This paper presents the findings of a survey of stakeholder views concerning the management of the Solent and the role of the Solent Forum. Views were obtained through a questionnaire survey of participants at the Solent Forum Coastal Management Conference 2004. The results of the survey were used to inform the Solent Forum's work plan and priority work areas. It was found that coastal defence is the key concern of stakeholders, that complex legislation is the main barrier to effective management of the Solent, that most drivers of change relate to national and European policy, and that sea level rise is the key future management challenge for the Solent. In this context, the evidence suggested that the Solent Forum should retain a role that facilitates co-ordinated management and brokers stakeholder involvement in coastal decision-making. It was concluded that given the complexities of the position facing the Solent Forum, any decisions on its future approach should be a reflection of the needs of all stakeholders working in partnership.  相似文献

The development of the State of the Solent report and establishment of a set of coastal and marine indicators to measure the ‘health’ of the Solent was one of the original Flagship Projects developed when the Solent Forum was established in 1992. It was recognised that integrated coastal zone management requires robust indicators of sustainability that gauge the ‘health’ of the coast in relation to environmental, economic and social activity. The indicators selected for the Solent were, as far as possible, nested within established indicator sets that had been developed at the national and European levels. In developing the coastal sustainability indicators for the Solent and publishing the State of the Solent reports, a number of lessons were learned related to data compilation and the benefits of a participatory process to develop the indicators.  相似文献

This paper introduces the Solent as a dynamic estuarine complex located on the central south coast of England. The physical and socio-cultural geographies of the Solent are described and the difficulties of managing the multiple uses of the area are discussed. The Solent Forum, a partnership of Solent stakeholders, is then presented as the facilitator of an integrated approach to coastal management in the Solent. The Solent Forum Coastal Management Conference, held in Portsmouth in 2004, is introduced as the source of the papers in this special issue. The Conference highlighted the link between the science and management aspects of the Solent in light of a suite of emergent pressures, including in physical terms development pressure and sea level change, and in legal terms the UK Marine Bill, Water Framework Directive and English ICZM Strategy. This paper explains the nature of spatial planning and its incorporation into amended town and country planning legislation for England. It comments on current coastal management in England, including discussion on marine spatial planning, and examines how the new planning legislation provides opportunities for implementing aspects of coastal policy through planning, using shoreline management and coastal regeneration as examples. It considers how these opportunities may be developed for the Solent. The paper concludes that these opportunities must be seized if the longer-term sustainable future of the English coast is to be secured.  相似文献

England is about to embark on the introduction of an integrated approach to the management of its marine environment, known as marine planning. The management of human activity in the marine environment is a central function of marine planning; therefore, stakeholder involvement will be crucial for the successful development and subsequent implementation of marine plans. The range of stakeholder activities, their connection to the marine environment and interest in its management are likely to vary considerably on a local, regional and national scale. It is realistic to assume that it will not be possible to involve every stakeholder all the time; therefore in order to develop efficient and effective stakeholder involvement during the marine planning process it is sensible to determine who to involve, when to involve them, and how to involve them from the outset. This paper discusses the role of stakeholders in the marine planning process through consideration of the results of a stakeholder analysis, which was informed by primary data collated from stakeholders within the Solent. The paper concludes with a proposed mechanism, comprising different organisational units, for managing stakeholder involvement in the marine planning process.  相似文献

The enactment of the Law on the Management of Sea Use introduced a new and important legal system for strengthening integrated coastal management in China. This paper presents the situation pertaining to coastal management in China prior to its enactment and an analysis of the major components of the Law. It then discusses the ways and means employed to implement the Law at national and local levels since its promulgation, as well as its impacts and implications. This paper considers the role of the Hamble Estuary Partnership, a local voluntary coastal stakeholder partnership that is focused on the coordinated management of a small estuary in the Solent. More specifically, the paper critically examines the relationship between the Hamble Estuary Partnership and Solent Forum in order to determine evidence of duplication or integration between the two partnerships. It was found that the aspirations and working principles of the two partnerships were consistent and the methods of working and focus of activity of each partnership were distinctive yet complementary. However, it was also found that evidence of vertical policy integration was limited. It was concluded that although the two-tier partnership model presented an opportunity to deliver vertically integrated policies in the Hamble estuary, this opportunity was yet to be fully realised.  相似文献

This paper addresses development and problems of the legislative framework for coastal and coral reef resources management in Indonesia. It describes the background to the legal framework of Indonesian coastal and coral reef legislation and proposes an appropriate legal framework for addressing Indonesian coastal and coral reef management. This paper outlines several major challenges faced by the Indonesian legislators. It reviews some of the justifications of creating an appropriate legal framework for coastal management.It argues that an adequate and appropriate legal framework will promote sustainable development and management of coastal and coral reef resources. It argues that, the complicated and inappropriate legal framework currently place in Indonesia has contributed to serious degradation of coastal and marine resources. It also argues that this degradation has been exacerbated by the lack of a national marine policy, severe weaknesses in law enforcement of natural resource including those of the fisheries laws and regulations in Indonesia. This paper suggests that there is a general malaise or lack of commitment to sustainable management and development of natural resources. This paper also focuses on the political aspects and their impacts on legislation for coastal and coral reef management at the national and selected regional levels.  相似文献

Integrated Coastal Zone Management (ICZM) is widely advocated at all levels of governance as a means of delivering sustainable development in coastal areas. This paper explores the status and characteristics of various forms of ICZM at the local level given that it is at this level that most ICZM activity currently takes place. In this context, local level ICZM includes agency-led initiatives, local pilot projects and bottom-up approaches. Providing empirical evidence about the relative strengths and weaknesses of these various models for local delivery, this paper presents an overview, critique of and lessons learned from approaches in Ireland, where there is no over-arching national coastal management policy to provide any steer for management. The potential for local government involvement in these approaches is emphasised, particularly in bottom-up and local projects which foster strengthened management capacity within local government with limited resource implications. Whilst the paper highlights difficult jurisdictional issues in the Irish context, the potential for improved coastal management, through continued local government involvement in ICZM networks and local projects, as well as through the implementation of the European Integrated Maritime Policy and Marine Strategy Framework Directive, is outlined.  相似文献

The stalked barnacle, Pollicipes pollicipes, is a shellfish resource which has been traditionally harvested by the coastal communities of the Iberian Peninsula. However, in recent years Pollicipes has attracted increased harvesting pressure due to its high market value. In a national park on the south-western coast of Portugal, legislation was formulated to address the overharvesting of this resource; however, its success has been limited due to lack of consensus among stakeholders. A Systems Approach Framework (SAF) was used to assess the socio-economic and cultural issues surrounding the harvest of Pollicipes. As part of this, interviews and a questionnaire survey were undertaken in the municipality of Vila do Bispo, in order to explore the perspectives of the shell fishers, local residents and restaurateurs. The majority of the stakeholders believed that the resource was overharvested and that their needs should be considered as part of the legislation formulation process. The stakeholders also agreed that the local market should be re-established and that the temporal closure period should be reconsidered. Stakeholder opinions differed with regard to the level of coastal management enforcement required, the licence distribution process and the restrictions implemented by national park authorities. It is concluded that using information such as that gathered from local stakeholders, it should be possible to effectively extend the SAF to simulate scenarios for future management options.  相似文献

Previous models of the evolution of Hurst Castle Spit over-emphasised longshore growth at the expense of other processes, particularly rise in sea-level. Initially, a Pleistocene valley system was submerged creating a tidal strait, the West Solent, between Christchurch Bay and the East Solent. This almost certainly caused a major hydrodynamic change, transforming much of Christchurch Bay and the West Solent from a low to a high tidal energy environment. Hurst Castle Spit and the Shingles Bank then began to form due to a combination of an easterly littoral drift, offshore gravel movement due to the high tidal energy, a rising sea-level, the transgression of Hurst Beach due to overwashing and the formation of recurves due to waves in the West Solent. The growth of the Shingles Bank due to offshore sediment movement from Hurst Castle Spit was of particular importance because of its influence on the wave energy along Hurst Beach. Significant local supplies of shingle in the vicinity of Hurst Castle Spit, reworked from Quatenary deposits, were also of importance. Thus, it is not a classic multi-recurved spit and the transgressive segment, Hurst Beach, has much in common with barrier coastlines.The same processes are continuing to shape Hurst Castle Spit at present, with the additional effects of human interference in the coastal sediment system. The construction of sea defences at Milford-on-Sea in the period 1936 to 1968 has modified the sediment budget and Hurst Castle Spit is experiencing a phase of rapid evolution: maximum recession rates have increased from 1.5m a−1 (1867–1968) to 3.5m a−1 (1968–1982). It is difficult to quantify the exact role of sea-level rise in the present evolution of Hurst Castle Spit.The future evolution of Hurst Castle Spit will depend largely on man. If there is no further interference, which is highly unlikely, the beach volume will continue to decline, resulting in a further increase in the rate of recession. Ultimately, a true tidal breach will probably form, marking a new phase in the evolution of Hurst Castle Spit and its environs. However, shingle renourishment, or another coastal engineering solution will probably be undertaken. The future rate of sea-level rise will have important long-term influences on all these options.  相似文献

The coastal environment is commonly the location for multiple human activities, of which recreation is just one. The coastal and marine sector has experienced nascent growth and this trend is likely to continue into the foreseeable future; the projected growth of the sector will impact coastal and marine resources, whilst also placing demands on those tasked with planning and managing the coastal environment. In Ireland, this presents particular challenges for coastal local authorities, as the principal planning consent body. In order to address these emerging challenges an innovative working partnership was developed between the research community and local authority to examine marine recreation in Cork Harbour, situated on the southern coast of Ireland. A programme of work was devised to identify data gaps in terms of: baseline information; user attitudes and perceptions towards existing management framework and facilities for recreation; interactions between different user groups; and, spatial distribution of recreational activities. The results of the assessment provided an improved understanding of the current coastal recreational situation, have value as input to spatial planning and contribute to the development of an integrated management plan for Cork Harbour.  相似文献

For much of the last century, the prerequisites for establishing a new primary industry were property rights to secure access to the required natural resources, the appropriate technology, brood stock and labour, and a willing investor. In contrast, in many western nations although all these prerequisites have been in place for the establishment of new coastal marine farming sectors, fledgling aquaculture operations have failed to establish. A prime reason for this is that under increasingly consultative integrated coastal zone management regimes, local stakeholders are expressing a desire for prospective aquaculture operations to demonstrate that they will be sustainable. Many potential marine farmers and regulatory authorities have stumbled on this demand and the work presented here aims to elucidate the nature of sustainability in a coastal aquaculture context and provide a framework for investigating these critical ‘non-traditional’ factors limiting the establishment and development of coastal aquaculture activities.  相似文献

The Solent region in southern England represents one of the highest concentrations of coastal lagoons and saline ponds in the UK. Four lagoon complexes within the region comprise a Special Area of Conservation (SAC), under the European Habitats Directive. The ephemeral nature of coastal lagoons presents a particular management challenge in terms of retaining designated sites in “favourable conservation status”. Consequently, in addition to sensitive management of existing sites, it is important to identify sites for habitat re-creation. A site-specific investigation of Hook Lake in Hampshire is presented. Previously, on the basis of salinity measurements alone, this site was deemed to have progressed naturally through brackish conditions to a freshwater habitat overgrown by reeds Phragmites sp. A more detailed survey, which considered salinity measurements together with an analysis of substratum heterogeneity and invertebrate fauna diversity, suggests that it is still predominantly a freshwater system with an adjacent brackish/saline ditch. Future management, linked to local biodiversity action plan targets, could proactively support the development of this site as a coastal lagoon in order to secure its integration as part of the international conservation designation. However, this is complicated by the need to then recognise and compensate for loss of freshwater habitat, the need to persuade the local community that any change would not compromise coastal defence integrity and ultimately by medium to long-term coastal defence investment decisions.  相似文献

The COREPOINT (COastal REsearch and POlicy INTegration) project aimed to advance integrated coastal zone management (ICZM) in northwest Europe through a network of local authorities, research organisations and NGOs. It involved 12 partners from Ireland, the United Kingdom, France, Netherlands and Belgium. The project enabled a comparison of approaches to ICZM at the northwest Europe scale and a series of workshops was hosted to promote the principles contained in the European Union's recommendation on ICZM. At the local level, linkages were formed between research organisations and coastal management practitioners in local authorities in an attempt to bridge the science-management divide. This special edition contains several papers that deal with different facets of the project's results.  相似文献

Integrated coastal management (ICM) has been developing concomitantly with the realisation of the severity of the potential impacts of climate change. The discourse on climate change and adaptation has also included the awareness that adaptation must take place at all levels of government, particularly local government. Climate change is expected to have significant impacts on the physical, social, environmental and economic environments of coastal cities and towns, and in particular on the poor and vulnerable communities within these cities and towns. The crucial role that local government can play in climate protection and building cities' and communities' resilience to climate change is widely recognised at the global level. This paper explores the legal and policy connexion between ICM, local government and climate change in Mozambique and South Africa, two developing countries in Africa. The state of institutionalisation of coastal management at national through to local government is also examined. The authors contend that the state, character and maturity of the ICM policy domain can create an enabling environment within which local government agencies can prepare for future impacts of climate change. Conversely it can also limit, delay and hinder climate change adaptation. The paper concludes with the identification of some key success factors for assessing the effectiveness of the existing policy and legal frameworks to respond to the challenges of climate change. It also identifies some key principles to be included in future legislative reform to promote ICM, cooperative governance and greater preparedness for climate change at local government level.  相似文献

For coastal areas across the world, sea-level rise and problems of coastal erosion and coastal flooding are expected to increase over the next hundred years. At the same time political pressure for continued waterfront planning and development of coastal areas threatens to increase our societal vulnerability, and necessitating climate adaptation in coastal zone management. The institutional dimension has been identified as important for ensuring a more robust adaptation to both current climate variability and future climate change. In this paper, lessons regarding institutional constraints for climate adaptation are drawn from a Swedish case-study on local coastal zone management, illustrating the diverse and complex nature of institutional capacity-building. The aim of the paper is to illustrate critical factors that from an institutional perspective condition the capacity to achieve a more integrated, strategic and proactive climate adaptation and for turning “rules on paper” to working practice, based on case-study experiences from Coastby. Following and expanding a framework for analysing institutional capacity-building we learnt that a selective few key actors had played a critical role in building a strong external networking capacity with a flip-side in terms of a weak internal coordinating capacity and lack of mutual ownership of coastal erosion between sectoral units e.g. risk-management, planning and environment. We also found a weak vertical administrative interplay and lack of formal coherent policy, procedures and regulations for managing coastal erosion between local, regional and national administrations. Further, tensions and trade-offs between policy-agendas, values and political priorities posed a barrier for capacity-building in coastal zone management which calls for processes to mediate conflicting priorities in policy-making, planning and decision-making. The case-study suggests that the ability of the political administrative system to acknowledge and deal with institutional conflicts is a critical condition for ensuring an integrated and proactive climate adaptation in coastal zone management.  相似文献

The southern Mexican states on the coast of the Gulf of Mexico produce approximately 85% of the total national oil production. The region has also attracted attention due its important economic influence in terms of fisheries, aquaculture and agriculture, and for its ecosystem diversity. The justification for more integrated approaches to aquaculture development is significant, as coastal aquaculture has brought economic and employment benefits to both national economies and coastal people. The aim of this study is the analysis of Mecoacan fishing communities’ perception on coastal resources management and to assess group awareness of the potential benefits and impacts of coastal aquaculture. Although aquaculture practices have been implemented as an alternative to fishing and to improve current levels of fisheries production, the results showed that conditions within Mecoacan fisheries have deteriorated significantly, as collective aggregation is not producing a positive outcome for the local communities. However, fishermen regarded the restructuring of fishing organisations as a means of integrating employment and income generation alternatives such as aquaculture practices. Therefore, a key to success will be to demonstrate the ability of good coastal management to promote capacity building within coastal communities in the context of a participatory intervention strategy through formal and informal organisations.  相似文献

This paper addresses the issue of overlapping fisheries regulations by multiple authorities for coastal fisheries in the United Kingdom. It examines one particular case study of the oyster fishers of the Isle of Wight, focusing on resource management regulations, fishermen's strategies to deal with ambiguous legislation, and the response of the various management authorities. The case study forms the basis on which to discuss institutional implications for effective operational management of the UK's coastal fisheries resource.  相似文献
