ABSTRACT

This essay narrates the ‘slow violence’, or creeping environmental harms taking place within contemporary environmental governance. It centres on a tall, dense and highly flammable introduced pasture species Gamba grass (Andropogon gayanus), which was listed as a weed across north Australian jurisdictions in 2008. Since this time, it has continued to expand its reach across the Northern Territory (NT). With a potential invasion range of over 380,000?sqkm2, this grass is a serious threat to many more-than-human worlds in the north, including Indigenous-led and Indigenous-owned environmental service economies and multimillion-dollar projects engaged in savanna fire management for carbon credits. Drawing upon fieldwork and interviews with a range of public servants, landholders and researchers in the NT between 2015 and 2018, this essay demonstrates how environmental governance is being undermined through specific institutions and practices. Through an ethnographic reading of weed management documents, including several legal permits to grow Gamba grass within the NT’s ‘eradication zone’, this essay narrates the diverse threads of a pressing ‘slow’ disaster. The unfolding story of Gamba grass, we suggest, is instructive for those seeking to understand the present and future of resource extraction or ‘extractivism’ in Australia and elsewhere.  相似文献

Existing sensor network query processors (SNQPs) have demonstrated that in-network processing is an effective and efficient means of interacting with wireless sensor networks (WSNs) for data collection tasks. Inspired by these findings, this article investigates the question as to whether spatial analysis over WSNs can be built upon established distributed query processing techniques, but, here, emphasis is on the spatial aspects of sensed data, which are not adequately addressed in the existing SNQPs. By spatial analysis, we mean the ability to detect topological relationships between spatially referenced entities (e.g. whether mist intersects a vineyard or is disjoint from it) and to derive representations grounded on such relationships (e.g. the geometrical extent of that part of a vineyard that is covered by mist). To support the efficient representation, querying and manipulation of spatial data, we use an algebraic approach. We revisit a previously proposed centralized spatial algebra comprising a set of spatial data types and a comprehensive collection of operations. We have redefined and re-conceptualized the algebra for distributed evaluation and shown that it can be efficiently implemented for in-network execution. This article provides rigorous, formal definitions of the spatial data types, points, lines and regions, together with spatial-valued and topological operations over them. The article shows how the algebra can be used to characterize complex and expressive topological relationships between spatial entities and spatial phenomena that, due to their dynamic, evolving nature, cannot be represented a priori.  相似文献

Assessing spatial autocorrelation (SA) of statistical estimates such as means is a common practice in spatial analysis and statistics. Popular SA statistics implicitly assume that the reliability of the estimates is irrelevant. Users of these SA statistics also ignore the reliability of the estimates. Using empirical and simulated data, we demonstrate that current SA statistics tend to overestimate SA when errors of the estimates are not considered. We argue that when assessing SA of estimates with error, one is essentially comparing distributions in terms of their means and standard errors. Using the concept of the Bhattacharyya coefficient, we proposed the spatial Bhattacharyya coefficient (SBC) and suggested that it should be used to evaluate the SA of estimates together with their errors. A permutation test is proposed to evaluate its significance. We concluded that the SBC more accurately and robustly reflects the magnitude of SA than traditional SA measures by incorporating errors of estimates in the evaluation. The government of Ontario, Canada, has passed legislation to protect large parts of the southern portions of the province from most development. An extensive plan for a Greenbelt that surrounds the Greater Toronto Area and other regional growth centers was introduced. This article looks at the new policy as a spatial strategy that shifts the scales of environmental and growth management policy in Ontario. The legislation also sets the framework for a state spatial project; that is, a set of changes in how the regional state internally operates. The current Greenbelt legislation is a new step in a longer term development by which governments in Ontario have attempted to regulate the relationships between cities and regions, town and hinterland. Overlapping strongly with what is usually called the Toronto bioregion between the Niagara Escarpment, Oak Ridges Moraine, and Lake Ontario, the Greenbelt reorganizes space in southern Ontario in ways that would further ecosystem policies and practices in the area. Theoretically guided by newer debates on rescaling and regionalism, and based on close reading of the planning and policy documents on the Greenbelt as well as a series of expert interviews, we argue that the current Greenbelt legislation is an act of up-scaling traditional urban-regional regulation in southern Ontario, which we shall call extended metropolitanization. Such rescaling recasts traditional political conflicts in new terms. We conclude that extended metropolitanization in southern Ontario has been a process that has brought nature, the state, and governance together into a new regional sustainability fix.  相似文献

Environmental justice governance is affected not just by the political context within which it is executed but also by the choices made by the individuals who are responsible for implementing, enacting, and enforcing policies. In this article, I examine the experiences of seven African American women at the U.S. Environmental Protection Agency (EPA) to argue that their lived experiences of oppression affect their approach to environmental justice governance. Using an intersectional environmental justice framework and drawing on semistructured interviews, I contend that these women believe that they have to go above and beyond for the environmental justice communities they serve because they are their communities. One way they do this is by drawing on the networks they have due to their positionality as EPA employees to connect communities to resources to which they might not otherwise have access. In this way, they help communities while still staying within the confines of the regulatory framework imposed on them. In conclusion, I contend that it is necessary to examine the mechanism of environmental justice governance and to do that we must pay attention to the intersectional identities of the people who enact these policies. Heavy investments in hydroelectric development are occurring throughout the Amazon Basin, which holds 42.2 percent of Brazil’s hydroelectric potential. The Belo Monte dam is the most recent and largest project in this region. The prevalence of septic systems in the Amazon, coupled with the widespread use of water wells and rising water table from filling the reservoir, create sanitation and health concerns for upstream communities. Using spatial analytical data and terrain analyses, we identify high-risk locations within the most densely populated neighborhoods in Altamira, Belo Monte’s host city. The purpose of this research is to develop a heuristic for identifying areas susceptible to groundwater and well contamination in relation to existing and proposed hydroelectric projects. Altamira’s city center persists as a high-risk location for contamination of wells because of its population density and relatively low elevation compared to other parts of the city. The methods, tools, and analyses presented in this article provide a framework that can be used to identify vulnerability to groundwater and drinking well contamination. The results presented here can guide implementation of public health and sanitation efforts in areas affected by large hydroelectric projects to avoid future water quality crises. To explore landscape properties using language, we analyzed the semantics and associated physical properties of four generic landscape terms through spatially located microtoponyms in the Swiss canton of St. Gallen. We applied quantitative methods to physical and etymological data to understand how four common generic terms (Wald, Holz, Riet, and Moos) were used in microtoponyms in the canton. We observe that the meaningful elements associated with those generic terms characterize general properties of landscape independent of the feature type as well as specific properties linked to the feature. Moreover, using a toponym taxonomy, we compared co-occurrences of different terms (e.g., those associated with spatial relationships or vegetation) for the four generic terms. Holz, which we argue is more associated with land use than land cover, was markedly different in naming patterns from the other three generic terms, and we suggest that this was driven by a distinction between nature and culture. We conclude that the act of naming natural features is influenced not only by properties of the referent but also by broader scale landscape patterns and cognitive associations with landscape terms. Abstract

In most developing countries, the provision of municipal services and infrastructure invariably fails to match the pace and demands of urbanization. The outcome is often increased informality due to improper planning, official bureaucratic barriers and perhaps insufficient and shrinking public resources, which then makes leveraging private capital for public service provision imperative. Drawing on in-depth qualitative fieldwork in two Ghanaian cities, this paper aims to extend literature on the divergence between service provision and urbanization in developing countries. More specifically, it attempts to qualify recent macro-level data indicating that access to water, sanitation and electricity services in Accra and Sekondi-Takoradi is improving substantively. Contrary to dominant policy narratives circulating in Ghana, we illustrate how the acceptability of key municipal services within urban settings is often inadequate, and how acceptability is tied to spatial and temporal factors. We then identify and examine the reasons underpinning these variations. Through exploring residents’ perceptions of key services, and examining critically the possibility and feasibility of meeting urban service needs through leveraging private resources, this paper contributes to broader academic debates over urban service provision, while also feeding into contemporary policy discussions concerning how to achieve several of the Sustainable Development Goals by 2030.  相似文献

ABSTRACT

Departing from localized accounts of the role of local governments in the financialization of the built environment, this article outlines their contribution to the process through increasing attendance at global real estate fairs such as the Marché international des professionnels de l’immobilier (Mipim), where they showcase investment opportunities. Following urban political economy approaches centered on the transcalar intermediations of financialization, Mipim is conceptualized as a site of the circulation of the expectations of investors that involves spatial and temporal dimensions. Based on a comparison of two local authorities in France, namely the Grand Lyon metropolitan authority and Saint-Ouen municipality, the article examines the motives, modalities, and outcomes of their attendance. If both committed to the event despite opposite political agendas, the impact of Mipim has been more significant in the case of the Grand Lyon, where the metropolitan authority adjusted not only the type of showcased projects over the years, but also their content as well as its local planning strategy. The article explains why and how, and discusses under which conditions Mipim is not a mere display showcase, but instead can actively contribute to the adjustment of urban space and governance to the requirements of financial markets.  相似文献

Abstract

Most traditional segregation measures, such as the index of dissimilarity D, fail to distinguish spatial patterns effectively. Previously proposed spatial measures modifying D suffer from several shortcomings. This article describes a general spatial segregation index based upon the concept of composite population counts, which are derived from grouping people in neighboring areas together to account implicitly for spatial interaction of groups across unit boundaries. The suggested spatial index can overcome the disadvantages of previous indices and can assess the spatial extent of the segregated clusters. The results offer a more comprehensive depiction of spatial segregation of a region.

Abstract

Natural resource challenges often span administrative jurisdictions and include actors and processes operating at different spatial and political scales. We applied concepts of new environmental governance to analyze Oregon’s approach to greater sage-grouse conservation. Through one in-depth case study in Lake County, we traced features of new environmental governance (cross-scale interactions, decentralization, and capacities of actors) through different governance levels. Interviews and qualitative analysis revealed that decentralization of administrative functions facilitated cross-scale interactions and relied on intermediaries, gap-filling, and perceptions of legitimacy at lower levels. State and agency guidelines steered the effort and were accompanied by financial and technical resources from multiple arenas, which increased local capacity. This study adds to the understandings of environmental governance for implementing multi-actor, multi-level conservation arrangements in resource-dependent communities. Further exploration of connections between higher levels and local contexts will reveal important, new ways to link policies with on-the-ground outcomes.  相似文献

ABSTRACT

We argue that the use of American Community Survey (ACS) data in spatial autocorrelation statistics without considering error margins is critically problematic. Public health and geographical research has been slow to recognize high data uncertainty of ACS estimates, even though ACS data are widely accepted data sources in neighborhood health studies and health policies. Detecting spatial autocorrelation patterns of health indicators on ACS data can be distorted to the point that scholars may have difficulty in perceiving the true pattern. We examine the statistical properties of spatial autocorrelation statistics of areal incidence rates based on ACS data. In a case study of teen birth rates in Mecklenburg County, North Carolina, in 2010, Global and Local Moran’s I statistics estimated on 5-year ACS estimates (2006–2010) are compared to ground truth rate estimates on actual counts of births certificate records and decennial-census data (2010). Detected spatial autocorrelation patterns are found to be significantly different between the two data sources so that actual spatial structures are misrepresented. We warn of the possibility of misjudgment of the reality and of policy failure and argue for new spatially explicit methods that mitigate the biasedness of statistical estimations imposed by the uncertainty of ACS data.  相似文献

Abstract

Collaborative conservation has been touted as a viable option for addressing contentious natural resource stewardship issues in a way that represents the diverse voices impacted by, and involved in, conservation decisions. Engaging meaningfully in collaborative conservation involves overcoming a unique set of challenges while also realizing opportunities. In this special issue, we use the term collaborative conservation evaluation to encompass research and evaluation related to collaborative governance and collaborative natural resource management projects, programs, or decision-making processes that leverage a participatory approach, involve multiple stakeholders, and incorporate a range of contemporary evaluation approaches. Here, we provide a series of articles and tools intended to highlight different approaches to evaluation that utilize a variety of methodologies adapted for different contexts. We intend for these articles to spark further conversation and inspire future directions in evaluating collaborative conservation for researchers and practitioners.  相似文献

Abstract

University instructors are increasingly drawing on active learning exercises to engender critical thinking skills among students. In this article, we introduce the design and implementation of an active learning exercise about mobility and transportation that we assigned in an introductory human geography class at the University of Georgia. The students' responses and the survey instrument we used to assess the effectiveness of the exercise revealed disappointing results and caused us to think carefully about the role of positionality in designing active learning exercises. In this article, we argue that we need to understand privilege—particularly class privilege—in order to design effective assignments.  相似文献

Historical political ecology provides a powerful framework for understanding nature–society relations in the past. This approach is applied to municipal drinking water governance in early colonial Lima, Peru, with a focus on how power dynamics influenced sociospatial patterns of water access and control. Sixteenth- and seventeenth-century archival sources are analyzed for material aspects of Lima's drinking water pipeline network and for the management strategies employed by the municipal government. Access to water is demonstrated to have shaped, reinforced, and reflected colonial social divisions and to have been linked to the spatial development of the city, including urban–rural relations.  相似文献

Urban society in colonial and early postcolonial Indonesia was stratified along ethnic and class lines. This stratification was given concrete shape in the urban residential landscape. Our article starts from the working hypothesis that under the impact of decolonization the changing social status system was reflected in a changing residential pattern. We offer empirical evidence to weigh the relative validity of the from-race-to-class-segregation thesis during colonization against the class-segregation-throughout-decolonization thesis. On the basis of our findings, we argue that the second thesis presents the more accurate depiction of urban society. Looking at spatial segregation, decolonization was characterized by continuity. Decolonization by itself was therefore insufficient to alter sociospatial inequality in postcolonial Indonesian cities.  相似文献

ABSTRACT

This article examines traders’ resistance practices in Kumasi, Ghana and their significance for changing urban governance in Africa. Conceptually, we introduce “activism” as a new variable into the present concept of urban governance as decentralization, entrepreneurialism and democratization (DED). From an empirical study in Kumasi, Ghana, findings reveal that activism by non-state actors does not only occur at the crucial earlier phases of the urban regeneration process, but extends into the subsequent phases, because urban governance is a continuous process. We demonstrate that activism and a multiplicity of resistance practices are embedded and significant dimensions of everyday urban governance in Africa. This paper argues that the additional dimension – activism – is necessary in rethinking urban governance in Ghana and Africa. This conceptualization views non-state actors not as resisters of urban governance but as activists whose resistance practices and innovations produce tangible and far-reaching changes in city governance. We learn that non-state actors do not rely on the state to control all aspects of urban governance but invent new practices to secure their socio-economic interests and provide them with leverage where they have to negotiate with or stand up to authorities. The study shows that successful change in urban governance is a function of the complementary and strategic adoption of contention, subversion and co-production. When the state perceives that the intervention of other key stakeholders legitimizes the grievances of non-state actors, it responds positively.  相似文献

This article describes and analyzes discourses regarding environmental governance held among key actors in a region of expanding high-input, high-output agriculture. Q-method, an intensive (small n) and quantitative technique in which n tests are measured by m individuals, was used to determine four empirically significant social perspectives: critical environmentalism, agri-environmentalism, private environmentalism, and statist environmentalism. The article highlights major differences and agreements among social perspectives, in addition to the arguments used to justify claims. These findings help fill a knowledge gap in the literature on governance debates between farmers and environmentalists; moreover, the findings contribute to a concern in the literature regarding the role of discourses in producing policy solutions to environmental governance problems. The article also supports continued use of Q-method in human geography, suggesting the value of Q as a research ends and means, particularly when research subjects include landed elites.  相似文献

Given the role of the American Geographical Society and its flagship journal, Geographical Review, in the Paris Peace Conference and its prominence in the discipline of geography ever since, this paper considers how the journal takes account of refugees in its pages from 1916 to 2018 using a bibliometric approach. The term “refugee” was tracked in every Geographical Review article published during this time period, using content to generate data and analysis in QSR NVivo. First, we identify key trends in scholarship over time, then we note the rise and fall of important key terms, and finally, we examine both the countries analyzed and how these geographies change over time. The results of this bibliometric analysis of refugees in Geographical Review reflect both global geopolitical dynamics and refugee governance structures, and broader trends in epistemology in the discipline of geography. Observations made on these trends and variations indicate a need to further explore shifting paradigms and master narratives, both past and emerging, built around the “refugee” concept and its treatment within the discipline of geography.  相似文献

Abstract

In this paper, we describe and analyze the co-management institutional framework at 21 Brazilian Marine Extractive Reserves (MERs) and present the dramas of its implementation from the local manager’s perspective. We categorized the governance instruments of MERs into (i) instruments for land/sea tenure and beneficiaries’ recognition, (ii) territorial use planning, (iii) institutional arenas for discussion and deliberation, as well as (iv) public policies. Although the legal arrangements of these protected areas address fundamental dimensions of governance, we present the challenges of its implementation based on the voice of local managers. The managers are the bridge between the central government and communities, dealing with the implementation of the institutional framework in a reality of multi-level and multi-scale drama: from local to national dilemmas, from organizational to structural ones. We explore these dramas and highlight the institutional dilemmas based on the paradoxes between legalism and social emancipation.  相似文献
