Climate and land use patterns are expected to change dramatically in the coming century, raising concern about their effects on wildfire patterns and subsequent impacts to human communities. The relative influence of climate versus land use on fires and their impacts, however, remains unclear, particularly given the substantial geographical variability in fire-prone places like California. We developed a modeling framework to compare the importance of climatic and human variables for explaining fire patterns and structure loss for three diverse California landscapes, then projected future large fire and structure loss probability under two different climate (hot-dry or warm-wet) and two different land use (rural or urban residential growth) scenarios. The relative importance of climate and housing pattern varied across regions and according to fire size or whether the model was for large fires or structure loss. The differing strengths of these relationships, in addition to differences in the nature and magnitude of projected climate or land use change, dictated the extent to which large fires or structure loss were projected to change in the future. Despite this variability, housing and human infrastructure were consistently more responsible for explaining fire ignitions and structure loss probability, whereas climate, topography, and fuel variables were more important for explaining large fire patterns. For all study areas, most structure loss occurred in areas with low housing density (from 0.08 to 2.01 units/ha), and expansion of rural residential land use increased structure loss probability in the future. Regardless of future climate scenario, large fire probability was only projected to increase in the northern and interior parts of the state, whereas climate change had no projected impact on fire probability in southern California. Given the variation in fire-climate relationships and land use effects, policy and management decision-making should be customized for specific geographical regions.  相似文献

Climate change is a complex issue and means different things to different people. Numerous scholars in history, philosophy, and psychology have explored these multiple meanings, referred to as the plasticity of climate change. Building on psychological research that seeks to explain why meanings differ, I present an analytical framework that draws on adult developmental psychology to explore how meaning is constructed, and how it may become increasingly more complex across a lifespan in a nested manner, much like Russian dolls (or matryoshkas). I then use the framework to analyze photo voice data from a case study about local perspectives on climate change in El Salvador. The main finding from this analysis is that a developmental approach can help to make sense of why there is such plasticity of meanings about climate change. Using photos and their interpretations to illustrate these findings, I examine how perspective-taking capacities arrive at different meanings about climate change, based on the object of awareness, complexity of thought, and scope of time. I then discuss implications of this preliminary work on how developmental psychology could help climate change scholar-practitioners to understand and align with different climate change meanings and support local actors to translate their own meanings about climate change into locally-owned actions.  相似文献

With poverty alleviation and sustainable development as key imperatives for a developing economy like India, what drives the resource-constrained state governments to prioritize actions that address climate change impacts? We examine this question and argue that without access to additional earmarked financial resources, climate action would get overshadowed by developmental priorities and effective mainstreaming might not be possible. A systematic literature review was carried out to draw insights from the current state of implementation of adaptation projects, programmes and schemes at the subnational levels, along with barriers to mainstreaming climate change adaptation. The findings from a literature review were supplemented with lessons emerging from the implementation of India’s National Adaptation Fund on Climate Change (NAFCC). The results of this study underscore the scheme’s relevance.

  • Experience with NAFCC implementation reveals that states require sustained ‘handholding’ in terms of financial, technical and capacity support until climate change issues are fully understood and embedded in the policy landscape.

  • Domestic sources of finance are critically important in the absence of predictable and adequate adaptation finance from international sources.

Strong and rapid greenhouse gas (GHG) emission reductions, far beyond those currently committed to, are required to meet the goals of the Paris Agreement. This allows no sector to maintain business as usual practices, while application of the precautionary principle requires avoiding a reliance on negative emission technologies. Animal to plant-sourced protein shifts offer substantial potential for GHG emission reductions. Unabated, the livestock sector could take between 37% and 49% of the GHG budget allowable under the 2°C and 1.5°C targets, respectively, by 2030. Inaction in the livestock sector would require substantial GHG reductions, far beyond what are planned or realistic, from other sectors. This outlook article outlines why animal to plant-sourced protein shifts should be taken up by the Conference of the Parties (COP), and how they could feature as part of countries’ mitigation commitments under their updated Nationally Determined Contributions (NDCs) to be adopted from 2020 onwards. The proposed framework includes an acknowledgment of ‘peak livestock’, followed by targets for large and rapid reductions in livestock numbers based on a combined ‘worst first’ and ‘best available food’ approach. Adequate support, including climate finance, is needed to facilitate countries in implementing animal to plant-sourced protein shifts.

Key policy insights

  • Given the livestock sector’s significant contribution to global GHG emissions and methane dominance, animal to plant protein shifts make a necessary contribution to meeting the Paris temperature goals and reducing warming in the short term, while providing a suite of co-benefits.

  • Without action, the livestock sector could take between 37% and 49% of the GHG budget allowable under the 2°C and 1.5°C targets, respectively, by 2030.

Agriculture is responsible for the bulk of Ireland’s greenhouse gas (GHG) emissions. However, the potential to mitigate some of these emissions through the adoption of more efficient farm management practices may be hampered by farmers’ awareness and attitude towards climate change and agriculture’s role in contributing to GHG emissions. This paper presents results from a survey of 746 Irish farmers in 2014, with a view to understanding farmers’ awareness of, and attitudes to, climate change and GHG emissions. Survey results show that there was a general uncertainty towards a number of questions related to agricultural GHG emissions, e.g. if tilling of land causes GHG emissions, and that farmers were reluctant to take action to reduce GHG emissions on their farm. To further explore farmers’ attitudes towards climate change, a multinomial logit model was used to examine the socio-economic factors that affect farmers’ willingness to adopt an advisory tool that would show the potential reduction in GHG emissions from the adoption of new technologies. Results show that farmers’ awareness of human-induced global climate change was positively related to the tool’s adoption.

Since the Paris Agreement was adopted in 2015, both national and subnational governments have been encouraged to submit Mid-Century Strategies, outlining how they would reach their deep decarbonization goals. However, research on the design and potential of these strategies has been very limited. To address this shortcoming, here we assess 13 such strategies – six national, seven subnational – in a comparative fashion. We find that the energy-economy-climate models underpinning these strategies are generally of high quality, though national jurisdictions generally performed better. However, most strategies are not plausible without significant changes to policy, and the industrial sector in particular presents a major limitation. The strategies are helpful in revealing this gap, but much works remains to be done for plausible mid-century decarbonization trajectories to become a reality. We also find that public input and societal participation in strategy building were a double-edged sword depending on the constellation of domestic preferences.

Achieving long-term climate mitigation goals in Japan faces several challenges, starting with the uncertain nuclear power policy after the 2011 earthquake, the uncertain availability and progress of energy technologies, as well as energy security concerns in light of a high dependency on fuel imports. The combined weight of these challenges needs to be clarified in terms of the energy system and macroeconomic impacts. We applied a general equilibrium energy economic model to assess these impacts on an 80% emission reduction target by 2050 considering several alternative scenarios for nuclear power deployment, technology availability, end use energy efficiency, and the price of fossil fuels. We found that achieving the mitigation target was feasible for all scenarios, with considerable reductions in total energy consumption (39%–50%), higher shares of low-carbon sources (43%–72% compared to 15%), and larger shares of electricity in the final energy supply (51%–58% compared to 42%). The economic impacts of limiting nuclear power by 2050 (3.5% GDP loss) were small compared to the lack of carbon capture and storage (CCS) (6.4% GDP loss). Mitigation scenarios led to an improvement in energy security indicators (trade dependency and diversity of primary energy sources) even in the absence of nuclear power. Moreover, preliminary analysis indicates that expanding the range of renewable energy resources can lower the macroeconomic impacts of the long term target considerably, and thus further in depth analysis is needed on this aspect.

ABSTRACT

Since the 1990s, climate change impact discourse has highlighted potential for large scale violent conflicts. However, the role of climate stresses on local conflicts over natural resources, the role of policies and adaptation in these conflicts, and opportunities to enhance cooperation have been neglected. These gaps are addressed in this paper using evidence from participatory action research on 79 cases of local collective action over natural resources that experience conflicts in Bangladesh and Nepal. Climate trends and stresses contributed to just under half of these conflict cases. Nine factors that enable greater cooperation and transformation of conflict are identified. Participatory dialogue and negotiation processes, while not sufficient, changed understanding, attitudes and positions of actors. Many of the communities innovated physical measures to overcome natural resource constraints, underlying conflict, and/or institutional reforms. These changes were informed by improving understanding of resource limitations and indigenous knowledge. Learning networks among community organizations encouraged collective action by sharing successes and creating peer pressure. Incentives for cooperation were important. For example, when community organizations formally permitted excluded traditional resource users to access resources, those actors complied with rules and paid towards management costs. However, elites were able to use policy gaps to capture resources with changed characteristics due to climate change. In most of the cases where conflict persisted, power, policy and institutional barriers prevented community-based organizations from taking up potential adaptations and innovations. Policy frameworks recognizing collective action and supporting flexible innovation in governance and adaptation would enable wider transformation of natural resource conflicts into cooperation.

本研究在WACCM+DART(Whole Atmosphere Community Climate Model,Data Assimilation Research Test-Bed)临近空间资料同化预报系统中加入SABER(Sounding of the Atmosphere using Broadband Emission Radiometry)和MLS(Microwave Limb Sounder)臭氧观测同化接口,并以2016年2月一次平流层爆发性增温(SSW)过程为模拟个例进行了SABER和MLS臭氧观测同化试验,得出以下结论:同化SABER和MLS臭氧体积浓度观测得出的WACCM+DART臭氧分析场能够较真实反映SSW期间北极上空平流层臭氧廓线随时间的演变特征,且与ERA5(Fifth Generation of ECMWF Reanalyses)再分析资料描述的臭氧变化特征具有很好的一致性;基于SABER和MLS臭氧观测的WACCM臭氧6 h预报检验表明同化臭氧观测对臭氧分析和预报误差的改善效果主要体现在南半球高纬平流层和北半球中高纬平流层中上层-中间层底部;基于ERA5再分析资料的WACCM+DART分析场检验表明同化SABER和MLS臭氧体积浓度资料可在提高北半球高纬地区上平流层-中间层底部臭氧场分析质量的同时减小该地区上平流层-中间层底部温度场和中间层底部纬向风场的分析误差;基于MLS臭氧资料的臭氧中期预报检验表明相对控制试验同化SABER和MLS臭氧体积浓度资料能更好改善0~5 d下平流层和中间层底部臭氧的预报效果。  相似文献

气候变化情景下澜沧江流域极端洪水事件研究   总被引:1,自引:0,他引:1  
以澜沧江流域为研究对象,基于ISIMIP2b协议中提供的GFDL-ESM2M、HadGEM2-ES、IPSL-CM5A-LR、MIROC5这4种全球气候模式,通过4种模式的输出数据耦合VIC模型,分析4种模式在历史时期(1961—2005年)对洪峰洪量极值(年最大洪峰流量、3 d最大洪量)、极端洪水的模拟能力,比较RCR2.6和RCP6.0两种情景下未来时期(2021—2050年)年均径流量较基准期(1971—2000年)的变化情况,并结合P-III型分布曲线预估了澜沧江流域在两种情景下未来时期极端洪水的强度变化情况。结果表明:VIC模型在该流域能够较好地模拟极端洪水;HadGEM2-ES和MIROC5两种气候模式的输出数据在澜沧江流域有较好的径流模拟适用性;在RCP2.6情景下,澜沧江流域未来时期年均径流量没有明显变化,可能会有略微的增加,而在RCP6.0情景下,未来时期年均径流量有较大可能增加;澜沧江流域未来时期极端洪水较基准期,在RCP2.6情景下无明显变化,而在RCP6.0情景下,洪峰、洪量增加的可能性较大,极端洪水频率和强度也较大可能增加。  相似文献
