At a time of “austerity localism”, this paper explores how local authorities in London, England, are simultaneously addressing the dual pressures of delivering fiscal retrenchment and of enrolling citizens in new participatory public service arrangements, asking whether “these trends pull against one another, in opposite directions, or whether they are the tough and tender dimensions of a singular process: austerian management” Drawing on empirical research into the London Borough of Lambeth’s Cooperative Council agenda, as well as Foucauldian and Gramscian critiques of participatory network governance theories and practice, this paper shows how participatory forms of governance can be folded into the logic of hierarchy and coercion through various governmental technologies of performance and agency (consent), and through tactics of administrative domination (coercion). As budget cuts continue to affect local government in England, this paper concludes that although small experiments in participatory governance may persist, the dominant mode of governance is likely to shift towards more hierarchical and coercive forms. 相似文献
Upon intercalation of both ordered (low defect) and disordered (high defect) kaolinites with acetamide, two types of interaction
are observed. Firstly, hydrogen bonding between the NH2 groups of the acetamide with the siloxane oxygens is formed, as evidenced by the formation of two new bands at 3400 and 3509
cm–1. Secondly, the appearance of additional bands at ∼3600 cm–1 in both the infrared and Raman spectra of the acetamide intercalates is attributed to a second type of hydrogen bonding by
the interaction of the C=O group and the inner surface hydroxyls. Changes in the intensity of the hydroxyl deformation modes
in the 895 to 940 cm–1 region are attributed to the changes in the hydrogen bonding of the kaolinite surfaces. It is proposed that the hydrogen
bonding between the adjacent kaolinite layers is replaced with hydrogen bonding between both kaolinite surfaces and the acetamide
molecule. Changes in the molecular structure of acetamide are observed upon intercalation. The amide 1 band is lost and replaced
with a well-defined NH2 deformation vibration. The loss of the amide 1 band is attributed the hydrogen bond formation between the amide hydrogens
and the siloxane surface. The bands of the C=O group at 1680 and 1740 cm–1 become a single band at 1680 cm–1. The amide 2 band remains unchanged. The lack of intensity of the 1740 cm–1 band is attributed to the formation of hydrogen bonding between the inner surface hydroxyl groups and the carbonyl group.

The boundary-element method has been widely used as a design tool in the offshore and ship building industry for more than 30 years. Its application to wave energy conversion is, however, more recent. This paper deals with the numerical modelling of a free-floating sloped wave energy device. The power take-off mechanism of the device consists of an immersed tube with a piston sliding inside. The modelling is done using the boundary-element method package WAMIT. The model is first worked out for the case where the axis of the tube is vertical. It is then derived for the tube inclined and successfully verified against numerical benchmark data. Numerous records of the Matuyama-Brunhes geomagnetic transition have been obtained from paleomagnetic studies. Because few of the reversal records are of acceptable reliability, however, the exact behavior of the field during the transition has remained enigmatic. To provide confirmation of one of the more reliable records, we have re-examined the transition at two sites, 150 m apart, in lake sediments of Tecopa basin, southeastern California. The two sites are geographically very close to that of Valet et al. [10], who previously obtained a record from that site indicating that the transitional field was non-dipolar and axisymmetric.
The Matuyama-Brunhes reversal is recorded differently at each of our two sites and at that of Valet et al. [10]. Zones of mixed polarities and/or intermediate directions occur at all three sites but they differ greatly in polarity character, thickness and stratigraphic position. It appears that all three sites have provided mutually contradictory records of the transition. It is unlikely, therefore, that any of the records is acceptable for establishing the nature of the transition at this locality.
Obliteration of the transition is apparently the result of acquisition of a stable, normal-polarity overprint that appears to consist of two remanence components, one acquired during post-depositional compaction and dewatering, and one during later sediment diagenesis. 相似文献

Alan Penny presents a summary of the January 2002 RAS meeting that discussed the sciences of this wide-field high-precision photometric space telescope. Regional climate projections in the Pacific region are potentially sensitive to a range of existing model biases. This study examines the implications of coupled model biases on regional climate projections in the tropical western Pacific. Model biases appear in the simulation of the El Niño Southern Oscillation, the location and movement of the South Pacific Convergence Zone, rainfall patterns, and the mean state of the ocean–atmosphere system including the cold tongue bias and erroneous location of the edge of the Western Pacific warm pool. These biases are examined in the CMIP3 20th century climate models and used to provide some context to the uncertainty in interpretations of regional-scale climate projections for the 21st century. To demonstrate, we provide examples for two island nations that are located in different climate zones and so are affected by different biases: Nauru and Palau. We discuss some of the common approaches to analyze climate projections and whether they are effective in reducing the effect of model biases.
