The MAPS Programme has been active in Brazil, Chile, Colombia and Peru in supporting the development of an evidence base to inform the processes involved in climate mitigation policy-making. The programme combines detailed quantitative analysis with an extensive stakeholder engagement process to provide policy and decision makers with the information required for long-term climate mitigation planning.

In recognition of the critical need to consider the developmental context and agenda in climate policy-making, the projects undertaken in these countries have experimented with various types of assessments of developmental impacts at both the macro and micro levels. These impacts have been collectively termed co-impacts to reflect the fact that these may be either positive or negative. In this article the value and challenges associated with co-impacts work for climate mitigation policy are considered. The value of including co-impacts analysis in the MAPS processes included increased stakeholder buy-in, making the case for mitigation action, informing INDCs and the prioritization of particular mitigation actions. Challenges include those associated with obtaining locally relevant data, the selection and operation of appropriate macro-economic models and analytical approaches and working with multidisciplinary teams.

The article concludes by making some suggestions to optimize co-impacts work, through reference to other bodies of literature. The authors highlight that this article is situated within a dominant approach to climate mitigation policy work in developing countries, which implicitly places the non-climate benefits of any action as secondary to the primary benefit of climate change mitigation and constructs an artificial separation of policy formulation and implementation. Practitioners are encouraged to reflect on the implications of these considerations in future efforts.

Policy relevance

One of the primary challenges to advancing climate mitigation policy in developing countries is that of perceived relevance: near-term development priorities are overwhelming. Identifying, understanding and engaging with the co-impacts of mitigation actions has emerged as one way of addressing this challenge. Although still at an experimental phase, experience with co-impacts analysis in the MAPS countries provides some useful lessons in how to develop this area of work.  相似文献

A carbon tax will form the central carbon pricing instrument in South Africa. The country, however, is also in the process of setting specific short-term emissions limits at a subnational level. Additional mitigation policy instruments will thus be required to meet these targets. Although it is possible to combine sector-level quantity targets with a broad-based carbon tax, this article finds that this greatly complicates mitigation policy design, increasing both the information requirements and the likelihood of unintended consequences. The trade-offs between economic efficiency (optimized by the use of a broad-based price set by a carbon tax) and environmental effectiveness (optimized by using instruments that ensure emissions reduction targets are met) are ever present. A clear understanding of subnational quantity targets and an appreciation of the characteristics of the instruments to achieve such targets (quantity-based instruments, QBIs), the framework through which the instruments are combined, and their possible interactions, are required for effective policy making. Three possible frameworks for combining instruments are identified in the article, and some specific implications of interaction between particular QBIs and a carbon tax are suggested.

Policy relevance

This article explores the interaction of a carbon tax with mitigation policy instruments to meet subnational emissions targets in the South African context (where both a carbon tax and subnational emissions targets are currently being developed). As international negotiations progress towards countries accepting binding GHG emissions restrictions, quantity-based mitigation policy approaches become more important. In countries where a broad-based emissions trading scheme (ETS) is not feasible in the short to medium term, combining a broad-based carbon tax with subnational emission targets provides an alternative mechanism for achieving the economic efficiency and emissions certainty benefits derived from an ETS. This paper considers the mechanisms through which such a combination of instruments can be achieved. Three possible frameworks for combining instruments are identified, some specific implications of interaction between particular QBIs and a carbon tax are suggested, and guidelines and concept tools are presented to assist policy-makers in designing efficient and coherent mitigation policy.  相似文献

The Kwakshua Watersheds Observatory (KWO) is an integrative watersheds observatory on the coastal margin of a rain-dominated bog-forest landscape in British Columbia (BC), Canada. Established in 2013, the goal of the KWO is to understand and model the flux of terrestrial materials from land to sea – the origins, pathways, processes and ecosystem consequences – in the context of long-term environmental change. The KWO consists of seven gauged watersheds and a network of observation sites spanning from land to sea and along drainage gradients within catchments. Time-series datasets include year-round measurements of weather, soil hydrology, streamflow, aquatic biogeochemistry, microbial ecology and nearshore oceanographic conditions. Sensor measurements are recorded every 5 min and water samples are collected approximately monthly. Additional observations are made during high-flow conditions. We used remote sensing to map watershed terrain, drainage networks, soils and terrestrial ecosystems. The watersheds range in size from 3.2 to 12.8 km2, with varying catchment characteristics that influence hydrological and biogeochemical responses. Despite local variation, the overall study area is a global hotspot for yields of dissolved organic carbon, dissolved organic nitrogen and dissolved iron at the coastal margin. This observatory helps fill an important gap in the global network of observatories, in terms of spatial location (central coast of BC), climate (temperate oceanic), hydrology (very high runoff, pluvial regime), geology (igneous intrusive, glacially scoured), vegetation (bog rainforest) and soils (large stores of organic carbon).  相似文献

As the challenges and opportunities posed by climate change become increasingly apparent, the need for facilitating successful adaptation and enhancing adaptive capacity within the context of sustainable development is clear. With adaptation high on the agenda, the notion of limits and barriers to adaptation has recently received much attention within both academic and policymaking spheres. While emerging literature has been quick to depict limits and barriers in terms of natural, financial, or technologic processes, there is a clear shortfall in acknowledging social barriers to adaptation. It is against such a backdrop that this paper sets out to expose and explore some of the underlying features of social barriers to adaptation, drawing on insights from two case studies in the Western Nepal. This paper exposes the significant role of cognitive, normative and institutional factors in both influencing and prescribing adaptation. It explores how restrictive social environments can limit adaptation actions and influence adaptive capacity at the local level, particularly for the marginalised and socially excluded. The findings suggest a need for greater recognition of the diversity and complexity of social barriers, strategic planning and incorporation at national and local levels, as well as an emphasis on tackling the underlying drivers of vulnerability and social exclusion.  相似文献

Processes controlling the composition of seafloor hydrothermal fluids in silicic back-arc or near-arc crustal settings remain poorly constrained despite growing evidence for extensive magmatic-hydrothermal activity in such environments. We conducted a survey of vent fluid compositions from two contrasting sites in the Manus back-arc basin, Papua New Guinea, to examine the influence of variations in host rock composition and magmatic inputs (both a function of arc proximity) on hydrothermal fluid chemistry. Fluid samples were collected from felsic-hosted hydrothermal vent fields located on Pual Ridge (PACMANUS and Northeast (NE) Pual) near the active New Britain Arc and a basalt-hosted vent field (Vienna Woods) located farther from the arc on the Manus Spreading Center. Vienna Woods fluids were characterized by relatively uniform endmember temperatures (273-285 °C) and major element compositions, low dissolved CO2 concentrations (4.4 mmol/kg) and high measured pH (4.2-4.9 at 25 °C). Temperatures and compositions were highly variable at PACMANUS/NE Pual and a large, newly discovered vent area (Fenway) was observed to be vigorously venting boiling (358 °C) fluid. All PACMANUS fluids are characterized by negative δDH2O values, in contrast to positive values at Vienna Woods, suggesting substantial magmatic water input to circulating fluids at Pual Ridge. Low measured pH (25 °C) values (∼2.6-2.7), high endmember CO2 (up to 274 mmol/kg) and negative δ34SH2S values (down to −2.7‰) in some vent fluids are also consistent with degassing of acid-volatile species from evolved magma. Dissolved CO2 at PACMANUS is more enriched in 13C (−4.1‰ to −2.3‰) than Vienna Woods (−5.2‰ to −5.7‰), suggesting a contribution of slab-derived carbon. The mobile elements (e.g. Li, K, Rb, Cs and B) are also greatly enriched in PACMANUS fluids reflecting increased abundances in the crust there relative to the Manus Spreading Center. Variations in alkali and dissolved gas abundances with Cl at PACMANUS and NE Pual suggest that phase separation has affected fluid chemistry despite the low temperatures of many vents. In further contrast to Vienna Woods, substantial modification of PACMANUS/NE Pual fluids has taken place as a result of seawater ingress into the upflow zone. Consistently high measured Mg concentrations as well as trends of increasingly non-conservative SO4 behavior, decreasing endmember Ca/Cl and Sr/Cl ratios with increased Mg indicate extensive subsurface anhydrite deposition is occurring as a result of subsurface seawater entrainment. Decreased pH and endmember Fe/Mn ratios in higher Mg fluids indicate that the associated mixing/cooling gives rise to sulfide deposition and secondary acidity production. Several low temperature (?80 °C) fluids at PACMANUS/NE Pual also show evidence for anhydrite dissolution and water-rock interaction (fixation of B) subsequent to seawater entrainment. Hence, the evolution of fluid compositions at Pual Ridge reflects the cumulative effects of water/rock interaction, admixing and reaction of fluids exsolved from silicic magma, phase separation/segregation and seawater ingress into upflow zones.  相似文献

The Association of American Geographers Catalyzing Research on the Geographies of Broadening Participation Creative Scholarly Retreat explored ways in which geographers can advance approaches to broadening participation of underrepresented groups in higher education and the scientific workforce. Conversations during the retreat revealed the need for theoretical models to guide research and policy development. In this article, I ask how the geographic concept of scale can inform the problem of broadening participation of underrepresented groups in higher education. First, I explain how the concept of scale can drive future research using the literature within geography. Next, I propose the situational matrix as an analytical schema using the concept of scale. I then analyze various scales first as ordering devices and then as politically produced entities in conversations about underrepresentation in higher education. I conclude by arguing that identifying the scales that are in operation and then figuring out ways in which they function simultaneously and even in mutually contradictory ways will push the project of broadening participation forward.  相似文献

Twitter has emerged as a global social network of active users who share conversations with one another in an online setting. Academics are one community that has increasingly taken to Twitter as a means of connecting with other scholars, sharing research, and obtaining meaningful feedback. Tweeting has become especially popular during academic conferences where conference attendees use Twitter hashtags to filter conference conversations into a separate dialogue. For geographers, the Annual Meeting of the American Association of Geographers (AAG) represents one such occasion to use Twitter to discuss contemporary developments in geographic research. In this article, we provide an overview of Twitter as well as the ways in which the academic community uses the platform. Following this, we discuss the tweets sent using the hashtag for the 2018 AAG Annual Meeting, #AAG2018. To analyze these tweets, we collected all tweets with this hashtag for a period of four weeks and examined the content using word clouds and sentiment analysis to explore general feelings and trends associated with geography and the AAG Annual Meeting. We conclude with suggestions for future research avenues that could use Twitter data to gauge the pulse of the geographic discipline. ABSTRACT

This paper builds on the study of student geography by critically examining college students’ perceived space of a university campus and the surrounding urban space. Rhodes College is a liberal arts college situated in the city of Memphis. As a campus with a majority white population located in a predominately black city, Rhodes College exists within but often separate from the city. It serves as a perfect case study to investigate how the college students build relationships with the environment within and beyond the campus. By using mental mapping and focus groups, this research unpacks four spatialities that shape college students’ perception of the urban space: (in)activity space, (im)mobility, boundaries, and center. This research demonstrates that student geography can be gendered, classed and racialized. The perceived space is socially constructed, and is reinforced by the lived and material space. Finally, this paper provides implications to facilitate deeper connections between students, the campus, and the city.  相似文献

Regional source tsunamis represent a potentially devastating threat to coastal communities in New Zealand, yet are infrequent events for which little historical information is available. It is therefore essential to develop robust methods for quantitatively estimating the hazards posed, so that effective mitigation measures can be implemented. We develop a probabilistic model for the tsunami hazard posed to the Auckland region of New Zealand from the Kermadec Trench and the southern New Hebrides Trench subduction zones. An innovative feature of our model is the systematic analysis of uncertainty regarding the magnitude-frequency distribution of earthquakes in the source regions. The methodology is first used to estimate the tsunami hazard at the coastline, and then used to produce a set of scenarios that can be applied to produce probabilistic maps of tsunami inundation for the study region; the production of these maps is described in part II. We find that the 2,500 year return period regional source tsunami hazard for the densely populated east coast of Auckland is dominated by events originating in the Kermadec Trench, while the equivalent hazard to the sparsely populated west coast is approximately equally due to events on the Kermadec Trench and the southern New Hebrides Trench.  相似文献
