城市群是中国经济发展和能源消耗的集聚区域,也是碳排放的主要来源。研究中国典型城市群碳排放的时空演变特征及其影响因素对实现“双碳”目标具有重要意义。文中应用ST-IDA模型(时空指数分解分析法)和LMDI(对数平均迪氏指数法)分解法,分析2000—2019年京津冀、长三角、珠三角和成渝城市群的碳排放驱动因素(人口规模、经济水平、产业结构、能源强度和能源结构)。研究发现:2000—2019年间,四大城市群能源活动碳排放总体趋势均由高速增长阶段步入平稳增长阶段,其中成渝城市群已基本实现碳达峰;能源强度效应是影响碳排放空间差异的主要因素;人口规模扩张、经济发展水平提高和能源强度上升是促进碳排放增长的主要因素,产业结构和能源消费结构优化起到抑制作用;四大城市群碳排放的时空演变主要取决于工业部门。鉴于四大城市群呈现出不同的碳排放特征,未来应探索差异化、多元化的城市群减排路径,促进城市群碳减排。  相似文献

以实现国家自主贡献目标为背景,运用电力行业细分的递推动态可计算一般均衡(CGE)模型,模拟我国统一碳市场下不同碳交易机制的实施效果及其经济影响。研究表明,全国统一碳市场有助于我国实现国家自主贡献目标,并且可以缓解碳减排对经济增长造成的负面影响;相比基于碳排放量免费分配初始碳配额的“祖父法则”,基于碳强度基准免费分配初始碳配额的“标杆法则”可以降低碳交易价格、增加碳配额交易量并扩大碳市场规模;采取拍卖方式有偿分配初始碳配额时碳市场中各行业面临更大的减排成本,但有利于增加政府收入;对碳市场未覆盖的行业和居民户征收碳税能有效控制其碳排放、增加政府财政收入、降低碳交易价格并促进我国国家自主贡献目标的实现;全国统一碳市场在抑制火电行业发展的同时将不同程度地促进清洁能源发电部门的发展。  相似文献

以人均国际航空CO2历史累计排放为基础,借用收入分配公平的研究思路,构造了碳洛伦兹曲线和碳基尼系数,以此来测度各国历史上国际航空碳排放权的不公平使用。对碳基尼系数计算分析表明,历史上国际航空碳排放存在巨大的不公平性,但随累计起始年的延后,不公平性被部分掩盖。国际航空碳排放权公平分配是构建国际航空全球减排机制的关键问题,本文提出的以责任-能力指数为基础构建的国际航空碳排放权分配方案,体现了公平原则。以实现“2020年碳中性”目标为例,运用本文构建的分配方案,计算出了各国2021年分配的碳减排量。  相似文献

应用全球多部门、多区域动态可计算一般均衡(CGE)模型,采用情景分析方法,评估美国退出《巴黎协定》后,由于其碳排放路径的变化对国际气候谈判中的3个重要谈判方中国、欧盟和日本实现国家自主贡献(NDC)和2℃目标情景下碳排放空间和减排成本的影响。结果表明:在全球碳排放固定且分配方式固定的条件下,美国不同程度的退约将为自身获得较大的碳排放空间,同时挤压其他地区,包括中国、欧盟和日本实现NDC和2℃目标的碳排放空间,将推高中国、欧盟和日本实现NDC和2℃目标的碳价。2030年,2℃目标下中国碳价的升幅将达4.4~14.6美元/t,欧盟为9.7~35.4美元/t,日本为16.0~53.5美元/t。同时将增加中国、欧盟和日本等其他国家和地区的GDP损失。2030年,2℃目标下中国GDP损失的升幅将达220.0亿~711.0亿美元(相当于16.4~53.1美元/人),欧盟为93.5亿~321.4亿美元(相当于20.7~71.1美元/人),日本为41.3亿~134.5亿美元(相当于34.3~111.7美元/人)。  相似文献

中国正面临着低碳减排和保持经济增速的双重挑战。为利用碳排放权交易机制以最低的社会成本实现减排目标,我国自2013年起开始建设碳排放权交易试点,并于2017年12月起宣布正式启动全国碳市场。然而碳市场的顶层设计不可一蹴而就,需要在我国宏观经济改革的大背景下分阶段逐步推进。短期(2020年前)碳市场建设重在强化产权制度建设,完善市场交易基础。中期(2021—2030年)碳市场建设要形成活跃的市场氛围,充分降低我国的温室气体达峰成本。长期(2031—2050年)碳市场建设要形成稳定上升的碳价趋势,为我国的低碳转型提供长期动力。  相似文献

随着气候变化影响加剧,全球气候治理进程加速,实现碳达峰已经成为全球气候行动的核心,各国也相继制定碳中和目标并开展行动。中国在第75届联合国大会一般性辩论上提出了碳达峰碳中和目标,部分已实现碳达峰的发达经济体也提出了各自的碳中和承诺。文中从“整体-阶段”及“焦点-公平”视角分析了欧盟和美国等主要发达经济体碳达峰的历程和特点,以及其碳中和目标和规划。研究发现,发达经济体在碳达峰过程中普遍经历了较长的爬坡期(58~136年)和平台期(4~20年),在碳达峰时,发达经济体的能源结构以油气为主,油气占一次能源消费比重为57%~77%,其人均排放量、历史累计排放以及人均GDP也都处于较高水平,在碳达峰前后总体处于经济与碳排放脱钩状态。各发达经济体的碳中和路径均以能源转型为重点,采用了多元化的政策工具,并且注重低碳和负碳技术的革新。根据发达经济体的政策展望,在实现碳中和时,均难以将绝对排放量降为零,都需要通过碳移除手段进行抵消。通过对比分析,发现中国的碳达峰和碳中和目标是具有雄心的气候承诺,相较其他发达经济体需要付出更大努力。建议运用全面综合的政策工具支撑碳中和目标的有效落实,加快中国的气候立法,在兼顾公正转型的同时推动能源结构调整,注重可再生能源和能效方面的新技术开发应用。  相似文献

通过总结欧盟碳排放权交易市场(EU ETS)的实践经验,提出了碳市场运行过程中潜在的碳排放权价格过度波动的问题,深入剖析了碳市场过度波动性的根源及其负面影响,在此基础上提出了引入碳市场价格稳定机制的必要性。文章系统分析了几种主要的碳市场价格稳定机制、相应的实施手段及可能存在的问题。根据EU ETS等国际碳市场的经验,建议中国在碳市场建立之初,应该考虑设计一套系统灵活、简单易行且实施成本较低的碳市场价格稳定方案,包括整个试点期内价格暴涨预防机制、价格暴跌预防机制以及试点期内各年份之间的价格波动平抑机制,使得碳市场充分发挥作用,以较低成本达成既定减排目标。  相似文献

基于能源消耗数据,采用IPCC碳核算方法和LMDI分解模型,探讨了2000—2019年江西省一次能源消费碳排放的变化及其主要影响因素,并通过Tapio脱钩模型进一步分析了经济增长与能源碳排放脱钩特征。结果表明: 1) 一次能源碳排放量整体呈上升趋势,碳排放强度总体呈下降趋势,其中2015年以后碳排放量年均增长速度放缓、碳排放强度下降速度加快。2) 对碳排放量增加起促进作用的因素为人口效应、经济产出效应和能源结构效应,其中经济产出效应的作用最为显著;起抑制作用的要素为能源强度效应,能源替代效应不明显。与2000—2015年仅能源强度效应使碳排放量下降的情况不同,2015—2019年能源强度效应、能源替代效应和能源结构效应均使碳排放量下降,其中能源强度效应贡献率比2000—2015年高3倍。3) 经济增长与能源消费碳排放量以弱脱钩为主,其中2016—2019年脱钩弹性呈逐渐减小趋势。  相似文献

通过构建广东省两区域动态模型,对广东省碳交易及其他政策措施进行定量评估,分析实施可调控总量的碳交易政策机制对广东省及参与交易部门的经济影响。研究结果表明,按照减排情景到2015年广东完成19.5%的碳强度下降目标,相比基准情景,GDP将减少0.7%;按照强减排情景到2015年将完成20.5%的碳强度下降目标,相比基准情景GDP将减少0.9%;如果在强减排情景的基础上实施碳交易政策,GDP相对基准情景减少0.8%,到2015年实施碳交易政策可减少GDP损失约90亿元,说明广东建立碳排放权交易机制能够发挥支持经济发展和节能减碳双赢的作用。  相似文献

Exploring the dynamic changes of steel from the ships is critical for developing sustainable strategies for waste management of shipping industry. However, the information of stocks and flows of ships and related steel is currently unavailable, hindering the sustainable development of shipping industry. By collecting dispersed information on production, use, material composition, and end-of-life management of five types ships, we first estimated the historical steel stocks and flows respect to global ships from 1980 to 2019, and further projected the amount of steel scraps from shipbreaking by 2050. The steel stocks of ships increased by 2.6 times from 208.4 Mt in 1980 to 542.9 Mt in 2019. The top 2 regional contributors, Asia and Latin America & the Caribbean, were together responsible for about half of the total increase. A transition from oil tankers to container ships and bulk carriers reduced the in-use steel stock due to the lower steel intensity of the latter. The rapid increase of ship stocks after year 1980 led to significant increase of steel scrap in the 2010 s, reaching 10.1 Mt/year in 2019. Our projections showed that the steel from scrapped ships worldwide will increase by around 4-fold to 40.4–47.3 Mt/year by 2050, which imposed a great challenge on coordination of recycling ship-related steel and require long-term planning on ship recycling facility development. By identifying the stocks and flows of ships and related steel, this study provides insights for the steel waste and recycling management of end-of-life ships worldwide.  相似文献

The Paris Agreement, which entered into force in 2016, sets the ambitious climate change mitigation goal of limiting the global temperature increase to below 2°C and ideally 1.5°C. This puts a severe constraint on the remaining global GHG emissions budget. While international shipping is also a contributor to anthropogenic GHG emissions, and CO2 in particular, it is not included in the Paris Agreement. This article discusses how a share of a global CO2 budget over the twenty-first century could be apportioned to international shipping, and, using a range of future trade scenarios, explores the requisite cuts to the CO2 intensity of shipping. The results demonstrate that, under a wide range of assumptions, existing short-term levers of efficiency must be urgently exploited to achieve mitigation commensurate with that required from the rest of the economy, with virtually full decarbonization of international shipping required as early as before mid-century.

The relevance and cost-effectiveness are key criteria for policymakers to select appropriate policy and economic instruments for reducing carbon emissions. Here we assess the applicability of carbon finance instruments for the improvement in building energy efficiency by adopting the high efficiency standards as well as advanced energy supply systems, building on a case study in a northern city in China. We find that upgrading the current Chinese BEE standard to one of the best practices in the world coupled with the state-of-the-art energy supply system implies an abatement cost at 16US$/tCO2, which is compatible with the international carbon market price. The institutional reorganization turns out to be indispensable to facilitate the implementation of the proposed scheme of local government-led energy efficiency programme in the form of programmatic CDM in China’s buildings sector. We show that with international support such as carbon finance, the BEE improvement will facilitate city’s transition to low-carbon supply in the longer term. More importantly, it is argued that demand-side energy performance improvement in buildings should be considered a prerequisite to shifting low-carbon energy supply technologies such as fuel-switching, renewable power generation and Carbon Capture and Storage to address climate mitigation in light of cost-effectiveness and environmental integrity.  相似文献

The selection of ship routes based on modern weather forecasting is a mean of computing optimum shipping routes thereby increasing safety and comfort at sea, cutting down on transit time, and reducing fuel consumption. Further empirical research in the effectiveness of modern weather routing applications is required especially in applications concerning shorter routes in enclosed seas of limited geographical extent such as the Mediterranean Sea. The present study used two climatological simulations to test this state-of-the-art approach to ship routing. Simulations represented two theoretical routes: (1) a route between Italy and Greece and (2) a route between Cyprus and Italy. Both routes were analyzed across varying simulated climatic conditions and the results were compared with those of control routes. Furthermore, results were analyzed in terms of passenger and crew comfort, bunker consumption by ships, and time of crossing. The first simulation showed that weather routing would improve ship performance on 37% of days while the second simulation revealed that weather routing would support ship captains virtually all the time.  相似文献

世界气象组织信息系统(WMO Information System,WIS)为WMO各项计划及各成员提供实时观测数据和产品的收集和分发,以及发现、访问和检索服务。WIS服务的可靠性和高效性是最根本的业务运行指标。为保障WIS服务的可靠性和高效性,解决目前WIS服务缺乏监视的问题,需要建设WIS服务监视。WIS服务监视门户基于一致的JSON格式规范监视信息下,实现了对各中心服务状态和指标的定时采集和统计,覆盖了WIS监视要求的服务可用性、服务连接延时、WIS核心网络流量、元数据数量、数据缓存数据量(个数和字节数)等监视项目。北京WIS服务监视门户采用开源企业应用框架和非关系型数据库实现,实现了通过WIS服务监视门户的及时展示,通过互联网提供公开服务及时发现了WIS服务的问题,为提高WIS服务质量和能力的不断改进提供了有效手段。  相似文献

全球到2100年实现将温度上升控制在和工业化前相比2℃以内,已经成为一个政策目标。本文结合中国能源环境政策综合评估(IPAC)模型的近期研究结果,分析了实现全球2℃温升目标下我国能源活动的CO2排放情景,并对其关键因素进行研究,得到实现这些情景的可行性。研究表明,考虑到我国经济转型、能源效率提升、可再生能源和核电的发展、碳捕获和碳封存技术,以及低碳生活方式的转变,我国能源活动的CO2排放是可以在2025年之前,甚至更早(如在2020—2022年)实现排放峰值,峰值总量在90亿t左右,之后开始下降,这和我国在全球2℃温升目标情景中给予的碳空间相一致,支持我国未来在全球温室气体减排中的国际合作路径,以及国内低碳发展政策的制定。实现这样的减排路径,需要在既有的环境和能源政策之外制定针对气候变化减缓的明确和长期的政策,如碳定价。  相似文献

What potential effect do flexible mechanisms under the Kyoto Protocol have on energy efficiency, fuel switching and the development of renewable energy sources for the eight post-communist EU Member States that accessed in 2004? These countries are chief candidates for hosting Joint Implementation (JI) projects and for participating in international emission trading, which may assist the implementation and financing of projects in these target areas. The potentials and barriers to Joint Implementation are reviewed, as well as the conditions under which international emission trading can influence the energy use of the selling country. Different strategies adopted by the host countries towards the application of these instruments, and their impact on sustainable energy development, are examined. The article concludes that the Kyoto flexibility mechanisms may play a positive, but rather limited, role in the sustainable energy development of the region, but the barriers to Joint Implementation may shift the emphasis towards transactions under the framework of international emission trading. If innovative mechanisms are tied to sustainable development goals, this may mobilize the energyefficiency potentials of these countries. An attractive opportunity exists to achieve energy efficiency and emission reductions, utilizing the revenues from allowance sales through ‘green investment’ schemes.  相似文献

采用云变量自由变化的方案,在国家气象中心全球业务模式T213L31的初始场中增加有关云变量的信息,通过2005年6—8月和2015年12月—2006年2月各3个月的连续滚动对比试验的统计分析和个例预报分析,研究探讨了全球模式初值中增加云变量对模式预报性能的影响。初步研究结果表明:采用自由变化的方案在初值场中增加云的信息,使模式能够较为合理地描述出模式预报初期与云相关变量分布和变化特征,降低了spin-up现象对模式前期降水预报能力的影响,同时对500 hPa形势场预报也有一定程度提高。  相似文献

All sectors face decarbonization for a 2 °C temperature increase to be avoided. Nevertheless, meaningful policy measures that address rising CO2 from international aviation and shipping remain woefully inadequate. Treated with a similar approach within the United Nations Framework Convention on Climate Change (UNFCCC), they are often debated as if facing comparable challenges, and even influence each others’ mitigation policies. Yet their strengths and weaknesses have important distinctions. This article sheds light on these differences so that they can be built upon to improve the quality of debate and ensuing policy development. The article quantifies ‘2 °C’ pathways for these sectors, highlighting the need for mitigation measures to be urgently accelerated. It reviews recent developments, drawing attention to one example where a change in aviation mitigation policy had a direct impact on measures to cut CO2 from shipping. Finally, the article contrasts opportunities and barriers towards mitigation. The article concludes that there is a portfolio of opportunities for short- to medium-term decarbonization for shipping, but its complexity is its greatest barrier to change. In contrast, the more simply structured aviation sector is pinning too much hope on emissions trading to deliver CO2 cuts in line with 2 °C. Instead, the solution remains controversial and unpopular – avoiding 2 °C requires demand management.

Policy relevance

The governance arrangements around the CO2 produced by international aviation and shipping are different from other sectors because their emissions are released in international airspace and waters. Instead, through the Kyoto Protocol, the International Civil Aviation Authority (ICAO) and the International Maritime Organization (IMO) were charged with developing policies towards mitigating their emissions. Slow progress to date, coupled with strong connections with rapidly growing economies, has led to the CO2 from international transport growing at a higher rate than the average rate from all other sectors. This article considers this rapid growth, and the potential for future CO2 growth in the context of avoiding a 2 °C temperature rise above pre-industrial levels. It explores similarities and differences between these two sectors, highlighting that a reliance on global market-based measures to deliver required CO2 cuts will likely leave both at odds with the overarching climate goal.  相似文献

美国众议院于2009年6月26日通过了《美国清洁能源与安全法案》。该法案是继2008年Liberman-Wanner法案在参议院被否决后,美国国内最重要的气候法案。法案内容可能对美国参与2012年后气候制度谈判产生深刻影响而备受国际社会关注。对法案中减排目标、资金机制及适应、技术转让等问题进行了概括并简要归纳其特点,就法案可能影响如国际合作、碳市场、碳关税等问题进行了分析,同时,该法案作为从新能源、能效提高出发多目标综合应对气候变化的法案对中国实行低碳发展规划也具有借鉴意义。最后就当前如何认识和对待法案提出了建议。  相似文献
