The Third United Nations Conference on the Law of the Sea is attempting to codify international law for the use of ocean space. While the process of negotiations continues and many political‐legal problems remain to be solved, certain issues appear to be at, or near, a stage of general agreement. A major element of the emerging consensus involves the “baseline,” the line from which all claims to zones of sovereignty or jurisdiction are measured. In addition, the Conference has generally accepted a breadth of 12 nautical miles for the sovereign territorial sea and 200 nautical miles for a coastal state zone of economic competence. An acceptable definition, in a legal sense, of the continental shelf seems to be provided. A major problem in the division of ocean space among States involves the delimitation of boundaries between adjacent States—those sharing a common land boundary—and opposite States—those situated so as to face each other across bodies of water. The issue remains divisive. The final treaty or convention, if successfully negotiated, will not, however, address technical issues. These important problems will have to be resolved by scientists and technicians concerned with the earth measurements in the post‐treaty era. 相似文献

Infrared (i.r.) imagery from the NOAA 2,3, and 4 satellites could be used to measure accurately the absolute temperature of the sea surface and sea water. Comparison with measured temperatures indicate that the satellite observed values are within 2°C of those measured. Contouring temperatures and observing temperature fluctuations within 0·5°C is also possible by enhancing the infrared image. This is done by confining the 16 steps of gray of the image to a desired small temperature scale. The existence of open water areas within the pack ice and the positions of the ice edges could be readily distinguishable by generating special imagery in such a way that the gray scale covers two temperature ranges with a gray tone jump at the freezing point of sea water. In this way ice-water boundary appears as a line of demarcation between two different gray tones. Because the i.r. imagery is available all year round these techniques are readily applicable at all times especially during the winter months when the low sun angles make visible imagery not useful. 相似文献

According to the fractal theory,the spatial fractal character of coastline is preliminarily dis-cussed on the basis of GIS in this paper.Two aspects are considered:one is the length demarcation ofcoastline with different scales,and the other is the confirmation of existence of the fractal character on dif-ferent boundaries of tidal flats.Finally,some significant conclusions are drawn:(1)The coastline ofJiangsu Province has the fractal character and its dimension is 1.0696.(2)It conforms to the exponentialcorrelation between different lengths(L)of coastline and scales(k).It conforms to the formula lgL(k)=-1.029lgk+2.9544 in the continental coastline of Jiangsu province.(3)Different boundaries of a tidal flathave fractal characters,and different fractal dimensions indicate different comparative intensities of ero-sion and deposition on the tidal flat.(4)The reciprocity between land and sea may affect the value offractal dimension of a coastline,just as the lithology,substantial constituent and geological s 相似文献

The use of ship's radar for collision avoidance presents a fundamental problem in threat detection and identification since all vessel radar returns ("paints") look alike. As a result, when a ship master caught in a fog is trying to use his radio-telephone to work out a maneuvering plan with another vessel, it is difficult for him to identify which blip on the planar position indicator PPI is the source of the voice on the radio. One solution now receiving worldwide attention is to fit all vessels with active transponders. The marine radar interrogator-transponder (MRIT) is an advanced form of transponder which includes an integral interrogator and works in coordination with the ship radar to provide not only target identity and "clutter-free" target paints, but also maneuvering information and such data as target's course, speed, draft, safe or dangerous cargo, etc. Mounted on a fixed navigation aid, the transponder portion alone can also function as a racon (radar beacon).
