ABSTRACT

Despite a notable increase in the literature on community resilience, the notion of ‘community’ remains underproblematised. This is evident within flood risk management (FRM) literature, in which the understanding and roles of communities may be acknowledged but seldom discussed in any detail. The purpose of the article is to demonstrate how community networks are configured by different actors, whose roles and responsibilities span spatial scales within the context of FRM. Accordingly, the authors analyse findings from semi-structured interviews, policy documents, and household surveys from two flood prone areas in Finnish Lapland. The analysis reveals that the ways in which authorities, civil society, and informal actors take on multiple roles are intertwined and form different types of networks. By implication, the configuration of community is fuzzy, elusive and situated, and not confined to a fixed spatiality. The authors discuss the implications of the complex nature of community for FRM specifically, and for community resilience more broadly. They conclude that an analysis of different actors across scales contributes to an understanding of the configuration of community, including community resilience, and how the meaning of community takes shape according to the differing aims of FRM in combination with differing geographical settings.  相似文献

In Arctic alpine regions, glacio‐lacustrine environments respond sensitively to variations in climate conditions, impacting, for example,glacier extent and rendering former ice‐contact lakes into ice distal lakes and vice versa. Lakefloors may hold morphological records of past glacier extent, but remoteness and long periods of ice cover on such lakes make acquisition of high‐resolution bathymetric datasets challenging. Lake Tarfala and Kebnepakte Glacier, located in the Kebnekaise mountains, northern Sweden, comprise a small, dynamic glacio‐lacustrine system holding a climate archive that is not well studied. Using an autonomous surface vessel, a high‐resolution bathymetric dataset for Lake Tarfala was acquired in 2016, from which previously undiscovered end moraines and a potential grounding line feature were identified. For Kebnepakte Glacier, structure‐from‐motion photogrammetry was used to reconstruct its shape from photographs taken in 1910 and 1945. Combining these methods connects the glacial landform record identified at the lakefloor with the centennial‐scale dynamic behaviour of Kebnepakte Glacier. During its maximum 20th century extent, attained c. 1910, Kebnepakte Glacier reached far into Lake Tarfala, but had retreated onto land by 1945, at an average of 7.9 m year–1. In recent times many benthic indices have been proposed to assess the ecological quality of marine waters worldwide. In this study we compared single metrics and multi-metric methods to assess coastal and transitional benthic status along human pressure gradients in five distinct environments across Europe: Varna bay and lake (Bulgaria), Lesina lagoon (Italy), Mondego estuary (Portugal), Basque coast (Spain) and Oslofjord (Norway). Hence, 13 single metrics (abundance, number of taxa, and several diversity and sensitivity indices) and eight of the most common indices used within the European Water Framework Directive (WFD) for benthic assessment were selected: index of size spectra (ISS), Benthic assessment tool (BAT), Norwegian quality index (NQI), Multivariate AMBI (M-AMBI), Benthic quality index (BQI), (Benthic ecosystem quality index (BEQI), Benthic index based on taxonomic sufficiency (BITS), and infaunal quality index (IQI). Within each system, sampling sites were ordered in an increasing pressure gradient according to a preliminary classification based on professional judgement. The different indices are largely consistent in their response to pressure gradient, except in some particular cases (i.e. BITS, in all cases, or ISS when a low number of individuals is present). Inconsistencies between indicator responses were most pronounced in transitional waters (i.e. IQI, BEQI), highlighting the difficulties of the generic application of indicators to all marine, estuarine and lagoonal environments. However, some of the single (i.e. ecological groups approach, diversity, richness) and multi-metric methods (i.e. BAT, M-AMBI, NQI) were able to detect such gradients both in transitional and coastal environments, being these multi-metric methods more consistent in the detection than single indices. This study highlights the importance of survey design and good reference conditions for some indicators. The agreement observed between different methodologies and their ability to detect quality trends across distinct environments constitutes a promising result for the implementation of the WFD’s monitoring plans. Moreover, these results have management implications, regarding the dangers of misclassification, uncertainty in the assessment, use of conflicting indices, and testing and validation of indices.  相似文献

ABSTRACT

The article focuses on Norwegian pupils’ negotiations of meaning in images of social inequality in A World at Stake, a circulating museum exhibition in Denmark, Norway and Sweden that addressed the United Nation’s Millennium Development Goals. More specifically, the article focuses on the pupils’ engagement with two images in the exhibition. By investigating how the pupils negotiated the meaning of those images, the authors demonstrate some of the ways in which the pupils’ reported engagement and responses had the potential to foster critical debate relating to the North–South divide in terms of poverty and affluence. Drawing on critical visual methodology, the authors discuss their findings of how the pupils used their experiences to make sense of the images, situate their social identities within a globally and socially unjust world, and, by implication, the potential for two images to inspire them to reflect on their roles and responsibilities in the wider world. The authors conclude that although the pupils’ social identities to varying degrees were mobilized, AWAS spurred engagement and reflections that helped the authors to understand how the pupils saw themselves, their roles and their responsibilities beyond the Global North.  相似文献

In this study, summer rainfall contributions to streamflow were quantified in the sub‐arctic, 30% glacierized Tarfala (21.7 km2) catchment in northern Sweden for two non‐consecutive summer sampling seasons (2004 and 2011). We used two‐component hydrograph separation along with isotope ratios (δ18O and δD) of rainwater and daily streamwater samplings to estimate relative fraction and uncertainties (because of laboratory instrumentation, temporal variability and spatial gradients) of source water contributions. We hypothesized that the glacier influence on how rainfall becomes runoff is temporally variable and largely dependent on a combination of the timing of decreasing snow cover on glaciers and the relative moisture storage condition within the catchment. The results indicate that the majority of storm runoff was dominated by pre‐event water. However, the average event water contribution during storm events differed slightly between both years with 11% reached in 2004 and 22% in 2011. Event water contributions to runoff generally increased over 2011 the sampling season in both the main stream of Tarfala catchment and in the two pro‐glacial streams that drain Storglaciären (the largest glacier in Tarfala catchment covering 2.9 km2). We credit both the inter‐annual and intra‐annual differences in event water contributions to large rainfall events late in the summer melt season, low glacier snow cover and elevated soil moisture due to large antecedent precipitation. Together amplification of these two mechanisms under a warming climate might influence the timing and magnitude of floods, the sediment budget and nutrient cycling in glacierized catchments. Waters from high‐altitude alpine lakes are mainly recharged by meteoric water. Because of seasonal variations in precipitation and temperature and relatively short hydraulic residence times, most high‐altitude lakes have lake water isotopic compositions (δ18Olake) that fluctuate due to seasonality in water balance processes. Input from snowmelt, in particular, has a significant role in determining lake water δ18O. Here we compare two high‐resolution δ18Odiatom records from lake sediments in the Swedish Scandes with instrumental data from the last century obtained from nearby meteorological stations. The time period AD 1900–1990 is characterised by an increase in winter precipitation and high winter/summer precipitation ratios and this is recorded in δ18Odiatom as decreasing trends. Lowest δ18Odiatom values and highest amount of winter precipitation are found around AD 1990 when the winter North Atlantic Oscillation index was above +2. We conclude that for the last 150 a the main factor affecting the δ18Odiatom signal in these sub‐Arctic high‐altitude lakes with short residence times has been changes in amount of winter precipitation and that δ18Odiatom derived from high‐altitude lakes in the Swedish Scandes can be used as a winter precipitation proxy.
