Climate change is expected to produce reductions in water availability in England, potentially necessitating adaptive action by the water industry to maintain supplies. As part of Ofwat's fifth Periodic Review (PR09), water companies recently released their draft Water Resources Management Plans, setting out how each company intends to maintain the balance between the supply and demand for water over the next 25 years, following Environment Agency guidelines. This paper reviews these plans to determine company estimates of the impact of climate change on water supply relative to other resource pressures. The approaches adopted for incorporating the impact in the plans and the proposed management solutions are also identified.Climate change impacts for individual resource zones range from no reductions in deployable output to greater than 50% over the planning period. The estimated national aggregated loss of deployable output under a “core” climate scenario is ∼520 Ml/d (3% of deployable output) by 2034/2035, the equivalent of the supply of one entire water company (South West Water). Climate change is the largest single driver of change in water supplies over the planning period. Over half of the climate change impact is concentrated in southern England. In extreme cases, climate change uncertainty is of the same magnitude as the change under the core scenario (up to a loss of ∼475 Ml/d). 44 of the 68 resource zones with available data are estimated to have a climate change impact. In 35 of these climate change has the greatest impact although in 10 zones sustainability reductions have a greater impact. Of the overall change in downward pressure on the supply-demand balance over the planning period, ∼56% is accounted for by increased demand (620 Ml/d) and supply side climate change accounts for ∼37% (407 Ml/d). Climate change impacts have a cumulative impact in concert with other changing supply side reducing components increasing the national pressure on the supply-demand balance. Whilst the magnitude of climate change appears to justify its explicit consideration, it is rare that adaptation options are planned solely in response to climate change but as a suite of options to provide a resilient supply to a range of pressures (including significant demand side pressures). Alaska is among the fastest warming places on Earth, and the Interior region is warming the most statewide. Significant regional-scale ecosystem services disruptions are affecting Alaska Natives’ subsistence hunting and harvest success. The well-being of rural native communities is still highly dependent on access and ability to harvest wild foods such as salmon and moose (Alces alces gigas) among many others. Over the last decade communities in the Koyukuk-Middle Yukon (KMY) region of Interior Alaska report an inability to satisfy their needs for harvesting moose before the hunting season closes, citing warmer falls, changing precipitation and water levels, and the regulatory framework as primary causes. Through the integration of ethnographic methods to record indigenous observations and understanding of climate (IC) with analysis of meteorological data, we provide a comprehensive picture of vulnerability to recent warming trends in the Koyukuk-Middle Yukon region of Interior Alaska, one that captures more than statistical analysis of “norms” can provide. We will demonstrate how low exposure resulting in a small shift in seasonality has truly socially significant effects to people “on the ground” when community sensitivity is high because of the convergence of multiple social-ecological stressors. In this case, a seemingly small climatic exposure when combined with high social-ecological system sensitivity results in vulnerability to this climate change-related seasonality shift because of: (a) the effects on moose and the social-ecological dynamics of the system, and (b) the importance of this time of the year to meeting annual subsistence needs. 相似文献

Climate change impacts on pricing long-term flood insurance: A comprehensive study for the Netherlands 总被引:2,自引:0,他引:2
Recently long-term flood insurance contracts with a duration of 5, 10 or 15 years have been proposed as a solution for covering flood risk and mitigating increasing flood losses. Establishing a long-term relation between the policyholder and the insurer can provide better incentives to reduce risk through undertaking damage mitigation measures. However, the uncertainty about the development of future flood risk in the face of climate and socio-economic change may complicate insurers’ rate-setting of long-term contracts. This issue has been examined in this study by estimating the effects of these changes on flood risk and pricing flood insurance premiums of short- and long-term flood insurance contracts in all (53) dike-ring areas in the Netherlands. A broad range of simulations with hydrological and flood damage models are used to estimate the future development of flood risk and premiums. In addition, the long-term development of insurance funds is estimated with a spatial “Climate Risk Insurance Model (CRIM)” for a private insurance arrangement and for a ‘three-layered’ public-private insurance program. The estimation of flood insurance premiums of long-term insurance contracts reveals fundamental problems. One is that there is an incentive for either the consumer or the insurer to prefer short-term rather than long-term contracts in the face of climate-related uncertainty. Therefore, it seems advisable to examine the introduction of one-year flood insurance contracts in the Netherlands, at least until the large uncertainties with climate and socio-economic change on flood risk have been resolved. The estimations performed with the Climate Risk Insurance Model indicate that a private insurance fund could have difficulties with building up enough financial reserves to pay for flood damage, while the layered public-private insurance scheme is more robust. 相似文献

As the challenges and opportunities posed by climate change become increasingly apparent, the need for facilitating successful adaptation and enhancing adaptive capacity within the context of sustainable development is clear. With adaptation high on the agenda, the notion of limits and barriers to adaptation has recently received much attention within both academic and policymaking spheres. While emerging literature has been quick to depict limits and barriers in terms of natural, financial, or technologic processes, there is a clear shortfall in acknowledging social barriers to adaptation. It is against such a backdrop that this paper sets out to expose and explore some of the underlying features of social barriers to adaptation, drawing on insights from two case studies in the Western Nepal. This paper exposes the significant role of cognitive, normative and institutional factors in both influencing and prescribing adaptation. It explores how restrictive social environments can limit adaptation actions and influence adaptive capacity at the local level, particularly for the marginalised and socially excluded. The findings suggest a need for greater recognition of the diversity and complexity of social barriers, strategic planning and incorporation at national and local levels, as well as an emphasis on tackling the underlying drivers of vulnerability and social exclusion. 相似文献

Climate change presents a threat to the sustainability of cities and their societies, and must be adequately addressed. Urban environments (cities) are responsible for the creation of a significant amount of greenhouse gas emissions which are the source of climate change. Cities have been increasingly the focus of action to address climate change, yet emissions are not significantly reducing. Additionally, there a lack of integration between adaptation and mitigation. This prevents responses adequate to limit global warming to 1.5OC, and to be well adapted to anticipated changes. This paper critically analyses existing definitions and typologies of climate change actions. A definition of ‘climate change transformation’ is proposed which includes the integration of adaptation and mitigation goals to enable a new regime in which global warming is limited to 1.5OC. A new three-part typology: ‘coping, malaction and transformation,’ is presented for categorising climate change actions by the extent to which they integrate adaptation and mitigation, and define a new regime. The typology is accompanied by illustrations to demonstrate the relationship between adaptation and mitigation. The definition, typology and illustration serve to guide effective climate change decision making, and provides principles to guide application in urban environments. 相似文献

Weather variability poses numerous risks to agricultural communities, yet farmers may be able to reduce some of these risks by adapting their cropping practices to better suit changes in weather. However, not all farmers respond to weather variability in the same way. To better identify the causes and consequences of this heterogeneous decision-making, we develop a framework that identifies (1) which socio-economic and biophysical factors are associated with heterogeneous cropping decisions in response to weather variability and (2) which cropping strategies are the most adaptive, considering economic outcomes (e.g., yields and profits). This framework aims to understand how, why, and how effectively farmers adapt to current weather variability; these findings, in turn, may contribute to a more mechanistic and predictive understanding of individual-level adaptation to future climate variability and change. To illustrate this framework, we assessed how 779 farmers responded to delayed monsoon onset in fifteen villages in Gujarat, India during the 2011 growing season, when the monsoon onset was delayed by three weeks. We found that farmers adopted a variety of strategies to cope with delayed monsoon onset, including increasing irrigation use, switching to more drought-tolerant crops, and/or delaying sowing. We found that farmers’ access to and choice of strategies varied with their assets, irrigation access, perceptions of weather, and risk aversion. Richer farmers with more irrigation access used high levels of irrigation, and this strategy was associated with the highest yields in our survey sample. Poorer farmers with less secure access to irrigation were more likely to push back planting dates or switch crop type, and economic data suggest that these strategies were beneficial for those who did not have secure access to irrigation. Interestingly, after controlling for assets and irrigation access, we found that cognitive factors, such as beliefs that the monsoon onset date had changed over the last 20 years or risk aversion, were associated with increased adaptation. Our framework illustrates the importance of considering the complexity and heterogeneity of individual decision-making when conducting climate impact assessments or when developing policies to enhance the adaptive capacity of local communities to future climate variability and change. 相似文献

Global analyses of vulnerability reveal generic insights into the relation between socio-ecological systems and the stress impacting upon them including climate and market variability. They thus provide a valuable basis for better understanding and comparing the evolution of socio-ecological systems from a broad perspective. However, even when reflecting sub-national differences, global assessments necessarily aggregate regional variations in the underlying conditions of vulnerability. Refinements are therefore necessary to better accommodate context-specific processes and hence facilitate vulnerability reduction. This study presents a novel methodology to refining global insights into vulnerability at a regional scale. It is based on a spatially explicit link between broad patterns of vulnerability and modelled regional smallholder development. Its application in order to better represent the drylands of Northeast Brazil reveals specific facets of smallholders’ vulnerability at the municipio level, reflecting non-linear dynamics. The results show that smallholders’ vulnerability was widely exacerbated in the most vulnerable areas. One key mechanism causing such a vulnerability increase involved intensifying resource degradation and the related potential for impoverishment as modelled at the regional scale. In addition, by subsequently re-orienting their livelihoods towards off-farm activities, smallholders became more sensitive to fluctuations and competition in the labour market. In contrast to these critical trends, living and environmental conditions improved in only some areas, thus indicating a decrease in vulnerability. Altogether, in differentiating the heterogeneity of resource management and smallholders’ livelihoods, the regional refinement presented in this study indicates necessary adjustments to generic strategies for vulnerability reduction gained at the global scale. 相似文献

This paper demonstrates how biophysical and socio-economic assessments of adaptation options can be integrated to test the effectiveness of options and anticipate social risks and potential barriers to adoption. We present the approach by combining a model analysis with a multiple-criteria evaluation of 12 adaptation options by graziers from the Australian rangelands. Our results show that strategies to manage stocking rates and pasture spelling are likely to be effective in improving climate resilience in the rangelands and are easy-to-implement, short-term solutions. Improving land condition is found to have the greatest potential long-term benefits, but was not considered by the graziers to be feasible or effective due to perceived difficulties of implementation. Areas of concordance identified in the assessments may be used to engage with stakeholders and build a foundation for incorporating climate change considerations into management and policy. The approach also highlights discordant views within the assessments that may result from differing management objectives, adaptive capacity and climate-risk perception. These factors are potential impediments to adaptation. The integrated assessment approach enables adaptation strategies and policy recommendations to be developed that have greater relevance to individual stakeholders, and supports capacity building to facilitate the most effective adaptation actions. 相似文献
