Interannual variability of the Indian summer monsoon rainfall has two dominant periodicities, one on the quasi-biennial (2–3 year) time scale corresponding to tropospheric biennial oscillation (TBO) and the other on low frequency (3–7 year) corresponding to El Niño Southern Oscillation (ENSO). In the present study, the spatial and temporal patterns of various atmospheric and oceanic parameters associated with the Indian summer monsoon on the above two periodicities were investigated using NCEP/NCAR reanalysis data sets for the period 1950–2005. Influences of Indian and Pacific Ocean SSTs on the monsoon season rainfall are different for both of the time scales. Seasonal evolution and movement of SST and Walker circulation are also different. SST and velocity potential anomalies are southeast propagating on the TBO scale, while they are stationary on the ENSO scale. Latent heat flux and relative humidity anomalies over the Indian Ocean and local Hadley circulation between the Indian monsoon region and adjacent oceans have interannual variability only on the TBO time scale. Local processes over the Indian Ocean determine the Indian Ocean SST in biennial periodicity, while the effect of equatorial east Pacific SST is significant in the ENSO periodicity. TBO scale variability is dependent on the local factors of the Indian Ocean and the Indian summer monsoon, while the ENSO scale processes are remotely controlled by the Pacific Ocean.

A set of 12 state-of-the-art coupled ocean-atmosphere general circulation models (OAGCMs) is explored to assess their ability to simulate the main teleconnections between the West African monsoon (WAM) and the tropical sea surface temperatures (SSTs) at the interannual to multi-decadal time scales. Such teleconnections are indeed responsible for the main modes of precipitation variability observed over West Africa and represent an interesting benchmark for the models that have contributed to the fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC4). The evaluation is based on a maximum covariance analysis (MCA) applied on tropical SSTs and WAM rainfall. To distinguish between interannual and multi-decadal variability, all datasets are partitioned into low-frequency (LF) and high-frequency (HF) components prior to analysis. First applied to HF observations, the MCA reveals two major teleconnections. The first mode highlights the strong influence of the El Niño Southern Oscillation (ENSO). The second mode reveals a relationship between the SST in the Gulf of Guinea and the northward migration of the monsoon rainbelt over the West African continent. When applied to HF outputs of the twentieth century IPCC4 simulations, the MCA provides heterogeneous results. Most simulations show a single dominant Pacific teleconnection, which is, however, of the wrong sign for half of the models. Only one model shows a significant second mode, emphasizing the OAGCMs’ difficulty in simulating the response of the African rainbelt to Atlantic SST anomalies that are not synchronous with Pacific anomalies. The LF modulation of these HF teleconnections is then explored through running correlations between expansion coefficients (ECs) for SSTs and precipitation. The observed time series indicate that both Pacific and Atlantic teleconnections get stronger during the twentieth century. The IPCC4 simulations of the twentieth and twenty-first centuries do not show any significant change in the pattern of the teleconnections, but the dominant ENSO teleconnection also exhibits a significant strengthening, thereby suggesting that the observed trend could be partly a response to the anthropogenic forcing. Finally, the MCA is also applied to the LF data. The first observed mode reveals a well-known inter-hemispheric SST pattern that is strongly related to the multi-decadal variability of the WAM rainfall dominated by the severe drying trend from the 1950s to the 1980s. Whereas recent studies suggest that this drying could be partly caused by anthropogenic forcings, only 5 among the 12 IPCC4 models capture some features of this LF coupled mode. This result suggests the need for a more detailed validation of the WAM variability, including a dynamical interpretation of the SST–rainfall relationships.

The southeastern parts of India and Sri Lanka receive substantial rainfall from the northeast monsoon (NEM) during October through December. The interannual variability in NEM rainfall is known to be significantly influenced by the El-Niño/Southern Oscillation (ENSO). Unlike the southwest monsoon (SWM), the NEM rainfall is enhanced during the warm ENSO events, and vice versa. In the context of the recent weakening of the inverse relationship between Southwest Monsoon (SWM) and ENSO, we examine the secular variations in the positive relationship between ENSO and NEM rainfall over South Asia, showing that their relationship has strengthened over the recent years. Based on the analysis of GISST, IMD/CRU precipitation and NCEP/NCAR reanalysis data, we suggest that this secular variation of the relationship is due to epochal changes in the tropospheric circulation associated with ENSO over the region.

This study has investigated the possible relation between the Indian summer monsoon and the Pacific Decadal Oscillation (PDO) observed in the sea surface temperature (SST) of the North Pacific Ocean. Using long records of observations and coupled model (NCAR CCSM4) simulation, this study has found that the warm (cold) phase of the PDO is associated with deficit (excess) rainfall over India. The PDO extends its influence to the tropical Pacific and modifies the relation between the monsoon rainfall and El Niño-Southern Oscillation (ENSO). During the warm PDO period, the impact of El Niño (La Niña) on the monsoon rainfall is enhanced (reduced). A hypothesis put forward for the mechanism by which PDO affects the monsoon starts with the seasonal footprinting of SST from the North Pacific to the subtropical Pacific. This condition affects the trade winds, and either strengthens or weakens the Walker circulation over the Pacific and Indian Oceans depending on the phase of the PDO. The associated Hadley circulation in the monsoon region determines the impact of PDO on the monsoon rainfall. We suggest that knowing the phase of PDO may lead to better long-term prediction of the seasonal monsoon rainfall and the impact of ENSO on monsoon.

Summer Sahel-ENSO teleconnection and decadal time scale SST variations
The correlation between Sahel rainfall and El Niño–Southern Oscillation (ENSO) in the northern summer has been varying for the last fifty years. We propose that the existence of periods of weak or strong relationship could result from an interaction with the global decadal scale sea surface temperature (SST) background. The main modes of SST variability have been extracted through a principal component analysis with Varimax rotation. The correlations between a July-September Sahel rainfall index and these SST modes have been computed on a 20-year running window between 1945 and 1993. The correlations with the interannual ENSO-SST mode are negative, not significant in the 1960s during the transition period from the wet climate phasis to the long-running drought in the Sahel, but then were significant since 1976. During the former period, the correlations between the Sahel rainfall index and the other SST modes (expressing mostly on quasi and multi-decadal scales) are the highest, in particular correlations with the tropical Atlantic “dipole”. Correlations between Sahel and Guinea Coast rainfall are also significantly negative. After 1970, the Sahel-Guinea Coast rainfall correlations are no longer significant, and the ENSO-SST mode becomes the only one significantly correlated with Sahel rainfall, especially due to the impact of warm events. The partial correlations between the ENSO-SST mode and the Sahel rainfall index, when the influence of the other SST modes are eliminated, are significant over all the 20-year running periods between 1945 and 1993, suggesting that this summer teleconnection could be modulated by the decadal scale SST background. The NCEP/NCAR reanalyses reproduce accurately the interannual variability of the atmospheric circulation after 1968. In particular a regional West African Monsoon Index (WAMI), combining wind speed anomalies at 925 and 200?hPa, is highly correlated with the July-September Sahel rainfall index. A warm ENSO event is associated both with an eastward mean sea level pressure gradient between the eastern tropical Pacific and the tropical Atlantic and with a northward pressure gradient along the western coast of West Africa. This pattern leads to enhanced trade winds over the tropical Atlantic and to weaker moisture advection over West Africa, consistent with a weaker monsoon system strength and a weaker Southern Hemisphere Hadley circulation. The NCEP/NCAR reanalyses do not reproduce accurately the decadal variability of the atmospheric circulation over West Africa because of artifical biases. Therefore the impact of the decadal scale pattern of the atmospheric circulation has been investigated with atmospheric general circulation model (AGCM) sensitivity experiments, by forcing the ARPEGE-Climat model with different combinations of an El Niño-like SST pattern with the pattern of the main mode of decadal scale SST variability where the hightest weights are located in the Pacific and Indian basins. AGCM outputs show that the decadal scale SST variations weakly affect Sahel rainfall variability but that they do induce an indirect effect on Sahel rainfall by enhancing the impact of the warm ENSO phases after 1980, through an increase in the fill-in of the monsoon trough and a moisture advection deficit over West Africa.

Investigated statistically is the interrelation between East Asian winter monsoon (EAWM) and SST over sensitive areas of the Indian and Pacific Oceans.with focus on the relation of EAWM to strong ENSO signal area.i.e.,the equatorial eastern Pacific (EEP) SST.Evidence suggests that the EAWM variation is intimately associated not only with the EEP SST but with the equatorial western Pacific "warm pool" and equatorial Indian/northwestern Pacific Kuroshio SST as well:the EAWM and ENSO interact strongly with each other on the interannual time scales, exhibiting pronounced interdecadal variation mainly under the joint effect of the monsoon QBO and the monsoon/SST background field features on an interdecadal basis-when both fields are in the same phase(anti-phase).strong EAWM contributes to EEP SST rise(drop)in the following winter, corresponding to a warm(cold)ENSO cycle;the EAWM QBO causes ENSO cycle to be strong phase-locked with seasonal variation, making the EEP SST rise lasting from April-May to May-June of the next year, which plays an important role in maintaining a warm ENSO phase.

Decadal circulation differences between more and less rainfall periods in the annually first rainy season of Guangxi and their association with sea surface temperature (SST) of the austral Indian Ocean are investigated by using the NCEP/NCAR reanalysis data. The results are shown as follows. A pattern in which there is uniform change of the Guangxi precipitation shows a 20-year decadal oscillation and a 3-year interannual change. In contrast, a pattern of reversed-phase change between the north and the south of Guangxi has a 6-year interannual periodicity and quasi-biennial oscillation. In the period of more precipitation, the surface temperature in Eurasia is positively anomalous so as to lead to stronger low pressure systems on land and larger thermal contrast between land and ocean. Therefore, the air column is more unstable and ascending flows over Guangxi are intensified while the Hadley cell is weakened. Furthermore, the weaker western Pacific subtropical high and South Asia High, together with a stronger cross-equatorial flow, result in the transportation of more humidity and the appearance of more precipitation. The correlation analysis indicates that the Indian Ocean SST in Southern Hemisphere is closely associated with the variation of the seasonal precipitation of Guangxi on the decadal scale by influencing the Asian monsoon through the cross-equatorial flow.

The relation of interannual anomaly of East Asian monsoon to the ENSO cycle is investigated in terms of even and odd symmetry analysis over a tropical heating field based on the past 30-year data. Evidence suggests that odd and even symmetry components related to the monsoon and Walker heating, respectively, effectively describe the East Asian monsoon circulation and Pacific Walker analog, with the monsoon intensity index corresponding to its heating vigor and western Pacific Walker heating vigor to ENSO phase change, both types of heating marked by pro-nounced seasonal variation and phase-locking; the key region for linking monsoon-ENSO interaction is the western Pacific warm pool; the monsoon effect upon ENSO cycle is affected jointly by the seasonal evolution and interannual anomaly of the heating components; the superimposition of an anti-Walker circulation phase produced by interannual winter monsoon perturbation upon a weaker Walker phase on a seasonal basis leads to an El Nino hap-pening in March-April and plays a significant role in maintaining a warm ENSO phase.

This study investigates how accurately the interannual variability over the Indian Ocean basin and the relationship between the Indian summer monsoon and the El Niño Southern Oscillation (ENSO) can be simulated by different modelling strategies. With a hierarchy of models, from an atmospherical general circulation model (AGCM) forced by observed SST, to a coupled model with the ocean component limited to the tropical Pacific and Indian Oceans, the role of heat fluxes and of interactive coupling is analyzed. Whenever sea surface temperature anomalies in the Indian basin are created by the coupled model, the inverse relationship between the ENSO index and the Indian summer monsoon rainfall is recovered, and it is preserved if the atmospherical model is forced by the SSTs created by the coupled model. If the ocean model domain is limited to the Indian Ocean, changes in the Walker circulation over the Pacific during El-Niño years induce a decrease of rainfall over the Indian subcontinent. However, the observed correlation between ENSO and the Indian Ocean zonal mode (IOZM) is not properly modelled and the two indices are not significantly correlated, independently on season. Whenever the ocean domain extends to the Pacific, and ENSO can impact both the atmospheric circulation and the ocean subsurface in the equatorial Eastern Indian Ocean, modelled precipitation patterns associated both to ENSO and to the IOZM closely resemble the observations.

The present study aims to (a) examine meteorological basis for construction of regional monsoon indices and (b) explore the commonality and differences among tropical regional monsoons, especially the teleconnection and monsoon–ENSO relationship. We show that the area-averaged summer precipitation intensity is generally a meaningful precipitation index for tropical monsoons because it represents very well both the amplitude of annual cycle and the leading mode of year-to-year rainfall variability with a nearly uniform spatial pattern. The regional monsoon circulation indices can be defined in a unified way (measuring monsoon trough vorticity) for seven tropical monsoon regions, viz.: Indian, Australian, western North Pacific, North and South American, and Northern and Southern African monsoons. The structures of the tropical monsoons are commonly characterized by a pair of upper-level double anticyclones residing in the subtropics of both hemispheres; notably the winter hemispheric anticyclone has a barotropic structure and is a passive response. Two types of upper-level teleconnection patterns are identified. One is a zonal wave train emanating from the double anticyclones downstream along the westerly jets in both hemispheres, including Indian, Northern African and Australian monsoons; the other is a meridional wave train emanating from the double anticyclones polewards, such as the South American and western North Pacific monsoons. Over the past 55 years all regional summer monsoons have non-stationary relationship with ENSO except the Australian monsoon. The regional monsoon–ENSO relationship is found to have common changing points in 1970s. The relationships were enhanced for the western North Pacific, Northern African, North American and South American summer monsoons, but weakened for the Indian summer monsoon (with a recovery in late 1990s). Regardless the large regional differences, the monsoon precipitations over land areas of all tropical monsoon regions are significantly correlated with the ENSO, suggesting that ENSO drives global tropical monsoon rainfall variability. These results provide useful guidance for monitoring sub-seasonal to seasonal variations of the regional monsoons currently done at NCEP and for assessment of the climate models’ performances in representing regional and global monsoon variability.

The seasonal prediction skill of the Asian summer monsoon is assessed using retrospective predictions (1982–2009) from the ECMWF System 4 (SYS4) and NCEP CFS version 2 (CFSv2) seasonal prediction systems. In both SYS4 and CFSv2, a cold bias of sea-surface temperature (SST) is found over the equatorial Pacific, North Atlantic, Indian Oceans and over a broad region in the Southern Hemisphere relative to observations. In contrast, a warm bias is found over the northern part of North Pacific and North Atlantic. Excessive precipitation is found along the ITCZ, equatorial Atlantic, equatorial Indian Ocean and the maritime continent. The southwest monsoon flow and the Somali Jet are stronger in SYS4, while the south-easterly trade winds over the tropical Indian Ocean, the Somali Jet and the subtropical northwestern Pacific high are weaker in CFSv2 relative to the reanalysis. In both systems, the prediction of SST, precipitation and low-level zonal wind has greatest skill in the tropical belt, especially over the central and eastern Pacific where the influence of El Nino-Southern Oscillation (ENSO) is dominant. Both modeling systems capture the global monsoon and the large-scale monsoon wind variability well, while at the same time performing poorly in simulating monsoon precipitation. The Asian monsoon prediction skill increases with the ENSO amplitude, although the models simulate an overly strong impact of ENSO on the monsoon. Overall, the monsoon predictive skill is lower than the ENSO skill in both modeling systems but both systems show greater predictive skill compared to persistence.

The space-time evolution of convection over the monsoon region containing the Indian subcontinent, the Indian Ocean and the West Pacific has been studied. A multi-channel singular spectrum analysis of the daily outgoing longwave radiation has yielded two intraseasonal oscillatory patterns and two large-scale standing patterns as the most dominant modes of intraseasonal variability. The oscillatory modes vary on time scales of about 45 and 28 days and their average cycles of variability are shown to correspond to the life cycles of active and break periods of monsoon rainfall over India. During an active (break) cycle, a convection (dry) anomaly zone first appears in the equatorial Indian Ocean, subsequently expands to cover the Indian subcontinent and finally contracts to disappear in the northern part of India. Some eastward and northward movements are found to be associated with both oscillatory modes, while westward movement may also be associated with the 28-day mode. The oscillatory modes are shown to have a large spatial scale extending to the West Pacific. One of the standing modes has anomalies of uniform sign covering the entire region and is related to El Niño and southern oscillation (ENSO) pattern. The other standing mode has a dipole structure in the equatorial Indian Ocean associated with large-scale anomalies over India with the same sign as those over the western part of the dipole. These two standing modes persist throughout the monsoon season, each maintaining its respective pattern. The seasonal mean monsoon is mainly determined by the two standing patterns, without much contribution from the oscillatory modes. The relative role of the standing patterns (ENSO mode and dipole mode) seems to be important in determining the seasonal mean during certain years.

Recent studies have furnished evidence for interdecadal variability in the tropical Pacific Ocean. The importance of this phenomenon in causing persistent anomalies over different regions of the globe has drawn considerable attention in view of its relevance in climate assessment. Here, we examine multi-source climate records in order to identify possible signatures of this longer time scale variability on the Indian summer monsoon. The findings indicate a coherent inverse relationship between the inter-decadal fluctuations of Pacific Ocean sea surface temperature (SST) and the Indian monsoon rainfall during the last century. A warm (cold) phase of the Pacific interdecadal variability is characterized by a decrease (increase) in the monsoon rainfall and a corresponding increase (decrease) in the surface air temperature over the Indian subcontinent. This interdecadal relationship can also be confirmed from the teleconnection patterns evident from long-period sea level pressure (SLP) dataset. The SLP anomalies over South and Southeast Asia and the equatorial west Pacific are dynamically consistent in showing an out-of-phase pattern with the SLP anomalies over the tropical central-eastern Pacific. The remote influence of the Pacific interdecadal variability on the monsoon is shown to be associated with prominent signals in the tropical and southern Indian Ocean indicative of coherent inter-basin variability on decadal time scales. If indeed, the atmosphere–ocean coupling associated with the Pacific interdecadal variability is independent from that of the interannual El Niño-Southern Oscillation (ENSO), then the climate response should depend on the evolutionary characteristics of both the time scales. It is seen from our analysis that the Indian monsoon is more vulnerable to drought situations, when El Niño events occur during warm phases of the Pacific interdecadal variability. Conversely, wet monsoons are more likely to prevail, when La Niña events coincide during cold phases of the Pacific interdecadal variability.

Surface pressure and summer monsoon rainfall over India
The relationship between the all-India summer monsoon rainfall and surface pressure over the Indian region has been examined to obtain a useful predictor for the monsoon rainfall. The data series of all-India monsoon rainfall and the mean pressures of three seasons before and after the monsoon season as well as the winter-to-spring pressure tendency (MAM-DJF) at 100 stations for the period 1951-1980 have been used in the analysis. The all-India monsoon rainfall is negatively correlated with the pressure of the spring (MAM) season preceding the monsoon and winter-to-spring seasonal difference as pressure tendency (MAM-DJF), at almost all the stations in India, and significantly with the pressures over central and northwestern regions. The average mean sea level pressure of six stations (Jodhpur, Ahmedabed, Bombay, Indore, Sagar and Akola) in the Western Central Indian (WCI) region showed highly significant (at 1% level) and consistent CCs of -0.63 for MAM and -0.56 for MAM-DJF for the period 1951–1980. Thus, the pre-monsoon seasonal pressure anomalies over WCI could provide a useful parameter for the long-range forecasting scheme of the Indian monsoon rainfall.
