随着人们对海洋资源环境重要性认知程度的加深,海洋环境影响评价和资源环境修复成为提高海洋资源开发利用价值、维护海洋生态与环境功能的重要方式。通过从海洋工程项目的环境问题诊断、海洋环境影响评价关键内容、海洋生态修复技术方法及效果等方面系统分析了近年来国内外海洋环评和生态修复研究进展,并对近年来我国海洋环评和修复工程实践中存在的问题和未来发展需求进行了分析,提出未来海洋环评和修复研究应重点注重和聚焦以下方面:1)海洋环境影响评价中的环境基线、监测技术、全球性影响及生态服务等方面的问题;2)海洋环境保护与生态修复思路的转变,包括修复目标、修复模式、评估指标、监管技术及资金来源等方面的转变。  相似文献

微塑料通常被定义为最大尺寸小于5 mm的塑料碎片.受人类活动的影响,微塑料在海洋环境中广泛存在,引起了人们对其潜在影响的关注.由于粒径较小,微塑料可以通过多种途径进入水生生物体内,沿着食物链迁移、传递,影响海洋生态系统的健康与稳定.在海洋中长期停留的微塑料会吸附环境中的重金属、有机污染物和微生物等,加剧微塑料对海洋生物的毒性作用.本文综述了海洋环境中微塑料的污染特征,微塑料对海洋生物行为、生理等的影响,以及微塑料与微生物、其他污染物的相互作用和复合效应,并对微塑料对海洋环境及生物影响的研究进行了展望.  相似文献

近10年来,中国海岸带围填海活动呈现出规模大、速度快的发展态势。围填海能带来显著的经济效益,但对海洋环境与生态的负面影响也不可忽视。针对围填海对海洋环境和生态的影响及作用机制,分别从水动力和生态系统两个方面进行了概述。围填海改变了海洋的自然几何属性(原始岸线、地形地貌、海湾面积),引起水动力环境的变化(潮汐系统和海湾水交换能力),进而影响了海湾的环境容量;围填海破坏了生物栖息地、导致生物多样性的丧失,影响到生态系统结构与功能的稳定性;水动力与生物多样性的变化可显著影响到生物地球化学过程,加速富营养化进程,恶化水质,增加生态灾害风险。目前,围填海后的生态修复策略主要有增加生物量、建设自然保护区、退陆还海3种方式;而生态补偿策略则多基于“生态系统服务功能与生境面积的大小为线性关系”,通过对其经济价值的量化后进行生态补偿与实施相关政策。国际上,生态系统服务功能的量化参数逐步纳入实际管理,并在线性关系研究的基础上,逐步纳入一些非线性的理念,使生态补偿机制更为合理化;而我国对于围填海生态效应的定量化研究及科学理论在管理政策中的实际应用仍亟待提高。整体而言,全面、准确地评估围填海对海洋环境与生态的影响离不开自然科学与社会科学的交叉与融合。  相似文献

随着经济的发展和生活水平的提高,海洋滩涂因其资源丰富且易开发,受到了越来越多的关注。然而,由于过度开发、环境污染及异常海况变动造成海洋滩涂生态正在恶化并日趋加剧。在介绍海洋滩涂主要污染物类型的基础上,本文对海洋滩涂沉积物中污染物的组成、来源、空间分布及污染水平进行概述,列举滩涂污染生态风险评估主要方法,剖析滩涂污染引发的主要问题,总结近年来滩涂治理的思路和措施,旨在为新型沿海滩涂管理及资源开发提供一定的理论基础。  相似文献

疏浚底泥是陆源性入海污染物的主要蓄积场所, 也是海洋污染的潜在污染源。在疏浚和海洋倾倒过程中, 这些疏浚底泥中的污染物会重新释放出来进入水体, 危害海洋环境, 因此对疏浚底泥进行无害或者减害化处理, 对于实施疏浚底泥海洋倾倒的科学管理、有效保护海洋环境具有重要意义。本文综述了6种主要的疏浚底泥处理方法, 介绍和评述了各方法的原理、影响因素以及优缺点, 并展望了物化和生物等方法联合在去除疏浚底泥污染应用中的前景。  相似文献

海水利用是解决沿海地区淡水资源短缺的重要途径,但其排放的废水可能对海洋生态环境造成不利影响。文中分析了海水的盐度、温度以及携带的化学物质对海洋生态环境的潜在威胁,结果表明:浓海水、温排水排海可能会破坏排放海域的生态环境,影响海洋生物的繁殖、生长和发育,从而导致生物的种类数量、生物量和分布范围等发生变化,需要引起关注和重视。建议海水利用工程建设合理选址、优化设计,鼓励采用循环经济产业模式,延伸海水利用产业链条,以降低对海洋环境的不利影响;并加强排海废水对海洋生态环境影响的研究和监测工作,为改扩建或新建海水利用工程提供环境影响评价依据。  相似文献

以连云港羊窝头抛泥区为研究区域 ,对疏浚工程中产生的大量疏浚弃土倾倒入海后 ,所产生弃土的堆积—流失—扩散过程以及海域环境效应 ,进行了现场观测和计算 ,并从物理、化学和生物 3个方面对海区的水质、底质和生态环境的影响作出客观分析。认为疏浚的环境效应主要取决于疏浚弃土本身的受污染程度 ,而对海域环境的影响 ,则主要是弃土扩散所造成的海水中悬浮沙量增加引起水质浑浊度的增高的物理性影响 ,同时由于弃土中大量的粘粒和胶粒物质具有吸附海水中重金属和有机物等污染物质的能力 ,有利于水质和生态环境的改善 ,因而对各类海洋生物生存环境的影响是十分轻微的。  相似文献

海洋塑料作为一类具有潜在生态风险的污染物,已经引起了研究人员的重点关注。大到数米的塑料垃圾,小到微米级的微塑料,塑料污染物以各种形式在海洋环境中广泛存在。因能长期以固体形式赋存于海水和沉积物中,塑料污染物比溶解性污染物更难在海洋介质中均匀分散;但近年来,各项调查活动却在远离塑料来源的大洋、极地和深海中均发现了塑料污染物,这显然与塑料在海洋环境中的迁移息息相关。一方面,海洋中塑料污染物的分布和迁移受到塑料自身性质以及多种环境因素的影响。因此,针对海洋塑料污染物设计监测方案时,有必要通过对这些因素的研判,规范和优化采样方案,有效提高采样代表性。另一方面,了解海洋塑料污染物迁移和归趋的影响因素,也是预测塑料污染物蓄积和富集的海域或层次,推断其在海洋生境中的暴露情况,进而预测其潜在风险的必要前提。本文归纳了海洋塑料污染物迁移规律的相关研究,分析了影响海洋中塑料污染物水平和垂直分布的因素,总结并列举了在海洋水体和沉积物介质中塑料污染物监测活动的常用采样方法,分析了塑料污染物监测活动方案的制订依据和注意事项。  相似文献

This paper assesses challenges for social impact assessment (SIA) for coastal and offshore infrastructure projects, using the case study of the Tomakomai Carbon Capture and Storage (CCS) Demonstration Project in Hokkaido, Japan. Interest in SIA and linked concepts such as social licence to operate is growing, yet marine environments also have potential to raise additional complexity in project governance. Drawing on qualitative research conducted in Tomakomai and Japan more widely across the project development and implementation phase, the paper argues that building an understanding of the social, cultural and historical relationship between the community, industry and the sea is crucial to understanding the neutral or cautiously supportive response of the citizens and stakeholders in Tomakomai to the project. Moreover, effective SIA in coastal regions needs to find a way to account for – or at least make visible – these complex relations between society and the sea. Based on the findings, it is suggested that developers or policymakers overseeing SIA in coastal regions ought to pay extra attention to the extent to which developments like CCS are viewed by communities as 'new' as opposed to a continuation of existing activities in the sea; to the importance of engagement on monitoring during the project operations phase; and to the non-economic values such as pride and identity which communities and stakeholders may derive from the sea.  相似文献

The Seto Inland Sea is a representative coastal sea in Japan with a complicated geometry and thus a variety of marine environments. This sea is, at the same time, one of the most industrialized areas in Japan, and its marine environment has been significantly affected by the anthropogenic impacts over the last four decades. The wide range of marine environments in this sea and the serious environmental issues resulting from these impacts have attracted the attention of Japanese coastal oceanographers. It is believed that the nature and scope of these studies might be an example of the progress of Japanese coastal oceanography. The historical changes in the Seto Inland Sea environment in the last four decades are briefly summarized, and the progress in the studies of the Seto Inland Sea is reviewed with reference to historical changes. Engineered nanoparticles (ENPs) have been produced by nano-biotech companies in recent decades to generate innovative goods in various fields, including agriculture, electronics, biomedicine, manufacturing, pharmaceuticals and cosmetics. The nano-scale size of the particles can confer novel and significantly improved physical, chemical and biological properties to scientific phenomena and processes. As their applications to science and technology expand, the need to understand the putative noxious effects of ENPs on humans and ecosystems is becoming increasingly important. ENPs are emerging as a new class of pollutants with eco-toxicological impacts on marine ecosystems because the particles can end up in waterways and reach the sea. Recent laboratory studies in invertebrates and fishes suggest that exposure to ENPs could have harmful effects. Because there is not much data available for gauging the effects of ENPs on marine wildlife, the ultimate ecotoxicological impacts of chronic exposure to ENPs should be investigated further using laboratory tests and field studies. We propose the use of model organisms to understand the molecular pathways involved in the mechanisms that may be affected by exposure to ENPs. Sensitive and innovative molecular methods will provide information regarding the hazards of ENPs that may exist in the marine environment. Model organisms that have not been conventionally used for risk assessment and the development of eco-toxicogenomic approaches will result in an improved understanding of the mechanistic modes of action of contaminating ENPs in the marine environment.  相似文献

United Kingdom (UK) and European Union policy is rapidly developing to meet international targets for the sustainable use and protection of the marine environment. To inform this process, research needs to keep pace with these changes and research questions must be focused on providing robust scientific evidence. Thirty four priority research questions within six broad themes were identified by delegates who attended the 1st marine and coastal policy Forum, hosted by the Centre for Marine and Coastal Policy Research at Plymouth University in June 2011. The priority questions formed through this research are timely and reflect the pace and change of marine policy in the UK in response to international, European and national policy drivers. Within the data theme, the majority of questions seek to find improved procedures to manage and use data effectively. Questions related to governance focus on how existing policies should be implemented. The marine conservation questions focus entirely upon implementation and monitoring of existing policy. Questions related to ecosystem services focus on research to support the conceptual links between ecosystem services, ecosystem function, and marine management. Questions relating to marine citizenship are fundamental questions about the nature of societal engagement with the sea. Finally, the marine planning questions focus upon understanding the general approaches to be taken to marine planning rather than its detailed implementation. The questions that have emerged from this process vary in scale, approach and focus. They identify the interdisciplinary science that is currently needed to enable the UK to work towards delivering its European and international commitments to achieve the sustainable use and protection of the marine environment.  相似文献

为推进我国海洋经济和海洋生态环境的高质量和可持续发展,文章以浙江省防治海洋污染政策为例,基于2006—2017年我国48个沿海地区的面板数据,运用合成控制法定量评价陆海统筹防治海洋污染政策对宁波市海洋污染的影响,并对评价结果进行稳健性检验。研究结果表明:《浙江省近岸海域污染防治规划》围绕陆海统筹理念制定,2013年实施后有效缓解宁波市的海洋污染,促降效应的发挥同时存在时间上的滞后性和持续性,地区安慰剂和替换处理组的检验策略均证实该评价结果的稳健性。研究结果可为运用陆海统筹理念防治海洋污染提供重要的实证支持。  相似文献

The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management.  相似文献

继多种溴代阻燃剂加入《斯德哥尔摩公约》持久性有机污染物黑名单后,有机磷酸酯(organophosphate esters, OPEs)作为替代品,生产和使用量日益增加。研究表明OPEs可通过大气长距离传输、河流输运等方式进入海洋环境,并对海洋生态系统产生一定风险。本文详细梳理了海洋大气、水体和沉积物介质,以及海洋生物体中OPEs的含量水平和分布特征,并探讨了OPEs的海气交换、大气沉降、洋流输运等物理过程,以及生物富集与转化、生物泵耦合和微生物降解等生物地球化学过程。考虑到OPEs仍在大量生产和使用并将持续进入海洋环境,系统的海洋OPEs连续监测和生态风险评估亟待开展。  相似文献

海域定级是海域评估理论体系的重要组成,对完善我国海域有偿使用制度、统筹海洋经济与海洋环境和谐发展意义重大。海域定级指标体系构建是海域定级工作的核心环节。文章从指标体系评价因子自身属性特性、数据获取及处理难易程度、评价单元赋值合理性角度出发,对海域定级指标体系构建涉及的指标数据进行分类,按类型梳理各类指标数据的处理及赋值方法,并以广州市为例,开展实证研究,以期为海域定级指标体系数据处理的规范化工作提供思路。  相似文献
