Following the 1938 hurricane that damaged much of the New England coast, New London, Connecticut, responded like most communities by leveraging federal and state funds to rebuild and augment engineered mitigation structures. Eighty years of subsequent storm experience, however, illustrates that a small number of nonstructural mitigation projects, especially private property acquisitions, have had significant long-term effects on New London's coastal resiliency, especially in the Ocean Beach neighborhood. Archival research identifies that these nonstructural mitigation projects were not initially intended to reduce hurricane or flooding risk but were aimed at removing structures determined to be public nuisances and reducing fire hazard. Therefore, New London's post-1938 mitigation experience underscores how community-scale mitigation planning following one disaster can greatly affect the outcome of future disasters. Analytically, New London's experience offers a compelling case study to critically compare two competing environmental mitigation approaches following the same disaster and to offer insight into the environmental legacies of both.  相似文献

We present a three-level nested-grid ocean circulation modeling system for the Belize shelf of the western Caribbean Sea. The nested-grid system has three subcomponents: a coarse-resolution outer model of the western Caribbean Sea; an intermediate-resolution middle model of the southern Mest〉American Barrier Reef System; and a fine-resolution inner model of the Belize shelf. The two-way nesting technique based on the semi-prognostic method is used to exchange information between the three subcomponents. We discuss two applications of the nested-grid system in this study. In the first application we simulate the seasonal mean circulation in the region, with the nested system forced by monthly mean surface fluxes and boundary forcing. The model results reproduce the general circulation features on the western Caribbean Sea and mest〉scale circulation features on the Belize shelf. In the second application, we simulate the storm-induced circulation during Hurricane Mitch in 1998, with the nested-grid system forced by the combination of monthly mean forcing and idealized wind stress associated with the storm. The model results demonstrate that the storm-induced currents transport a large amount of estuarine waters from coastal regions of Honduras and Guatemala to offshore reef atolls.  相似文献

随着气旋内部资料(Inner core data)在热带气旋预报中的使用,其重要性逐渐受到人们越来越多的关注。为了研究该资料中尾部机载雷达(Tail Doppler Radar,TDR)资料在业务系统中的应用效果,本文利用2012年飓风等级热带气旋Isaac期间的TDR资料,采用业务HWRF(Weather Research and Forecasting model for Hurricane)数值模式与业务GSI(Grid-point Statistical Interpolation system)三维变分同化(Three-Dimensional Variational Data Assimilation, 3DVar)系统对TDR资料进行了同化,展开了一系列预报试验,并对其效果进行了分析和研究。结果表明与HWRF的业务预报相比,GSI系统同化TDR资料后对热带气旋的路径和强度预报有明显改进;但其同化效果同时也表明业务三维变分中的静态背景误差协方差在TDR资料的应用中仍需要进一步的改进。  相似文献

Hurricane Irene and Tropical Storm Lee, both of which made landfall in the U.S. between late August and early September 2011, generated record or near record water discharges in 41 coastal rivers between the North Carolina/South Carolina border and the U.S./Canadian border. Despite the discharge of substantial amounts of suspended sediment from many of these rivers, as well as the probable influx of substantial amounts of eroded material from the surrounding basins, the geochemical effects on the <63‐µm fractions of the bed sediments appear relatively limited [<20% of the constituents determined (256 out of 1394)]. Based on surface area measurements, this lack of change occurred despite substantial alterations in both the grain size distribution and the composition of the bed sediments. The sediment‐associated constituents which display both concentration increases and decreases include: total sulfur (TS), Hg, Ag, total organic carbon (TOC), total nitrogen (TN), Zn, Se, Co, Cu, Pb, As, Cr, and total carbon (TC). As a group, these constituents tend to be associated either with urbanization/elevated population densities and/or wastewater/solid sludge. The limited number of significant sediment‐associated chemical changes that were detected probably resulted from two potential processes: (1) the flushing of in‐stream land‐use affected sediments that were replaced by baseline material more representative of local geology and/or soils (declining concentrations), and/or (2) the inclusion of more heavily affected material as a result of urban nonpoint‐source runoff and/or releases from flooded treatment facilities (increasing concentrations). As the most costly US natural disaster in history, Hurricane Katrina fostered the IPET forensic study to better understand the event. All available observations from several hundred space-, land-, sea-, and aircraft-based measurement platforms were gathered and processed to a common framework for height, exposure, and averaging time, to produce a series of wind field snapshots at 3 h intervals to depict the wind structure of Katrina when in the Gulf of Mexico. The stepped-frequency microwave radiometer was calibrated against GPS sondes to establish the upper range of the instrument and then used to determine the wind field in the storm's core region in concert with airborne Doppler radar winds adjusted to the surface from near the top of the PBL (500 m). The SFMR data were used to develop a method to estimate surface winds from 3 km level reconnaissance aircraft observations, taking into consideration the observed azimuthal variation of the reduction factor. The “SFMR method” was used to adjust reconnaissance flight-level measurements to the surface in the core region when SFMR and Doppler winds were not available. A variety of coastal and inland mesonet data were employed, including portable towers deployed by Texas Tech University, University of Louisiana at Monroe, and the Florida Coastal Monitoring Program, as well as fixed mesonet stations from Louisiana State Universities Marine Consortium, University of Southern Mississippi, and Agricultural Networks from Louisiana, Mississippi, and Alabama, and the Coastal Estuarine Network of Alabama and Mississippi. Also included were land- (WSR-88D VAD and GBVTD, ASOS, Metar, LLWAS, HANDAR), space- (QuikScat, GOES cloud drift winds, WindSat), and marine- (GPS sondes, Buoys, C-MAN, ships) platforms. The wind fields serve as an analysis of record and were used to provide forcing for wave and storm surge models to produce hindcasts of water levels in the vicinity of flood control structures.  相似文献

Efficient joint-probability methods for hurricane surge frequency analysis   总被引:3,自引:0,他引:3  
The Joint-Probability Method (JPM) was adopted by federal agencies for critical post-Katrina determinations of hurricane surge frequencies. In standard JPM implementations, it is necessary to consider a very large number of combinations of storm parameters, and each such combination (or synthetic storm) requires the simulation of wind, waves, and surge. The tools used to model the wave and surge phenomena have improved greatly in recent years, but this improvement and the use of very large high-resolution grids have made the computations both time-consuming and expensive. In order to ease the computational burden, two independent approaches have been developed to reduce the number of storm surge simulations that are required. Both of these so-called JPM-OS (JPM-Optimal Sampling) methods seek to accurately cover the entire storm parameter space through optimum selection of a small number of parameter values so as to minimize the number of required storm simulations. Tests done for the Mississippi coast showed that the accuracy of the two methods is comparable to that of a full JPM analysis, with a reduction of an order of magnitude or more in the computational effort.  相似文献

Sea state design criteria for offshore facilities are frequently provided by direction. For example, it is typical for return-period values of the significant wave height to be specified for each of eight 45° sectors in addition to the omni-directional case. However, it is important that these criteria be consistent so that the probability of exceedance of a given wave height from any direction derived from the directional values is the same as for the omni-directional value. As recently demonstrated by Forristall it is not sufficient simply to scale the directional values so that the value of the wave height from the most severe sector is the same as the omni-directional value.We develop an approach for establishing appropriate directional criteria and an associated omni-directional criterion for a specific location. The inherent directionality of sea states is used to develop a model for the directional dependence of distributions of storm maxima. The directional model is applied to the GOMOS data, and the distributional properties of the 100-year significant wave height are estimated and the implications for design discussed. An objective risk-cost approach is proposed for optimising directional criteria, while preserving overall reliability. Simulation studies are performed, using realistic extreme value assumptions, to quantify the uncertainties.  相似文献

A cloud-resolving model is configured to span the full meridional extent of the tropical atmosphere and have sufficient zonal extent to permit the representation of tropical cloud super-clusters. This is made computationally feasible by the use of anisotropic horizontal grids where one horizontal coordinate direction has over an order of magnitude finer resolution than the other direction. Typically, the meridional direction is chosen to have the coarser resolution (40 km grid spacing) and the zonal direction has enough resolution to ‘permit’ crude convective squall line ascent (1 km grid spacing). The aim was to run in cloud-resolving model (CRM) mode yet still have sufficient meridional resolution and extent to capture the equatorial trapped waves and the Hadley circulation. The large-scale circulation is driven by imposed uniform tropospheric cooling in conjunction with a fixed sea surface temperature distribution. At quasi-equilibrium the flow is characterized by sub-tropical jetstreams, tropical squall line systems that form eastward-propagating super-clusters, tropical depressions and even hurricanes.Two scientific issues are briefly addressed by the simulations: what forces the Hadley circulation and the nature of stratospheric waves appearing in the simulation. It is found that the presence of a meridional sea surface temperature gradient is not sufficient on its own to force a realistic Hadley circulation even though convection communicates the underlying temperature gradient to the atmosphere. It is shown in a simulation that accounts for the observed time and zonal-mean momentum forcing effect of large-scale eddies (originating in middle latitudes) that the heaviest precipitation is concentrated near the equator in association with moisture flux convergence driven by the Trade winds.A spectral analysis of the stratospheric waves found on the equator using the dispersion relation for equatorially-trapped waves provides strong evidence for the existence of a domain-scale Kelvin wave together with eastward and westward propagating inertia-gravity waves. The eastward-propagating stratospheric waves appear to be part of a convectively coupled wave system travelling at about 15 ms−1.  相似文献
