Climate scientists have played a significant role in investigating global climate change. In the USA, a debate has swirled about whether a consensus on climate change exists among reputable scientists and this has entered the policy process. In order to better understand the views of US climate scientists, we conducted an empirical survey of US climate scientists (N?=?468) in 2005, and compared the results with the 2007 Intergovernmental Panel on Climate Change (IPCC) physical science report and policy summaries. Our results reveal that survey respondents generally agree about the nature, causes, and consequences of climate change, and are in agreement with IPCC findings. We also found that there is strong support for a variety of policy initiatives to reduce greenhouse gas emissions.  相似文献

Eminent climate scientists have come to consensus that human influences are significant contributors to modern global climate change. This study examines coverage of anthropogenic climate change in United States (U.S.) network television news – ABC World News Tonight, CBS Evening News and NBC Nightly News – and focuses on the application of the journalistic norm of ‘balance’ in coverage from 1995 through 2004. This study also examines CNN WorldView, CNN Wolf Blitzer Reports and CNN NewsNight as illustrations of cable news coverage. Through quantitative content analysis, results show that 70% of U.S. television news segments have provided ‘balanced’ coverage regarding anthropogenic contributions to climate change vis-à-vis natural radiative forcing, and there has been a significant difference between this television coverage and scientific consensus regarding anthropogenic climate change from 1996 through 2004. Thus, by way of the institutionalized journalistic norm of balanced reporting, United States television news coverage has perpetrated an informational bias by significantly diverging from the consensus view in climate science that humans contribute to climate change. Troubles in translating this consensus in climate science have led to the appearance of amplified uncertainty and debate, also then permeating public and policy discourse.  相似文献

Over the past two decades, skeptics of the reality and significance of anthropogenic climate change have frequently accused climate scientists of “alarmism”: of over-interpreting or overreacting to evidence of human impacts on the climate system. However, the available evidence suggests that scientists have in fact been conservative in their projections of the impacts of climate change. In particular, we discuss recent studies showing that at least some of the key attributes of global warming from increased atmospheric greenhouse gases have been under-predicted, particularly in IPCC assessments of the physical science, by Working Group I. We also note the less frequent manifestation of over-prediction of key characteristics of climate in such assessments. We suggest, therefore, that scientists are biased not toward alarmism but rather the reverse: toward cautious estimates, where we define caution as erring on the side of less rather than more alarming predictions. We call this tendency “erring on the side of least drama (ESLD).” We explore some cases of ESLD at work, including predictions of Arctic ozone depletion and the possible disintegration of the West Antarctic ice sheet, and suggest some possible causes of this directional bias, including adherence to the scientific norms of restraint, objectivity, skepticism, rationality, dispassion, and moderation. We conclude with suggestions for further work to identify and explore ESLD.  相似文献

Climate scientists overwhelmingly agree that the Earth is getting warmer and that the rise in average global temperature is predominantly due to human activity. Yet a significant proportion of the American public, as well as a considerable number of legislators in the U.S. Congress, continue to reject the “consensus view.” While the source of the disagreement is varied, one prominent explanation centres on the activities of a coordinated and well-funded countermovement of climate sceptics. This study contributes to the literature on organized climate scepticism by providing the first systematic overview of conservative think tank sceptical discourse in nearly 15 years. Specifically, we (1) compile the largest corpus of contrarian literature to date, collecting over 16,000 documents from 19 organizations over the period 1998–2013; (2) introduce a methodology to measure key themes in the corpus which scales to the substantial increase in content generated by conservative think tanks over the past decade; and (3) leverage this new methodology to shed light on the relative prevalence of science- and policy-related discussion among conservative think tanks. We find little support for the claim that “the era of science denial is over”—instead, discussion of climate science has generally increased over the sample period.  相似文献

Public opinion in the United States about human-caused climate change has varied over the past 20 years, despite an increasing consensus about the issue in the expert community. Attitudes about climate change have been attributed to a number of factors including personal values, political ideology, the media environment and personal experience. Recent studies have found evidence that the temperature can influence one’s opinion about climate change and willingness to change behaviour and/or support climate policy. Although there is some evidence that individual cool or warm years have influenced large-scale opinion about climate change, the extent to which temperature can explain the past variability in public opinion and public discourse about climate change at the national level is not known. Here we isolate the relationship between opinion about climate change and temperature at the national scale, using data from opinion polls, a discourse analysis of opinion articles from five major daily newspapers, and a national air temperature database. The fraction of respondents to national polls who express “belief in” or “worry about” climate change is found to be significantly correlated to U.S. mean temperature anomalies over the previous 3–12 months. In addition, the fraction of editorial and opinion articles which “agree” with the expert consensus on climate change is also found to be significantly correlated to U.S. mean temperature anomalies at seasonal and annual scales. These results suggest that a fraction of the past variance in American views about climate change could potentially be explained by climate variability.  相似文献

In this paper we draw on Science and Technology (STS) approaches to develop a comparative analytical account of the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services (IPBES). The establishment of both of these organizations, in 1988 and 2012 respectively, represented important ‘constitutional moments’ in the global arrangement of scientific assessment and its relationship to environmental policymaking. Global environmental assessments all share some similarities, operating at the articulation between science and policy and pursuing explicit societal goals. Although the IPCC and IPBES have different objectives, they are both intergovernmental processes geared towards the provision of knowledge to inform political debates about, respectively, climate change and biodiversity loss. In spite of these similarities, we show that there are significant differences in their knowledge practices and these differences have implications for environmental governance. We do this by comparing the IPCC and IPBES across three dimensions: conceptual frameworks, scenarios and consensus .We argue that, broadly speaking, the IPCC has produced a ‘view from nowhere’, through a reliance on mathematical modelling to produce a consensual picture of global climate change, which is then ‘downscaled’ to considerations of local impacts and responses. By contrast IPBES, through its contrasting conceptual frameworks and practices of argumentation, appears to seek a ‘view from everywhere’, inclusive of epistemic plurality, and through which a global picture emerges through an aggregation of more placed-based knowledges. We conclude that, despite these aspirations, both organizations in fact offer ‘views from somewhere’: situated sets of knowledge marked by politico-epistemic struggles and shaped by the interests, priorities and voices of certain powerful actors. Characterizing this ‘somewhere’ might be aided by the concept of institutional epistemology, a term we propose to capture how particular knowledge practices become stabilized within international expert organizations. We suggest that such a concept, by drawing attention to the institutions’ knowledge practices, helps reveal their world-making effects and, by doing so, enables more reflexive governance of both expert organizations and of global environmental change in general.  相似文献

The IPCC Fourth Assessment Report (AR4) published in 2007 presents the most complete and authoritative assessment of the status of scientific knowledge on all aspects of climate change. This paper presents an updated assessment of the risks from anthropogenic climate change, based on a comprehensive review of the pertinent scientific literature published since finalisation of the AR4. Many risks are now assessed as stronger than in the AR4, including the risk of large sea-level rise already in the current century, the amplification of global warming due to biological and geological carbon-cycle feedbacks, a large magnitude of “committed warming” currently concealed by a strong aerosol mask, substantial increases in climate variability and extreme weather events, and the risks to marine ecosystems from climate change and ocean acidification. Some topics remain the subject of intense scientific debate, such as past and future changes in tropical cyclone activity and the risk of large-scale Amazon forest dieback. The rise in greenhouse gas emissions and concentrations has accelerated recently, and it is expected to accelerate further in the absence of targeted policy interventions. Taken together, these findings point to an increased urgency of implementing mitigation policies as well as comprehensive and equitable adaptation policies.  相似文献

The latest iteration of Intergovernmental Panel on Climate Change (IPCC) uncertainty guidance is simpler and easier to use than the previous version. However, its primary focus remains assessing “what is at risk” under climate change, thus is most suitable for dealing with the scientific uncertainties in Working Group I and part of Working Group II findings. I distinguish between tame and complex risks, arguing that the guidance is most suited to assessing tame risks. Climate change is a complex risk, and as such as can be divided into idealized, calculated and perceived risks. While science has claims to objectivity, risk has a specific value component: when measuring gain and loss, calculated risks compete with risky options to manage those risks. The IPCC is charged with calculating risk (IPCC 2007, p22) but the communication of key findings takes place in an environment of competing perceived risks. Recommendations for managing this complex environment include separating scientific and risk-based findings, treating uncertainties for each separately; strengthening the philosophical basis of uncertainty management; application of a methodical scientific research program; clearly communicating competing findings, especially in the social sciences; and application of multiple frame to policy-relevant findings as reflected in the literature.  相似文献

自政府间气候变化专门委员会(IPCC)第五次评估报告(AR5)发布以来,国际科学界在气候系统变化领域取得显著进展,有关气候变化的科学认识不断深入。IPCC第六次评估报告(AR6)第一工作组(WGI)报告对这些科学进展和最新认识作了综合评估。温度是全球变化最直接的指示器。本文从温度变化视角,对从AR5到AR6的科学进展进行了梳理和简要评述,主要聚焦观测的变化、归因以及未来预估三个方面。与AR5相比,AR6以更强有力的证据进一步确证了近百年全球气候变暖的客观事实,人类活动对气候变暖影响的信号更为清晰,未来变暖幅度取决于温室气体减排力度。  相似文献

IPCC第五次评估报告进一步阐述和明确了全球平均地表温升与累积CO2排放之间的近似线性关系。尽管在科学上仍存在一定的不确定性,国际社会对2℃温升目标及所对应的全球累积碳排放空间(即全球碳预算目标)已达成一定的科学认知和政治共识。但如何将碳预算从目标要求转变为各国决策和实际行动,仍是政策制定者们所面临的一个重要问题。在此背景下,提出建立一个有效的碳预算综合管理框架,努力避免人为温室气体排放导致气候系统危害,并利用其科学和政策的双重内涵,来推动谈判进程和加大行动力度,在新型气候治理模式下推动全球减排目标的实现。  相似文献

Previous research documents that U.S. conservatives, and conservative white males in particular, tend to dismiss the threat of climate change more than others in the U.S. public. Other research indicates that higher education and income can each exacerbate the dismissive tendencies of the political Right. Bridging these lines of research, the present study examines the extent to which higher education and/or income moderate the ideological divide and the “conservative white male effect” on several climate change opinions, and whether these effects are mediated by an individualistic worldview (e.g., valuing individual liberty and limited government). Using nationally representative survey data of U.S. adults from 2008 to 2017 (N = 20,024), we find that across all beliefs, risk perceptions, and policy preferences examined, the ideological divide strengthens with both higher education and higher income. However, educational attainment plays a stronger role than income in polarizing the views of conservative white males. Further analyses support the hypothesis that differences in individualism partially explain the increased political polarization among more educated and higher-income adults, as well as greater dismissiveness among conservative white males relative to other demographic groups. These results highlight key moderators of opinion polarization, as well as ideological differences among conservatives, that are often overlooked in public discourse about climate change. Implications for climate change education and communication across demographic groups are considered.  相似文献

Article 2 of the United Nations Framework Convention on Climate Change commits its parties to stabilizing greenhouse gas concentrations in the atmosphere at a level that “would prevent dangerous anthropogenic interference with the climate system.” Authors of the Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC 2001a, b) offered some insight into what negotiators might consider dangerous by highlighting five “reasons for concern” (RFC’s) and tracking concern against changes in global mean temperature; they illustrated their assessments in the now iconic “burning embers” diagram. The Fourth Assessment Report reaffirmed the value of plotting RFC’s against temperature change (IPCC 2007a, b), and Smith et al. (2009) produced an unpated embers visualization for the globe. This paper applies the same assessment and communication strategies to calibrate the comparable RFC’s for the United States. It adds “National Security Concern” as a sixth RFC because many now see changes in the intensity and/or frequency of extreme events around the world as “risk enhancers” that deserve attention at the highest levels of the US policy and research communities. The US embers portrayed here suggest that: (1) US policy-makers will not discover anything really “dangerous” over the near to medium term if they consider only economic impacts that are aggregated across the entire country but that (2) they could easily uncover “dangerous anthropogenic interference with the climate system” by focusing their attention on changes in the intensities, frequencies, and regional distributions of extreme weather events driven by climate change.  相似文献

To date the Intergovernmental Panel on Climate Change (IPCC) has concerned itself with gathering a state of the art review of the science of climate change. While significant progress has been made in enhancing our integrated understanding of the climate system and the dynamics of the social systems that produce an array of potential greenhouse gases, it is also clear from the panel's reports how far the science community is from being able to present a dynamic and synoptic view of the climate system as a whole. Clear evidence of these complexities and uncertainties inherent in the climate system is evident in efforts aimed at designing robust policy interventions. In this paper, we argue that the adaptive management framework in ecosystem management may be a useful model for guiding how the IPCC can continue to be relevant both as a scientific establishment and as a policy-relevant scientific endeavor.  相似文献

2013年各国政府间气候变化专门委员会(IPCC)第一工作组发布了第五次气候变化科学评估报告,以大量的观测分析和气候模式模拟证据,继续强调由于人类排放增加,全球正在变暖,未来将继续变暖的观点。本文综述研究全球变暖的几个深层次的科学问题,即多套全球气温观测资料的差异、不同标准气候态时段的作用、20世纪全球变暖的检测和归因及未来全球气温变化的走向,以此提出需进一步研究的科学问题。结果表明;需要进一步提高观测资料的质量;注意不同标准气候态时段对应的数值的不同;应进一步改善气候模式模拟年代际变率的能力及研究近15 a全球变暖减缓和停滞的原因,从而改善气候模式的模拟效果;造成预估未来全球气候变化的不确定性主要来自气候模式的差异、未来排放情景的差异及气候系统内部变率影响和自然外强迫的作用。  相似文献

简要回顾美国气候变化研究沿革,分析美国制定和实施气候变化科学计划(USCCSP)的背景,综述USCCSP的研究目标、研究领域和组织管理方式。首先重点阐述USCCSP的关键科学发现以及全球和美国气候变化的主要科学结论,介绍USCCSP综合评估产品。然后论述美国国家科学院研究理事会(NRC)对USCCSP进展的评估,评述未来美国气候变化研究的战略框架和领域。最后在归纳美国气候变化研究特色的基础上,阐述对我国制定长期战略规划、深化基础研究、强化模式创新、推进观测系统和资料系统建设、加强科学评估和应用服务、加快立法进程等方面的启示。  相似文献

Ecosystem Evaluation, Climate Change and Water Resources Planning   总被引:3,自引:0,他引:3  
This paper considers ecosystem evaluation under conditions of climate change in the context both of the U.S. Water Resources Council's Principles and Guidelines (P&G) and the more general Federal regulations governing environmental evaluation. Federal water agencies have responsibilities for protecting aquatic ecosystems through their regulatory programs and operations and planning missions. The primary concern of water resources and aquatic ecosystems planning in the United States is on the riparian or floodplain corridors of river systems. In the context of climate change, planning for these systems focusses on adaptation options both for current climate variability and for that engendered by potential climate change.Ecosystems appear to be highly vulnerable to climate change, as described in IPCC reports. Aquatic ecosystems are likely to be doubly affected, first by thermally induced changes of global warming and second by changes in the hydrologic regime. Perhaps as much as any of the issues dealt with in this issue, the evaluation of ecosystems is linked to fundamental questions of criteria as well as to the details of the Federal environmental planning system. That system is a densely woven, interlocking system of environmental protection legislation, criteria and regulations that includes a self-contained evaluation system driven by the National Environmental Policy Act (NEPA) procedural guidelines (United States Council on Environmental Quality, 1978) and Environmental Impact Statement (EIS) requirements. The Corps of Engineers must use both the P&G and the NEPA/EIS system in discharging its responsibilities.If U.S. Federal agencies are to take the lead in formulating and evaluating adaptation options, there needs to be a reexamination of existing evaluation approaches. Among the elements of the P&G that may require rethinking in view of the prospects of global climate change are those relating to risk and uncertainty, nonstationarity, interest rates, and multiple objectives. Within the government planning process, efforts must be made to resolve inconsistencies and constraints in order to permit the optimal evaluation of water-based ecosystems under global climate change. The interrelationships of the two systems are described in this paper, and alternative ways of viewing the planning process are discussed. Strategic planning and management at the watershed level provides an effective approach to many of the issues. Current NEPA/EIS impact analysis does not provide a suitable framework for environmental impact analysis under climate uncertainty, and site-specific water resources evaluation relating to climate change appears difficult at current levels of knowledge about climate change. The IPCC Technical Guidelines, however, provide a useful beginning for assessing the impacts of future climate states.  相似文献

Although virtually all experts agree that CO2 emissions are causing anthropogenic global warming, public discourse is replete with contrarian claims that either deny that global warming is happening or dispute a human influence. Although the rejection of climate science is known to be driven by ideological, psychological, and political factors rather than scientific disagreement, contrarian views have considerable prominence in the media. A better understanding of contrarian discourse is therefore called for. We report a blind expert test of contrarian claims about climatological variables. Expert economists and statisticians were presented with representative contrarian statements (e.g., “Arctic ice is recovering”) translated into an economic or demographic context. In that blind test, contrarian claims were found to be misleading. By contrast, mainstream scientific interpretations of the data were judged to be accurate and policy relevant. The results imply that media inclusion of contrarian statements may increase bias rather than balance.  相似文献
