Despite significant technological advances in emerging economies, the further development of clean energy technologies in developing countries remains crucial to reducing the greenhouse gas emissions associated with economic development. In this paper we address two significant gaps in the growing body of literature that has assessed the role of the Clean Development Mechanism in promoting the transfer of clean technologies to developing countries. First, we present a qualitative analysis of the governance of the Clean Development Mechanism in India. This provides a basis for understanding the extent to which and the ways in which governance may impact upon the likelihood that projects promote technology transfer. Second, we provide a novel quantification of the level and nature of technology transfer that has occurred in Indian Clean Development Mechanism projects, based on insights from literature on technological capability building. We find that the Clean Development Mechanism in India has produced a negligible number of projects that promote technology transfer if technology transfer is understood as a process of learning about technology. Together these qualitative and quantitative analyses show how politics and governance have contributed to the current form of the Clean Development Mechanism market in India, in which processes of building indigenous technological capabilities have been neglected.  相似文献

Abstract

Technology development and transfer is an important feature of both the United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol. Although the Clean Development Mechanism (CDM) does not have an explicit technology transfer mandate, it may contribute to technology transfer by financing emission reduction projects using technologies currently not available in the host countries. This article analyses the claims about technology transfer made by CDM project participants in their project design documents. Roughly one-third of all CDM projects, accounting for almost two-thirds of the annual emission reductions, involve technology transfer. Technology transfer varies widely across project types and is more common for larger projects and projects with foreign participants. Equipment transfer is more common for larger projects, while smaller projects involve transfers of both equipment and knowledge or of knowledge alone. Technology transfer does not appear to be closely related to country size or per-capita GDP, but a host country can influence the extent of technology transfer involved in its CDM projects.  相似文献

The role of intellectual property rights (IPRs) in the development and transfer of climate change technologies has been a contentious issue in negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). Irreconcilable differences seem to oppose those who believe IPRs are an inherent barrier to the transfer of climate change technologies and those who argue they are an essential incentive to innovation. After providing an overview of the polarized debate on this issue, this article reviews the existing literature and empirical evidence and looks into some practical initiatives and recent developments. Finally, it seeks to identify a way forward that could help overcome the current stalemate in international deliberations by suggesting a number of parameters to structure the discussion on this complex issue.  相似文献

The United Nations Framework Convention on Climate Change (UNFCCC 1992) calls for stabilization of atmospheric greenhouse gas (GHG) concentrations at a level that would prevent dangerous anthropogenic interference with the climate system. We use three global energy system models to investigate the technological and economic attainability of meeting CO2 concentration targets below current levels. Our scenario studies reveal that while energy portfolios from a broad range of energy technologies are needed to attain low concentrations, negative emission technologies—e.g., biomass energy with carbon capture and storage (BECCS)—significantly enhances the possibility to meet low concentration targets (at around 350 ppm CO2).  相似文献

碳关税是各国高度关注的贸易问题,因涉及各国经贸利益,南北国家在碳关税问题上分歧很大。任何有关碳关税的政策措施,都会引起发展中国家的强烈反对。因此,部分发达国家试图另辟蹊径,在国际贸易中通过增加生产标准、碳标签等技术要求,以比较隐蔽的方式实现执行碳关税的目的。文中将这些隐蔽的但能起到碳关税执行效果的政策措施归纳为隐形碳关税,并定义隐形碳关税是指那些虽然没有在边境环节征收碳关税,但与征收碳关税起到相同贸易壁垒作用的,对发展中国家出口产品和服务构成限制的政策和措施。隐形碳关税比较典型的表现形式包括生产标准、碳标签等措施。这些措施本身是政策中性的,并不构成隐形碳关税,但如果叠加了转移应对气候变化成本、限制发展中国家产业发展等目的,这些措施的性质便不再中性,而成为现实中的贸易壁垒。隐形碳关税的治理应该是国际气候治理进程的一个部分,《联合国气候变化框架公约》则应是隐形碳关税治理的主要国际平台。无论是在气候公约内还是气候公约外的治理机制,隐形碳关税的国际治理都应遵循气候公约的相关原则,尤其是共同但有区别责任原则,区别对待发达和发展中国家的责任和义务,充分发挥生产标准、碳标签等措施的积极环境效用,同时约束其不当使用,建立公平、互信、务实的国际合作模式,实现气候治理与经济发展的协同。  相似文献

The Special Climate Change (SCC) fund was established by the Marrakesh Accords under the United Nations Framework Convention on Climate Change. This fund will finance climate change activities in the areas of: adaptation, technology transfer, certain specific sectors, and activities to assist oil-exporting countries diversify their economies. These activities are to be complementary to those funded by the Global Environment Facility and by bilateral and multilateral funding. This paper describes the origins of the SCC fund and proposes a framework for the prioritisation of its activities. The fund has a complicated history that is intrinsically linked to numerous Convention issues, which explains the range of activities included in it. The framework proposed is based on certain principles: sound scientific knowledge, the ultimate objective of the Convention, “common but differentiated responsibilities and respective capabilities” and the status of the climate negotiations. This appraisal suggests that the fund should prioritise adaptation, followed by mitigation and finally economic diversification.  相似文献

Transfer of low carbon technologies to developing countries has been recognized as important in global efforts to limit climate change. Yet the mechanics of international technology transfer, especially around intellectual property rights, have remained a controversial issue in international negotiations. Using a new dataset on international partnerships in China and India in three key low carbon technologies—solar photovoltaics, electric vehicles, and coal gasification/integrated gasification combined cycle—and complementary expert interviews we study the dynamics of the transfer of intellectual property and the underlying drivers that guide the development of business strategies and partnerships in the context of transitioning intellectual property regimes in emerging markets. We find that weak intellectual property regimes are indeed a hindrance to the diffusion of certain classes of low carbon technologies: (i) for cutting-edge technologies, (ii) for fully-embodied (explicitly codified) technologies, and (iii) for small firms. However, we also find that intellectual property issues do not represent a barrier to the diffusion of the relatively mature and low to medium cost low carbon technologies that are materially (at scale) most important for carbon dioxide emissions reduction in the short to medium term. Competitive technology supply, shifting market dynamics, and increasingly vigorous domestic innovation coupled with mechanisms and opportunities to structure credible intellectual property deals allow for the diffusion of key low carbon technologies to occur within the context of existing business, political, and institutional structures.  相似文献

基于1990—2015年世界前20个排放大国碳排放量和国内生产总值(GDP)的时间序列数据,采用协整分析、格兰杰因果检验,对主要排放大国碳排放与经济增长之间的关系进行了实证分析。通过协整分析得出大多数国家的碳排放量与经济增长之间存在长期均衡关系;碳排放量和GDP的格兰杰检验结果显示,大多数世界排放大国碳排放与经济增长之间存在单向因果关系。发达国家主要表现为经济增长是碳排放的格兰杰原因,发展中国家则主要表现为碳排放是经济增长的格兰杰原因。研究结果反映了发达国家和发展中国家在碳减排问题上的阶段性特征,碳减排对发展中国家经济发展的负面影响明显大于发达国家。基于格兰杰因果分析结果,国际气候治理进程中关于要求发展中国家现阶段提出大幅减排目标的诉求不符合发展中国家发展阶段特征,可能影响发展中国家经济发展的正常秩序和规律。发达国家基于历史排放责任、发展阶段和能力,都应该带头开展减排行动,并帮助发展中国家实现转型、升级发展,降低经济发展对碳排放的依赖。国际气候治理需要根据并考虑不同国家的发展需求和特征,形成国际合作制度安排,实现社会经济发展与全球气候治理的协同。  相似文献

Despite accounting for 17–25% of anthropogenic emissions, deforestation was not included in the Kyoto Protocol. The UN Convention on Climate Change is considering its inclusion in future agreements and asked its scientific board to study methodological and scientific issues related to positive incentives to reduce emissions from deforestation. Here we present an empirically derived mechanism that offers a mix of incentives to developing countries to reduce emissions from deforestation, conserve and possibly enhance their ecosystem's carbon stocks. We also use recent data to model its effects on the 20 most forested developing countries. Results show that at low CO2 prices (~US$ 8/t CO2) a successful mechanism could reduce more than 90% of global deforestation at an annual cost of US$ 30 billion.  相似文献

Worldwide carbon dioxide emissions continue to increase driven by fossil fuel consumption and industrial discharges. Progress on carbon emission reduction requires firms to adopt clean technologies which minimize material and energy consumption. Technological change is particularly required in developing countries, where industrial emissions often lead to chronic urban pollution problems. In this study, we explore the antecedents of clean technology strategy by firms in developing countries. We combine the contingent natural resource-based view with the relational view to examine how network embeddedness, market incentives and slack resources influence adoption of clean technology. The empirical support for our hypotheses comes from data obtained from 342 firms that operated in the carbon-offset market during the years 2007 to 2009. We find that a firm’s relational network structure influences adoption of clean technologies, particularly when market incentives are low. Contrary to one of the hypotheses, the results of our paper suggest a negative relationship between a firm’s slack resources and its clean technology strategy. Our study highlights the benefits of networks in fostering adoption of clean technology in developing countries. Furthermore, we find that high market incentives (carbon price) decrease the probability of clean technology adoption, so adding to the view that firms respond to carbon-offset rules to realize high carbon revenues at the lowest cost.

作为《联合国气候变化框架公约》(简称公约)和《巴黎协定》资金机制最大运营实体,绿色气候基金(GCF)不仅是发达国家兑现1000亿美元长期资金承诺的重要平台,亦是公约和《巴黎协定》目标达成的关键因素。文中系统总结了GCF在推进气候变化国际合作进程、为发展中国家应对气候变化提供资金支持、推动私营部门参与应对气候变化行动等方面的积极作用。提出在当前多边合作面临挑战的复杂背景下,GCF亦面临美国退群、缺乏有效决策机制、项目质量及秘书处能力有待提高等系列问题。文章认为,一个持续有效运营的GCF是国际社会落实《巴黎协定》实施细则的重要保障,各方应尽快凝聚政治共识,推动GCF在全球气候治理体系中继续发挥积极作用。首先,应通过引入投票权决策机制、完善政策缺口、创新业务模式等措施提升基金治理和运营效率;其次,通过尽快完成正式增资进程、拓宽资金渠道、加强剩余资金管理等方式确保充足及可持续的资金来源;最后,还应通过强化与现有气候基金的协调互补、加大与多边发展银行的合作等途径与各方资金形成合力,推动资金流向低碳和气候韧性发展领域。文章还提出,中国应在有效发挥发达国家和发展中国家桥梁作用的基础上,引导GCF投票权改革以消除政治因素对GCF长远发展的负面影响,同时通过积极争取获得下届董事席位,推进与GCF全方位合作、参与GCF正式增资进程等举措,服务生态文明建设及全球应对气候变化目标。  相似文献

减少发展中国家毁林及森林退化的温室气体排放已成为《联合国气候变化框架公约》谈判的重要议题。从该公约的第十一次缔约方大会(COP11)以来,各缔约国就此议题提出了各自的观点,除在方法学等问题上存在争议外,在激励机制和毁林纳入清洁发展机制(CDM)与否上也存在分歧,巴西、中美洲及非洲的发展中国家希望通过基金的方式获得额外的资金和技术支持,而美国、澳大利亚和欧盟等发达国家却更倾向于CDM市场机制。结合中国森林管理方面的现状,分析了中国在此议题上可能受到的影响并提出了谈判的对策建议。  相似文献

Remote sensing data have been proposed as a potential tool for monitoring environmental treaties. However, to date, satellite images have been used primarily for visualization, but not for systematic monitoring of treaty compliance. In this paper, we present a methodology to operationalize the use of satellite imagery to assess the impact of the Ramsar Convention on Wetlands. The approach uses time series analysis of landscape pattern metrics to assess land cover conditions before and after designation of Ramsar status to monitor compliance with the Convention. We apply the methodology to two case studies in Vietnam and evaluate the success of Ramsar using four metrics: (1) total mangrove extent; (2) mangrove fragmentation; (3) mangrove density; and (4) aquaculture extent. Results indicate that the Ramsar Convention did not slow the development of aquaculture in the region, but total mangrove extent has remained relatively constant, primarily due to replanting efforts. Yet despite these restoration efforts, the mangroves have become fragmented and survival rates for replanting efforts are low. The methodology is cost effective and especially useful to evaluate Ramsar sites that rely mainly on self-reporting methods and where third parties are not actively involved in the monitoring process. Finally, the case study presented in this paper demonstrates that with the appropriate satellite record, in situ measurements and field observations, remote sensing is a promising technology that can help monitor compliance with international environmental agreements.  相似文献

China's 12th Five-Year Plan (2011–2015) envisages that shale gas and coal will be central to its energy future. However, for China to meet the energy security and climate change objectives set out in its 12th Five-Year Plan it will be reliant on the widespread commercial deployment of two key technologies; hydraulic fracturing combined with horizontal drilling for shale gas, and carbon capture and storage (CCS) for coal. China is moving to acquire these technologies through technology transfer and diffusion from the US, but progress has been slow, and neither is currently available in China on a commercial scale. Drawing on interviews in the US and China, this article argues that China's expectation of technology from the US may well be disappointed because of factors unique to the US institutional environment that have made the development of fracking technology possible and hinder the development of CCS technology at a commercial scale.

Policy relevance

If China is to meet the energy security and climate change objectives set out in its 12th Five-Year Plan it will be reliant on the widespread commercial deployment of fracking and clean coal technologies. While China expects to acquire these technologies via technology transfer and diffusion from the US, progress has been slow. Because of factors unique to the US institutional environment the availability of both technologies on a commercial scale in China is unlikely in the coming years. As a result, Chinese policy makers would be well-advised not to count on these technologies to meet their energy and climate goals.  相似文献

The Technology Executive Committee (TEC) of the United Nations Framework Convention on Climate Change (UNFCCC) recently convened a workshop seeking to understand how strengthening national systems of innovation (NSIs) might help to foster the transfer of climate technologies to developing countries. This article reviews insights from the literatures on Innovation Studies and Socio-Technical Transitions to demonstrate why this focus on fostering innovation systems has potential to be more transformative as an international policy mechanism for climate technology transfer than anything the UNFCCC has considered to date. Based on insights from empirical research, the article also articulates how the existing architecture of the UNFCCC Technology Mechanism could be usefully extended by supporting the establishment of CRIBs (climate relevant innovation-system builders) in developing countries – key institutions focused on nurturing the climate-relevant innovation systems and building technological capabilities that form the bedrock of transformative, climate-compatible technological change and development.

Policy relevance

This article makes a direct contribution to current work by the TEC of the UNFCCC on enhancing enabling environments for and addressing barriers to technology development and transfer (specifically, it will contribute to Activity 4.3 of the TEC's 2014–15 rolling workplan ‘Further work on enablers and barriers, taking into account the outcomes of the workshop on NSIs’). The article articulates both the conceptual basis that justifies a focus on NSIs in relation to climate technology transfer and makes concrete recommendations as to how this can be implemented under the Convention as a Party-driven extension to the existing architecture of the Technology Mechanism.  相似文献

The consequences of climate change and sustainable development remaining as separate discourses are explored, both in general and in the Canadian context. One of these consequences is the difference in emission and economic development scenarios generated by the two groups. A second is that strategies to reduce greenhouse gas emissions are designed and assessed in a narrow technical context, divorced from the economic and social forces that underlie them. We identify the need for climate change and sustainable development to be represented in a more explicit manner in each other's research agendas, and for integrated assessment of climate change to incorporate alternative methodologies that complement global scale integrated assessment models. These methodologies should include greater involvement of stakeholders as partners with researchers in a shared learning experience.  相似文献

Equitable access to sustainable development (EASD) is crucial for the future of the climate regime as it applies to adaptation, mitigation, and the means of implementation. An approach to allocating effort and deriving carbon budgets is presented here based on the United Nations Framework Convention on Climate Change (UNFCCC) principles of responsibility, capability, and sustainable development. A transparent model to operationalize EASD is applied by applying quantitative proxies for these criteria, and results for selected countries and groups are presented. A robust result is that the mitigation burden calculated by the model is significantly greater for developed than developing countries. For individual countries the results vary depending on the parameters chosen. A middle value of the mitigation burden for South Africa of 15 GtCO2e over the first half of the 21st century is reported, with the greatest effort required when a starting year of 1970 is chosen and historical land-use, land-use change and forestry (LULUCF) emissions are excluded when accounting for responsibility. In a regime applicable to all, it is clear that although all countries must do more, some must do more than others.

Policy relevance

Equitable access to sustainable development is crucial to the climate negotiations. Quantified allocations are presented for South Africa and other countries, based on the UNFCCC principles of responsibility, capability, and sustainable development. It is shown that the mitigation burden given these principles must be significantly greater for developed than developing countries. The results are relevant to, inter alia, the upcoming 2013–2015 review and the negotiations under the Durban Platform.  相似文献

Dealing with the threat of anthropogenic climate change has been a challenge for policy makers for a long time. In recent years, the problems posed by climate change and solutions proposed to mitigate its effects have been framed by lexical ‘carbon compounds’, such as carbon footprint or carbon trading and by one dominant metaphor, the market metaphor. Through a detailed content analysis of industry and press coverage from 1985 to the present, this paper examines the fate of one important lexical compound in this context, namely low carbon, which can be used as an adjective or a noun. Over the last two decades this lexical compound moved across and between three discourses, the steel industry, the car industry and what one might call the climate change industry. Using insights from ecolinguistics and the sociology of expectations, the paper discusses how the lexical compound low carbon in general and the metaphor low carbon future in particular came to prominence in policy discourses, especially in the UK, and how they were used to frame expectations of a prosperous low carbon future, while sidelining deeper social and cultural reflections on climate change mitigation.  相似文献
