The use of self-governance as a fisheries management tool is increasing in New Zealand and elsewhere. Researchers argue that in theory self-governance can lead to improved outcomes, but evaluating actual benefits is difficult because of the need to distinguish self-governance impacts from other influences on fisheries performance. An indicator system was developed in this paper to evaluate the contribution of selfgovernance to the performance of the Bluff Oyster fishery (OYU5), which is also managed under New Zealand's Quota Management System. There is evidence that self-governance makes a positive contribution to economic efficiency, institutional effectiveness and resource preservation in the Bluff Oyster fishery.  相似文献

European flat oyster Ostrea edulis fisheries were once abundant around the UK coastline. The sole remaining productive O. edulis fishery in Scotland is in Loch Ryan. This fishery has been privately owned and managed by a single family since 1701. Economic theory predicts that ownership, whether public or private, is a necessary condition for rational fishery management. In this paper, a series of four leases and a licence are examined, covering an 85-year period over the 20th and 21st century, to examine whether the management of the Loch Ryan fishery conforms to the expected norms of rational management. The leases show that, over this period, the owners appear more willing to expend resources on regulating tenant behaviour, supporting the conclusion that successive generations of owners developed an evolving sense of what “rational management” might require. The results of this study could inform the management of other fisheries – both public and private – by emphasising the importance of learning from experience.  相似文献

Epifaunal reefs in Foveaux Strait are oyster (Ostrea chilensis Philippi, 1845) habitat. One hundred and thirty years of oyster dredging has diminished the complexity and distribution of these reefs. Commercial densities of blue cod (Parapercis colias (Forster in Bloch and Schneider, 1801)) were discovered on epifaunal reef habitat in 1989 and became the focus of a major blue cod fishery. We document habitat changes that followed the closing of the oyster fishery in 1993 and interactions between the blue cod and oyster fisheries after the oyster fishery was reopened in 1996. Evidence from blue cod fishers and oyster surveys suggests that the benthic habitat of some oyster beds regenerated in the absence of dredging and that the relative density of blue cod, and then oysters, rebuilt to commercial levels. Benthic habitat was modified once more when oyster dredging restarted and the relative density of blue cod on oyster beds fell again. The observations suggest that rotational fishing of oysters could mitigate the effects of dredging on habitat and that marine protected areas could expedite habitat recovery. Increasing habitat complexity and blue cod density on a reef of oyster shells formed by an oyster fisher suggests that habitat enhancement might remedy effects of dredging. The questions raised by the observations could be answered by management experiments on the scale of the fisheries.  相似文献

The Kenai River Fishery is a unique social–ecological system (SES) with nearly 50 federal, state, local, and nonprofit groups influencing its political, ecological, and social structure. While ecological data exists for this fishery, the complexity of its stakeholder relationships has not been investigated. Stakeholder interactions can directly influence how science is integrated into management decisions and therefore affect the adaptive capacity of SES, such as the Kenai River Fishery. Drawing from the existing stakeholder literature, this methods identifies and ranks the key SES stakeholders and describes their roles. This study approached the question of which stakeholders should be included in a future SES adaptive capacity study by (1) identifying the key stakeholders within the Kenai River Fishery, (2) ranking each stakeholder’s investment within the fishery using eleven categories of interaction, and (3) using these eleven categories to characterize each stakeholder's role within the SES. The largest number of stakeholders fall into the secondary investment category, showing that a relatively small number of resource managers are interacting with a large number of diverse nonprofit organizations. The top ranking stakeholders in this study will be invited to attend participatory scenarios workshops that will build the foundation for a deeper scenarios-based analysis of SES adaptive capacity.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

Co-management has gained significant traction in small-scale fisheries as part of the solution for resolving economic inefficiency, unsustainable harvesting and unequal distribution of benefits derived from fisheries, generating some promising results. Most studies, however, present co-management as the sharing of power between resource users and centralised government, and do not explicitly consider the role of a more diverse set of stakeholders, or what roles different stakeholder types are best positioned to perform. This paper contributes to our understanding of stakeholder diversity by determining, through surveys with 133 fishery stakeholders in Solomon Islands, which stakeholder types are perceived as most suited to particular co-management roles, and which stakeholder types should be collaborating to increase fishery stocks. The effect of respondent socio-demographics, on perceived roles, is tested to explore the value of the role typology. Ten dominant roles were identified across seven stakeholder types, including collaboration and raising awareness, which were perceived to be dominantly the domain of auxiliary stakeholders that are not explicitly recognised in the co-management literature, including NGOs and church leaders. Of the socio-demographic variables tested, only site explained some of the variation in stakeholder roles perceived by respondents. The primary value of the typology lies in its potential to be used as a basis for dialogue on strengths and weaknesses of allocated roles for increasing fish stocks in existing co-management systems.  相似文献

Information about stakeholder aspirations is a fundamental requirement for ecosystem-based management, but the detail is often elusive, and debates may focus on simplistic opposing positions. This is exemplified by the Antarctic krill fishery, which, despite a current operational catch limit equivalent to just 1% of the estimated biomass and actual annual catches much lower than this, is the subject of a high-profile debate framed around ambiguous concepts such as sustainability. Q methodology was applied to explore the detailed views of representatives of three stakeholder sectors (the fishing industry, conservation-focused non-governmental organisations (NGOs), and scientists from seven countries involved in research on the krill-based ecosystem). The analysis distinguished two clear groupings, one of which included the views of all NGO participants while the other included the views of fishing industry participants and a subset of the scientists. Key differences between the groups included the priority given to different management measures, and to continued commercial fishing. However, the results also revealed considerable overlap between viewpoints. Both groups prioritised the maintenance of ecosystem health and recognised the importance of defining management objectives. Also, neither group prioritised a decrease in catch limits. This suggests that most participants in the study agree that management should improve but do not perceive a major problem in the ecosystem's ability to support current catch levels. Cooperation to identify shared management objectives based on stakeholder aspirations for the ecosystem might enhance progress, whereas polarised discussions about preferred management measures or ambiguous concepts are likely to impede progress.  相似文献

To address overfishing concerns, a total allowable catch (TAC) management program was instituted in the main Hawaiian Islands (MHI) bottomfish fishery during 2007. Using results from a recent survey of bottomfish fishermen, this paper details behavioral and social aspects of bottomfish fishing in Hawaii and explores fisher perceptions towards current fishery conditions and future management alternatives. The paper further discusses the applicability of potential catch share management for this fishery. Bottomfish fishermen expressed uncertainty towards catch share programs and appear to be reluctant about any movement towards catch share management. This paper describes many preexisting conditions in the fishery that suggest a catch share program may not be practical at this time.  相似文献

Fisheries management is increasingly involving a wide range of stakeholders in the decision making process. However, in most fisheries, the set of management objectives are poorly defined, and the implicit importance placed on these objectives may vary considerably both between and within different stakeholder groups. This may lead to conflicts within management advisory groups where members from different stakeholder groups view potential management outcomes substantially differently, and inconsistencies in decision making when changes in stakeholder representation take place. In this paper, the institutional structure of fisheries management in Australia and the roles the different organisations play in shaping fisheries management plans are detailed. An explicit hierarchy of management objectives is developed in collaboration with key managers and policy makers. A large survey of stakeholders involved in Australian Commonwealth fisheries management was undertaken to determine stakeholder preferences relating to these objectives. The results highlight the differences in perspectives regarding the relative importance of the multiple objectives of fisheries management. While on average stakeholder preferences generally correspond with their expected preference set, the results also indicate that there is generally low coherence within stakeholder groups.  相似文献

Ecosystem-based management (EBM), despite the best efforts of managers, researchers, and policy makers, often falls short of its intended purpose resulting in inadequate protection of resources. Coastal habitats are particularly vulnerable to poor management due to high use and potential for user conflict. EBM can be improved when it is informed by ecological science and considers the socio-economic needs of the community. Communication between scientists and stakeholders can help to prevent adverse outcomes while enhancing protection and sustainability of the coastal environment. In the research presented here, a framework is used to guide and enhance communication between scientists and stakeholders for sustainable management of resources and equity of all users. The outcome of this applied framework is a long-term plan to guide the management of an oyster aquaculture industry using carrying capacity as an estimate for the basis of management decisions. Central to the framework is the Working Group on Aquaculture Regulations (WGAR), which represents a diverse group of stakeholders. The WGAR worked closely with ecological modelers over a two-year period using mass-balance modeling to calculate ecological carrying capacity for oyster aquaculture in two ecosystems: Narragansett Bay and a set of highly flushed temperate lagoons in Rhode Island, USA. Collaboration between scientists and the WGAR greatly improved the models and stakeholder understanding of the science and acceptance of the results. Aquaculture is increasing in coastal regions world-wide and this framework should be easily transferable to other areas suffering from similar user conflict issues.  相似文献

Emerging fisheries and changes in fishery practices are not always readily apparent, nor are their impacts on non-target species such as seabirds, sea turtles, and marine mammals. Data from several different sources led managers to discover high rates of sea turtle bycatch in an inshore large-mesh gillnet fishery in North Carolina, USA, particularly the emerging deep-water gillnet fishery. This paper reviews the history of how increased numbers of observed stranded sea turtles in 1999 led to the discovery that turtles were becoming entangled in the large-mesh gillnet fishery in Pamlico Sound, North Carolina. It also demonstrates how a variety of data sets from fisheries observers, aerial surveys, and fisheries statistics programs contributed to shaping management of the large-mesh gillnet fishery in Pamlico Sound to decrease turtle bycatch and now point towards the need of additional assessment of gillnet bycatch in other parts of North Carolina. Finally, potential approaches are discussed for a more timely detection of future fishery conflicts and development of a plan to reduce otherwise inevitable bycatch and disruptions to fishing effort.  相似文献

Drawing on an EU-funded project titled “Sharing responsibilities in fisheries management” this paper assesses the institutional landscape of fisheries management in a number of European countries, with a particular emphasis on stakeholder involvement in regulatory decision-making. What are their roles and responsibilities in the chain of governance? What are the specific characteristics of each country, and what is similar and what is different as compared with other sectors? Although there is a move towards devolvement and decentralisation in some European countries, there is quite an ambivalence regarding such reforms in other countries. These differences in stakeholder involvement are partly a result of institutional traditions within each country, but also a reflection of how management authorities struggle with the dilemmas pertaining to such reforms of participatory practices. Thus, we argue that even within a reformed fisheries management system that allows greater participation of stakeholder groups, there can hardly be one European model that fits all.  相似文献

The ecosystem approach to fisheries management (EAFM) methodology is currently considered the preferred option for long-term sustainability of fisheries and ecosystem services and is widely popularised. Manuals, guidelines and training have been given to many nations, but the actual existence and execution of an EAFM plan is rare. The applicability and relevance of biological and socioeconomic tools to follow EAFM planning guidelines in a data absent area were explored in Kalpitiya, northwest Sri Lanka, where there is a population of spinner dolphins that the local community are especially dependent on through tuna-dolphin association fishing and dolphin-watching tourism. This paper provides background to the design and collection of information leading to the formulation of an EAFM management plan. Scoping and the determination of a fishery management area were completed through stakeholder consultations using a combination of interviewer-administered questionnaires, interviews, meetings, dolphin distribution data and existing management plans. Threats and stakeholder prioritisation were compiled and the final agreed fisheries management area covers a total area of 2445 km2 adjacent to the Kalpitiya peninsula. The completed EAFM plan contains 4 goals, 16 actions and 72 sub-actions agreed by stakeholders. It was concluded that both willingness of higher level stakeholders responsible for implementing regulations and working with grass-root level stakeholders are critical in developing a realistic and implementable EAFM plan. This work also highlights how data absence should not remain the bottleneck that hinders moving forward with EAFM approaches.  相似文献

In some fisheries, claims have been made that quota programs have led to increased vertical integration, with processors controlling quota and fishermen. In the US halibut fishery a quota program was designed specifically to maintain the small-scale vessel nature of the fishery. This paper reports on what changes have been seen in the vertical structure of the halibut fishery and offers some explanation for these changes. Results indicate that the specific rights granted can have significantly different effects on the vertical structure of the industry. In the case of the halibut fishery vertical integration was avoided and market transactions actually increased.  相似文献

Ecosystem-based fisheries management (EBFM) is often discussed by fisheries managers and stakeholders as a potential goal. EBFM is based on a multi-species approach, which varies significantly from the single species fisheries management (SSFM) approach currently practiced under the U.S. Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA). EBFM is “holistic” and considers “all factors,” but it is impossible for management to incorporate all factors into EBFM. This study sought to improve understanding of factors contributing to or preventing progress toward EBFM implementation in the Mid-Atlantic Fishery Management Council (MAFMC) and New England Fishery Management Council (NEFMC), focusing on Council member and stakeholder beliefs, attitudes, and mutual understanding. Objectives included determining mutual understanding between MAFMC and NEFMC members and stakeholders about EBFM and identifying MAFMC and NEFMC member and stakeholder preferences for EBFM definitions, practices, and outcomes, and prioritizing which aspects of EBFM managers and stakeholders find most important. Stakeholders included commercial fishermen, recreational anglers, nongovernmental organization (NGO) leaders, and Scientific and Statistical Committee (SSC) members. Over 1000 survey responses about EBFM from council members and stakeholders in the Mid-Atlantic (MA) and New England (NE) regions were analyzed. The Coorientation Model was used to characterize understanding between the Council and fisheries-related stakeholder groups. For the MA and NE regions, most stakeholders agreed on definitions, practices, and possible outcomes for EBFM. Results suggest that most Council members and stakeholders in the MA and NE regions support a change from SSFM to EBFM at an incremental, intermediate, or complete, gradual (5–10 years) pace. The application of the Coorientation Model to EBFM and the fishery management councils provided insights into how an improved understanding of the attitudes, beliefs, and mutual comprehension of Council members and stakeholder groups could potentially facilitate the implementation of EBFM. Council members and stakeholders responded similarly to, and Council members correctly predicted stakeholder responses about, EBFM definitions, practices, and outcomes. These findings suggest that Council member and stakeholder agreement and understanding are not barriers to MAFMC and NEFMC adoption of EBFM.  相似文献

Worldwide, the past 15–20 years has seen a significant shift in thinking and approaches to the management of small-scale fisheries. This is in response to the recognition that conventional fisheries management is not equipped to deal with the complexities, uncertainties and challenges prevalent in small-scale fishery systems. Consequently, a new fisheries paradigm is emerging based on the principles and ideas underpinning systems thinking, complexity theory, participatory democracy and adaptive management. Although fishery science is required to inform management decisions, it must be seen as one of the inputs needed for effective governance. Incorporation of other disciplinary perspectives, knowledge sources and local information is considered necessary for understanding the fishery system and identifying appropriate management responses. Although South Africa has incorporated many of these ideas and principles into broad policies and legislation governing resource management, implementation of this new paradigm in the context of small-scale fisheries is proving difficult. However, recent developments such as the recognition of the socio-economic rights of this group of fishers, the formulation of a new draft small-scale fisheries policy, efforts to identify and address human dimensions in fisheries through research and stakeholder workshops, as well as opportunities for greater participation in policy formulation and management, are all indicative of a shift in institutional culture and approach to this sector. This paper aims to provide an overview of the main ideas underpinning the new small-scale fisheries paradigm and explores the application of these ideas in the context of small-scale fisheries in South Africa. Challenges and prospects for implementing this new management paradigm are discussed, as well as some practical ideas for progressing this new approach.  相似文献

Local ecological knowledge (LEK) has been recognised as an important source of information for resource management in data-poor fisheries. Our case study of the Foveaux Strait dredge oyster fishery in New Zealand shows LEK can also make a significant contribution to the management of data-rich fisheries, but highlights the importance of appropriate data collection design and interpretation and presentation of LEK. We formalise a structure for interpreting LEK, illustrate the importance of design by comparing two LEK studies, and discuss how the inclusion of LEK into the fisheries plan process has provided unexpected benefits for better management of the fishery.  相似文献
