Local ecological knowledge (LEK) has been recognised as an important source of information for resource management in data-poor fisheries. Our case study of the Foveaux Strait dredge oyster fishery in New Zealand shows LEK can also make a significant contribution to the management of data-rich fisheries, but highlights the importance of appropriate data collection design and interpretation and presentation of LEK. We formalise a structure for interpreting LEK, illustrate the importance of design by comparing two LEK studies, and discuss how the inclusion of LEK into the fisheries plan process has provided unexpected benefits for better management of the fishery.  相似文献

Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

Marine protected areas (MPA) have been widely suggested as a tool for both fisheries management and conservation goals. These multiple objectives are hard to achieve simultaneously as sustainable development implies the balance between the specific interests of conservation and economical activities. MPA success, namely for fisheries management, entails the implementation of restrictive measures that in a short-time frame may have negative effects on local fishermen communities. It is extremely important to evaluate their performance and effectiveness aiming at a quasi-optimal management, minimizing potential impacts on the social domain. In this study, a methodology for assessing the effectiveness of MPA as a small-scale fisheries management tool was developed, based on a set of indicators grouped in four dimensions (ecological, economic, social and management and governance). The indicators were scored individually according to an original score scale of five values and a median score was calculated for every dimension. Finally, the median overall score was calculated including the scores of the four dimensions. The scores were attributed for two distinct periods: before and after MPA implementation, in order to evaluate the performance of MPA. This methodology can be applied even with few scientific data available and taking into account experts and stakeholders’ judgements. The Arrábida MPA (Portugal) was used as a case study and it was found that with the implementation of the MPA social and economical aspects were impaired (median scores decreased near one value for the period after MPA implementation), while the other two dimensions showed an improvement trend. Thus, the overall score was the same before and after MPA implementation, an intermediate scale score. Results from the application of this method can give important indications about the state of an MPA and evaluate if the initial goals are being achieved through the implemented measures. The method is of easy communication and can be a useful tool for decision making and fisheries management processes.  相似文献

Thorough comprehension of the perceptions of offshore Marine Protected Areas (MPAs) by different local social actors is lacking, especially in developing countries. This study aims to analyze the perceptions and socioeconomic characteristics of divers and artisanal fishers of an offshore MPA, located in Brazilian waters. Data on the perceptions, conflicts, and management of the MPA were gathered through questionnaires and interviews with local actors. The results show that scuba divers and fishers consider the MPA to be very important for biodiversity. They also consider their collaboration in participative management to be of considerable importance, even though they do not form part of the administration. For local actors, the area helps foster the preservation of the marine environment and benefits recreational diving, tourism, and artisanal fishery in local communities. Divers and fishers use the resources and space of the offshore area differently, which results in diverging perceptions and conflicts. Divers propose restricted protection (No-Take Zones), while fishers propose that the MPA should be used exclusively by the poor local communities for artisanal fishing. Conflicts arising from inefficient public administration (lack of environmental zoning, management plans, and participative management) and illegal use of the MPA were also identified. Data stemming from the local actors themselves are central to reducing the conflicts and improving public policies on offshore marine conservation.  相似文献

Management strategies are challenging to implement in Zanzibar's fisheries because the local people depend upon these resources for basic subsistence. This difficulty epitomizes the vital need for sustainable management: the more people need a fishery, the harder it is to limit fishing to allow regeneration. Comparing fisheries management strategies in two coastal villages in Unguja, the largest island of Zanzibar, Tanzania, this paper confirms the results of existing scholarship that communitybased strategies provide the most promising solutions to this challenge. Interviews with officials from the Department of Fisheries and Marine Resources, Village Fishermen Committees, and 51 fishermen in the villages of Kizimkazi Dimbani and Jambiani reveal the efficacy of strategies where local fishermen are centrally involved. The fishermen interviews reveal ignorance of existing fishing regulations and a lack of enforcement while fishermen at both sites noted that many illegal methods of fishing are still in use and expressed concern that such methods damage fish stocks. The Village Fishermen Committees, a recently implemented community-based initiative, are well attended by fishermen, and constitute a management strength that this paper concludes should be the foundation of future policy. To be successful, these committees need additional educational and financial resources.  相似文献

Cynoscion guatucupa Cuvier 1829 is a migratory pelagic fish species, which has a wide geographical distribution. It is the most important fishing resource for local communities in Bahía Blanca estuary and has been captured by artisanal fishermen since the 1900s. The industrial fleet has been fishing this species in the coastal area of Buenos Aires province since the 1950s, and, since 1970, landings have increased sharply. Between 2000 and 2004, the artisanal fishery in the estuarine waters of Bahía Blanca collapsed. Variations in total landings of the artisanal fleet might have arisen from the environmental variables within the estuary, fishing activity in the surrounding sea region, local pressure within the estuary and/or several other variables. Our results suggest that neither oceanographic parameters nor local pressure seem to have influenced the artisanal fishery of C. guatucupa in the estuarine region. Instead, this fishery seems to have been partially influenced by the increasing fishing pressure exerted by the industrial fishing fleet operating in open waters around the estuary. This study emphasizes the need to take into account fisheries data from both the estuarine environment and the surrounding sea region, particularly when designing management plans for the sustainable use of migrating fish resources.  相似文献

Since the first limited entry Bristol Bay drift and set gillnet permits were issued in 1975, many local residents have sold their permits to non-resident fishermen. Declining local permit ownership destabilizes the main economic base of the region. Previous studies have documented the decline of locally owned permits and have proposed social and economic hypotheses that could explain why local permit ownership is declining in limited entry fisheries in Alaska. To stem the outward flow of permits, the Bristol Bay Economic Development Corporation operates a Permit Loan Program to assist Bristol Bay watershed residents in buying permits. Despite its generous benefits, it has not reversed the decline in local permit ownership. This paper examines why residents enter or exit the fishery. Hypotheses on permit retention were tested through interviews with Bristol Bay fishery participants. Interviewees indicate stronger cultural and familial ties than economic factors to fishing. As local permit ownership has declined, these ties are being lost, leading to declining interest in the fishery. Commercial fishing is a competitive and costly enterprise. Successful participants in the fisheries, especially the drift gillnet fishery, are financially savvy with supplemental non-fishing income that outcompete residents by catching most of the fish. The Bristol Bay Economic Development Corporation Permit Loan Program appears unable to stop the local loss of permits. There are no obvious ways to expand local permit ownership and retaining local permits remains a major challenge for the region. However, it is important for local residents to participate in the fishery because it keeps communities economically and socially healthy, gives residents access to their local resources and strengthens their voice in managing their local resources.  相似文献

To sustain fishery development and ensure the supply of fish, the role that a sustainable development indicator system plays in the evaluation of fishery management performance is becoming increasingly important. A sustainable indicator system based on the Pressure–State–Response (PSR) framework was developed for local fisheries in Gungliau, Taiwan, between 1995 and 2003. Factor analysis and canonical correlation analysis were also applied to aggregate indicators and analyse the linkage of indicators. The most serious problem facing fishery system in Gungliau is conflicting local and higher levels of enforcement that result in the problems of effort, harvest and fleet age composition related to the pressure component. Fishery resources and the state of ecosystem were also affected by marine environmental change, especially by El Ñino. Consequently, fishermen adjusted their effort and investment to the variation of Fishery resources, leading Gungliau fisheries to unsustainability.  相似文献

The inflow of terrestrial groundwater into the ocean is increasingly recognized as an important local source of nutrients and pollutants to coastal ecosystems. Although there is evidence of a link between fresh submarine groundwater discharge (SGD)-derived nutrients and primary producer and primary consumer abundances, the effects of fresh SGD on the productivity of higher trophic levels such as ichthyofaunal communities remain unclear. To further investigate this relationship, we sampled three sites inside a coral reef lagoon in Mauritius: One site entailing six distinct groundwater springs, a site highly influenced by freshwater influx through the springs, and a strictly marine control site. Using remote underwater video surveys, we found that fish abundances were significantly higher at the groundwater springs than at the other two sampling sites.Principal component analyses showed that the springs and the spring-influenced part of the lagoon were best described by elevated water nutrient loadings, whereas the control site was characterized by higher water salinity and pH. Macroalgae cover was highest at the control site and the springs. Herbivores and invertivores dominated the fish community at the springs, in contrast to generalists at the control site. At the spring-influenced site, we mainly encountered high coral/turf algae cover and high abundances of associated fish feeding groups (territorial farmers, corallivores). Our results provide evidence of a fresh SGD-driven relationship between altered hydrography and distinct fish communities with elevated abundances at groundwater springs in a coral reef lagoon. These findings suggest that the management and assessment of secondary consumer productivity in tropical lagoons should take into account the effects of groundwater springs.  相似文献

Marine resource crises have initiated a search for alternative approaches to resource assessment and management that has culminated in a global focus on ecosystem approaches to management (EAM). Here, the ecosystem extends to humans as drivers and recipients of ecosystem change. More specifically, attention is being paid to identifying specific qualities of local resource users' experiences and knowledge that might productively inform resource management, while also providing local users with substantial “voice” in shaping new management policies and practices. Here an evaluation is provided of the extent to which local ecological knowledge (LEK) can provide advice for an ecosystem approach to inshore coastal management, specifically, the identification of ecologically and biologically significant areas, based on the results of two comprehensive studies of coastal Nova Scotian commercial harvesters' local ecological knowledge. While spatially explicit, local ecological knowledge displays strengths and limitations that must be explicated for it to prove useful for strengthening “voice” and providing EAM inputs.  相似文献

Marine Protected Areas (MPAs) are a cost-efficient and management-effective tool. Fishery Resource Conservation Zones (FRCZs) are one type of MPA in Taiwan, and they were designated to ensure the sustainability of fishery resources since 1976; however, government appropriations are the only financing source for FRCZs, leading to manpower and equipment shortages for FRCZ management. This study selected the Touching and Suao FRCZs in Yilan County of Taiwan as cases studies. To assess the feasibility of establishing a sustainable financing mechanism for MPAs, the Contingent Valuation Method (CVM) was applied to examine respondents׳ willingness to pay (WTP) to setup a fund for FRCZ management. The empirical results indicated that approximately 90% of respondents would be willing to donate funding for MPAs, and the WTP per respondent is NT$586.51 (US$19.6). Thus, establishing an MPA fund is a feasible way to operate Taiwanese MPAs through a co-management framework involving the central government, local government, local communities and stakeholders. However, based on our empirical results, a co-management financing mechanism for MPAs should be established to ensure stable and diverse financing sources.  相似文献

This paper presents the results of a survey of US halibut IFQ holders exploring market participation, opinions about IFQs, and perceived fishery and community effects of IFQs. A four-step mail survey was sent to a stratified random sample of 14% of the total population of quota holders, producing a response rate of 46%, or 506 returned surveys. Survey results suggest that while there is a wide diversity of opinions and perceptions of IFQs, there are some predictable trends in the ways that different groups of fishery participants experience and respond to these programs. Gender, income, age, employment and ethnicity are linked to IFQ market behavior. Income, residency, and ethnicity are linked to attitudes about IFQs. A discriminate function analysis indicates that older individuals, individuals who make less money, and indigenous fishermen are more likely to sell quota and less likely to buy quota. Women and those who are primarily employed in fishing are more likely to be buyers of quota rather than sellers. Fishermen who identify as Alaska Native, residents of small remote fishing communities in the Gulf of Alaska, and low-income fishermen show the least support for IFQ management. Quota holders who have high incomes, do not consider their communities to be dependent on fishing, and residents of Community Development Quota communities express the most support for IFQs. Overall, 84% of survey respondents believe that IFQs are changing the fishing lifestyle; 75% state that IFQs are changing the values in fishing; and 75% perceive of IFQs as private property. A majority of surveyed IFQs holders perceive both positive and negative impacts of IFQs to fisheries and to communities. Perceived positive impacts include: improved safety; improved price; market stability; improved management; consumer benefits; environmental benefits; longer fishing season; and professionalization and stability of the fishing fleet. Perceived negative impacts include: limitations on access and barriers to entry; consolidation and job loss; inequities experienced by small boats, rural fishermen, and crew; creation of a privileged class of fishermen; negative environmental impacts; and less local participation.  相似文献

Fisheries management in the United States, the European Union, and other parts of the globe, increasingly reflects a burgeoning realization that fisheries management policies affect not only fishermen, but also the broader communities in which fishermen work and reside. Understanding fishing communities, however, is not a straightforward task. Researchers draw upon many methodologies across diverse disciplines in the attempt to better understand the needs of fishing communities and the ways in which fisheries management programs affect these communities. This special issue draws together international research on fishing communities, highlighting the diverse relationships between people, places and their fish and fisheries. Rather than attempting to consolidate these complex, multifarious relationships into simple metrics, the papers presented in this issue illuminate community needs and wants from a variety of frameworks highlighting the importance of meaningfully understanding local contexts. These papers represent novel frameworks and case studies, adding depth of scholarly knowledge to a relatively understudied segment of fisheries management. Specifically, the goal of this issue is to advance the inclusion of community considerations in fisheries management processes. While approaching the topic of fishing communities from diverse perspectives, the papers in this special issue work together to provide a broad view of the concerns and conflicts existent in these communities. They highlight the need for management endeavors to be flexible, broad, and inclusive, providing potential tools and frameworks to aid in management projects.  相似文献

Communication is essential to co-management. This paper examines how the outcome of management processes in a fisheries co-management system in northern Norway depends on communicative interaction between the fishermen. Legitimacy is held as an essential condition for well functioning user-based regulation in the fishery, and is often seen as a result when user-groups are involved in the management process. This paper argues that involving user-groups is not enough for legitimating regulations. Legitimacy also depends on the nature of communication in the decision-making process. In the terminology of Habermas, management institutions having a communicative design that encourages moral discourse would have a higher degree of legitimacy than institutions having an instrumental design. Not only because the decision-making process is emphasized, but also because it has potential to give room for other communities of interests beyond the use of fishing gears. The paper also discusses how fishermen may act communicatively in ways that include normative and moral issues of fisheries management.  相似文献

To address overfishing concerns, a total allowable catch (TAC) management program was instituted in the main Hawaiian Islands (MHI) bottomfish fishery during 2007. Using results from a recent survey of bottomfish fishermen, this paper details behavioral and social aspects of bottomfish fishing in Hawaii and explores fisher perceptions towards current fishery conditions and future management alternatives. The paper further discusses the applicability of potential catch share management for this fishery. Bottomfish fishermen expressed uncertainty towards catch share programs and appear to be reluctant about any movement towards catch share management. This paper describes many preexisting conditions in the fishery that suggest a catch share program may not be practical at this time.  相似文献

Identifying socio-economic drivers of small-scale fisheries is a fundamental step to understand impacts and pressures on fishery resources, and the behaviour of seafood trade actors. It is especially relevant for developing countries where such information is usually lacking and fisheries management is greatly needed. To address this gap, this study maps the structure of value chains of fish and marine invertebrates caught by small-scale fisheries from São Vicente, Cape Verde (West Africa), and examines the main socio-economic drivers behind the seafood trade on the island. Specifically, it shows how drivers, such as tourism and the local market, shape the preferences for certain species and how they affect the distribution of income among actors involved in the seafood trade. To collect this information, interviews were done with fishers, small-scale traders, market vendors, and restaurant owners, in all fishing communities of the island of São Vicente, in 2015. Tourism and the local market drive the exploitation of a wide variety of marine species, from small demersal low trophic level fish and marine invertebrates, to large pelagic high trophic level fish species. Moreover, the local seafood market, and especially tourism dynamics, contribute to the unequal distribution of income among actor groups, benefiting mostly restaurant owners due to their direct access to tourist consumers. Such findings have implications for local fishery resources management, food security, and fishing communities’ livelihoods.  相似文献

Fish communities of the Ria Formosa coastal lagoon (south Portugal) were sampled on a monthly basis with a beach seine at 4 sites, during two different time periods: 1980–1986 and 2001–2002. Community indices, species ranking and multivariate analysis were used in order to identify changes in the fish community between the two time periods. A total of 153,511 fish representing 57 taxa were recorded. Although species composition was very similar for both sampling periods, multivariate analysis performed on annual species abundance in number and weight revealed differences in fish community structure between the two periods. Structural changes in fish community were related mostly to a sharp decrease in the abundance of Mugilidae from 1980–1986 to 2001–2002. These changes were probably associated to a decrease in organic matter contents and nutrients concentrations due to improvements in sewage treatment and better water circulation inside the lagoon. The changes in fish community structure are more evident in the inner areas of the lagoon than near the inlet. The association between changes in sewage patterns and changes in the ichthyofaunal community structure reinforces the importance of fish communities as a biological indicator of human induced changes in marine systems.  相似文献

Drana Lagoon, located at the NW site of Evros River Delta, was drained in 1987 and re-flooded in 2004 within the framework of an integrated wetland restoration project. This study presents the results of a monitoring program of the lagoon's oceanographic, water quality and fish fauna characteristics, during the pre- and post-restoration period. Results depict the presence of high salinity water (up to 41) due to seawater intrusion, strong evaporation in its interior and inadequate freshwater inflows. Overall, nutrient levels were low depicting local changes. Tidal variability at the mouth was approximately 0.2 m, producing high velocity tidal currents (up to 0.75 m/s). Eleven fish fauna species were collected; seven species were caught in both the inlet channel and the lagoon during the pre-restoration period and nine species in the post-restoration period. Atherina boyeri (37.6%) and Pomatoschistus marmoratus (31.7%) dominated the lagoon during the post-restoration period. Most of the A. boyeri specimens (88.5%) were caught inside the lagoon, while P. marmoratus had an almost equal distribution in the inlet channel and the lagoon (56.3% and 43.7% respectively). The presence of species of the Mugilidae family (5.2% total average catches after lagoon re-flooding) was mainly in the inlet channel (12.6% of the average catches) and not inside the lagoon (only 1.3% of the average catches). The small number of fish species inhabiting the lagoon might be the result of the recent restoration or it could be related with the increased water flow observed at the lagoon mouth during the flood and ebb tidal phases, and also in the presence of a smooth bank in the concrete waterspout that connects the entrance channel with the lagoon. The limited presence of the Mugilidae juveniles inside the lagoon could be related to the prevailing tidal inlet dynamics (i.e. strong ebb flow at lagoon inlet), thus preventing the species to enter the lagoon. In order to restore the lagoon environment, careful and gradual steps should be undertaken under the basis of continuous monitoring of hydrologic, environmental and fisheries system's status.  相似文献
