随着城市建设的快速发展 ,各类危及国家和人民群众生命财产安全的突发性事故灾害时有发生 ,尽管各有关部门的抢救队伍在实施抢险救援中发挥了积极作用 ,但各抢险救援力量专业单一、分散行动 ,形成不了合力 ,难以及时有效处置重大或特大突发性、综合性、大面积的城市事故灾害 ,特别是像地震以及的美国的 9 1 1那样突发性事故。我们目前开展的震害预测与灾害快速评估系统只是针对地震的 ,而地震是小概率事件。因此要应对城市各种重大突发事件 ,城市有必要建立一种应急机制或综合的应急管理信息系统。根据“数字城市”的思想 ,通过一个通信系统与信息系统集成的平台 ,统一协调公安、消防、急救、交警、公共事业、民防、地震等政府部门 ,为市民提供快速、及时的各种救助和相应的服务。统一报警、统一指挥、快速反应、联合行动 ,从而有效地减少损失。  相似文献

Remote sensing technology has been widely recognized for contributing to emergency response efforts after the World Trade Center attack on September 11th, 2001. The need to coordinate activities in the midst of a dense, yet relatively small area, made the combination of imagery and mapped data strategically useful. This paper reviews the role played by aerial photography, satellite imagery, and LIDAR data at Ground Zero. It examines how emergency managers utilized these datasets, and identifies significant problems that were encountered. It goes on to explore additional ways in which imagery could have been used, while presenting recommendations for more effective use in future disasters and Homeland Security applications. To plan adequately for future events, it was important to capture knowledge from individuals who responded to the World Trade Center attack. In recognition, interviews with key emergency management and geographic information system (GIS) personnel provide the basis of this paper. Successful techniques should not be forgotten, or serious problems dismissed. Although widely used after September 11th, it is important to recognize that with better planning, remote sensing and GIS could have played an even greater role. The prevention and/or mitigation offlood disasters requires continual research, numerouscapital investment decisions, and high-qualitymaintenance and modifications of flood-controlstructures. In addition, institutional and privatepreparedness is needed. The experience offlood-control in North America has shown mixedoutcomes: while flood frequency has declined duringthe last few decades, the economic losses havecontinued to rise. Recent catastrophic floods havealso been linked to major structural interventions inthe region. The flood diversions may cause harmfuleffects upon the floodplain inhabitants by influencingflood levels in areas which are not normallyflood-prone. The increasing vulnerability of thefloodplain inhabitants poses new challenges and raisesquestions concerning the existing risk assessmentmethods, institutional preparedness and responses todisaster-related public emergencies, and local-levelpublic involvement in flood mitigation efforts.In the context of the catastrophic 1997 floods of theRed River Valley, Manitoba, Canada, this researchfocuses on two aspects of flood-related emergencygovernance and management: (i) the functions andeffectiveness of control structures, and (ii) theroles, responsibilities and effectiveness oflegislative and other operational measures. The studyconcludes that the flood-loss mitigation measures,both in terms of effects of control structures andinstitutional interventions for emergency evacuation,were not fully effective for ensuring the well-beingand satisfaction of floodplain inhabitants. Althoughorganizational preparedness and mobilization to copewith the 1997 flood emergency was considerable, theirsuccess during the onset of the flood event waslimited. Lack of communication and understandingbetween institutions, a reluctance to implementup-to-date regulations, and minimal publicparticipation in the emergency decision-making processall contributed to the difficulties experienced byfloodplain inhabitants.  相似文献

为了提高农业干旱的监测预测服务能力,减少农业干旱对社会生产生活的影响,通过对干旱信息的采集、存储、加工处理和干旱产品的制作发布等环节进行梳理与完善,构建辽宁省农业干旱监测预报业务系统,实现了对农业干旱的一体化、精细化和定量化监测和预测,实现了干旱产品的标准化、自动化制作和发布。该系统依托农业干旱监测技术、遥感干旱监测技术、农业干旱预报技术等手段,实现了观测数据的收集存储、干旱信息的展示分析和干旱产品的制作发布等功能,并形成了省、市、县一体化干旱服务体系。最终实现对干旱的全方位监测、立体化服务模式,从而提高应对干旱灾害的防灾减灾能力。该系统的业务化应用提高了农业干旱监测预测的定量化、自动化和智能化水平,提升了地面和卫星遥感干旱监测预测的业务能力。该系统构建的省市县一体化服务模式,形成了省级农业气象业务中心统一制作干旱产品,省、市、县3级同时开展精细化干旱指导服务的体系。  相似文献

After an earthquake, earthquake emergency response and rescue are important ways to mitigate earthquake-induced losses. Various earthquake emergency maps can provide effective references and guidance to those actions. Currently, related studies include the investigation on symbols of emergency maps, remote sensing emergency mapping and GIS-based mapping methods. However, the existing studies overlook the characteristics of rapidity, dynamicity and variety of presentation methods in making earthquake emergency maps. In this paper, a map template matching method is used to quickly make earthquake emergency maps considering their characteristics. We take investigations on the service objects(users)of the earthquake emergency maps to understand the needs of making earthquake emergency maps. The audience theory in mass media field and map information transmission theory are adopted to classify the users of the earthquake emergency maps into four categories: earthquake emergency commanders, technical staffs for decision-making, earthquake emergency rescuers, and the public. The components of different types of users are described and then their diverse demands in earthquake emergency maps are analyzed, such as the needs of on-field disaster information maps, earthquake information maps, physical geography and social economic maps. Following those needs, we introduce the representation methods of the earthquake emergency maps according to their formats(vector or raster)and contents, such as point symbolization method, kilometer grid method, line symbolization method and range method. Then, we study the rapid plotting method of earthquake emergency map based on map template matching method. The core steps of the method include: 1)before earthquake, the templates of different earthquake emergency maps are designed, prepared and connect the earthquake emergency features with their related spatial database. The map layout and map elements are stored in the templates. 2)After earthquake, the earthquake emergency features will be generated from seismic models(such as attenuation model of earthquake magnitude and seismic intensity)or the information obtained from field investigation. 3)Corresponding earthquake emergency map template is selected in accordance with the generated seismic features. And the features are used to update related features inside the selected template. 4)Minor adjustments are made such as to the map scale and some map annotations to finally generate the formal earthquake emergency map. Architecture of template system of the earthquake emergency maps is designed, including map user level, map template level, template layer level and map element level. Regrading to the architecture, the general map template of earthquake emergency is presented which includes four main regions: title region, main picture region, auxiliary region and annotation region. The main picture region is the essential, which lays geographic background maps and earthquake emergency features. Finally, an earthquake emergency mapping system is developed. Based on the system, a case study is presented, which demonstrates making a simulated seismic intensity influence map. From three aspects, the case presents the application of the template-matching method including: generating earthquake emergency features, substituting the features inside the template with the generated features, and revising map annotations. Therefore, the map template matching method is verified so that it can be used to quickly generate various earthquake emergency maps.  相似文献

为了研究福建省有效致灾雷电的分布情况,基于福建省2004—2012年闪电定位数据及雷击人员伤亡数据、福建省L17级谷歌遥感影像瓦片,引入卷积神经网络模型对遥感影像所在区域是否属于人员活动的属性进行建模、训练和预测,得到福建省人员活动属性的格点产品,结合福建省历史雷电数据对有效致灾的雷电分布情况进行了分析,结果表明:①设计的遥感影像+CNN识别模型具有一定的可行性和准确率,通过显著性水平为0.01的假设检验;②福建省有63.55%的格点为无人员活动区域;③平均有45.36%的闪电落在无人员活动的区域,因地制宜地对其他致灾闪电进行预警是提高应急减灾服务效果的可行途径;④有效致灾雷电密度与历史雷击人员伤亡数据的相关性远大于常规雷电密度与历史雷击人员伤亡数据的相关性,有效致灾雷电分布在表征雷电灾害上比常规雷电分布更具有指示意义。  相似文献
