This paper focuses on relationships between mangroves and coastal fish resources. A review of the literature highlights the lack of quantified relationships. We show that mangroves can be considered as a particular case of an estuarine environment, and then address the broader issue of the relationships between tropical estuaries and fishery resources. An estuarine fish community is composed of three main assemblages, respectively from continental, strictly estuarine or marine origin. The major characteristics of these assemblages are defined. On this basis we detail the different and sometimes opposite impacts of major rehabilitation actions on each assemblage. The biological approach is then widened by a critical overview of current approaches in economic valuation of mangrove-related fish resources. This provides a rational and scientific foundation for economic analysis of resources and for coastal management decisions, and allows us to define priorities for further scientific and policy research in these areas.  相似文献

Marine legislation world-wide has, as a recent final objective, the maintenance of a good environmental or ecological status for marine waters, habitats and resources. The concept of environmental status takes into account the structure, function and processes of marine ecosystems, bringing together physical, chemical, physiographic, geographic and climatic factors: subsequently, integrating such conditions, with anthropogenic impacts and activities undertaken in the area concerned. Such an approach is intended to permit an assessment of the environmental status at the ecosystem level, i.e. ‘ecosystem-based approach’, or ‘ecosystem-based management’.Such legislation emphasises the need for the development of methodologies, to assess environmental status. As such the knowledge acquired within Regional Seas, discussed at International Symposia and, finally, published as Special Issues, can serve as the basis for a regional ecosystem-based approach to management and the integrative assessment of marine systems. Hence, the Bay of Biscay is used in this contribution, as an example, to show past and present research, together with perspectives for the future. It is concluded that collaboration between institutions (marine research institutes, universities) and countries (France, Spain, Portugal, the United Kingdom and Ireland) could result in an interesting ‘case-study’, for the further implementation of the European Marine Strategy Framework Directive, at the level of this particular Regional Sea. In this way, the experience gained in the implementation of the Water Framework Directive within the ecoregion, together with the information collated in the eleven International Symposia of Oceanography of the Bay of Biscay, celebrated until now, can be very useful, for an ecosystem-based management approach for this Regional Sea.  相似文献

Forecasting the state of large marine ecosystems is important for many economic and public health applications. However, advanced three-dimensional (3D) ecosystem models, such as the European Regional Seas Ecosystem Model (ERSEM), are computationally expensive, especially when implemented within an ensemble data assimilation system requiring several parallel integrations. As an alternative to 3D ecological forecasting systems, we propose to implement a set of regional one-dimensional (1D) water-column ecological models that run at a fraction of the computational cost. The 1D model domains are determined using a Gaussian mixture model (GMM)-based clustering method and satellite chlorophyll-a (Chl-a) data. Regionally averaged Chl-a data is assimilated into the 1D models using the singular evolutive interpolated Kalman (SEIK) filter. To laterally exchange information between subregions and improve the forecasting skills, we introduce a new correction step to the assimilation scheme, in which we assimilate a statistical forecast of future Chl-a observations based on information from neighbouring regions. We apply this approach to the Red Sea and show that the assimilative 1D ecological models can forecast surface Chl-a concentration with high accuracy. The statistical assimilation step further improves the forecasting skill by as much as 50%. This general approach of clustering large marine areas and running several interacting 1D ecological models is very flexible. It allows many combinations of clustering, filtering and regression technics to be used and can be applied to build efficient forecasting systems in other large marine ecosystems.  相似文献

Freshwater systems have increasingly been subjected to a multitude of human pressures and the re-establishment of their ecological integrity is currently a major worldwide challenge. Expected future climate and socioeconomic changes will most probably further exacerbate such challenges. Modelling techniques may provide useful tools to help facing these demands, but their use is still limited within ecological quality assessment of water resources due to its technical complexity.We developed a Bayesian Belief Network (BBN) framework for modelling the ecological quality of rivers and streams in two European river basins located in two distinct European climatic regions: the Odense Fjord basin (Denmark) and the Sorraia basin (Portugal). This method enabled us to integrate different data sources into a single framework to model the effect of multiple stressors on several biological indicators of river water quality and, subsequently, on their ecological status. The BBN provided a simple interactive user interface with which we simulated combined climate and socioeconomic changes scenarios to assess their impacts on river ecological status.According to the resulting BBNs the scenarios demonstrated small impacts of climate and socioeconomic changes on the biological quality elements analysed. This yield a final ecological status similar to the baseline in the Odense case, and slightly worse in Sorraia. Since the present situation already depicts a high percentage of rivers and streams with moderate or worse ecological status in both basins, this means that many of them would not fulfil the Water Framework Directive target in the future. Results also showed that macrophytes and fish indices were mainly responsible for a non-desirable overall ecological status in Odense and Sorraia, respectively. The approach followed in this study is novel, since BBN modelling is used for the first time for assessing the ecological status of rivers and streams under future scenarios, using an ensemble of biological quality elements. An important advantage of this tool is that it may easily be updated with new knowledge on the nature of relationships already established in the BBN or even by introducing new causal links. By encompassing two case studies of very different characteristics, these BBN may be more easily adapted as decision-making tools for water management of other river basins.  相似文献

作为一种传统产业,渔业在我国经济社会发展中具有不可缺失的重要地位.而渔业作为湖泊最重要的功能之一,其资源变动是湖泊生态系统演变的重要影响因子,同时湖泊渔业资源的变动和退化也是对环境变化最直接的响应.自1980s以来,随着湖泊水环境的改变,湖泊渔业资源衰退趋势明显,中上层浮游生物食性鱼类在鱼类群落中占优势,鱼类资源小型化、低龄化现象严重.本文以湖泊渔业发展的历程为切入口,系统阐述人类活动及湖泊环境变化对渔业资源及生态系统的影响,厘清现阶段湖泊水环境管理、湖泊生态系统修复、湖泊渔业可持续发展等关系,展望我国湖泊渔业的发展前景及新型模式.  相似文献

European Maritime States already have commitments to protect species and habitats and maintain quality standards in coastal and offshore waters. These are a direct response to environmental legislation in Europe and commitments made to biodiversity conservation in OSPAR and at the World Summit on Sustainable Development. An integrated approach to management requires that these are consistent with the requirements for sustainable development, and include wider social considerations and active stakeholder participation. This review describes a hierarchical framework that incorporates the marine objectives and delivery statements of ecological, social and economic sectors. The framework leads from the UK's guiding principles for sustainable development, through visionary statements and strategic goals for high level delivery, to operational objectives and statements of action which deliver management. Parts of this hierarchy can already be populated for the UK, especially those at the higher levels. At the operational level, however, there is less clarity. The review shows that, despite some gaps, existing commitments for ecological components of the ecosystem are transparent and generally conform to this framework, due largely to high profile government funding of environmental protection and science and a single national vision for the marine environment. Specific objectives for six components of the ecosystem were developed; benthic habitats, seabirds and mammals, phytoplankton and zooplankton, fish, and physical/chemical quality of the water and atmosphere. The objectives included some that avoided limits and others that aimed to achieve targets, and for management to be effective it will be important to have a common understanding of how these can together be interpreted and made operational. In a review of 13 social and economic sectors, few provided a clear breakdown of objectives leading from a high level vision or a sustainable development principle. Six sectors did not have high level government targets for production or other measures of sectoral performance. Such commercial operations generally determine their own operational delivery targets based on market forces. Recent proposals in Europe to create an integrated framework for social, economic and environmental activities will need to carefully balance the development of a strong and competitive marine economy with existing international obligations to environmental protection.  相似文献

Since 1990s, various booster biocides have been increasingly used as substitutes of organotins. However, knowledge about their toxicities on tropical/sub-tropical marine species is significantly lacking. This study comprehensively investigated the acute toxicities of copper, tributyltin (TBT), and five commonly used booster biocides including Irgarol, diuron, zinc pyrithione (ZnPT), copper pyrithione (CuPT) and chlorothalonil on the growth or survival of 12 marine species in which eight of them are native species of subtropical Hong Kong. We found that Irgarol was more toxic than TBT on the growth of autotrophic species. The toxicity of CuPT was comparable to that of TBT on almost all test species, while it showed higher toxicity than TBT on medaka fish larvae. As the usage of these biocides is expected to further increase worldwide, accurate assessments of their ecological risks are required for better informed decision on their management. The assessment of ecological status of marine fish communities required by the marine strategy framework directive (MSFD) emphasises the need for fish-based ecological indices in marine waters. In this study we adapt five estuarine multimetric indices to the marine environment and apply them in three types of substrates, analysing the metrics responsible for the obtained patterns of ecological status. The results show inefficiency of the community degradation index (CDI) and the biological health index (BHI) in ecological status assessment and disagreement between the estuarine biotic integrity index (EBI), the estuarine fish community index (EFCI) and the transitional fish classification index (TFCI). Analysis of individual metrics suggests lack of representativeness and consideration for the particularities of each substrate’s typical fish communities. None of the tested indices were efficient on the marine environment, urging the need for new marine indices that account for differences between types of substrate and depth.  相似文献

Abstract

An area of rainforest in Trinidad (10°N, 61°W) is remarkably rich in biodiversity, and receives the highest amount of rainfall in the island due to its orography and the dominant northeast trade winds. However, a year-round transfer of water from its pristine rivers is likely in the future, with ecological consequences. The results of a pilot study are presented, based on a simple, and graphical, segment-scale multi-objective methodology for the estimation of the optimal instream flow of the 13 rivers in this area. This methodology is based on a dimensionless ecohydrological factor, Δ, which enables the required hydraulic mean depth at a river cross-section to be expressed in terms of the average species length at maturity for a target group of amphibians, birds, fish, mammals and reptiles. Moreover, the methodology considers the socio-economic cost of ecological degradation brought about by streamflow abstraction, as well as the economic benefit of the same. An example illustrates the estimation of optimal instream flow for a value of Δ and, thereby, the corresponding optimal river intake operating rule, based on the hydraulic characteristics of a 0.1 km segment of one of the rivers, for the 20-year average dry (January—May) and wet (June–December) seasons. The limitations of the pilot study, and areas for further research, are also highlighted with a hope that it will ultimately evolve into a decision-making tool for water resources management.  相似文献

Policy makers are increasingly recognising the role of environmental valuation to guide and support the management and conservation of biodiversity. This paper presents a goods and services approach to determine the economic value of marine biodiversity in the UK, with the aim of clarifying the role of valuation in the management of marine biodiversity. The goods and services resulting from UK marine biodiversity are detailed, and 8 of the 13 services are valued in monetary terms. It is found that a decline in UK marine biodiversity could result in a varying, and at present unpredictable, change in the provision of goods and services, including reduced resilience and resistance to change, declining marine environmental health, reduced fisheries potential, and loss of recreational opportunities. The results suggest that this approach can facilitate biodiversity management by enabling the optimal allocation of limited management resources and through raising awareness of the importance of marine biodiversity.  相似文献

Abstract

In many of the world’s river basins, the water resources are over-allocated and/or highly modified, access to good quality water is limited or competitive and aquatic ecosystems are degraded. The decline in aquatic ecosystems can impact on human well-being by reducing the ecosystem services provided by healthy rivers, wetlands and floodplains. Basin water resources management requires the determination of water allocation among competing stakeholders including the environment, social needs and economic development. Traditionally, this determination occurred on a volumetric basis to meet basin productivity goals. However, it is difficult to address environmental goals in such a framework, because environmental condition is rarely considered in productivity goals, and short-term variations in river flow may be the most important driver of aquatic ecosystem health. Manipulation of flows to achieve desired outcomes for public supply, food and energy has been implemented for many years. More recently, manipulating flows to achieve ecological outcomes has been proposed. However, the complexity of determining the required flow regimes and the interdependencies between stakeholder outcomes has restricted the implementation of environmental flows as a core component of Integrated Water Resources Management (IWRM). We demonstrate through case studies of the Rhône and Thames river basins in Europe, the Colorado River basin in North America and the Murray-Darling basin in Australia the limitations of traditional environmental flow strategies in integrated water resources management. An alternative ecosystem approach can provide a framework for implementation of environmental flows in basin water resources management, as demonstrated by management of the Pangani River basin in Africa. An ecosystem approach in IWRM leads to management for agreed triple-bottom-line outcomes, rather than productivity or ecological outcomes alone. We recommend that environmental flow management should take on the principles of an ecosystem approach and form an integral part of IWRM.

Seagrass meadows are valuable ecosystem service providers that are now being lost globally at an unprecedented rate, with water quality and other localised stressors putting their future viability in doubt. It is therefore critical that we learn more about the interactions between seagrass meadows and future environmental change in the anthropocene. This needs to be with particular reference to the consequences of poor water quality on ecosystem resilience and the effects of change on trophic interactions within the food web. Understanding and predicting the response of seagrass meadows to future environmental change requires an understanding of the natural long-term drivers of change and how these are currently influenced by anthropogenic stress. Conservation management of coastal and marine ecosystems now and in the future requires increased knowledge of how seagrass meadows respond to environmental change, and how they can be managed to be resilient to these changes. Finding solutions to such issues also requires recognising people as part of the social–ecological system. This special issue aims to further enhance this knowledge by bringing together global expertise across this field. The special issues considers issues such as ecosystem service delivery of seagrass meadows, the drivers of long-term seagrass change and the socio-economic consequences of environmental change to seagrass.  相似文献

Marine seismic surveys produce high intensity, low-frequency impulsive sounds at regular intervals, with most sound produced between 10 and 300 Hz. Offshore seismic surveys have long been considered to be disruptive to fisheries, but there are few ecological studies that target commercially important species, particularly invertebrates. This review aims to summarise scientific studies investigating the impacts of low-frequency sound on marine fish and invertebrates, as well as to critically evaluate how such studies may apply to field populations exposed to seismic operations. We focus on marine seismic surveys due to their associated unique sound properties (i.e. acute, low-frequency, mobile source locations), as well as fish and invertebrates due to the commercial value of many species in these groups. The main challenges of seismic impact research are the translation of laboratory results to field populations over a range of sound exposure scenarios and the lack of sound exposure standardisation which hinders the identification of response thresholds. An integrated multidisciplinary approach to manipulative and in situ studies is the most effective way to establish impact thresholds in the context of realistic exposure levels, but if that is not practical the limitations of each approach must be carefully considered.  相似文献

Environmental and ecological issues caused by water resources crisis have brought enormous challenges to the sustainable development of water-deficient area. Water resources allocation management balancing the relationship between the social-economic development and the ecological environment has become a hot topic in recent years. In this paper, an inexact fuzzy chance-constrained programming (IFCCP) approach is proposed for regional water resource allocation optimization with the aim of promoting the harmonious development of the social economic and the ecological environment, improving water utilization efficiency, and realizing water resources consumption control under uncertainties. The method is incorporated with interval parameter programming, fuzzy programming, and chance-constrained programming, for handling system uncertainties and balancing the optimal objectives with the risk of violating system constraints. Under this framework, an IFCCP model for water resources allocation management was successfully formulated and applied to a typical water-deficit area, Tianjin, China, for obtaining a better water resources plan among multiple users under resources and environmental limitation. Different total water consumption control policies are designed for assessing regional water allocation schemes. The results indicated that the gap of supply and demand will only be solved by foreign water, the transferred water from Luan River and Changjiang River would still be the main supplier in planning horizon. Moreover, the strict total water consumption control policy would guarantee the water requirement of ecological environment, lead to changes in the structure of water supply, actively guide on water conservation, and promote the large-scale utilization of desalted water and recycle water.  相似文献

In many coastal regions oil spills can be considered to be one of the most important risks for the coastal environment. Efficient contingency management in responding to oil spills is critically important. Strategic priorities in contingency management highly depend upon the importance attributed to different economic and ecological resources such as beaches or birds. Due to the lack of a market for natural resources in the real world, these resources cannot be directly measured in monetary terms. This increases the risk that natural resources and their services are neglected in contingency decision making. This paper evaluates these natural resources in a hypothetical market by using the methodology of stated choice experiments. Results from a pilot survey show that according to the perspective of individuals, an oil spill combat process should focus on the protection of coastal waters, beaches and eider ducks.  相似文献

Accurate prediction of the water level in a reservoir is crucial to optimizing the management of water resources. A neuro-fuzzy hybrid approach was used to construct a water level forecasting system during flood periods. In particular, we used the adaptive network-based fuzzy inference system (ANFIS) to build a prediction model for reservoir management. To illustrate the applicability and capability of the ANFIS, the Shihmen reservoir, Taiwan, was used as a case study. A large number (132) of typhoon and heavy rainfall events with 8640 hourly data sets collected in past 31 years were used. To investigate whether this neuro-fuzzy model can be cleverer (accurate) if human knowledge, i.e. current reservoir operation outflow, is provided, we developed two ANFIS models: one with human decision as input, another without. The results demonstrate that the ANFIS can be applied successfully and provide high accuracy and reliability for reservoir water level forecasting in the next three hours. Furthermore, the model with human decision as input variable has consistently superior performance with regard to all used indexes than the model without this input.  相似文献
