21世纪海上丝绸之路战略是新时期我国重要的对外战略,加强与沿线国家在海上的务实合作是21世纪海上丝绸之路建设的重要内容。文章通过探讨21世纪海上丝绸之路战略对海上合作在合作原则、合作思路及合作重点等方面提出的要求,分析我国21世纪海上丝绸之路建设重要据点——肯尼亚的战略优势及海洋优势,提出中国与肯尼亚海洋合作应从推动双方海洋科研院所之间建立合作机制、建设中肯海洋渔业联合研究中心、资助联合研究项目的开展、加强双方人员交流,扩大青年科学家培训规模、加强双方在海洋非传统安全领域的合作5个方面重点推进的建议,为今后中-肯海洋合作指明方向。  相似文献

Illegal, unregulated and unreported (IUU) fishing is a challenging form of non-compliance in many marine ecosystems. IUU fishing has attracted substantial political attention in the Southern Ocean, where a series of crises created windows of opportunity for change. A crises-response framework was used for examining these dynamics between 1995 and 2009. Crises were defined in relation to their perceived threat, decision time and surprise. Published material was combined with the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLRs) expert interviews, to evaluate changing perceptions of IUU fishing and corresponding actions. A first crisis led to an increased use of informal shortcuts and a concentration of power. A second crisis created windows of opportunities for policy entrepreneurs and stimulated policy innovation. A third crisis led to the implementation of existing contingency plans. These responses were consistent with predictions from the crisis-response framework used. The series of crises threatened the credibility of CCAMLR and changed the incentives for engaging in coalitions, which led to the development of both management and enforcement approaches to compliance. State and non-state actors became increasingly involved in developing these diverse compliance mechanisms, thereby actively contributing to the adaptive capacity of CCAMLR. Synergies between fisheries industry, environmental conservation, and state sovereignty interests were effectively utilized. Individual actors, organizations and countries providing leadership had strong incentives for doing so. Trust and reputation was important for the compliance mechanisms leading to a substantial reduction of IUU fishing.  相似文献

The effect of uncertainty on cooperation between the partners sharing the natural resources remains unknown. Uncertainty may strengthen cooperation between partners, as it is necessary to implement cooperative mitigation policies, however, it may also serve as a cause of friction between parties, as it may aggravate existing trust issues or power asymmetries. Given the potential for such contrary outcomes, we provide criteria to examine empirically how uncertainties in a transboundary setting seem to promote or impede cooperation. Taking Israeli–Palestinian Annapolis round and post-Annapolis negotiations as a case study, this work identifies the effect of uncertainties related to water on negotiation positions. Social and political uncertainties, which tend to be more associated with uncertainty regarding interpretation rather than a lack of information, play a much stronger role in water negotiations than do technical or physical uncertainties that often dominate in other resource issues. Many of the criteria used to assess the effect of uncertainty indicate that partners attempted to address uncertainties in an ostensibly cooperative manner, accepting negotiation venues and rules. However, confronting uncertainty stemming from interpretation of information often around social issues tends to result in additional uncertainties associated with delaying negotiations, spillover effects and power implications, each with negative implications in terms of cooperation. As such, mechanisms proposed to address these uncertainties also tend to be more disputed. The only type of mechanisms that did not appear to aggravate the effects of these uncertainties and perhaps the only that would be indicative of some type of cooperation, even if low level, are those that deal data and information exchange and research.  相似文献

Knowledge absorption theories argue that technologically less advanced companies (latecomer firms) can substantially upgrade their knowledge base through active knowledge absorption. These theories view knowledge absorption as a stepwise process which includes a linkage phase, a leverage phase and a learning phase (LLL concept). Case studies in Taiwan and Korea have shown that latecomer firms can indeed follow this approach and catch-up technologically with advanced firms. This paper aims to discuss the relevance of the LLL concept in China using the example of Optical Technology (OT). It reveals that the concept is not universally applicable. In the case of China, the ownership of companies determines successes and failures of strategies for increasing knowledge absorption. Private firms face substantial difficulties in establishing the necessary linkages; the upgrading of foreign-invested enterprises (FIEs) is controlled by their parent companies. This result has implications for theoretical concepts of learning and innovation in China, as well as for policy.  相似文献

Cooperation in the economic sense considers efficiency issues. Cooperation in the political sense, like the Kyoto Protocol, considers other issues like equity and historical responsibility. The environmental and economic impacts of the Kyoto Protocol and other scenarios are thus examined. The US pullout may then be viewed, among others, as the result of not untying “economic” and “political” cooperation; and since the Protocol will be much less effective without the US, it is shown that an external economic stimulus should and may theoretically be found for retaining their participation.  相似文献

以发展较为成功的中国?印尼经济贸易合作区(简称“中印合作区”)为例,讨论“一带一路”背景下中国境外经贸合作区的成功发展经验与“园中园”发展模式。中印合作区是中国企业在印度尼西亚设立的第一批国家级境外经贸合作区之一,采用“园中园”发展模式。通过实地调研与访谈的方法,构建“园中园”发展模式分析框架,从构建多主体间的合作网络、根植地方的制度文化环境、提供优质的园区环境这3个维度重点分析了中印合作区的发展过程与特征。归纳总结境外经贸合作区发展的成功经验,为未来境外经贸合作区的建设提供案例借鉴与理论参考。  相似文献
