针对不同评价指标对决策结果影响权重多样性的问题,建立多属性决策模型对平台主尺度方案进行优化决策。基于自升式平台主体设计参数数据库,采用BP人工神经网络建立平台主尺寸关键参数多变量预测模型,在此基础上开展主尺度方案正交优化设计。将桩腿屈服强度、屈曲稳性、整体抗倾稳性作为平台安全适用性评估准则,进一步运用多属性决策理论,建立基于信息熵的自升式平台主尺度方案决策方法。研究结果表明,BP人工神经网络预测模型具有较高的预测精度;多属性决策模型可以将平台结构安全适用性定量评估引入方案决策过程中,而且综合考虑了不同评价指标对平台主尺度设计方案的影响程度及敏感性;最终,对SD-400自升式平台主尺度进行优化决策,验证了该方法的工程适用性。  相似文献

适宜的围填海规模能够最大限度的协调岸滩围填和海洋资源环境保护的关系。以江苏辐射沙脊海域如东近岸浅滩围填海为例,运用多目标决策理论与方法,综合考虑围填海对动力泥沙环境、海洋生态环境、资源综合开发和社会经济影响,建立围填海适宜规模评价指标体系,构建适宜围填规模评价决策模型。并对该岸段不同的围填规模方案进行计算,据此推荐围堤前沿线位于+5 m的围填海方案是该岸段的适宜围填规模。对围填海适宜规模的研究手段和方法进行了探索和尝试。提出的研究方法及推荐的如东岸段近岸浅滩适宜围填规模可为江苏滩涂资源的开发提供参考。  相似文献

为对海上船舶航行提供安全保障决策支持,本文设计了海洋环境航行安全保障决策支持系统。系统采用面向服务架构思想,将功能单元封装成统一标准的服务,服务之间的调用关系经设计,实现海洋数据交互与功能组合重用。本文阐述了系统开发与部署步骤并展示决策支持部分的示范性系统流程,向决策者提供卫星成像规划、风险评价、溢油预测与应急救援路径规划等决策服务。系统为海洋环境航行安全保障提供了多源海洋数据管理、海洋数据可视化与决策支持服务等技术方案,为海洋环境航行安全保障决策提供参考依据。  相似文献

针对围填海不同规模方案的选择问题,目前已有很多文献建立了评价指标体系,然而利用数学算法进行评价研究的还比较少。文章以现存的评价指标体系和专家评分为基础,利用语言层次分析法(LAHP)来计算各个评价指标的权重,并采用多属性决策方法——逼近理想点法(TOPSIS)对不同规模的围填海方案进行排序,从而选出最优方案。进一步用实际的例子,说明了利用LAHP-TOPSIS方法进行方案排序的步骤,给出了评价结果。结果显示:文章提出的评价方法能够为沿海及港口城市围填海方案提供有效的评价工具,对于围填海规模方案选择具有重要意义。  相似文献

为了准确地对水下无人航行器(Unmanned Underwater Vehicle,UUV)的集群作战能力进行效能评估,建立效能评估指标体系并将作战仿真结果作为效能评估的数据来源,获得评估结果。通过对特定想定场景下的 UUV 集群作战仿真进行实例化,对作战效能评估与作战仿真流程进行了介绍,得到了符合理论预期的 UUV 集群作战的效能评估结果,证明了方法的有效性,为多装备参与下的体系作战效能评估奠定了基础。  相似文献

Oil and gas offshore platform and installations have a limited life of operations. When oil runs out, many terms are used to describe the situation: abandonment, removal, disposal, decommissioning, etc. Even the issue of decommissioning is now at the forefront of deep water oil drilling for many reason (the enormous costs required for disposal, the increasing number of rigs which required removal, the need to protect the marine environment, legal frameworks), there are very few published researchers studying the problem according to its different facets (legal, environmental, economical etc.). In this paper, we apply the concept of “Olympic” supply chain developed by Lakhal et al. Lakhal, SY, H'Mida S, Islam R. Green Supply Chain parameters for a Canadian Petroleum Refinery Company. International Journal of Environmental Technology and Management, IJETM 2007:7;56–67. to provide feedback for life-cycle offshore platforms. Jacket cutting operation is one of the most complicated and highest risk operations in the process of decommissioning offshore piled platform, the security and stability of which must be assured. In this paper, the current research on offshore structure removal and jacket cutting is introduced, on the basis of which the types of load along with the load calculation method are determined. The main influences on the stability of a jacket in cutting are analyzed. The experiment test plan is drawn by using orthogonal testing method, and the formula of critical load during the cutting procedure is deduced by differential evolution algorithm. To verify the method and results of this paper, an offshore piled platform to be decommissioned in the South China Sea is taken for an example, and the detailed schedule for jacket cutting is made with the three-dimensional finite element model of the jacket established. The natural frequency, stress, strain and stability of the jacket during cutting process are calculated, which indicates that the results of finite element analysis agree well with that of the deduced formula. The result provides the scientific reference for guaranteeing the safety of jacket in cutting operation.  相似文献

Decommissioning regulations for offshore renewable energy facilities require that all facilities be removed and the seafloor cleared of all obstructions at the end of the life of the lease. The purpose of this paper is to provide an overview of the expected workflows and stages of decommissioning that are likely to arise for offshore wind farms, to describe the exposure and liability of the parties involved and to compare offshore wind and oil and gas decommissioning. An alternative method for turbine removal is proposed which, if feasible, will reduce decommissioning cost. The objectives of a bonding program are motivated and discussed.  相似文献

The 2005 hurricane season in the Gulf of Mexico was the worst in the history of offshore production, with Hurricanes Katrina and Rita destroying 110 oil and gas structures and eight mobile offshore drilling units. Infrastructure destroyed by accident or natural catastrophe are decommissioned according to the same federal regulations that guide normal decommissioning operations, but depending on the nature of the destruction and the market conditions in the months following the event, special conditions and delays may occur. Historically, offshore infrastructure destroyed by hurricanes or other unusual circumstances have been considered for inclusion in the Louisiana Artificial Reef Program (LARP) under the Special Artificial Reef Site (SARS) category. The purpose of this paper is to review the impact of the 2005 hurricane season on the LARP and the current status of the SARS program. We examine the criteria employed in project evaluation and approval as well as aggregate program statistics. The characteristics and risks associated with decommissioning destroyed infrastructure are also described. At the end of 2006, 10 projects representing 35 platforms destroyed in the 2005 hurricane season have been approved as SARS in the Gulf of Mexico, effectively doubling the number of sites and structures classified as SARS.  相似文献

The U.S. government requires renewable energy facilities installed in federal waters provide financial security to help ensure decommissioning obligations are carried out in the event the operator is unable to meet its obligations or goes bankrupt. The size of the bond is determined by the estimated decommissioning cost and is required prior to the approval of construction activities. The purpose of this paper is to develop decommissioning cost estimates for proposed U.S. offshore wind farms. Removal and site clearance cost are estimated across each stage of activity using empirical and hypothetical relations under current technology and market conditions without inflationary adjustment. Preliminary development plans characterize and define the system and serve as model input. A bottom-up approach based on operational stages is developed across removal, transport, processing and disposal activities. Disposal cost is calculated on a per ton basis and is estimated separately for each wind farm component. The model is parameterized with data from four proposed U.S. offshore wind farms and decommissioning costs are found to range from 115,000 to 135,000 $/MW, approximately 3-4% of estimated capital costs.  相似文献

拆除大型海上结构物是一项非常复杂且充满挑战的工程。现提出一种新型海上平台拆除方案,该方案利用三条半潜船来代替具有重型起重装置的单一船舶,通过两艘相同的半潜船将平台上层建筑托起,随后运至第三艘半潜船上完成平台拆除。在风浪流作用下,半潜船和平台的所处方位和运动姿态一直处于动态变化中,这对船舶调节压载的稳定性以及双船运动的同步性提出了要求。为了确保该方案的高效性和安全性,设计了一套完整的模型试验装置,包括船舶模型、平台拆卸辅助设备、六自由度运动采集与分析系统、控制系统、无线通讯系统以及测量系统。开展了相应的水池试验,试验结果验证了双船起重拆除平台方案中双船协同运输这一关键环节的可行性和安全性。  相似文献

In this paper, reliability analysis for the offshore jacket platform with the interaction of structure- pile- soil under extreme environmental loads is carried out. The inherent uncertainties of the environmental load, foundation soil, platform itself, and calculating models are evaluated. The action of extreme loads on the offshore platform is modeled as a function of extreme wave height. The system capacity of the whole platform is determined by nonlinear pushover analysis, and the relevant probability property is obtained by the simulation method. The reliability model for the whole jacket platform is described as the relationship between the load and resistance based on the offshore design codes. The reliability of whole platform is calculated by the analytical method and the importance sampling method on the basis of a case study for a tripod jacket platform.  相似文献

大型海洋结构物的退役和拆除是油气行业面临的一个巨大挑战。双船起重拆除法提供了一种低成本、高效、灵活的解决方案,该方案采用两艘具有动力定位功能的半潜运输船从平台两侧将平台上层组块托起,随后协同托举运输至第三艘半潜运输船上后转运送至陆地。在这个过程中涉及到两艘及三艘船的协同动力定位作业,这对动力定位系统的同步性具有很高要求。多船近距离协同动力定位会受到螺旋桨与螺旋桨、船体与船体及螺旋桨与船体之间的干扰,动力定位的性能会受到影响。为此开展了相应的水池模型试验研究,对复杂环境下多船协同动力定位性能进行了分析,包括定位精度、功率消耗等,并对动力定位风险点进行了深入研究,验证了双船起重拆除法的可行性,并对实际工程的施工提供一定指导意见。  相似文献
