Tropical small-scale fisheries are highly heterogeneous with respect to a wide range of fisheries characteristics, but that heterogeneity has generally not been adequately studied or considered in management. This study investigated fisheries heterogeneity and the extent to which it is accounted for in management regulations in eight small-scale fishing communities located in floodplain ecosystems of the Amazon basin. Analyses of 29,844 fishery landing interview data revealed that fisheries heterogeneity with respect to gear, habitat, species composition, and total catch and fishing effort was high across all communities, but low over the years in the same communities, indicating that each community must be considered as a distinct management unit. Data analyses also revealed that many important community fisheries characteristics were not accounted for by government- and community-based management regulations. Total catch and fishing effort were largely unregulated; there were no size or closed season limits for one-third of the most important fishery species; and the nursery habitats used by most fishery species were not protected in any fashion. Clearly, increased attention to cross-community fisheries heterogeneity can improve the design and implementation of management regulations. The management problems created by the heterogeneity of small-scale fisheries are discussed, and the potential of the “barefoot ecologist” concept to address them is considered.  相似文献

For decades, fishermen in most parts of the world have been experiencing a reduction in fish abundances. Overexploitation and increasing demands are the glaring visible causes, but weakness or absence of fishery management is the core problem. Faced with repeated failure of fishery management and the resulting overexploitation in fish stocks, new management plans are needed in order to preserve both fishermen's jobs and food security. A growing number of published sources have proposed marine protected areas (MPA) as a fishery management tool. The decision of MPA design requires close collaboration with local fishermen communities for it to be accepted and respected. This paper focus on the case of a Uruguayan lagoon, the Rocha lagoon, which is exploited by two fishermen communities. The lagoon is located inside a national park. Park authorities are in the process of designing a management plan that defines a MPA inside the lagoon. The plan also sets out the rules to be upheld for the artificial opening of the sandbar that separates the lagoon from the ocean. It is shown that it is relevant to study the local ecological knowledge (LEK) in order (1) to understand the fishery related ecological issues within the lagoon and (2) to highlight an existing conflict between two fishermen communities. Studying the LEK allowed a clear representation of the factors that must be taken into account when defining the management plan. Furthermore, the LEK study in itself creates an appropriate place for inter-community debate and it enhances the acceptance of the future management plan.  相似文献

European flat oyster Ostrea edulis fisheries were once abundant around the UK coastline. The sole remaining productive O. edulis fishery in Scotland is in Loch Ryan. This fishery has been privately owned and managed by a single family since 1701. Economic theory predicts that ownership, whether public or private, is a necessary condition for rational fishery management. In this paper, a series of four leases and a licence are examined, covering an 85-year period over the 20th and 21st century, to examine whether the management of the Loch Ryan fishery conforms to the expected norms of rational management. The leases show that, over this period, the owners appear more willing to expend resources on regulating tenant behaviour, supporting the conclusion that successive generations of owners developed an evolving sense of what “rational management” might require. The results of this study could inform the management of other fisheries – both public and private – by emphasising the importance of learning from experience.  相似文献

Mitigating the environmental impact of commercial fishing, by avoiding, minimizing and compensating for adverse effects, is core business for fisheries management authorities globally. The complex interplay of ecological, economic, and social considerations has often resulted in bycatch management being reactive, confrontational and costly. In many cases it has been difficult to demonstrate success and to establish whether bycatch management has been efficient or effective. This article proposes standards for bycatch management following reviews of literature, international agreements and Australian domestic fishery management policies, and consideration by many technical experts and several stakeholder representatives. The standards have been developed using Australian Commonwealth fisheries – and the international fisheries agreements to which Australia is party – as a baseline, but should be applicable to both domestic and regional/international governance systems. The proposed standards involve quantifying fisheries bycatch, agreeing on operational objectives, assessing the effects of fishing on bycatch populations, establishing the cost-effectiveness of mitigation measures, and evaluating performance. The standards encourage domestic management measures that are consistent with the guidance and requirements of international agreements and regional fisheries management organisations. The importance of engaging stakeholders throughout the process is recognised. The standards provide a framework for measuring performance and a checklist of actions for managing bycatch at a fishery level. They have the potential to facilitate the development of more strategic and effective approaches to bycatch management, with defined goals, monitoring systems, and adaptive decision-making. This review of past bycatch management, including the application of the proposed standards to the mitigation of shark bycatch in an Australian longline fishery, demonstrates that the proposed standards are operationally feasible but that they have not always been applied. Specifically, monitoring the performance of bycatch management measures has not always followed their implementation.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

This paper examines efforts to develop stakeholder led self-governance in the Bluff oyster fishery. The paper focuses on collaborative management and its ability to address some of the unintended consequences of management. The Bluff oyster fishery's administrative, biological, and economic performances are analysed to assess whether or not the participatory management model, in this case fisheries self-governance, complements individual transferable quota (ITQ) for this inshore shellfish fishery.The paper argues that the Bluff oyster fishery's current self-governance model, based on a fishery plan, aids in improving the performance of the fishery, and that the Bluff oyster fishery has the capacity to shift further towards a stakeholder led self-regulated fishery.  相似文献

为测度当前我国休闲渔业的发展规模,选取2013—2018年的休闲渔业产值和渔业经济产值为变量,构建了直接贡献率、间接贡献率和回归分析法建立的边际贡献率模型,测算了休闲渔业对渔业总产值的贡献度。结果表明,2014—2018年的直接贡献率分别为4.38%、4.95%、14.3%、6.58%和12.5%,2014—2018年的间接贡献率分别为0.317%、0.261%、0.752%、0.403%和0.533%,2013—2018年,休闲渔业对于渔业经济总值的边际贡献率为9.9%,由数据得出,当前我国休闲渔业规模还很小,发展水平也很低,整体实力也很薄弱。为此提出:加大休闲渔业的政策扶持力度;设计最为合理的休闲渔业项目;加大休闲渔业的宣传;加强休闲渔业与高校的合作,培养更多的休闲渔业方向的高精尖人才;推动休闲渔业从业者专业素养整体水平的提高;鼓励休闲渔业从业者之间的帮助;健全完善休闲渔业的监督管理体制;加强组织领导,促进休闲渔业发展。  相似文献

Individual fishery quotas (IFQs) are an increasingly prevalent form of fishery management around the world, with more than 170 species currently managed with IFQs. Yet, because of the difficulties in matching quota holdings with catches, many argue that IFQs are not appropriate for multispecies fisheries. Using on-the-ground-experience with multispecies IFQ fisheries in Iceland, New Zealand, Australia, and Canada, we assess the design and use of catch-quota balancing mechanisms. Our methodology includes a mix of interviews with fishery managers, industry representatives, and brokers, literature review, and data analysis. We find that a combination of incentives and limits on use rates for the mechanisms provide sufficient flexibility to the quota owner without the fishery manager incurring excessive levels of overexploitation risk. Contrary to some opinions, these programs are evidence that it is possible to implement IFQ programs for multispecies fisheries and that they can be profitable and sustainable.  相似文献

A proper understanding of the management status of small-scale subsistence and artisanal fisheries requires not only detailed sociocultural study, but comprehensive analysis of the state of the fished population(s), using rigorous stock assessment and other fisheries biology tools. In this article I describe several approaches taken to assess the artisanal trochus fishery at West Nggela. This includes stock density and other data, that demonstrate many reefs are overfished. I discuss the social and economic factors influencing the performance of the fishery. The importance of an understanding of property tenure is dealt with in some detail. An analysis of the various categories of fishers’ ecological knowledge about trochus is also presented, and discussed with respect to the categories of biological and ecological information considered by most fisheries biologists as essential to the assessment and management of a fishery.  相似文献

Worldwide, the past 15–20 years has seen a significant shift in thinking and approaches to the management of small-scale fisheries. This is in response to the recognition that conventional fisheries management is not equipped to deal with the complexities, uncertainties and challenges prevalent in small-scale fishery systems. Consequently, a new fisheries paradigm is emerging based on the principles and ideas underpinning systems thinking, complexity theory, participatory democracy and adaptive management. Although fishery science is required to inform management decisions, it must be seen as one of the inputs needed for effective governance. Incorporation of other disciplinary perspectives, knowledge sources and local information is considered necessary for understanding the fishery system and identifying appropriate management responses. Although South Africa has incorporated many of these ideas and principles into broad policies and legislation governing resource management, implementation of this new paradigm in the context of small-scale fisheries is proving difficult. However, recent developments such as the recognition of the socio-economic rights of this group of fishers, the formulation of a new draft small-scale fisheries policy, efforts to identify and address human dimensions in fisheries through research and stakeholder workshops, as well as opportunities for greater participation in policy formulation and management, are all indicative of a shift in institutional culture and approach to this sector. This paper aims to provide an overview of the main ideas underpinning the new small-scale fisheries paradigm and explores the application of these ideas in the context of small-scale fisheries in South Africa. Challenges and prospects for implementing this new management paradigm are discussed, as well as some practical ideas for progressing this new approach.  相似文献

Game theory is a formal tool for analysing strategic interaction between a finite number of agents. The fact that usually more than one entity or agent has property rights to fishery resources, has led to an explosion in the use of game theory and applications thereof to analyse fishery management problems. This review shows that game-theoretic modelling has made significant contributions to our understanding of the problems of fishery resource management. However, many challenges still remain. For instance, models of straddling stocks are yet to be fully developed. In addition, fisheries economists have not yet fully exploited the opportunity provided by computational methods now available, and the ever increasing power of computers, to develop more empirical game-theoretic models for practical fisheries management.  相似文献

Tropical shrimp trawl fisheries are unsustainable, and similar sets of management measures are used globally to address the direct and indirect costs of their practices. Yet little is known about shrimp fishers’ perceptions, despite the clear importance of human behaviour in determining the success of fisheries management. This article presents the results of interviews with industrial shrimp trawl fishers from the southern Gulf of California, Mexico, and reveals fishers’ knowledge and attitudes that should be considered when developing management plans for industrial shrimp trawl fisheries. Fishers were asked to comment on problems facing the fishery, management options to address the issues, and the future of the fishery in general. The interviews also elicited new knowledge on effort and valuable components of bycatch, useful to the management process. Among the problems facing the Gulf of California fishery, fishers tended to identify those generated externally—fluctuations in shrimp populations, increases in fishing effort, decreases in shrimp prices and increasing overheads—and thus distance themselves from responsibility for management options. The successes of any mitigation measures for the fishery are likely to depend on proper enforcement and reliable governance, as our study indicates. Should strong enforcement be put in place, then trawl free areas seem to be the most pragmatic way to alleviate problems associated with the fishery; our effort data point to areas that might have greatest acceptance among fishers. A reduction in capacity would clearly complement marine zoning for trawl free areas. In the long run, however, it may be economic extinction of the fishery that reduces pressure on the marine ecosystem.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

Integrated fishery assessments are intended to take an integrated and wholistic view of fisheries management, to provide comprehensive systems-based evaluations of the sustainability of individual fisheries and their products. Using guidance derived from decision theory and management science, we develop 18 criteria to evaluate the likely effectiveness of nine integrated fishery assessment systems. The assessment systems do not consistently consider four key criteria: the socio-economic impacts of fisheries, the provision of food security, the local relevance of the assessment to the fishery under assessment, and the independent peer review of assessment outcomes. Other important areas of weakness include the lack of appropriate consultation processes relating to both the design of the assessment system and the outcomes of fishery assessments, and limitations in the quality of data and information used in assessments. Improvements will be needed in these areas across all the systems we evaluated if fishers, consumers, managers and other stakeholders are to be provided with consistently reliable assessment outcomes, and an assurance of the sustainability of capture fisheries.  相似文献

In determining the importance of fisheries sustainability indicators, stakeholders’ interest plays a defining role in the fisheries management practices. The indicator based tools such as RAPFISH have been available for sustainability assessment of fishery resources. In the present study, procedures to validate the pre-selected RAPFISH, which is a multidisciplinary indicator based evaluation tool for measuring the sustainability of fishery resources, are applied. The sustainability indicators were subjected to validation process based on feedback from resource owners, users and experts, using Multi-Criteria Analyses such as Weighted Sum Model and Analytic Hierarchy Process. Based on the validation results, suggestions have been made to improve methodology and its effective application in practice. This paper demonstrates RAPFISH as a potentially effective multidisciplinary tool for evaluation of sustainability of fishery resources.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

21世纪以来底拖网渔业的快速发展给脆弱海洋生态系统(VME)带来极大威胁,导致公海深海渔业发展不可持续以及海洋生物多样性降低。为更好地实现养护海洋渔业资源和保护海洋生物多样性的目标,同时为我国在保护VME以及管理公海深海渔业方面提供参考,文章分析八大区域渔业管理组织(RFMO)针对VME保护采取的系列措施及其保护VME的可行性,针对存在的问题提出对策建议,并对我国在RFMO中保护VME进行展望。研究结果表明:《公海深海渔业管理国际准则》在RFMO保护VME的实践中发挥重要的指导作用;RFMO采取的措施限制深海渔业活动,但为保护VME和养护海洋渔业资源提供重要基础和保障;未来RFMO应加强信息共享和技术合作,发展VME分布预测技术,同时在保护海洋生物多样性方面积极开展双边和多边合作;我国应进一步研究和实践基于生态系统的渔业管理方法,平衡保护与开发利用的关系,积极参与国际渔业管理和VME保护并促进合作,加强南极海域海洋保护区综合治理。  相似文献

Taiwan has recently implemented a system of voluntary suspension of fishing activities as a means to reduce fishing efforts in offshore fisheries. This system is a top-down management approach but fishers voluntarily participate. Given the economic incentive offered, this system has not convinced a great number of fishers to participate. An understanding of what constitutes the underlying causes leading to fishers’ participation and non-participation provides fisheries managers with the opportunity to refine policy design and delivery. This paper aims to identify factors that may have potential to either promote or hinder fishers’ participation, and investigate the association between factors and fishers’ intention to participate using a logit regression model. The factors were classified into three categories: motive, constraint and fishers’ attitude toward resource use and management. A structured questionnaire including factors to collect empirical data from fishers was applied. The incentives in the form of reward did not seem sufficiently strong to draw fishers’ participation. However, fisher's positive view toward resource use and management enhanced intention to participate. This knowledge points out the importance of internalized resource stewardship among fishers in fishery management and can assist in developing fisheries management strategies aimed at enhancing fishers’ voluntary participation.  相似文献

A review of future management arrangements for the Queensland East Coast Trawl fishery was undertaken in 2010 to develop a management plan for the next 10 years. A key question raised at the start of the review process was: what should the management plan achieve? As with fisheries management in most countries, multiple management objectives were implicit in policy statements, but were poorly specified in some areas (particularly social objectives) and strongly identified in others (e.g., an objective of sustainability). As a start to the management review process, an analysis of what objectives the management system should aim to achieve was undertaken. A review of natural resource management objectives employed internationally was used to develop a candidate list, and the objectives most relevant to the fishery were short-listed by a scientific advisory group. Additional objectives specific to Queensland fisheries management, but not identified in the international review, were also identified and incorporated into the objective set. The relative importance of the different objectives to different stakeholder groups was assessed using the Analytic Hierarchy Process. As with other studies, the relative importance of the different objectives varied both within and between the different stakeholder groups, although general trends in preferences were observed.  相似文献
