Small-scale coastal fisheries are exposed to many stressors, such as poor governance, lack of alternative employment, overfishing and diseases. Stressors, in this context, constitute environmental and socio-economic changes or events at local, national or global levels making the fisheries sector or fishers vulnerable. Climate change is expected to compound the consequences of these stressors on fisheries and livelihoods. Identifying and understanding the effects of important stressors are imperative for building and organising appropriate capacity to adapt and, ultimately, for successful adaptation. However, how climate-related and non-climate stressors jointly affect small-scale fisheries is still to be fully explored. In this paper, we use case studies of three coastal communities in the Western Region of Ghana to gain insights into how multiple stressors combine to affect small-scale fisheries. The findings show that multiple stressors combine in complex ways, affecting fisheries-based livelihoods and the coastal landscape, vegetation and infrastructure. This suggests that any single stressor is just a part of a set of stressors that jointly affect small-scale coastal fisheries. This study proposes that the effects of climate-related stressors are better comprehended when analysed in light of the synergetic effect of multiple stressors. It has the potential to guide policy-makers and managers in designing and implementing improved strategies to enhance adaptive capacity in response to climate change. Moreover, this knowledge can present an opportunity and justification for solving other inherent developmental problems through climate change adaptation policies and actions.  相似文献

疏勒河是中国河西走廊3大内陆河水系之一,近100 a受气候变化及人类活动的影响显著。采用实地考察和社会问卷调查的方法,评价当地适应气候变化的能力,进而提出对当地社会经济发展具有建设性的适应对策。研究表明,疏勒河流域适应气候变化的能力较低,主要表现在:气候变化明显,河流水量减少;疏勒河上游地区草场退化严重;牧民适应气候变化能力有限并有所减弱;城乡居民收入差距进一步加大,不利于社会的稳定发展。政策建议是:加强各级政府间的协作和政府部门的引导作用,统一利用和管理流域水资源;加强对低文化层次人群的教育工作;加速农村剩余劳动力向城市转移;继续实行生态环保政策;优化产业结构。  相似文献

Abstract

Environmental challenges in the Vietnamese Mekong Delta characterized by adverse impacts of climate change, upstream hydropower development and localized dyke expansion present imperatives for rural farmers to “learn to adapt.” However, little is known about how learning contributes to improving their capacity in adapting to these “wicked” problems. This study investigates potential effects of farmers’ learning on their adaptive capacity, utilizing nine focus group discussions, 33 interviews, and a structured survey of 300 farmers. The exploratory factor analysis produced two factors for social learning: (1) learning through social interactions and (2) self-reflection, and one factor for adaptive capacity. The regression results show that the social learning factors have significantly positive effects on adaptive capacity. Farmers with a higher level of social learning are likely to demonstrate higher adaptive capacity. The findings call for policy considerations to promote learning in a broader context of the delta to enhance local capacity.  相似文献

Local communities in the Gudbrandsdalen region in Norway are increasingly exposed to climate-induced hazards such as floods and landslides. A core question is how community members respond to climate change and what factors contribute to more resilient communities. The authors used a contextual approach to analyze data from semi-structured interviews along five dimensions. In Gaustad Muncipality they found that individuals’ motivation to adapt to climate change depended largely on subjective values such as identity, place attachment, cultural values, and social networks among individuals, which means it is crucial that strategic plans for adaptation to climate change at different policy levels are experienced as relevant by community members. While the studied community has experienced heavy floods in river systems and streams, little evidence of adaptation was observed. Instead, they appeared to adopt coping strategies. Landowners may have limited incentives to adapt to climate change due to contraproductive policy measures such as economic compensation for direct losses without requiring improved practices. Effective adaptation to climate change on the local level is likely to require making compensation mechanisms contingent upon landowners showing willingness to change from coping to adaptive practices, as well as a contextualized approach integrating local and scientific forms of knowledge.  相似文献

雨养农业区农户的气候变化适应行为及影响因素路径分析   总被引:1,自引:0,他引:1  
厘清农户的气候变化适应行为类型以及农户属性、气候变化感知对适应行为的影响机制,对于制定合适的适应政策至关重要。论文将适应行为分为技术性行为、经济性行为和迁移性行为3类,并构建了以气候变化感知为中介变量的“属性-感知-适应”多变量路径分析模型,在对农户属性对适应行为的影响进行多元方差分析的基础上探讨了变量间的影响路径。结果表明:① 农户适应气候变化会优先选择技术性行为,其次是经济性行为,选择迁移性行为的农户最少;② 农户属性对适应行为的影响具有显著差异;③ 根据中介变量的中介效应,将多变量路径分析模型分解为3类:完全中介模型、部分中介模型和无中介模型。通过分析以上3种模型可以发现,农户属性对适应行为既有通过中介变量产生的间接影响,也有不通过中介变量产生的直接影响,说明适应行为的选择并不仅仅依赖于气候变化感知,农户属性对于适应行为的选择也是一个重要的直接影响因素。最后针对提高农户应对气候变化的能力提出了相关政策建议。  相似文献

Tropical deforestation is widely believed to directly influence the climate at a number of scales. Yet while much has been written about the tropical forest-climate relationship, there is little empirical evidence showing if and how local and regional climates are modified by deforestation. This study presents the results of an analysis of deforestation and climate change in a rain forest in southern Mexico. Records from 18 climate stations in the Selva Lacandona of Chiapas, Mexico were examined and related to an analysis of deforestation based on Landsat images. The area surrounding some stations has been deforested since the stations were established, while the area surroundings others has remained forested. Strong climatic trends were generally evident at the deforested stations, including decreases in the average daily maximum temperature and temperature range. No precipitation changes were observed. A comparison of the results with microclimatic experiments and modeling studies suggests that the climatic impacts of deforestation are overgeneralized at the local scale. Landscape heterogeneity appears to influence the biophysical mechanisms linking tropical forests and climate, and should be explicitly represented in modeling studies.  相似文献

青藏高原地区生态环境脆弱,其特殊的自然地理环境使其旅游活动对气候变化的反应更为敏感。本文基于545位入藏游客的问卷调查,实证分析青藏高原地区游客对气候变化因子的认知和体验状况,探究气候变化对青藏高原地区旅游活动的影响机理。得出以下主要结论:① 入藏前游客对天气和气候状况的关注度并不高,但是在旅行中这一因素却是旅游体验的最大影响因素;② 优美的高原自然风光是游客对西藏的核心认知之一,直接影响游客的决策与体验;③ 不同地理区域的游客对高原气候因子的关注度和自然环境要素的重视度并不存在显著差异,动机类型才是显著影响这二者的重要因素。研究进一步表明,青藏高原气候的暖湿化趋势对提升该地区的游客体验有积极作用,但气候变化带来的优势并不能够直接转化为潜在游客的出游活动。  相似文献

基于甘肃省会宁县黄河灌溉区、旱作农业区和山东省单县农业区的问卷调查,分析了案例区乡村居民对全球气候变化认知的一般特征、减缓全球气候变化的能力认知、义务认知和支付意愿及其区域和社会人口差异。研究发现:案例区乡村居民普遍关注全球气候变化,但对全球气候变化概念和发生原因的理解较肤浅。一定程度上,受访者通过当地气候变化及其影响来理解全球气候变化;受访者认为中央政府和国际组织应为减缓全球气候变化负主要责任,个人和家庭在减缓气候变化方面能力有限、支付意愿低,不同文化程度和职业受访者认知差异明显;存在原因认知决定责任者归属和能力认知、进而决定支付意愿的因果链,作者据此提出了政策建议。  相似文献

Local content laws have the potential to promote positive synergies between the extractive sectors and African economies. However, their success is a negotiated outcome of interaction between actors. The objective of the article is to emphasize the mechanisms by which local content requirements are negotiated between actors in Ghana’s oil and gas industry, by drawing on Foucault’s concept of power. Data for the study were obtained through interviews, observations and secondary sources. The author found that complex registration systems, administrative details, and financial and technological requirements constituted the micromechanisms of power at play in determining how the local content law was applied in practice. The article demonstrates how these factors limit the activities of small and medium-scale enterprises (SMEs) in the oil and gas sector. The author concludes that the institutional context, the capacity of local SMEs, and the techniques and practices of multinational corporations (MNCs) shape the extent of local participation in Ghana’s oil and gas industry.  相似文献

Much research in recent years has addressed the contribution of indigenous knowledge (IK) to development initiatives in developing countries. An IK system that continuously evolves and adapts in response to environmental and socio-economic change is often considered to be at the core of sustainable natural resource management practices and rural livelihoods. In the context of indigenous wetland management in western Ethiopia, this paper examines the relationship between IK and wetland sustainability, focusing on the mechanisms through which IK evolves and how local adaptive capacity is built up. A series of participatory research activities undertaken in four wetland communities revealed spatial variations in the degree of innovation and communication taking place. The paper argues that these mechanisms are key factors influencing adaptive capacity, suggesting a key link between wetland sustainability and the occurrence of innovation and communication among communities.  相似文献

Current, spatially explicit, and high-resolution assessments of population vulnerability to climate change and variability in developing countries can be difficult to create due to lack of data or financial and technical capacity constraints. We propose a comparative, multiple-approach framework to assess the spatial variation of population vulnerability to climatic changes using several high-resolution variables related to climate, topography, and socioeconomic conditions with an objective to detect the spatial variability of climate vulnerability in Nepal. Nepal is one of the most vulnerable countries to the effects of climate change due to frequent climatic hazards and poor socio-economic capacity. We used a climate vulnerability index (CVI) approach to derive climate vulnerability maps at the one-kilometer resolution and test an additive and a principal components-based composite method of data aggregation. In this work, we attempt to answer three questions. 1) How do different methods of assessment inform the spatial variation of the climate vulnerability in Nepal? 2) How do different variables interact to shape climate vulnerability in Nepal? 3) What proportions of the population in Nepal are vulnerable to climatic disasters and why? Our analysis uncovered significant spatial variations in population vulnerability to climate change across Nepal, with the highest vulnerability being experienced by the High Mountain region followed by the regions in the lower elevations. We find that although the lack of adaptive capacity is the biggest cause of population vulnerability to climate change in Nepal, a resilient community is shaped by both biophysical and socioeconomic characteristics. By performing an iterative sensitivity analysis of our thirteen variables both at the aggregate level (nationally) as well as at the more disaggregated (physiographic region) level, we contribute to identifying important, multi-scalar driving factors for vulnerability that can be employed as leverage points for lowering vulnerability at different scales. After performing analyses at multiple regions, we conclude that region-specific variable selection is needed for more detailed assessments and in order to prioritize adaptation strategies at scales that go beyond the hierarchy of administrative divisions.  相似文献

Future climate change potentially can have a strong impact on the African continent. Of special concern are the effects on food security and the restricted adaptive capacity of Africa's poverty stricken population. Targeted policy interventions are, therefore, of vital importance. While there is a broad consensus on selection of climate and agricultural indicators, a coherent spatial representation of the populations' vulnerability is still subject to debate, basically because important drivers at household and institutional level are captured at the coarser (sub)-national level only. This paper aims to address this shortcoming by capitalizing on available spatially explicit information on households, food security institutions and natural resources to identify and characterize vulnerable groups in climate change prone areas of East and West Africa. First, we identify and localize groups with varying degrees of vulnerability, using food security and health indicators from georeferenced household surveys. Second, we characterize these vulnerable groups using statistical techniques that report on the frequency of occurrence of household characteristics, social bonding, remittances and agro-ecological endowments. Third we localize areas where climate change conditions affect production of major staple crops even after a maximum adaptation of crop rotations. Fourth, we characterize the vulnerable groups in the climate change affected areas and compare their profiles with the overall assessment to elucidate whether generic or climate change targeted policies are required. Since climate change will impact predominantly on agricultural production, our analysis focuses on the rural areas. For West Africa, we find that vulnerable groups in areas likely to be affected by climate change do not fundamentally differ from vulnerable groups in the study area in general. However, in East Africa there are remarkable differences between these groups which leads to the conclusion that in this part of Africa, poverty reducing strategies for climate change affected areas should differ from generic ones.  相似文献

Environmental policy discussion is replete with references to water security, food security, ecosystem health, community resilience, sustainable development, and sustainable urbanism. These terms are, by their very nature, ambiguous and difficult to define; they allow room, however, for a variety of actors to conceptualize water, food, ecological, economic, and urban problems in ways that allow them to move forward on contentious issues. This article focuses on the idea of water security and asks how it is conceptualized and used for regional policy debate in western Canada. We asked fifty-eight water stakeholders from the Saskatchewan River Basin to define water security, identify major barriers to security, and prioritize water problems. Responses showed there are myriad ways to think about water security, ranging from narrow conceptualizations, such as reliability, quality, and quantity, to broader sustainability perspectives about the nature of resource development and its social and economic consequences. The human dimensions of water security (governance, land use, and competing demands) were assigned higher priority than its biophysical aspects (flooding, droughts, and climate change). Framing water security to emphasize the human capacity to manage uncertain and rapid biophysical and societal change offers the opportunity to unite actors who otherwise would be separated by core environmental values, definitions of water security, provincial context (Alberta vs. Saskatchewan), and occupation.  相似文献

Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable.  相似文献

This study evaluates new multi-scale, multi-indicator methods for assessing the vulnerability of crop production to drought at a national and regional scale. It does this by identifying differences across and within ten regions of Ghana, a country that faces many climate and crop production challenges typical of sub-Saharan Africa. In particular, we illustrate how a quantitative national and regional study is a critical first step in assessing differences in the drought sensitivity of food production systems and show how such an assessment enables the formulation of more targeted district and community level research that can explore the drivers of vulnerability and change on a local-scale. Finally, we propose methodological steps that can improve drought sensitivity and vulnerability assessments in dynamic dryland farming systems where there are multiple drivers of change and thresholds of risk that vary in both space and time. Results show that the vulnerability of crop production to drought in Ghana has discernible geographical and socioeconomic patterns, with the Northern, Upper West and Upper East regions being most vulnerable. Partly, this is because these regions have the lowest adaptive capacity due to low socioeconomic development and have economies based on rain-fed agriculture. Within these regions we find considerable differences between districts that can be explained only partly by socioeconomic variables with further community and household-scale research required to explain the causes of differences in vulnerability status. Our results highlight that national and regional scale multi-indicator vulnerability assessments are a vital (and often ignored) first step in assessing vulnerability across a large area. These inputs can guide both local-level research and also demonstrate the need for region-specific policies to reduce vulnerability and to enhance drought preparedness within dryland farming communities.  相似文献

脆弱性评估为脆弱性地区农户摆脱贫困、区域可持续发展提供科学依据。以青藏高原东部样带为例,基于可持续生计框架,建立了农牧民生计脆弱性评估的指标体系,利用11个乡镇的879户农牧民样本数据,开展了不同地带生计脆弱性评估。该指标体系反映了农牧民面临的主要风险,其生计资产,以及农牧民和政府应对风险的措施。结果表明:高原区农牧民生计脆弱性程度高于山原区和高山峡谷区。高原区的满掌乡最为脆弱,即便有政府的帮助,农牧民也不能应对风险。脆弱性程度高的山原区上部和高原区,处于不能适应的边缘,如不采取措施,当地牧民将不能应对气候变化、草地退化、药材退化等多种风险。导致该区牧民生计脆弱的原因既有各种风险的冲击,也因牧民自身生计资产和适应能力的不足。高山峡谷区和山原区下部的乡镇,农牧民能有效地应对风险,需进一步拓宽第二、第三产业就业渠道。因此,高原区和山原区上部的纯牧区是脆弱区域,政府应采取积极的措施,增强农牧民的适应能力。政府的救助措施应从改善自然资产转变到改善人力资产和金融资产,如技能培训、实行医保和畜病防治全覆盖、提供低息和无息贷款、在黑土滩区全面实行退牧还草、对退化草场进行治理和恢复。  相似文献

全球平均气温未来情景的降尺度分析   总被引:2,自引:0,他引:2  
如何提高全球气候模拟数据的分辨率,以满足全球、区域乃至局地陆地生态系统全球变化响应的定量分析,是当今全球气候变化研究的核心内容之一。在全球尺度上,本文利用全球气象观测站点的气候数据和DEM 数据,对全球年平均气温与纬度和海拔高程之间相关性进行回归分析,建立全球气候降尺度空间模拟的统计转移函数,并与高精度曲面建模(HASM)方法进行集成,从而实现IPCC GCM HadCM3 的模拟数据从3.75° × 2.5°到 0.125° × 0.125°的降尺度处理。研究结果表明,在3 种气候情景的T1-T4 时段内,格陵兰岛平均气温在0℃以下的区域和南极洲平均气温在-35℃以下的区域均呈逐渐缩减趋势,赤道至南北回归线之间的平均气温大于40℃以上的区域呈逐渐增加趋势。其中,A1Fi 情景的平均气温上升速度最快,A2 情景次之,B2 情景的平均气温上升速度最慢。构建降尺度方法有效地将IPCC GCMs的粗分辨率的气候情景数据降尺度转换成高分辨率的气候数据,并克服和弥补了目前IPCC GCMs的模拟数据因分辨率低而不能对区域乃至局地气候变化的细节及趋势进行刻画的缺陷。  相似文献
