This paper compares the results of the three state of the art climate-energy-economy models IMACLIM-R, ReMIND-R, and WITCH to assess the costs of climate change mitigation in scenarios in which the implementation of a global climate agreement is delayed or major emitters decide to participate in the agreement at a later stage only. We find that for stabilizing atmospheric GHG concentrations at 450?ppm CO2-only, postponing a global agreement to 2020 raises global mitigation costs by at least about half and a delay to 2030 renders ambitious climate targets infeasible to achieve. In the standard policy scenario??in which allocation of emission permits is aimed at equal per-capita levels in the year 2050??regions with above average emissions (such as the EU and the US alongside the rest of Annex-I countries) incur lower mitigation costs by taking early action, even if mitigation efforts in the rest of the world experience a delay. However, regions with low per-capita emissions which are net exporters of emission permits (such as India) can possibly benefit from higher future carbon prices resulting from a delay. We illustrate the economic mechanism behind these observations and analyze how (1) lock-in of carbon intensive infrastructure, (2) differences in global carbon prices, and (3) changes in reduction commitments resulting from delayed action influence mitigation costs.  相似文献

Although many economic studies suggest that China would reap significant benefits from participating in a global cap-and-trade regime, China has consistently refused to participate in international negotiations on this issue. Understanding China's underlying concerns is a key to explaining why China has not embraced an international greenhouse gas emissions trading scheme. This is explored as a potential basis for including China in future negotiations and schemes. This issue is considered from the following perspectives that impact upon China: (a) fairness: how do developing countries perceive emissions caps? (b) why have China and India been sceptical about international emissions trading? (c) what would China's political perceptions be of an inflow of CDM investment in comparison with the exports of emissions permits to the USA? (d) what are the implications of ‘lock in’ to an emissions cap, particularly when no rules and principles exist for setting emissions targets for post-2012? Along with the large middle-income countries Brazil, China, and South Africa, India has been put under increasing pressure to shoulder parts of the mitigation burden and commit to national emission reduction targets. India, however, refers to its limited capacity and widespread poverty. Is India hiding behind its poor? While others examine the distribution of emissions within the country to answer this question, we study domestic policy making for energy subsidies and access to clean energy. Empirical evidence suggests that domestic policy making is at least partially consistent with the pro-poor arguments advanced at the international level. Given their large number and the country's democratic system, the poor do have some weight in Indian politics. However, pro-poor policies end where they do not translate into greater vote shares. Moreover, India's international position ignores the existing complementarities between climate-friendly and pro-poor activities.

Policy relevance

Despite India's recent growth spurt, its concern to fight energy poverty at home before engaging in any commitments on climate policy at the international level should be taken seriously within the international negotiations. Policy making in India is driven by democratic incentives, which, in this case, work to the benefit of the poor. Pro-poor policies may not go as far as one would wish from a developmental perspective, but the impact of the masses of the poor on domestic policy making is politically significant and cannot be ignored. This also provides some broader lessons for mitigation and adaptation policies in developing countries: politicians respond to incentives and support will only reach the needy if the appropriate incentives are in place. While we observe some significant commitment and implementation problems even in a democratic country like India, such problems must be expected to be even more serious elsewhere. This should not be overlooked when designing institutions for the allocation of climate finance, such as the Green Climate Fund.  相似文献

碳关税是各国高度关注的贸易问题,因涉及各国经贸利益,南北国家在碳关税问题上分歧很大。任何有关碳关税的政策措施,都会引起发展中国家的强烈反对。因此,部分发达国家试图另辟蹊径,在国际贸易中通过增加生产标准、碳标签等技术要求,以比较隐蔽的方式实现执行碳关税的目的。文中将这些隐蔽的但能起到碳关税执行效果的政策措施归纳为隐形碳关税,并定义隐形碳关税是指那些虽然没有在边境环节征收碳关税,但与征收碳关税起到相同贸易壁垒作用的,对发展中国家出口产品和服务构成限制的政策和措施。隐形碳关税比较典型的表现形式包括生产标准、碳标签等措施。这些措施本身是政策中性的,并不构成隐形碳关税,但如果叠加了转移应对气候变化成本、限制发展中国家产业发展等目的,这些措施的性质便不再中性,而成为现实中的贸易壁垒。隐形碳关税的治理应该是国际气候治理进程的一个部分,《联合国气候变化框架公约》则应是隐形碳关税治理的主要国际平台。无论是在气候公约内还是气候公约外的治理机制,隐形碳关税的国际治理都应遵循气候公约的相关原则,尤其是共同但有区别责任原则,区别对待发达和发展中国家的责任和义务,充分发挥生产标准、碳标签等措施的积极环境效用,同时约束其不当使用,建立公平、互信、务实的国际合作模式,实现气候治理与经济发展的协同。  相似文献

该研究模拟了全球各区域2008-2050年的经济发展和碳排放状况,并将该模拟结果设定为基准情景。在基准情景中全球GDP随时间增长,而全球的碳排放同样表现出增长趋势。为了模拟碳税政策的减排效应及其对经济的影响,本文构建了其他3种碳税政策情景。情景1,将碳税收入作为一般性财政收入,此时全球升温减缓,世界碳排放下降显著,但中国、印度、俄罗斯、马来西亚和印度尼西亚等发展中国家经济发展严重受创,世界经济不均衡加剧。情景2,将各区域的碳税收入汇总之后按照比例统一分配,该情景下,世界碳减排规模较情景1略有下降,但世界各区域的经济较基准情景得到更好的发展。情景3,碳税税率随时间阶段性增长,此时,碳税政策对全球升温的控制更显著;世界各区域,尤其是发展中国家(地区),经济增长更迅速。另外,碳税收入用来提升区域技术进步,在一定程度上促进了产业的优化升级。碳税政策与技术进步的协同减排政策,考虑了区域经济发展的不均衡性,兼顾了气候治理的公平性,是一种有效、可行的全球气候治理政策。  相似文献

全球长期减排目标将对世界未来的碳排放形成严重制约,减排义务的分担原则涉及各国的发展空间,事关根本利益。部分发达国家倡导人均排放趋同原则,回避发达国家的历史责任,中国等发展中国家提出人均累积排放趋同原则,强调公平性。按人均累积排放量计算,发达国家自工业革命以来的CO2排放量已远超出其到2050年前应有的限额,其当前和今后相当长时期的高人均排放都将继续挤占发展中国家的排放空间。因此,发达国家在哥本哈根会议的中近期减排承诺中必须深度减排,以实现全球长期减排目标下的排放轨迹,并为发展中国家留有必要的发展空间。同时必须对发展中国家给予充足的资金和技术支持,作为对其过度挤占发展中国家发展空间的补偿,使发展中国家能够在可持续发展框架下,提高应对气候变化的能力。我国在对外坚持公平原则,努力争取合理的排放空间的同时,对内要加强向低碳经济转型,努力实现保护全球气候和国内可持续发展的双赢。  相似文献

Because of large economic and environmental asymmetries among world regions and the incentive to free ride, an international climate regime with broad participation is hard to reach. Most of the proposed regimes are based on an allocation of emissions rights that is perceived as fair. Yet, there are also arguments to focus more on the actual welfare implications of different regimes and to focus on a ‘fair’ distribution of resulting costs. In this article, the computable general equilibrium model DART is used to analyse the driving forces of welfare implications in different scenarios in line with the 2?°C target. These include two regimes that are often presumed to be ‘fair’, namely a harmonized international carbon tax and a cap and trade system based on the convergence of per capita emissions rights, and also an ‘equal loss’ scenario where welfare losses relative to a business-as-usual scenario are equal for all major world regions. The main finding is that indirect energy market effects are a major driver of welfare effects and that the ‘equal loss’ scenario would thus require large transfer payments to energy exporters to compensate for welfare losses from lower world energy demand and prices.

Policy relevance

A successful future climate regime requires ‘fair’ burden sharing. Many proposed regimes start from ethical considerations to derive an allocation of emissions reduction requirements or emissions allowances within an international emissions trading scheme. Yet, countries also consider the expected economic costs of a regime that are also driven by other factors besides allowance allocation. Indeed, in simplified lab experiments, successful groups are characterized by sharing costs proportional to wealth. This article shows that the major drivers of welfare effects are reduced demand for fossil energy and reduced fossil fuel prices, which implies that (1) what is often presumed to be a fair allocation of emissions allowances within an international emissions trading scheme leads to a very uneven distribution of economic costs and (2) aiming for equal relative losses for all regions requires large compensation to fossil fuel exporters, as argued, for example, by the Organization of Petroleum Exporting Countries (OPEC).  相似文献

基于1990—2015年世界前20个排放大国碳排放量和国内生产总值(GDP)的时间序列数据,采用协整分析、格兰杰因果检验,对主要排放大国碳排放与经济增长之间的关系进行了实证分析。通过协整分析得出大多数国家的碳排放量与经济增长之间存在长期均衡关系;碳排放量和GDP的格兰杰检验结果显示,大多数世界排放大国碳排放与经济增长之间存在单向因果关系。发达国家主要表现为经济增长是碳排放的格兰杰原因,发展中国家则主要表现为碳排放是经济增长的格兰杰原因。研究结果反映了发达国家和发展中国家在碳减排问题上的阶段性特征,碳减排对发展中国家经济发展的负面影响明显大于发达国家。基于格兰杰因果分析结果,国际气候治理进程中关于要求发展中国家现阶段提出大幅减排目标的诉求不符合发展中国家发展阶段特征,可能影响发展中国家经济发展的正常秩序和规律。发达国家基于历史排放责任、发展阶段和能力,都应该带头开展减排行动,并帮助发展中国家实现转型、升级发展,降低经济发展对碳排放的依赖。国际气候治理需要根据并考虑不同国家的发展需求和特征,形成国际合作制度安排,实现社会经济发展与全球气候治理的协同。  相似文献

Various climate protocol proposals oblige different industrialized countries to reduce CO2 and other greenhouse gas emissions. In principle, the total costs of these obligations could be substantially reduced if emission reductions are implemented in regions with low marginal costs for CO2 reduction. This has been difficult to quantify because of lack of models with suitable regional and sectoral detail. In this paper we perform these calculations by taking advantage of the capability of the IMAGE 2 model to compute regional emissions and costs. Two main options are examined for allocating emission reductions required of industrialized regions in a cost effective manner: (1) allocating them among industrialized regions (2) allocating them among all world regions. The cost savings for each of these options are presented. The main conclusions are that (a) it is of great importance for the cost comparisons of protocols to use a well defined baseline scenario and clearly formulated targets, and (b) large economic benefits, in the order of 35–65%, can accrue from joint-implementation agreements which allocate investments on the basis of net marginal costs of CO2 emission reduction.  相似文献

Various aspects of the role of uncertainty in greenhouse gas emission reduction policy are analyzed with the integrated assessment model FUND. FUND couples simple models of economy, climate, climate impacts, and emission abatement. Probability distribution functions are assumed for all major parameters in the model. Monte Carlo analyses are used to study the effects of parametric uncertainties. Uncertainties are found to be large and grow over time. Uncertainties about climate change impacts are more serious than uncertainties about emission reduction costs, so that welfare-maximizing policies are stricter under uncertainty than under certainty. This is more pronounced without than with international cooperation. Whether or not countries cooperate with one another is more important than whether or not uncertainty is considered. Meeting exogenously defined emission targets may be more or less difficult under uncertainty than under certainty, depending on the asymmetry in the uncertainty and the central estimate of interest. The major uncertainty in meeting emissions targets in each of a range of possible future is the timing of starting (serious) reduction policies. In a scenario aiming at a stable CO2 concentration of 550 ppm, the start date varies 20 years for Annex I countries, and much longer for non-Annex countries. Atmospheric stabilization at 550 ppm does not avoid serious risks with regard to climate change impacts. At the long term, it is possible to avoid such risks but only through very strict emission control at high economic costs.  相似文献

本文应用LMDI分解分析方法对中国2000—2014年生产部门CO2排放量变化做因素分解分析,同时结合STIRPAT模型建立CO2预测模型,分析2017—2030年中国的CO2排放情况。结果表明,经济增长和能耗强度变化对中国CO2排放量变化的影响分别为114.9%、-22.6%。基于预测模型变量构建未来情景,设定正常路线、减排路线和激进路线3条路线,共包含9种情景。正常路线的低碳情景和减排路线的基准情景下可实现2025年达到CO2排放峰值,减排路线的低碳情景可实现2020年达到排放峰值。  相似文献

Abstract

An emission intensity protocol to govern long-term international greenhouse gas emission reduction is proposed. The protocol may also be interpreted as a technology protocol. The protocol consists of three parameters: a graduation income, below which countries have no emission reduction obligations; a convergence rate, at which emission intensities should approach that of the most carbon-extensive countries; and an acceleration rate, at which the most carbon-extensive countries should improve their technology over and above the business-asusual scenario. Depending on the parameter values, emission reduction ranges from draconian to almost nil. The graduation income and acceleration rate have the expected effects. The effect of the convergence rate is strongly scenario-dependent; some scenarios, perhaps unrealistically, assume strong technological convergence in the nopolicy case; in other scenarios, adopting ‘best commercial technology in the whole world’ would lead to substantial emission reduction. Not surprisingly, different regions prefer different parameters in the emission intensity protocol. Adopting the opinion of the median voter, atmospheric concentrations of carbon dioxide in the year 2200 would be reduced from 1650 to 950 ppm. This reduction is relatively robust to changes in crucial model parameters. The costs of complying with the emission intensity protocol can be reduced substantially through international trade in emission permits and, in particular, by banking and borrowing.  相似文献

The volume of agricultural trade increased by more than ten times throughout the past six decades and is likely to continue with high rates in the future. Thereby, it largely affects environment and climate. We analyse future trade scenarios covering the period of 2005–2045 by evaluating economic and environmental effects using the global land-use model MAgPIE (“Model of Agricultural Production and its Impact on the Environment”). This is the first trade study using spatially explicit mapping of land use patterns and greenhouse gas emissions. We focus on three scenarios: the reference scenario fixes current trade patterns, the policy scenario follows a historically derived liberalisation pathway, and the liberalisation scenario assumes a path, which ends with full trade liberalisation in 2045.Further trade liberalisation leads to lower global costs of food. Regions with comparative advantages like Latin America for cereals and oil crops and China for livestock products will export more. In contrast, regions like the Middle East, North Africa, and South Asia face the highest increases of imports. Deforestation, mainly in Latin America, leads to significant amounts of additional carbon emissions due to trade liberalisation. Non-CO2 emissions will mostly shift to China due to comparative advantages in livestock production and rising livestock demand in the region. Overall, further trade liberalisation leads to higher economic benefits at the expense of environment and climate, if no other regulations are put in place.  相似文献

How big a threat is global warming to climate-sensitive and economically important sectors such as agriculture in developing countries? How well will farmers be able to adapt to the threats of global warming? This paper attempts to shed light on these two important questions. A cross-sectional analysis is employed to estimate the climate sensitivity of agriculture in Brazil and India. Using panel data from both countries, the study measures how net farm income or property values vary with climate, and consequently, how farmers in India and Brazil react and adapt to climate. The estimated relationships are then used to predict the consequence of alternative climate scenarios. Global warming by the end of the next century could cause annual damages in Brazil between 1% and 39% and between 4% and 26% in India, although some of this effect may be potentially offset by carbon fertilization. These estimates do not factor into account climate-induced extreme weather events.  相似文献

To stabilise atmospheric greenhouse gas concentrations, all countries will eventually need to be included in the effort to limit climate change. This article explores what potential future greenhouse gas allocation schemes might mean for key developing countries. The need for development is widely acknowledged, but growth in non-Annex I country emissions means that such development may need to take a different path to business as usual. The national interests of developing countries in negotiating potential future commitments are shaped by basic characteristics, notably emissions (both annual and historical cumulative), economic growth and population. These factors in turn shape the acceptability of allocations based on ability to pay, emissions intensity, or emissions per capita.Results for six major developing countries (China, India, Brazil, South Africa, Argentina and Nigeria) show that the implications for developing countries differ widely. For example, ability to pay does not favour Argentina; a reduction based on emissions intensity is not appropriate for Brazil; and per capita allocations would be problematic for South Africa. It is difficult to conceive of a single allocation scheme that would be appropriate for all developing countries. This points to the need for differentiation between developing countries in terms of any potential future commitments.  相似文献

The relationship between long-term climate goals and short/medium-term emission targets forms crucial information for the design of international climate policy. Since IPCC??s 4th Assessment Report (AR4), a large number of new scenario studies have been published. This paper reviews this new literature and finds that there is more flexibility in the timing of short-term emission reductions compared to the earlier scenarios assessed by the AR4. For instance, the current literature suggests that a peak of emissions in 2020 and even 2030 would be consistent with limiting temperature change to about 2??C in the long term. The timing when emissions peak depends on whether negative emissions in the long-term can be achieved. The recent scenarios further indicate that global emissions by 2050 should be 40?C80% below 2000 levels. Above all, the paper argues that there is no clear, single ??law?? that would directly determine the required emissions levels in 2020, but that instead policy-makers need to consider trade-offs between the likelihood of achieving long-term targets, the short-term costs, and their expectation with respect to future technologies (and their possible failure). The higher flexibility might be important in finding acceptable agreements on international climate policy.  相似文献

The Paris Climate Agreement sets out an aggressive goal of limiting global average warming to well below 2 °C. As a first step, virtually all countries have put forth greenhouse gas emission reduction pledges in the form of nationally determined contributions, or NDCs, for the 2030 timeframe. Our analysis looks beyond the NDCs to explore potential post-2030 regional emissions reduction participation and ambition. For each scenario, we examine the implications for global emissions and long-term temperature. We then evaluate the regional consequences for energy systems and ensuing costs. We conclude by reflecting on the additional global abatement costs of tightening temperature goals. Overall, this study provides a multidimensional characterization of the scale of regional effort supporting climate outcomes, details important to decision-makers as they consider mid-century emissions targets, and long-run climate objectives.  相似文献

The national interests of developing countries in negotiating potential future commitments are shaped by basic characteristics, notably emissions (both annual and historical cumulative), economic growth and population. These factors in turn shape the acceptability of allocations based on ability to pay, emissions intensity, or emissions per capita.

Results for six major developing countries (China, India, Brazil, South Africa, Argentina and Nigeria) show that the implications for developing countries differ widely. For example, ability to pay does not favour Argentina; a reduction based on emissions intensity is not appropriate for Brazil; and per capita allocations would be problematic for South Africa. It is difficult to conceive of a single allocation scheme that would be appropriate for all developing countries.
