have not been equilibrated following fault linkage. Using the stratal architecture of synrift sediments, we date the main phase of segment linkage as latest Callovian – middle Oxfordian (10–14 Myr after rift initiation). A dense subpopulation of faults is mapped in the hangingwall to the Strathspey–Brent–Statfjord fault array. The majority of these faults are short, of low displacement and became inactive within 3–4 Myr of the beginning of the extensional event. Subsequently, only the segments of the proto-Strathspey–Brent–Statfjord fault and a conjugate array of antithetic faults located 3.5 km basinward continued to grow to define a graben-like basin geometry. Faults of the antithetic array became inactive ∼11.5 Myr into the rift event, concentrating strain on the linked Strathspey–Brent–Statfjord fault; hence, the basin evolved into a half-graben. As the rift event progressed, strain was localized on a smaller number of active structures with increased rates of displacement. The results of this study suggest that a simple model for the linkage of 2–3 fault segments may not be applicable to a complex multisegment array.  相似文献

In the past few years, seismic tomography has begun to provide detailed images of seismic velocity in the Earth's interior which, for the first time, give direct observational constraints on the mechanisms of heat and mass transfer. The study of surface waves has led to quite detailed maps of upper-mantle structure, and the current global models agree reasonably well down to wavelengths of approximately 2000 km. Usually, the models contain only elastic isotropic structure, which provides an excellent fit to the data in most cases. For example, the variance reduction for minor and major arc phase data in the frequency range 7–15 mHz is typically 65–92 per cent and the data are fit to within 1–2 standard deviations. The fit to great-circle phase data, which are not subject to bias from unknown source or instrument effects, is even better. However, there is clear evidence for seismic anisotropy in various places on the globe. This study demonstrates how much (or little) the fit to the data is improved by including anisotropy in the modelling process. It also illuminates some of the trade-offs between isotropic and anisotropic structure and gives an estimate of how much bias is introduced by neglecting anisotropy. Finally, we show that the addition of polarization data has the potential for improving recovery of anisotropic structure by diminishing the trade-offs between isotropic and anisotropic effects.  相似文献

Over the last 15 years there have been dramatic shifts in the consensus over how best to cope with natural hazards in economically developing regions such as South America. One very positive outcome of the United Nations sponsored International Decade for Natural Disaster Reduction (IDNDR 1990–2000) has been that there is now greater interchange between the work of earth scientists examining the processes and mechanics of hazard occurrence and impact, and social scientists exploring the causes of human vulnerability to hazard – and thereby disaster. This paper traces the development of this new understanding with reference to earthquakes and volcanic eruptions in Peru, one of the most hazardous countries in South America. Particular focus is placed on the excellent progress currently being made by scientists in better understanding the physical dimensions of natural hazard exposure, and the ground-breaking work by social scientists in promoting new approaches to understanding and mitigating human vulnerability to disaster. The paper concludes by emphasizing the need to build on this research to produce more inclusive, incultured and unified strategies of disaster mitigation at the local, national and international levels.  相似文献
