ABSTRACT

Despite a notable increase in the literature on community resilience, the notion of ‘community’ remains underproblematised. This is evident within flood risk management (FRM) literature, in which the understanding and roles of communities may be acknowledged but seldom discussed in any detail. The purpose of the article is to demonstrate how community networks are configured by different actors, whose roles and responsibilities span spatial scales within the context of FRM. Accordingly, the authors analyse findings from semi-structured interviews, policy documents, and household surveys from two flood prone areas in Finnish Lapland. The analysis reveals that the ways in which authorities, civil society, and informal actors take on multiple roles are intertwined and form different types of networks. By implication, the configuration of community is fuzzy, elusive and situated, and not confined to a fixed spatiality. The authors discuss the implications of the complex nature of community for FRM specifically, and for community resilience more broadly. They conclude that an analysis of different actors across scales contributes to an understanding of the configuration of community, including community resilience, and how the meaning of community takes shape according to the differing aims of FRM in combination with differing geographical settings.  相似文献

Our understanding of continental rifting is, in large parts, derived from the stratigraphic record. This record is, however, incomplete as it does not often capture the geomorphic and erosional signal of rifting. New 3D seismic reflection data reveal a Late Permian-Early Triassic landscape incised into the pre-rift basement of the northern North Sea. This landscape, which covers at least 542 km2, preserves a drainage system bound by two major tectonic faults. A quantitative geomorphic analysis of the drainage system reveals 68 catchments, with channel steepness and knickpoint analysis of catchment-hosted palaeo-rivers showing that the landscape preserved a >2 Myr long period of transient tectonics. We interpret that this landscape records a punctuated uplift of the footwall of a major rift-related normal fault (Vette Fault) at the onset of rifting. The landscape was preserved by a combination of relatively rapid subsidence in the hangingwall of a younger fault (Øygarden Fault) and burial by post-incision sediments. As such, we show how and why erosional landscapes are preserved in the stratigraphic record, and how they can help us understand the tectono-stratigraphic evolution of ancient continental rifts.  相似文献

ABSTRACT

Despite much attention paid to the topic of community in academic literature and policy documents, there is a relative lack of knowledge about what laypersons perceive as a local community. Based on data from a national survey, the authors examine how c.1400 Norwegians conceptualized local community – lokalsamfunn in Norwegian. They reveal some of the linguistic and conceptual aspects of local community as a term, in addition to tendencies and patterns among the survey responses. The respondents’ conceptualizations contained references to lokalsamfunn variously as a geographical area, people and relations, activities and involvement, attachment to place and people, and provider of local goods and services. Their main emphasis was on lokalsamfunn as a spatial unit. However, the responses contained relatively few references to the relational aspects of lokalsamfunn. The authors conclude that a common, lay understanding may be that lokalsamfunn is a vaguely defined but limited geographical unit filled with people who to varying degrees know each other and interact. Concerning policymaking aimed at fostering communal well-being, the authors hold that any community-based programming requires intricate knowledge of the people who form the community, since without community interaction and a degree of social cohesion any envisioned programmes may not succeed.  相似文献

The trophic structure of zooplankton was investigated in Fram Strait (north western Svalbard) in spring and autumn of 2003. Depth-stratified zooplankton samples were collected at 12 stations on the shelf (200 m), across the shelf-slope (500 m) and over deep water (>750 m), using a Multiple Plankton Sampler equipped with 0.180-mm mesh size nets.Higher zooplankton abundance and estimated biomass were found in the shelf area. Abundance and biomass were two times higher in August, when sea-surface temperature was higher than in May. Herbivores dominated numerically in May, and omnivores in August, suggesting a seasonal sequence of domination by different trophic groups. Cirripedia nauplii and Fritillaria borealis prevailed in spring, whereas copepod nauplii and Calanus finmarchicus were numerically the most important herbivores in autumn. Small copepods, Oithona similis and Triconia borealis, were the most numerous omnivorous species in both seasons, but their abundances increased in autumn. Chaetognatha (mainly Eukrohnia hamata) accounted for the highest abundance and biomass among predatory taxa at all deep-water stations and during both seasons. Regarding vertical distribution, herbivores dominated numerically in the surface layer (0–20 m), and omnivores were concentrated somewhat deeper (20–50 m) during both seasons. Maximum abundance of predators was found in the surface layer (0–20 m) in spring, and generally in the 20–50 m layer in autumn. This paper presents the first comprehensive summary of the zooplankton trophic structure in the Fram Strait area. Our goals are to improve understanding of energy transfer through this ecosystem, and of potential climate-induced changes in Arctic marine food webs.  相似文献

Food webs and carbon flux in the Barents Sea   总被引:6,自引:3,他引:6  
Within the framework of the physical forcing, we describe and quantify the key ecosystem components and basic food web structure of the Barents Sea. Emphasis is given to the energy flow through the ecosystem from an end-to-end perspective, i.e. from bacteria, through phytoplankton and zooplankton to fish, mammals and birds. Primary production in the Barents is on average 93 g C m−2 y−1, but interannually highly variable (±19%), responding to climate variability and change (e.g. variations in Atlantic Water inflow, the position of the ice edge and low-pressure pathways). The traditional focus upon large phytoplankton cells in polar regions seems less adequate in the Barents, as the cell carbon in the pelagic is most often dominated by small cells that are entangled in an efficient microbial loop that appears to be well coupled to the grazing food web. Primary production in the ice-covered waters of the Barents is clearly dominated by planktonic algae and the supply of ice biota by local production or advection is small. The pelagic–benthic coupling is strong, in particular in the marginal ice zone. In total 80% of the harvestable production is channelled through the deep-water communities and benthos. 19% of the harvestable production is grazed by the dominating copepods Calanus finmarchicus and C. glacialis in Atlantic or Arctic Water, respectively. These two species, in addition to capelin (Mallotus villosus) and herring (Clupea harengus), are the keystone organisms in the Barents that create the basis for the rich assemblage of higher trophic level organisms, facilitating one of the worlds largest fisheries (capelin, cod, shrimps, seals and whales). Less than 1% of the harvestable production is channelled through the most dominating higher trophic levels such as cod, harp seals, minke whales and sea birds. Atlantic cod, seals, whales, birds and man compete for harvestable energy with similar shares. Climate variability and change, differences in recruitment, variable resource availability, harvesting restrictions and management schemes will influence the resource exploitation between these competitors, that basically depend upon the efficient energy transfer from primary production to highly successful, lipid-rich zooplankton and pelagic fishes.  相似文献

Displacement, length and linkage of deformation bands have been studied in Jurassic sandstones in southeastern Utah. Isolated deformation bands with lengths (L) that span more than three orders of magnitude show similar displacement (D) profiles with more or less centrally located maxima and gently increasing gradient toward the tips. Soft- and hard-linked examples exhibit steeper displacement gradients near overlap zones and immature hard links, similar to previously described fault populations. The deformation band population shows power-law length and displacement distributions, but with lower exponents than commonly observed for populations of larger faults or small faults with distinct slip surfaces. Similarly, the Dmax-L relationship of the deformation bands shows a well-defined exponent of ca 0.5, whereas the general disagreement for other fault populations is whether the exponent is 1 or 1.5. We suggest that this important difference in scaling law between deformation bands and other faults has to do with the lack of well-developed slip surfaces in deformation bands. During growth, deformation bands link to form zones of densely spaced bands, and a slip surface is eventually formed (when 100 m < L < 1 km). The growth and scaling relationship for the resulting populations of faults (slip surfaces) is expected to be similar to ‘ordinary’ fault populations. A change in the Dmax-L scaling relationship at the point when zones of deformation bands develop slip surfaces is expected to be a general feature in porous sandstones where faults with slip surfaces develop from deformation bands. Down-scaling of ordinary fault populations into the size domain of deformation bands in porous sandstones is therefore potentially dangerous.  相似文献

In a high-resolution small-scale seismic experiment we investigated the shallow structure of the Wadi Araba fault (WAF), the principal fault strand of the Dead Sea Transform System between the Gulf of Aqaba/Eilat and the Dead Sea. The experiment consisted of 8 sub-parallel 1 km long seismic lines crossing the WAF. The recording station spacing was 5 m and the source point distance was 20 m. The first break tomography yields insight into the fault structure down to a depth of about 200 m. The velocity structure varies from one section to the other which were 1 to 2 km apart, but destinct velocity variations along the fault are visible between several profiles. The reflection seismic images show positive flower structures and indications for different sedimentary layers at the two sides of the main fault. Often the superficial sedimentary layers are bent upward close to the WAF. Our results indicate that this section of the fault (at shallow depths) is characterized by a transpressional regime. We detected a 100 to 300 m wide heterogeneous zone of deformed and displaced material which, however, is not characterized by low seismic velocities at a larger scale. At greater depth the geophysical images indicate a blocked cross-fault structure. The structure revealed, fault cores not wider than 10 m, are consistent with scaling from wear mechanics and with the low loading to healing ratio anticipated for the fault.  相似文献

The furrow irrigation systems of Kilimanjaro were first described by European explorers coming to the area by the end of the 19th century. Although being impressed, the German and later the British colonial powers soon came to see the system as wasteful and in need of improvement. Despite several attempts to control water use among the ‘natives’ in the highlands, the furrow system has remained fairly intact and still plays a key role in the local farming systems. However, the utilisation of available water resources is still a highly controversial political issue and in this paper three major challenges to traditional water use are discussed: (i) hydropower development, (ii) construction of large-scale irrigation projects, and (iii) implementation of economic and institutional reforms. All this has led to renewed and intensified conflicts over the use of water on Kilimanjaro as well as in the Pangani river. At one level, the situation can be described as a conflict over access to a scarce resource. However, beyond this perception, the controversies over water are also based on more fundamental ideological conflicts and competing ways of thinking about both development and water management. Groundwater is one of the major valuable water resources for the use of communities, agriculture, and industries. In the present study, we have developed three novel hybrid artificial intelligence (AI) models which is a combination of modified RealAdaBoost (MRAB), bagging (BA), and rotation forest (RF) ensembles with functional tree (FT) base classifier for the groundwater potential mapping (GPM) in the basaltic terrain at DakLak province, Highland Centre, Vietnam. Based on the literature survey, these proposed hybrid AI models are new and have not been used in the GPM of an area. Geospatial techniques were used and geo-hydrological data of 130 groundwater wells and 12 topographical and geo-environmental factors were used in the model studies. One-R Attribute Evaluation feature selection method was used for the selection of relevant input parameters for the development of AI models. The performance of these models was evaluated using various statistical measures including area under the receiver operation curve (AUC). Results indicated that though all the hybrid models developed in this study enhanced the goodness-of-fit and prediction accuracy, but MRAB-FT (AUC = 0.742) model outperformed RF-FT (AUC = 0.736), BA-FT (AUC = 0.714), and single FT (AUC = 0.674) models. Therefore, the MRAB-FT model can be considered as a promising AI hybrid technique for the accurate GPM. Accurate mapping of the groundwater potential zones will help in adequately recharging the aquifer for optimum use of groundwater resources by maintaining the balance between consumption and exploitation.  相似文献
