On the basis of the results derived by theoretical analysis [1] and laboratory physical modelling [2] of the circulation seawater and stratification, induced by buoyancy fluxes, the suggestion has been made that, possibly, the Black Sea currents system is three-layered. It has been supposed that an anticyclonic current flows in the basin. To verify this deduction, the data from MHI's archived dataset have been treated, and results from twoad hoc expeditions are submitted here. Analysis of the vertical structure of currents, based on thein situ velocity measurements, using various means and calculations of the geostrophic circulation, has confirmed that a flow with the theoretically predicted parameters may exist in the Black Sea. Lichia amia is an important coastal recreational fishery species with a cosmopolitan distribution in the eastern Atlantic. In southern Africa, it is distributed from southern Angola to northern KwaZulu-Natal in South Africa. A recent biological survey revealed differences between Angolan and South African individuals suggesting that they may represent separate stocks. As fishery management decisions should be based on accurate knowledge of population structure, an initial survey of the genetic substructuring of L. amia was conducted on samples collected in southern Angola and South Africa. Assessment of genetic diversity and population structure was conducted using a fragment of the mitochondrial Control Region. Obtained genetic diversity levels were within the expected range for marine teleosts (h = 0.867, π = 0.007), and two deeply divergent (southern Angolan and South African) populations were identified (average φ ST = 0.78) across the Benguela Current system. These results suggest that Angolan and South African L. amia should be managed as two independent stocks. This work represents the first assessment of population genetic substructuring across the Benguela Current of a valuable coastal fishery resource, and has application for future fisheries management.  相似文献

Catch shares, where annual catch limits are divided among individuals, communities or cooperatives, are a commonly used fisheries management strategy to increase profits and reduce overcapitalization. Usually these quota shares can be sold or leased, which is theorized to allow for greater utilization of fleet-wide quota. However, this catch-quota balancing may not be achieved in multispecies trawl fisheries where it is difficult to selectively target valuable species while avoiding overfished species. Two similar catch-share-managed, multispecies trawl fisheries were compared to evaluate whether catch shares lead to catch-quota balancing. The U.S. West Coast Groundfish fishery has several species with low total allowable catches (TACs) while the Canadian British Columbia Trawl fishery has comparatively higher TACs. Results indicate that the West Coast fishery had a statistically significant decrease in catch-quota ratios from 0.41 in the three years before catch shares to 0.29 in the three years after catch shares. In contrast, the BC fishery experience no statistically significant change in fishery-wide average catch-quota ratios, which were 0.70 in the three years before and 0.62 in the three years after catch shares. In the West Coast fishery, the risk of exceeding quotas for some species may be so high that fishers are unable to achieve high degrees of catch-quota balancing and instead focus on species that can be easily selected with changes in fishing behavior. Multispecies fisheries management has direct tradeoffs between maximizing yield and achieving conservation goals, and these results may highlight the tradeoff between rebuilding overfished species by reducing TACs, and the achievement of catch-quota balancing.  相似文献

Tracking the financial well-being of vessels that depend on a marine fishery resource is an important function of regulators. This research demonstrates how simple indices can be constructed and utilized to track the economic well-being of vessels operating in the Northeast (USA) Multispecies (Groundfish) Fishery. The indices, which use both public and private data, can separately track trends in inputs, outputs, and prices. For the Northeast Multispecies Fishery, the indices reveal that the economic well-being of the groundfish fleet has improved under catch share management through gains in productivity.  相似文献

Using an idealized ocean general circulation model, we examine the effect of “mixing hotspots” (localized regions of intense diapycnal mixing) predicted based on internal wave-wave interaction theory (Hibiya et al., 2006) on the meridional overturning circulation of the Pacific Ocean. Although the assumed diapycnal diffusivity in the mixing hotspots is a little larger than the predicted value, the upwelling in the mixing hotspots is not sufficient to balance the deep-water production; out of 17 Sv of the downwelled water along the southern boundary, only 9.2 Sv is found to upwell in the mixing hotspots. The imbalance as much as 7.8 Sv is compensated by entrainment into the surface mixed layer in the vicinity of the downwelling region. As a result, the northward transport of the deep water crossing the equator is limited to 5.5 Sv, much less than estimated from previous current meter moorings and hydrographic surveys. One plausible explanation for this is that the magnitude of the meridional overturning circulation of the Pacific Ocean has been overestimated by these observations. We raise doubts about the validity of the previous ocean general circulation models where diapycnal diffusivity is assigned ad hoc to attain the current magnitude suggested from current meter moorings and hydrographic surveys.  相似文献

In developing a methodology for the ongoing Global International Waters Assessment, major gaps have become apparent in our ability to make comparative assessments of pollution. A pragmatic impacts scoping methodology has been developed and tested. A more effective assessment protocol however, requires a better knowledge of the relationship between pollution sources and biological effects with less reliance on chemical monitoring.  相似文献

Realistic numerical simulations of nonlinear internal waves (NLIWs) have been hampered by the need to use computationally expensive nonhydrostatic models. In this paper, we show that the solution to the elliptic problem arising from the incompressibility condition can be successfully approximated by a few terms (three at most) of an expansion in powers of the ratio (horizontal grid spacing)/(total depth). For an n dimensional problem, each term in the expansion is the sum of a function that satisfies a one-dimensional second-order ODE in the vertical direction plus, depending on the surface boundary condition, the solution to an n-1 dimension elliptic problem, an evident saving over having to solve the original n-dimensional elliptic problem. This approximation provides the physically correct amount of dispersion necessary to counteract the nonlinear steepening tendency of NLIWs. Experiments with different types of NLIWs validate the approach. Unlike other methods, no ad hoc artificial dispersion needs to be introduced.  相似文献

Double-diffusion, the mixing of fluids with two constituents of different molecular diffusivities, was originally discovered in the mid-1800s, forgotten, then rediscovered as an ‘oceanographic curiosity’ a century later. Many oceanographers suspect that double-diffusion has major effects on oceanic water masses and circulation, but direct measurement of the effects has proven difficult. In 1996, a Working Group was formed under the auspices of the Scientific Committee on Ocean Research (SCOR WG108), with the goal to identify progress and barriers to quantifying oceanic double-diffusive fluxes, and make recommendations for further progress. This document gives a brief history of double-diffusion, a review of evidence of its potential effects in the ocean, and gives an overview of the review articles contained in this volume, written by the Working Group members with the above aim in mind.  相似文献

The coastal environment is commonly the location for multiple human activities, of which recreation is just one. The coastal and marine sector has experienced nascent growth and this trend is likely to continue into the foreseeable future; the projected growth of the sector will impact coastal and marine resources, whilst also placing demands on those tasked with planning and managing the coastal environment. In Ireland, this presents particular challenges for coastal local authorities, as the principal planning consent body. In order to address these emerging challenges an innovative working partnership was developed between the research community and local authority to examine marine recreation in Cork Harbour, situated on the southern coast of Ireland. A programme of work was devised to identify data gaps in terms of: baseline information; user attitudes and perceptions towards existing management framework and facilities for recreation; interactions between different user groups; and, spatial distribution of recreational activities. The results of the assessment provided an improved understanding of the current coastal recreational situation, have value as input to spatial planning and contribute to the development of an integrated management plan for Cork Harbour.  相似文献

浮游生物在海洋生态系统中处于基础性地位,为促进我国浮游生物监测工作的发展,文章在现代海洋环境监测体系和海洋管理的背景下,从海洋生态系统保护、全球变化研究和现代海洋管理3个方面,系统梳理和分析浮游生物监测的意义和价值,并对我国相关领域的工作提出启示和展望。研究结果表明:浮游生物的恶性暴发和入侵对海洋生态系统造成严重影响,各类国际公约和政府间协议都将浮游生物监测作为保护海洋生物多样性的重要内容;浮游生物的分类信息以及其分布区和物候学特征对气候变化和海水温度的指示信息,可作为全球变化研究的重要指标;浮游生物监测已被广泛应用于国内外现代海洋管理中,主要包括海洋生态系统服务评价、海洋环境影响评价和海洋生物资源评价3个方面;我国浮游生物监测工作在浮游生物分类和鉴定以及大数据应用方面存在不足,未来应加强相关能力考核、标准化计量认证、数据整合共享和新技术手段运用。  相似文献

Three important developments in resource assessment and management during the period of the Benguela Ecology Programme are discussed. The first is the recognition of the limited information content for assessment purposes of the available data for many of the Benguela's major pelagic and demersal resources. This has meant that management measures for these resources could attempt no more than to maintain the status quo, rather than to achieve "optimal" utilization. Secondly, a post mortem on the commercial extinction of the kingklip suggests a need to consider Bayesian methods as a means to incorporate additional information into stock assessments. Finally, changes to the management approaches for the hake and anchovy fisheries are argued to have been particular successes, notwithstanding the recent heavily reduced Total Allowable Catch (TAC) for the latter resource. "Management procedures" have been developed and simulation-tested for these two resources. The implications of this approach for the future basis, whereby TACs are set for South Africa's fisheries, are discussed.  相似文献

Progress in ecosystem management requires the characterisation of the dynamics of a species's ecosystem and the influences of climatic oscillations on those dynamics. Within the North Pacific, ecosystem dynamics have been described on decadal-scales (regimes) and have been shown to shift abruptly (regime shifts). The year class success of sablefish (Anoplopoma fimbria) exhibit decadal-scale patterns that relate to decadal-scale patterns in North Pacific climate–ocean conditions. As an example, and a step towards, incorporating the dynamics of marine systems into the stock assessment and management of sablefish, we produce a ‘report card’ that characterises the species's ecosystem on decadal-scales. This report card consists of a matrix of climatological and oceanographic indices for the North Pacific, and regional environmental and biological indices. It indicates that both Pacific-wide and regionally, conditions were generally good for sablefish year class strength during the 1977–1988 regime, but these favourable conditions did not persist into the 1990s. Exploitation scenarios can be developed around the decadal-scale dynamics in sablefish year class success and their life history, in particular longevity. Fisheries managers can begin to develop exploitation strategies that acknowledge these changes in the sablefish ecosystem. The report card presents an aggregation of parameters that, on average, gives an impression of productivity during a specific regime and can be used to augment present stock assessment and management efforts.  相似文献

A review of indicators for an ecosystem approach to fisheries management is presented, focusing on multispecies fisheries and limited resources for assessments and implementation, as often is the case in developing countries. Emphasizing the need to link indicators to management objectives, indicators from the literature are grouped into four categories, relating to the immediate fisheries resource base (single-species and multispecies indicators) and the wider ecosystem (habitat structure and ecosystem functioning). The usefulness of these indicators is assessed along three dimensions of acceptability among stakeholders, observability, and relation to fisheries management using a traffic light approach. The top ranking indicators are highlighted as a generally good start for any particular fishery management case. It is, however, argued that, even with similar management objectives, indicators need to be specific to both ecosystems and the institutional set-up if they are to be effective for management, and that indicators may consequently differ considerably between individual management applications.  相似文献

The European shore-crab Carcinus maenas has been present in South Africa since 1983. Despite this species’ international reputation as a biological invader, its distribution in this region has only been considered by three outdated ‘snapshot surveys.’ The present study is the most comprehensive to date, providing an update on the species’ range and the first temporal assessment of its abundance and demographics. Along South Africa's Cape Peninsula and surrounding areas, C. maenas was absent from 12 intertidal sites surveyed, except for Sea Point, and no crabs were found during subtidal surveys along the open coastline. Subtidal harbour populations were recorded in the Cape Town harbours of Table Bay and Hout Bay (previously estimated as comprising approximately 164 200 and 6 500 individuals, respectively). Table Bay was surveyed monthly for one year, using baited traps, crab condos and postlarvae settlement collectors, to assess size distributions and reproductive seasonality of the crab. Reproductive females were recorded throughout most of the year. These results suggest that the harbour populations could be targeted by control programmes, but provide no strong evidence to support the initiation of management action during a particular season. The lack of detection of postlarval settlement, even among well-established populations, suggests this will not be a useful monitoring tool for detecting incursions.  相似文献

This work tests the robustness of policies and procedures designed to protect South Australia's marine environment through a case study of the Adelaide Desalination Plant—the most expensive (∼A$1.8 billion) infrastructure project in South Australia's history. Although this project has been subject to an Environmental Impact Assessment (EIA)—the highest level of assessment in Australia—on inspection it appears that the current operating licence for the desalination brine discharge breaches Government approval conditions and ignores the collective expert scientific advice of the project's Environmental Impact Statement (EIS). Hence, the EIA process in South Australia for this project is flawed. Improvements could be made to the South Australian system by including the requirements for operating licences as an integral part of the EIA.  相似文献

The management of the coastline around Sabah (Borneo, Malaysia) faces numerous conflicting interests from the public, private and industry groups. The public demands socio-economic growth, sustainable development and preservation of natural resources while the private sector and industry demand local coastal protection and often reckless development. Subsequently, there are numerous multi-disciplinary conflicts across user groups, over the use of coastal resources. To resolve these issues the creation of a management plan for Sabah's coastline has been initiated. A baseline was established from historical investigations, data collection and using a combination of visual inspections and photos. Understanding of the physical, chemical and biological processes involved as well as the dynamics of the integrated processes and a holistic impact assessment is also required. To do so numerical models were used to integrate available information and knowledge and to hind-cast and now-cast conditions and predict the consequences of different development scenarios. In some cases the models results needed further detailed analysis in combination with specific knowledge on local habitats to determine the impacts. The focus of the paper is on the integration of information, but some details are also given on the important conflicts and habitat threats.  相似文献
