Ten myths concerning ecosystem approaches to marine resource management   总被引:2,自引:0,他引:2

Ecosystem approaches to marine resource management (EAM) offer comprehensive decision making based on rationalization of currently fragmented ocean policies and their implementation. However, despite the apparent utility in addressing these problems, EAM has also been criticized as being nonspecific, immature, invalid as a basis for decision making, and not fully supported by science. While it is commonly perceived that a paradigm shift in governance and science institutions awaits implementation to address these criticisms, in fact, ecosystem considerations are being incorporated more frequently, employing existing authorities as the basis for mitigation of sectoral impacts and for resource allocation. Management ‘best practices’ for EAM are emerging based on these experiences. Ten common criticisms of EAM, which I believe to be myths propagated primarily to maintain the status quo among sectoral interests, are discussed. Accelerated evolution of EAM will occur as science better articulates feedbacks, cumulative ecological effects and economic consequences framing policy choices, and more formal “rules of engagement” among sectors (e.g., fishing, coastal development, water quality, and energy) are negotiated. These operating procedures would be established under informal arrangements, in national law, and by international agreement. The management paradigm for marine resources is shifting and EAM will eventually be considered redundant with established practice.  相似文献

This study examined how the United States’ National Oceanic and Atmospheric Administration (NOAA) has begun to implement and change its management strategy towards one of an ecosystem approach to management (EAM). In 2005, surveys were conducted with NOAA scientists and resource managers in nine NOAA programs in eight geographic regions across the United States. We quantitatively examined temporal and spatial trends in NOAA's EAM project implementation. Through a qualitative analysis of the data, we identified important lessons learned, best practices, and challenges of NOAA EAM projects. A content analysis identified three of the most frequently provided “success strategies” and include: (1) encouraging collaborations, (2) utilizing multidisciplinary approaches, and (3) identifying common priorities among constituents. We conclude with recommendations for initiatives that NOAA, and others interested in EAM, can undertake to facilitate further ecosystem management opportunities.  相似文献

This study examined how the United States’ largest marine resource management agency, the National Oceanic and Atmospheric Administration (NOAA), has begun to change its management strategy away from traditional marine resource management approaches towards an Ecosystem Approach to Management (EAM). Surveys were conducted with 57 NOAA scientists and resource managers in nine NOAA programs in 8 different geographic regions across the United States in 2005. A qualitative analysis examined the attitudes and experiences of participants with respect to implementing EAM and identified four major challenges to enhancing cooperation and understanding of EAM. We conclude with recommendations for concrete initiatives that future efforts in EAM that any management agency can undertake to facilitate further ecosystem management opportunities.  相似文献

The perspectives of an efficient coastal management organization for the Tamaulipas Coastal Zone in Mexico are analyzed. With seven coastal municipalities, Tamaulipas has nevertheless 430 km of littoral and the largest estuarine area in the country (231,200 ha). The main activities there are: cattle breeding, fisheries and local manufacturing and urban development is actively increasing, concentrating in the Tampico-Ciudad Madero “Metropolis.” All of this affects significantly the many important natural ecosystems present. Following a comprehensive literature search and field visits to the area, it was made clear that the State's coastal zone is largely unknown scientifically. The organization of the Country Administration for its management of natural resources is overviewed and the criteria for the selection of the nine areas considered prioritary for ecological protection or conservation are explained. The main challenges facing the area with respect to an efficient coastal management are: (1) to close the gap in its scientific knowledge and make available all existing and future information to interested parties, (2) to modify the Administration organization to make the application of legal tools more efficient (3) to encourage open discussion, exchange of ideas and interactive forums among the different sectors (scientific, administrative, public and private organizations).  相似文献

Sea level rise and an increased frequency and severity of storm surge events due to climate change are likely to increase the susceptibility of low lying coastal areas to seawater flooding. An integral part of any coastal management strategy throughout European countries is the “do nothing” scenario; this is the benchmark against which putative intervention strategies are evaluated. While the prime concern of a flood defense scheme appraisal often focuses on the sustained financial “benefits” of an intervention, intrinsic to a complete multicriteria analysis is a comprehensive evaluation of the ecological and social consequences of coastal flooding, reflecting the needs of end users and satisfying relevant national and international policies.An ecological perspective may be usefully employed to examine the impact of the do nothing option on coastal environments (e.g. estuaries, sand dunes and grasslands) and businesses. Although at first sight coastal environmental and business systems appear quite different, they have similarities in that both are vulnerable and susceptible to flood damage or loss and both may be analyzed by employing ecological, adaptive, resilience frameworks. From an ecological perspective many coastal environments are of international conservation importance and provide important ecosystem services including coastal protection, nutrient cycling, carbon sequestration, food production and recreation. Nonetheless, despite their potential vulnerability to coastal flooding, our understanding of the effects of salinity on the biological response of many coastal plants and animals is extremely limited. We show here how plant physiology and patterns of plant and invertebrate distribution are impacted by sea water flooding. We also present responses of model plants to sea water inundation based on the Intergovernmental Panel on Climate Change (IPCC) (2007) predictions of sea level rise and storm surge events. Results showed that coastal habitats surveyed are relatively resilient to flooding due to their species rich nature and their ability to adapt to flooding. However specific groups of plants such as grasses are more affected by flooding and less able to recover.The socio-economic dimensions of doing nothing are addressed in relation to the impacts of coastal flooding specifically on business activity, which has received little attention to date. Here the focus is on the presence or absence of business disruption and recovery plans as a means of increasing a business's adaptation and resilience to flooding. Results show that some businesses, particularly small ones, are more likely to fail to recover from flooding due to lack of forward planning. Therefore from an ecological perspective business recovery post flooding is likely to be dependent upon ability to adapt, which itself depends upon the construction of resilient business environments.  相似文献

Human agglomerations in the coastal zone bring about unprecedented changes, the impacts of which are on the rise. A clear picture has emerged recently on the deterioration of the highly fragile and sensitive zone of the coastal ecosystem due to overexploitation of living and non-living resources. The formulation of “coastal regulation zones” (CRZ) in this context necessitates the proper management and conservation of these regions by identifying areas that require adequate attention for preservation and development. This paper critically reviews the planning and implementation of CRZ with emphasis on socio-economic aspects as well as traditional practices under Indian conditions. The study also incorporates management strategies for developing countries factually threatened by physical constraints and accelerated ecological changes.  相似文献

As a contribution to South Africa's move towards an ecosystem approach to fisheries management, this study explores the existence of common perceptions about South Africa's pelagic fishery between resource users and scientists. It represents a collaborative research effort of social and natural scientists. A brief overview is given of the southern Benguela upwelling ecosystem and small pelagic fish resources, the fishery, and management of the fishery. Stakeholder knowledge and views were determined by conducting open-ended qualitative local knowledge interviews. Candidate indicators to address five major issues raised in the interviews were selected: length-at-50% maturity, total mortality, exploitation rate, proportion of bycatch, mean length of catch, and centre of gravity of catches. The indicator approach is shown to be a useful tool to manage the South African small pelagic fishery, and can be made compatible with existing management approaches. The foundation of a good adaptive fisheries management system is a data collection system that enables multi-disciplinary analysis and provides a basis on which decisions can be made.  相似文献

Fisheries management in European waters is gradually moving from a single-species perspective towards a more holistic ecosystem approach to management (EAM), acknowledging the need to take all ecosystem components into account. Prerequisite within an EAM is the need for management processes that directly influence the ecological effects of fishing, such as the mortality of target and non-target species. Up until recently, placing limits on the quantities of fish that can be landed, through the imposition of annual total allowable catches (TACs) for the target species, has been the principal management mechanism employed. However, pressure on non-target components of marine ecosystems is more closely linked to prevailing levels of fishing activity, so only if TACs are closely related to subsequent fishing effort will TAC management serve to control the broader ecosystem impacts of fishing. We show that in the mixed fisheries that characterise the North Sea, the linkage between variation in TAC and the resulting fishing effort is in fact generally weak. Reliance solely on TACs to regulate fishing activity is therefore unlikely to mitigate the impacts of fishing on non-target species. Consequently, we conclude that the relationship between TACs and effort is insufficient for TACs to be used as the principal management tool within an EAM. The implications, and some alternatives, for fisheries management are discussed.  相似文献

由于滨海湿地丰富的资源和优越的环境,人们对其进行了大规模的开发利用,导致了滨海湿地的丧失与生态退化。滨海湿地位于陆地-海洋-大气相互作用最活跃的地带,具有非常重要的生态意义。总结泉州湾滨海湿地水动力、地貌、生态、环境质量的特征,分析围填海、养殖、污染物排放及人工生态工程等对滨海湿地的影响。结果表明,随着社会经济的快速发展以及人类活动的显著增强,泉州湾滨海湿地面积减小,输水及输沙的路径和方式发生变化,湿地环境质量显著下降,生物多样性及生物量减少。为了实现泉州湾滨海湿地的可持续发展,提出了如下对策:(1)加强围海造地的科学管理,提倡新的围海造地方式;(2)开展海岸整治与生态修复,建设特色湿地公园;(3)挖掘海洋文化特色,发展生态旅游。本研究揭示高强度人类活动对滨海湿地环境的影响,为开展滨海湿地研究、整治与修复,为制定滨海湿地开发利用与保护对策提供科学依据。  相似文献

The Archipelago of San Andres, Old Providence, and Santa Catalina, Colombia, in the Western Caribbean—a UNESCO Biosphere Reserve since November 2000—relies heavily on its coastal and marine resources, which are important for fisheries, tourism, as habitats, and for their traditional cultural value. However, as economic and subsistence importance has increased so have incidences of conflict over resource use and threats to ecosystem health. One of the main conflicts relates to traditional resource use as practiced by native islanders alongside new types of uses, methods, and exploitation, particularly with regards to industrial fishing. This conflict is exacerbated by historically centralized marine management processes linked primarily to economic development, which have excluded native islanders from planning and decision-making, failed to recognize their fishing rights, and lacked respect for the inherent sociocultural importance of traditional knowledge. In acknowledgment of the need to involve stakeholders in resource management planning, the local representative of Colombia's National Environment System (SINA), CORALINA, has embraced an alternative approach to historical top-down schemes. The approach is characterized by: (1) recovering traditional best management practices in coastal and marine management and integrating them with appropriate new methods; (2) involving stakeholders, especially native islanders, as equal partners in planning and implementation processes; (3) building local, national, and international coalitions and partnerships; (4) strengthening the capacity of local institutions; and (5) creating new capacity through formal and informal educational initiatives. At the heart of this approach is participation and equity for all, as exemplified in the planning process for the archipelago's Seaflower Marine Protected Area (MPA).  相似文献

This paper presents a multilayered ecosystem modelling approach that combines the simulation of the biogeochemistry of a coastal ecosystem with the simulation of the main forcing functions, such as catchment loading and aquaculture activities. This approach was developed as a tool for sustainable management of coastal ecosystems. A key feature is to simulate management scenarios that account for changes in multiple uses and enable assessment of cumulative impacts of coastal activities. The model was applied to a coastal zone in China with large aquaculture production and multiple catchment uses, and where management efforts to improve water quality are under way. Development scenarios designed in conjunction with local managers and aquaculture producers include the reduction of fish cages and treatment of wastewater. Despite the reduction in nutrient loading simulated in three different scenarios, inorganic nutrient concentrations in the bay were predicted to exceed the thresholds for poor quality defined by Chinese seawater quality legislation. For all scenarios there is still a Moderate High to High nutrient loading from the catchment, so further reductions might be enacted, together with additional decreases in fish cage culture. The model predicts that overall, shellfish production decreases by 10%–28% using any of these development scenarios, principally because shellfish growth is being sustained by the substances to be reduced for improvement of water quality. The model outcomes indicate that this may be counteracted by zoning of shellfish aquaculture at the ecosystem level in order to optimize trade-offs between productivity and environmental effects. The present case study exemplifies the value of multilayered ecosystem modelling as a tool for Integrated Coastal Zone Management and for the adoption of ecosystem approaches for marine resource management. This modelling approach can be applied worldwide, and may be particularly useful for the application of coastal management regulation, for instance in the implementation of the European Marine Strategy Framework Directive.  相似文献

Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. Several recommendations are formulated to raise the current “sustainability” status, such as the reduction of discards. This study is used as a complementary tool to the bioeconomic model in order to define a sustainable management plan for the French Guiana coastal fishery.  相似文献

To ensure sustainable uses of the coastal zone, an integrated ecosystemic approach and ecosystem models are required to frame ecological processes and evaluate environmental impacts. Here, a mass-balance trophic (Ecopath) model of the Mont Saint Michel Bay (MSMB) was developed, to analyze the bay's functioning as an ecosystem. This article describes the main factors responsible for the degradation of the coastal areas in Brazil and their impact on coastal population. It also analyses the main policies of the Brazilian government concerning the management of coastal areas, focusing on the shortcomings of the methodologies used. It emphasizes the role of the establishment of marine protected areas, as an important tool for coastal management. Lack of support for coastal management from local communities is a common feature of the proposed approaches. The article also describes local initiatives for coastal management as a positive development for the solution of the ecological and social problems existing in the Brazilian coastal areas.  相似文献

Integrated Coastal Zone Management (ICZM) is widely advocated at all levels of governance as a means of delivering sustainable development in coastal areas. This paper explores the status and characteristics of various forms of ICZM at the local level given that it is at this level that most ICZM activity currently takes place. In this context, local level ICZM includes agency-led initiatives, local pilot projects and bottom-up approaches. Providing empirical evidence about the relative strengths and weaknesses of these various models for local delivery, this paper presents an overview, critique of and lessons learned from approaches in Ireland, where there is no over-arching national coastal management policy to provide any steer for management. The potential for local government involvement in these approaches is emphasised, particularly in bottom-up and local projects which foster strengthened management capacity within local government with limited resource implications. Whilst the paper highlights difficult jurisdictional issues in the Irish context, the potential for improved coastal management, through continued local government involvement in ICZM networks and local projects, as well as through the implementation of the European Integrated Maritime Policy and Marine Strategy Framework Directive, is outlined.  相似文献

Sundarbans mangrove of Bangladesh—a World Heritage Site has been providing a wide array of fisheries activities for a large number of coastal people. Over-fishing, particularly collecting Penaeus monodon postlarvae from mangrove and near-shore waters, due to increasing demand from shrimp farming, and over exploitation of plant and wildlife species are exerting increasing amount of stresses on the viability of this delicate ecosystem. A number of regulations have been enacted for the conservation of the resources and ecosystem, but yet to rigorously enforced. The initiative to institute a comprehensive fisheries management system by the recent Asian Development Bank supported “Sundarbans Biodiversity Conservation Project”, therefore, marks the beginning of a new era for sustainability of aquatic resources in the Sundarbans.  相似文献

Contemporary government rules for fisheries resources management in developing countries have been challenged for their inadequacy. The search for modern management models for coastal and marine resources could be usefully informed by wealth of traditional knowledge that enabled communities to sustainably live with their environment for centuries or millennia. Local taboos, defined as implicit or explicit social rules prohibiting certain actions, have played an important part in many traditional approaches to resource use. A mixed methods approach was used to investigate how local taboos play a role in the management of fisheries resources in some rural and urban coastal communities of Tanzania. Focus group discussions, key informant interviews, participant observations and questionnaire surveys were used to gather primary data. Data were analyzed both qualitatively and quantitatively. The study identified a number of potential local taboos in the management of fisheries resources and their habitats in coastal Tanzania. While these taboos showed some potential for applications in modern management approaches, a majority of fishers indicated non-compliance to most of them, especially in urban areas. A number of reasons are revealed to have attributed to the non-compliance of these taboos. These findings suggest the prospect for judicious integration of traditional practices with modern strategies, to enhance compliance. More studies on traditional knowledge that has a role in fisheries resources management are recommended, as are biophysical assessments in conjunction with traditional practices to reveal their scientific benefits. Successful community-based fisheries resources management in Tanzania will draw on modern and traditional perspectives.  相似文献
