Allocation for earthquake emergency shelters is a complicated geographic optimization problem because it involves multiple sites, strict constraints, and discrete feasible domain. Huge solution space makes the problem computationally intractable. Traditional brute-force methods can obtain exact optimal solutions. However, it is not sophisticated enough to solve the complex optimization problem with reasonable time especially in high-dimensional solution space. Artificial intelligent algorithms hold the promise of improving the effectiveness of location search. This article proposes a modified particle swarm optimization (PSO) algorithm to deal with the allocation problem of earthquake emergency shelter. A new discrete PSO and the feasibility-based rule are incorporated according to the discrete solution space and strict constraints. In addition, for enhancing search capability, simulated annealing (SA) algorithm is employed to escape from local optima. The modified algorithm has been applied to the allocation of earthquake emergency shelters in the Zhuguang Block of Guangzhou City, China. The experiments have shown that the algorithm can identify the number and locations of emergency shelters. The modified PSO algorithm shows a better performance than other hybrid algorithms presented in the article, and is an effective approach for the allocation problem of earthquake emergency shelters.  相似文献

城市应急避难所的空间配置一直是灾害防治和城市安全研究领域的热点问题。本文以城市居民尽快地,尽少拥挤地到达满足容纳需求的应急避难所为目标,整合遥感影像数据、高精度人口分布数据、交通路网数据和专家知识等数据,综合运用智能体模型和多准则决策方法,对城市避难所空间配置开展研究。本文设计了三类与应急疏散相关的智能体:政府智能体、避难所智能体和居民智能体,来实现应急疏散的模拟,并根据模拟结果支持应急避难所的空间选址和配置。选址方法上运用了多准则决策方法和权重敏感性分析,在选址高适宜区域内选定避难所的新建方案。以新的避难所空间布局和配置为条件,执行新一轮的应急疏散模拟过程,实现选址的循环优化,从而获得最终的避难所空间配置方案。本文以上海市静安区的应急避难所空间配置分析为案例,生成了该区域应急避难所的详细空间配置方案,该方案能帮助居民在尽少拥挤风险下尽快疏散到附近的避难所。本文提出的方法充实了中国城市避难所选址的相关理论与可操作性的技术基础,为其他地区开展避难所的配置工作提供借鉴与参考。  相似文献

The timely and secure evacuation of residents to nearby urban emergency shelters is of great importance during unexpected disaster events. However, evacuation and allocation of shelters are seldom examined as a whole, even though they are usually closely related tasks in disaster management. To conduct better spatial allocation of emergency shelters in cities, this study proposes a new method which integrates techniques of multi-agent system and multi-criteria evaluation for spatial allocation of urban emergency shelters. Compared with the traditional emergency shelter allocation methods, the proposed method highlights the importance of dynamic emergency evacuation simulations for spatial allocation suitability analysis. Three kinds of agents involved in evacuation and sheltering procedures are designed: government agents, shelter agents, and resident agents. Emergency evacuations are simulated based on the interactions of these agents to find potential problems, for example, time-consuming evacuation processes and road congestion. A case study in Jing’an District, Shanghai, China was conducted to demonstrate the feasibility of the proposed method. After three rounds of simulation and optimization, new shelters were spatially allocated and a detailed recommended plan of shelters and related facilities was generated. The optimized spatial allocation of shelters may help local residents to be evacuated more quickly and securely.  相似文献

The improvement of emergency coping capacity is one of the most efficient measures for mitigating disaster impact. Shelter planning is an important strategy to reduce the number of casualties and injuries and facilitate disaster recovery. This study aims to address earthquake shelter location selection and the districting planning of service areas jointly. A bi-objective model is proposed to minimise the total evacuation distance and the total cost, subject to capacity and contiguity constraints. A non-dominated sorting genetic algorithm is developed to tackle the bi-objective model, which involves a multitude of decision variables. To fit the model, the chromosome structure, initialisation process and genetic operators in the algorithm are specifically designed to maintain the contiguity of the service area. And a hybrid strategy of bidirectional multi-point crossover and bidirectional single-point crossover helps promote the diversity of the solutions and accelerate the convergence. Moreover, the Pareto-optimal strategy and feasibility-based rule are combined to obtain trade-offs between objectives. The model and algorithm are validated in a case study of the earthquake shelter location and districting planning problem in Chaoyang District of Beijing, and the results confirm the effectiveness and efficiency of the method.  相似文献

科学评估避难场所的服务效率是提高城市应急水平的前提。传统对避难场所服务效率的评估多偏重于避难场所空间布局的合理性,缺少对避难者的空间布局和避难行为等避难需求的考虑,这会使评估结果造成偏差,从而容易引起资源配置的低效率。本文构建了多主体模拟模型,模拟避难者灾后对避难场所的选择、奔跑、安置等关键疏散行为过程,量化评估该地区避难场所服务效率。本文对比了两种量化评估指标在同一案例评估的差异性,一种是传统方法中空间可达性(服务半径覆盖率),一种是利用疏散行为模拟计算出的避难成功率;北京市海淀区的实证研究显示两项指标在同一案例区有巨大差异。这一分析结果显示,传统评估仅利用服务半径覆盖率这一指标来分析避难场所布局现状及规划的合理性存在不足。通过避难疏散行为的模拟发现,以下指标的使用有望辅助提高评估的真实性:①避难场所的利用效率。由于设施的利用效率不均衡,会导致避难场所超容或闲置的情况。在充分考虑避难场所的有效服务面积和服务人口的基础上,设计“人均避难面积”等反应利用效率的指标就显得十分必要。②避难标识系统的连通性。避难模拟的实验显示避难标识系统可能对避难者逃生疏散具有分流和引导作用,据此,避难场所与周边居民区的标识系统的连通性也是评价其服务效率的关键指标。  相似文献

The problem of emergency facility location is a critical component in evacuation planning. The emergence of geographic information systems (GIS) has provided a useful operational platform to assist this issue. A previously overlooked facet is the consideration of a hierarchical structure in the placement of emergency shelters. Due to the fact that survivors' needs change over time during post-disaster evacuations, shelters have now been categorized on a temporal scale based on their functions at different evacuation phases. This article proposes a three-level hierarchical location model for optimizing the placement of earthquake shelters by taking into account this temporal variance. The article not only scrutinizes the modeling procedure but also implements the model in a planning area with many real-world details. Based on the optimization results derived from a GIS context, we have found that the quality of the earthquake response procedure is not only dependent on the placement strategy of shelters, but more importantly on the financial constraints imposed on the planning and construction of these shelters. A discussion has been proposed to balance the trade-off between budget planning and evacuation efficiency. As the first attempt to model the hierarchical configuration of emergency shelters with specific focus on evacuees' escalating sheltering demands, this article will be of great significance in helping policy makers consider both the spatial and financial aspects of the strategic placement of emergency shelters.  相似文献

Location-allocation modeling is an important area of research in spatial optimization and GIScience. A large number of analytical models for location-allocation analysis have been developed in the past 50 years to meet the requirements of different planning and spatial-analytic applications, ranging from the location of emergency response units (EMS) to warehouses and transportation hubs. Despite their great number, many location-allocation models are intrinsically linked to one another. A well-known example is the theoretical link between the classic p-median problem and coverage location problems. Recently, Lei and Church showed that a large number of classic and new location models can be posed as special case problems of a new modeling construct called the vector assignment ordered median problem (VAOMP). Lei and Church also reported extremely high computational complexity in optimally solving the best integer linear programming (ILP) formulation developed for the VAOMP even for medium-sized problems in certain cases.

In this article, we develop an efficient unified solver for location-allocation analysis based on the VAOMP model without using ILP solvers. Our aim is to develop a fast heuristic algorithm based on the Tabu Search (TS) meta-heuristic, and message passing interface (MPI) suitable for obtaining optimal or near-optimal solutions for the VAOMP in a real-time environment. The unified approach is particularly interesting from the perspective of GIScience and spatial decision support systems (DSS) as it makes it possible to solve a wide variety of location models in a unified manner in a GIS environment. Computational results show that the TS method can often obtain in seconds, solutions that are better than those obtained using the ILP-based approach in hours or a day.  相似文献

A framework for analyzing the structure of urban emergency shelter networks is proposed. The shelter and service network consists of clients, shelters, support services, and a political context shaped by state policies and community attitudes. The example of Metropolitan Toronto shows that, while it might be true that there is a need for more permanent housing, there also exists a real need for emergency shelters. A problem exists for certain groups who might seek temporary shelter in suburban areas because of the unequal spatial distribution of shelters and support services between the inner City of Toronto and suburban municipalities. The recent suburbanization of some shelters has been dominated by shelters for women and children. Patterns of repeat usage of the shelter network suggest that certain client groups might not have access to all the support services they need. The conclusions argue that urban shelter networks offer an opportunity for geographers to consider more closely the links between housing, policy, and political ideologies.  相似文献

Research on disaster response frequently uses volunteered geographic information (VGI), due to its capability to provide near real-time information during and after a disaster. It is much less commonly used in spatial planning related to disaster management. However, VGI appears to have considerable potential for use in spatial planning and offers some advantages over traditional methods. For example, VGI can capture residents' preferences in a much faster, more timely, and more comprehensive fashion than is possible with, for example, questionnaires and surveys. This research investigates the usefulness of VGI for planning flood evacuation shelters. Using Jakarta, Indonesia, as a case study, we use VGI to capture the locations of flood evacuation shelters based on residents' preferences during flood periods in 2013–2014 and 2014–2015 and compare these with the locations of official shelters. Floods frequently affect Jakarta and the city administration uses VGI in flood emergency responses. Moreover, Jakarta has been identified as having the largest number of active Twitter users among cities worldwide. Thus, Jakarta is an appropriate place to study the use of VGI for planning evacuation shelters. VGI generated by Twitter users was used to identify the shelter locations preferred by Jakarta residents, and more precisely the flood evacuees. Of 171,046 tweets using keywords relating to flood evacuation, the content of 306 tweets indicated that they had been sent from inside or near evacuation shelters. The spatial pattern showed that those tweets were sent from 215 locations, mostly located near flooded areas. The analysis further showed that 35.6% of these shelter locations preferred by residents intersected with the locations of official evacuation shelters. As a general conclusion, our study demonstrates the advantages of using VGI for spatial planning, which mainly relates to the ease of capturing community preferences over a large area.  相似文献

日益凸显的突发性自然灾害对城市应急管理提出了更高的要求,应急避难所是其重要基础设施之一.本研究利用福州市社区尺度的人口统计数据建立高精度的人口密度分布图,根据应急避难所的容纳人数与人口密度图动态缓冲区分析计算其服务能力空间范围,对研究区内21个避难所的空间格局进行评价.结果表明,福州城区避难所建设数量不足,空间分布不均,人口服务辐射能力弱.针对福州城区避难所空间分布现状,分析了主要的影响因素,对福州城区应急避难场所选址提出了进一步优化建议,认为在人口分散区的避难所应该增加数量,适当减小规模;而在人口稠密区则可增加规模适中的避难所建设.  相似文献

Although much has been written about the abstract spaces of homelessness, relatively less has been documented on how the architecture of homeless shelters intersects with the homeless experience. Emergency shelters are the first places where homeless families begin their journey toward becoming "homed." Studies suggest that there is a middle-class bias in the design of emergency homeless shelters, but how do its spaces contribute to the route out of homelessness? Through narratives of homeless families, and observations of the places they occupy in an emergency shelter in Arizona, this article illustrates how they engage with the shelter's architecture to construct notions of home and homelessness. This study suggests that while homeless families try to achieve the psychological qualities of a "home" in the shelter, the materiality of the places in the shelter, where these qualities are acquired or negotiated, become important symbolic markers to becoming "homed."  相似文献

In this paper, a multi-objective model was constructed to discuss the problem, including economic benefits and ecological effectiveness, in terms of land use optimization. A genetic algorithm was then adopted to solve the model, and a performance evaluation and sensitivity analysis were conducted using Pareto optimality. Results showed that a set of tradeoffs could be acquired by the allocation of land use. In addition, the Pareto solutions proved the model to be efficient; for example, a limit of 13,500 ha of urban area conformed to plan recommendations. The reduction in crop land, orchard land, grassland, and unused land provided further efficiencies. These results implied that further potential regional land resources remain and that the urban master plan is able to support sustainable local development in the years to come, as well as verified that it is feasible to use land use allocation multi-objective modeling and genetic algorithms.  相似文献

针对现阶段各规划边界交叉、空间重叠的问题,本文从提高空间价值、减少空间破碎度和协调各类空间的角度出发,在梳理现有空间优化模型及智能算法的基础上,改进多目标规划模型并适应性改造遗传算法,以此二者构建市级国土空间优化模型。以烟台市为例,设置3种情景为决策者提供方案集进行3类规划主导下的2020年国土空间优化研究,结果显示:①优化后烟台市农业、城镇和生态空间价值分别增加了23.24%、29.27%、6.30%;②不同情景下空间分布合理且较为集中,生态保护情景有利于国土空间集合连片,经济发展情景更适合于多空间协调发展。研究表明:该模型能有效地解决国土空间内容重叠问题,明显提高了国土空间价值,同时优化模型适应性强,为“多规合一”背景下市级国土空间优化提供技术支撑。  相似文献

Earthquakes occurring in urban areas constitute an important concern for emergency management and rescue services. Emergency service location problems may be formulated in discrete space or by restricting the potential location(s) to a specified finite set of points in continuous space. We propose a Multicriteria Spatial Decision Support System to identify shelters and emergency service locations in urban evacuation planning. The proposed system has emerged as an integration of the geographical information systems (GIS) and the multicriteria Decision-Making method of Preference Ranking Organization Method for Enrichment Evaluation IV (PROMETHEE IV). This system incorporates multiple and often conflicting criteria and decision-makers’ preferences into a spatial decision model. We consider three standard structural attributes (i.e., durability density, population density, and oldness density) in the form of spatial maps to determine the zones most vulnerable to an earthquake. The information on these spatial maps is then entered into the ArcGIS software to define the relevant scores for each point with regards to the aforementioned attributes. These scores will be used to compute the preference functions in PROMETHEE IV, whose net flow outranking for each alternative will be inputted in ArcGIS to determine the zones that are most vulnerable to an earthquake. The final scores obtained are integrated into a mathematical programming model designed to find the most suitable locations for the construction of emergency service stations. We demonstrate the applicability of the proposed method and the efficacy of the procedures and algorithms in an earthquake emergency service station planning case study in the city of Tehran.  相似文献

Multi-objective optimization can be used to solve land-use allocation problems involving multiple conflicting objectives. In this paper, we show how genetic algorithms can be improved in order to effectively and efficiently solve multi-objective land-use allocation problems. Our focus lies on improving crossover and mutation operators of the genetic algorithms. We tested a range of different approaches either based on the literature or proposed for the first time. We applied them to a land-use allocation problem in Switzerland including two conflicting objectives: ensuring compact urban development and reducing the loss of agricultural productivity. We compared all approaches by calculating hypervolumes and by analysing the spread of the produced non-dominated fronts. Our results suggest that a combination of different mutation operators, of which at least one includes spatial heuristics, can help to find well-distributed fronts of non-dominated solutions. The tested modified crossover operators did not significantly improve the results. These findings provide a benchmark for multi-objective optimization of land-use allocation problems with promising prospectives for solving complex spatial planning problems.  相似文献

Pedestrian navigation at night should differ from daytime navigation due to the psychological safety needs of pedestrians. For example, pedestrians may prefer better-illuminated walking environments, shorter travel distances, and greater numbers of pedestrian companions. Route selection at night is therefore a multi-objective optimization problem. However, multi-objective optimization problems are commonly solved by combining multiple objectives into a single weighted-sum objective function. This study extends the artificial bee colony (ABC) algorithm by modifying several strategies, including the representation of the solutions, the limited neighborhood search, and the Pareto front approximation method. The extended algorithm can be used to generate an optimal route set for pedestrians at night that considers travel distance, the illumination of the walking environment, and the number of pedestrian companions. We compare the proposed algorithm with the well-known Dijkstra shortest-path algorithm and discuss the stability, diversity, and dynamics of the generated solutions. Experiments within a study area confirm the effectiveness of the improved algorithm. This algorithm can also be applied to solving other multi-objective optimization problems.  相似文献

关注滨海城市竖向避难场所的选址可靠性问题,首先深化确立“竖向避难场所”概念;然后构建竖向避难场所选址可靠性评价模型,综合自然地理要素和建成环境要素,从与灾害直接作用相关的选址暴露性、与应急交通相关的选址敏感性、与应急服务相关的选址适应性3个维度展开,搭建3级评价指标体系;再以天津滨海新区为例、聚焦滨海城市潮洪灾害和人口安全矛盾的集核——临港城区展开实证研究,借助ArcGIS分类与可视化发现:高低可靠性选址之间具有明显的空间分异,可以分解为灾害暴露性的“近岸高?远岸低”分异、交通敏感性的“外围高?中心低”分异、服务适应性的“中心与沿河高?外围低”兼“近港高?远港低”分异。同时发现:商业设施用地选址价值较高,在高可靠性选址中占比第一;中小学和社会福利设施用地选址价值最高,在高可靠性选址中占比第二;文化科研和娱乐康体设施用地在高可靠性选址中占比最小。针对临港城区实证研究结果,提出滨海城市竖向避难场所选址及可靠性提升对策。  相似文献

农村中小学的选址问题是当前地理学区位理论应用的一个热点,学校作为一个设施对学生上学安全和便捷程度有很大影响。许多学者研究了学校的区位问题,然而对农村地区来说,采用模型不够适合。本文学校选址研究充分考虑P-重心模型和P-中心模型的优缺点,在P-重心模型的基础上对模型进行改进,增加学生上学最大距离不超过某一阈值的约束,这样改进后的模型同时具有P-中心和P-重心模型的优点,既保证农村偏远地区的学生上学相对方便,又保证加权距离和相对最小。为了方便应用,应用地理信息科学方法,使用改进的节点交换搜索算法求解,然后通过Visual Studio 开发平台和ArcGIS Engine 二次开发组件库开发了农村中小学最优选址的决策支持系统。最后以山东省某镇为例,用该系统解决该镇的小学选址,结果发现改进后同时具有P-重心和P-中心特性的模型比传统的P-重心模型更能适合农村小学选址,能够作为小学学校规划选址的辅助决策依据。  相似文献

The aim of Land-use Suitability Analysis and Planning Problem (LSAPP) is to identify the most suitable parcels of land for future land-uses considering several conflicting criteria. LSAPP can be modeled using a variant of a well-known combinatorial optimization problem called Quadratic Assignment Problem (QAP). In this paper, a multi-objective mathematical model is developed for LSAPP based on QAP modeling. The large-size instances of the proposed multi-objective mathematical model are difficult to solve in a reasonable CPU time using exact algorithms. So, an efficient three-phase hybrid solution procedure is proposed. In the first phase, the compensatory objectives are integrated using Analytic Hierarchy Process (AHP) and Decision-Making Trial and Evaluation Laboratory. Then, based on the aforementioned suitability objective function and other spatial objectives and constraints, a multi-objective LSAPP is constructed. Finally, a hybrid multiple objective meta-heuristic algorithm is proposed to solve the LSAPP. The core of the proposed algorithm is based on Scatter Search while Tabu Search and Variable Neighborhood Search are also utilized. The proposed algorithm is equipped with the concepts of Pareto optimality and Veto Threshold, which improve its efficacy. The proposed algorithm is applied on a real LSAPP case study, in ‘Persian Gulf Knowledge Village’, wherein its performance is compared with a well-known evolutionary computation algorithm called Vector Evaluated Genetic Algorithm (VEGA) using comprehensive statistical analysis. A survey on time complexity of the proposed algorithm is also accomplished. The results show that MOSVNS is significantly superior to VEGA both in single and in multi-objective modes. Furthermore, analysis of time complexity of the proposed algorithm shows that it is of polynomial time and can be applied to significantly larger problems with multiple compensatory and non-compensatory objectives.  相似文献
