Community forestry in Nepal vests rights of access, use, exclusion, and management of national forestland to local user groups. There is strong potential for community forests to serve as the basis for improving the quality of life and the status of livelihoods in rural Nepal while conserving forest resources. Frequently, community forest user groups are dominated by local elites who choose to close access to community forestland for several years. As a result, forest conditions are improving, but the poorest households bear the cost of strict protection. In this paper I argue that community forestry is thus having rather limited success at improving rural livelihoods. Although community forestry is fairly successful at conservation, there remain huge wealth disparities between community forest member households, limited access to vital forest products, and significant power disparities within community forest user groups. Such conditions of inequity, reinforced by current community forestry policy and practice, severely challenge the development potential of community-controlled natural resources. In Nepal, overcoming these challenges may require a change in policy that mandates more inclusive local decision-making.  相似文献

In many countries worldwide, similar state policies on land management have been implemented as a response to deforestation in mountainous areas. So far, few studies have examined to which extent these policies have actually contributed to reforestation. This is the focus of our analysis, based on a case study in Vietnam. Because land access and land use were traditionally governed by common rules, we examine land use changes from an institutional perspective. We use the Institutional Analysis and Development (IAD) framework, coupled with an historical perspective and the analysis of actors’ perception and dominant narratives on land management and forests. Results show that national policies significantly interfered with local factors, leading to a complex course of decision-making and action. Substantial reforestation in the area was not a response by farmers to policy incentives but rather the unexpected outcome of the disruption of local institutions by these policies. We argue that, because national interventions have relied on false or exaggerated narratives and beliefs, their implementation is in conflict with the local reality in upland areas, leading to unpredictable and locally dependent outcomes. We defend hence the need for local level studies and also recommend considering local institutions for land use change analysis in contexts where land use systems are characterised by a high degree of human interaction.  相似文献

Understanding people’s willingness to participate in projects and programmes of payments for ecosystem services (PES) has not been a key analytical concern of the scholarly literature around this new field of environmental policy and practice. This paper analyses participation in four communities benefiting from payments for biodiversity and carbon fixation in Mexico, and contrasts the results for each case with neighbouring communities that do not receive payments. We take a holistic approach that accounts for procedural rules, actors’ interactions, institutions and values, and individuals’ characteristics. We show that the nature of PES rules and the effectiveness of communication with government officers and NGOs influence resource managers’ ability and willingness to participate. We highlight community size, resource managers’ ability to diversify livelihood activities and local perspectives on the conservation of common forests, particularly sacred values and intergenerational concerns on forest conservation, as critical participation drivers. This analysis provides insights on why and how these new institutions may be attractive for some resource managers and permits to draw some recommendations for the future design of PES projects and programmes.  相似文献

Carbon forestry has become a cornerstone of attempted climate change mitigation in developing countries. As such, dozens of projects have been developed to supply carbon offsets to both voluntary and regulated carbon markets. In this paper we shed further light on the effects of such projects on communities and households by studying the implementation of a carbon forestry project in four communities in the state of Chiapas, Mexico. The project pays farmers to carry out a number of tree-planting activities depending on the local agro-ecological systems. We investigate how such activities have been promoted in and adopted by communities and we identify a series of community-based, institutional, resource management and asset-related factors that explain farmers’ willingness to participate in the projects. Our analysis highlights a number of shared motivations for joining the project but varied levels of understanding about the project rationale. We also show how community norms, access to land tenure, financial and physical assets differ among participants and non-participants which translates in increasing inequalities in access to income and to other development projects. However, we also demonstrate that project activities, as currently designed, motivate some farmers to participate because of the potential of the project to act as a mechanism to bridge existing social divides through cooperation in the project and therefore financially and politically benefit from participation. Overall, the paper demonstrates that the project contributes to transforming local livelihoods and institutions, unfortunately not always as originally designed.  相似文献

Natural resources, especially the forest provide a means of livelihood to rural communities in most developing countries. Unfortunately these resources are under the threat of disappearing because of high population growth rates and poverty that characterise these communities. Any attempt by development agencies at conserving these resources is tantamount to depriving these rural areas of their survival base. Yet due to its strategic socio-economic and cultural importance, the forest ecosystem needs to be sustained for future generations. This paper examines the various challenges faced by the State and other conservation agencies in natural resource management and the possible options which can be employed in an effort to ensure a sustainable exploitation of the forest in Anglophone Cameroon. It discusses the efforts of these actors, within the framework of the emerging concept of community forestry, local community strengthening and integrated rural development. While highlighting some of the achievements of international NGOs like Bird Life International and World Wide Fund for Nature in the region, the study concludes that the future of sustainable management of forest resources relies on a holistic poverty alleviation approach that takes into consideration the empowerment of these communities. This will ensure that they participate and benefit from the exploitation of the resources in the form of local development. Between 1970 and 1980 villages adjacent to the Dong Mun Uplands of Northeastern Thailand were transformed from subsistence communities, based on wet rice production, to a cash economy linked to global markets and the national and international political order. Although formally designated reserves had been created on old growth forests, the new economic opportunities encouraged conversion of forests to agriculture. Attracted by a false belief that land was being made available for settlement, immigrants flooded in and cleared forests to plant dryland cash crops using the newly expanded and improved road network to export their products. Social forestry programs may have assisted community development and encouraged agricultural diversification but were insufficient to prevent the contraction of forests, which now remain only as degraded remnants on the steepest slopes and least accessible sites.To some extent the social, political and economic forces have stabilized in Dong Mun and evidence of a new relationship between humans and their forest land is appearing. The Royal Forest Service is largely reconciled to the loss of domain over most of forest reserve and is pursuing a modified management policy that shows some evidence of a shift from an industrial to a post-industrial mode.In recent years, Buddhist monks in forest temples found through the uplands have achieved some effective forest conservation and restoration. Their efforts stem from the Buddhist precepts of the sanctity of all life and a view that forests are places for contemplation and spiritual renewal. Monks have been able to protect and restore some forest land because their views and wishes are far more likely to be honored than laws and demands of government officials. This reflects a broader phenomenon in Thailand where considerable impetus for a contemporary environmental movement has come from religious sources in contrast to the west where it is largely a secular in origin.  相似文献

The idealization of natural landscapes and peoples during colonialism, coupled with the popularity of sustainable development in the postcolonial era, has contributed to the expansion of conservation planning throughout the African continent. Concerns surrounding the promotion of national and international conservation agendas at the expense of local livelihood needs have generated interest in community conservation projects that attempt to include local participation and knowledge in natural resource management. The early excitement associated with community conservation has waned in light of recent assessments that it has been unsuccessful in meeting its ecological and social goals. This parallels other research that suggests communities are understood in generic or homogenous ways that influence how these initiatives are understood. Using a case study of the Mahushe Shongwe Game Reserve, this paper evaluates how rural households access environmental and economic resources to produce livelihoods, and how these access patterns impact their views of the project. It is argued that there are significant livelihood variations within the community that shape the ways households engage with, and benefit from, conservation planning. Rather than strictly viewing Mahushe Shongwe as a constraint to environmental resource access or site for limited employment, community members identify a number of benefits from its existence including education and development opportunities. Additionally, transformations in governance systems in the region impact community views of the project since younger residents are less likely to engage with the Matsamo Tribal Authority, which participates in managing the reserve. The consequence is that conservation has various impacts and meanings within a specific community that remain tied to the livelihood and governance systems being renegotiated in the post-apartheid era.  相似文献

In the US, the Ford Foundation’s Community-based Forestry Demonstration Program (2000-2005) promoted an internationally prominent model of community forestry centered on the simultaneous, balanced pursuit of ecological, economic and social goals (often symbolized as the “three-legged stool,” or “triple bottom line”). This paper develops an alternative framework for analysis that emphasizes the causal precedence of shifts in power relations, specifically the devolution of resource access and decision-making authority, rather than environmental, social and economic outcomes. These outcomes are not necessarily beneficial, and any benefits realized seldom occur simultaneously. Rather, they can be envisioned as the floors of a house erected sequentially on a foundation of resource access and control. While no universal claim is made, the “house” model proves an apt fit for many community-based forestry initiatives, including the two case studies presented. Who among the differentiated social groups within a community gained access to resources and decision-making influence largely predicted who gained individually. Nonetheless, indirect benefits felt at community and higher scales were significant. The findings further indicate that community forestry generally will not advance social equity unless it specifically targets marginalized groups. Crucially, equity is understood to embrace not only distributional justice, but also capacity-building and empowerment.  相似文献

Recent legislation for the restitution of ownership rights to, and subsequent management of, formerly privately owned forests in postsocialist Bulgaria has focused largely albeit not exclusively on the restored forests from the perspective of timber production, that is, `forest' equals `harvestable timber resource'. Using ethnographic data collected in rural Rhodope Mountain communities, this paper presents a local-level perspective on forests and forest use, including the meaning that forests hold for local residents as a source of non-timber forest products such as mushrooms and medicinal plants, of animal pasture, and of firewood for household heating and cooking. This local social perspective is then contrasted with the timber-resource focus of the forestry legislation and subsequent planning for forest use. The scale of forest ownership – in part a function of the restitution legislation – is also addressed in relation to the practicalities of resource management. Generally, the paper demonstrates a mismatch between the postsocialist forestry legislation and local practice and conditions with regard to forests and the natural resources therein. Modern, small-scale renewable energy technology has the potential to enable and sustain rural livelihoods, particularly in developing countries remote locations without access to the grid. Yet, the provision of rural energy to isolated communities might not achieve the desired long-term result unless its development is part of wider national policy geared to sustainable development and social equity. This article shows how a combination of technology and policy targeted at the improvement of livelihoods in rural areas is the best solution for maximising the capacity of renewable energy to deliver services. It pinpoints the transforming processes and the institutions participating in the delivery of energy technology. This work draws on the Cuban experience of renewable energy technology, that country’s efforts to improve quality of life for remote populations, and its pledge to promote environmental sustainability. Using a sustainable livelihoods approach, the results of a survey in a rural community are analysed in the framework of existing assets and policies. The article describes how it is not only local users who benefit from a comprehensive technical, social and environmental energy approach. The same governmental administration that promotes such services has much to gain from technology that works well, benefits the poor in remote locations and protects the environment within its larger policy promoting sustainable and egalitarian society.  相似文献

This paper explores the socio-cultural influence of the newly established ecotourism, which integrates cultural revitalization, ecological conservation and social development, in both Taroko National Park area and San-Chan aboriginal community. Many cases in different parts of the world indicate that the Indigenous peoples have developed patterns of resource use and management practices that reflect detailed knowledge of local geography and ecosystem, and contribute to the natural conservation through their living practices. The guidelines of Indigenous knowledge and culture lay the base for the development of ecotourism. A critical evaluation of the conceptualization of Indigenous knowledge is therefore, essential to the success of an alternative strategy to development for aboriginal communities. Participatory observation in the field of ecotourism activities and brief interviews are the major study methods, with several workshops conducted to supplement data collection for the two case studies. The Taroko area came into contact with tourists in a relative early era due to its famous natural features and national park. Its growing ecotourism is the result of cooperation among local residents, environmentalists, and academics, each with very different concepts of ecotourism operation. The national park and public sectors have also played significant role in shaping the content of ecotourism. In San-Chan community, due to the negative impacts generated by the unregulated mass tourism expansion, the local Indigenous people decide to close the public access to the attractive creek for 3?years, while at the same time promote ecotourism for poverty alleviation. These two cases embrace the ??Nature?? as an important element in their construction of new place identity and community development. However, their spatial location in- or outside the national park produces significant differences and sociopolitical implications on the operations of ecotourism.  相似文献

This paper reports the results of our research, conducted from June to August 2004, on the community-based conservation project in Mahenye, Zimbabwe. Previous studies have described this project as a model example of Zimbabwe’s CAMPFIRE program. We explore the project’s recent performance within the context of the country’s post-2000 political and economic crisis and address the implications of our findings for arguments supporting devolution of authority for natural resource management to the community level. These issues are related in that calls for devolution are at least partly contingent on the demonstrated capacity of local institutions to manage projects in the community interest despite difficult circumstances. In our research, we found that outcomes in Mahenye have deteriorated sharply from conditions described in earlier studies. We found further that local failures of leadership combined with the withdrawal of outside agencies responsible for oversight and assistance may be more to blame for this decline than the ongoing national turmoil. Our results suggest that even in apparently successful conservation and development projects, local participatory decision-making institutions are fragile and require continuing external support. Consequently, we argue for caution in promoting full devolution of authority to the community level without safeguards to maintain good governance and adequate capacity.  相似文献

Different types of vegetation found in local environments are of value to rural livelihoods of many African households. However, the dominant way of expressing this value, which is mainly through economic valuation studies, is potentially limiting this knowledge’s usefulness in policy and research, due to the inability to present full picture. Using literature review and insights from field work, the paper argues that realized and notional values of vegetation to rural livelihoods are socially constructed and contested, and - in addition to understanding local livelihood context, which include social difference, and ecological dynamics - a focus on social institutions as terrains of negotiation is crucial. This means that resource value in rural livelihoods can be realized through contested and negotiated access arrangements that are mediated by complex institutions at local and external levels.  相似文献

This paper offers a critical assessment of REDD+ in Nigeria through a political ecology perspective. Focusing on questions of property rights and resource access, it maps the discursive articulations and contestations through which carbon rights are being determined. It also shows how these articulations and contestations are linked to land and forest rights, and how they shape everyday access to the forest. Evidence from the Nigerian case suggests that factors that complicate rights and undermine access to resources for forest communities under REDD+ are immanent to the contested terrain constituted in part by REDD+ proposals, proponents’ discourses and practices geared towards securing the forest for REDD+. Efforts to secure property rights and guarantee the permanence of REDD+ forests align with economic, ecological and ideological aspirations of state and non-state actors to produce a regime of militarised protectionism. I demonstrate how, in addition to its material and symbolic facilitation of the emergent carbon forestry economy, militarised protectionism as a regime of exclusion also constitutes collateral political economies of ‘more-than-carbon’ forest resources (such as timber and non-timber forest products) which perpetuate capital accumulation by the elites. It is this kind of exclusion–accumulation dialectic, legitimised by carbon forestry claims that this paper describes as carbonised exclusion. The paper thus furthers debates on the political ecology of REDD+ and other carbon forestry projects, while productively engaging technocentric literature on REDD+ and property rights.  相似文献

Being an agrarian region, the northwest part of Bangladesh frequently experiences recurrent droughts over the last decade. To cope with this insidious disaster, the farmers in this region practice various adaptation measures through their own efforts with institutional support. But these efforts and support are not sufficient for farmers to survive droughts. In this light, this study assesses the adaptive capacity of farmers along with institutions to develop suitable drought adaptation policy in the context of this region. The drought adaptive practices developed in this study are mainly adopted from the unique approach called socioeconomic, institutional and physical. Results reveal that establishment of mango orchard, vegetable gardening and community health care service would be helpful in enhancing drought resilience at community level. Moreover, an important policy message from this study suggests that validation of these practices through government offices, research institutes and other relevant organizations can help to develop an appropriate drought adaptation policy for this region. Similarly, by performing these practices from national to local level, farmers as well as communities in this region will be able to effectively sustain their livelihoods against droughts.  相似文献

This article examines socioeconomic factors linked to different local attitudes towards the establishment in 2004 of the Allpahuayo-Mishana National Reserve, Peruvian Amazon. Semistructured interviews were conducted in 2006 and 2007 with leaders (N = 16) and household heads (N = 102) of smallholder communities in the reserve and its buffer zone. Complementary qualitative and quantitative analyses of interview data reveal that household head attitude towards the reserve is primarily associated with loss or gain of resource use rights; there is a significant difference in attitude between the household heads interviewed in the reserve and those in the buffer zone. Communities in the region used to share certain lands and floodplains, especially for the extraction of fish, poletimber, and thatch palm. With the reserve’s establishment, only those who lived within the reserve were allowed to continue using previously shared resources, while the access of neighboring communities, now in the buffer zone, was banned from most of the reserve. A linear predictive model reveals that attitude towards the reserve also relates to location and household demographic variables, hypothesized to influence the household’s capacity to respond to losses in income sources and subsistence means. Comparisons of leaders’ and residents’ responses suggest that although involuntary economic displacement has affected many locals, government authorities have not addressed the issue satisfactorily, at least from the perspective of those displaced, thus obscuring the conservation-related exclusion that occurred.  相似文献

In accordance with Senegal’s decentralisation policy, important forest management tasks, including the right to allocate charcoal production rights, have been transferred to rural councils. This paper investigates the impact of these institutional reforms on charcoal production practices using the environmental entitlement framework developed by Leach et al. [Environmental entitlements: dynamics and institutions in community-based natural resource management. World Development 27 (2) (1999) 225]. The councils have not been able to turn their new endowments into entitlements because they lack sufficient strength and legitimacy. Informal institutions, notably the coalition between merchants, state agents and village chiefs, continue to run the charcoal business and are hardly affected by decentralisation efforts. Most rural people, especially those relying solely on agriculture for sustenance, do not benefit at all from the charcoal trade. They do suffer from the environmental costs it brings with it, however. Although tensions between pro-exploitation actors and pro-conservation actors are evident, the pro-exploitation actors’ firm grip on the informal institutions will probably lead to a prolonged subversion of the laws that seek to enhance local control and to sustain the forest.  相似文献

Protecting biodiversity requires the practice of making nature values present in natural resource use decisions. In this article, such practices are explored from the perspective of affective capacities for expert fieldwork in forestry. Affective capacities are broadly acknowledged in the literature on embodied knowing, and by the practitioners themselves, as a necessary condition for knowing nature. We will extend this discussion to the politics involved. Drawing on a case study in Finland, the article points out that professional foresters’ affective ways of knowing nature are controlled by institutionalised strategies and practices. Thus, power is exercised through fieldwork, determining how nature can and should be known in forestry. The article concludes that since policy implementation takes place through the intensities present in mundane routines, governance studies would benefit from understanding how the various technologies of governance interact with emergent and embodied capacities.  相似文献

This paper assesses how far community led rural visions accord with the current thrust of rural planning policy delivery in the UK. Adapting conventional visioning methods, qualitative techniques were used on eight different communities across urban, exurban and rural Wales to elicit views relating to the kind of local countryside(s) that were desired. The results show that the communities’ visions reflect an emerging consensus around local countryside priorities: multifunctionality, integration, wider countryside protection, development based on need, and local distinctiveness according with the thrust of current planning policy at national and local levels. However, there is a clear dichotomy between this and the reality of what communities actually experienced in developments affecting their countryside. Here, universal criticism was encountered over the type, pace and scale of development, the lack of rural specificity and the failure to take account of local community needs and priorities. It is hypothesized that tensions between national and local politics and stakeholder power relations are playing a crucial role in distorting the delivery of town and country planning. It is recommended that rural policy delivery must become more “joined up” and rural proofed at national and local levels concomitant with a change in the operational culture of agencies at the forefront of rural delivery. Essentially, effective engagement of top down approaches synergising with bottom up community led ideas is long overdue.  相似文献
