Agenda 21, the 40-chapter action plan, agreed to by all nations participating in the 1992 Earth Summit represents an ambitious effort to provide policy guidance across the entire spectrum of environment, development, and social issues confronting mankind. In the area of oceans and coasts (Chapter 17 of Agenda 21), the Earth Summit underscored that the management of oceans and coasts should be ‘integrated in content and anticipatory in ambit.’To assist those responsible for implementing the Earth Summit guidelines on ocean and coastal management, this article first reviews the fundamental shift in paradigm reflected in the Earth Summit agreements as well as the specific recommendations contained in Chapter 17. Next, the article examines the central concept of ‘integrated management,’ noting both its importance and its limits. A general or ‘synthesis’ model of ‘integrated coastal management’ is then presented, addressing such questions as management goals, what is being managed, where, how, and by whom.In a concluding section, methods are proposed whereby the general or ‘synthesis model’ can be tailored to diverse national contexts, involving varying physical, socio-economic, and political conditions.  相似文献

Progress has been made in the Pacific region to implement the decisions taken by leaders at the Earth Summit. There has been investment in the environment and in sustainable development initiatives in the Pacific, and island countries have managed to place their concerns and special circumstances clearly on the international agenda. By the very nature of Pacific islands, Agenda 21 and its off-shoot, the Barbados Programme of Action, have influenced ocean and coastal management. However, the extent to which this has changed the fundamental approach to development in islands is less clear. While it may not be possible to determine categorically the state of implementation of Agenda 21 or how far Pacific island countries have gone down the path towards sustainable development, there are some sound indicators of change. This paper examines a number of these indicators of progress to implement Agenda 21 in the Pacific at the national, regional and international levels, and identifies some challenges for the future.  相似文献

While planning coastal risk management strategies, coastal managers need to assess risk across a range of spatial and temporal scales. GIS-based tools are one efficient way to support them in the decision making process through a scenarios analysis starting from social, economic and environmental information integrated into a common platform. However, this integration process requires a significant effort from a team of scientists in terms of a) identifying the appropriate scales and data resolution for analysing social, environmental and economic issues; b) selecting and linking an appropriate set of tools to build a coupled model; c) representing key emerging (and hence challenging) research issues, such as risk perception and social resilience in the model; d) developing multi-criteria analysis to integrate social, environmental, economic impacts; and e) accounting for the expectations of the stakeholders and therefore optimizing the opportunity for them to interact with the tool development and with the final tool itself.In this spirit, this paper presents an open-source Spatial Decision Support System developed within the THESEUS Project to help decision makers to scopeg optimal strategies to minimise coastal risks. The exploratory tool allows the users to perform an integrated coastal risk assessment, to analyse the effects of different combinations of engineering, social, economic and ecologically based mitigation options, across short (2020s), medium (2050s) and long-term (2080s) scenarios, taking into account physical and non-physical drivers, such as climate change, subsidence, population and economic growth.  相似文献

The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献

The nature of coastal risk management is changing, away from an engineering-dominated approach seeking to defend against the sea, to one where risks are managed using a portfolio of measures usually incorporating an acceptance of a finite standards of protection. Inherent in the modern approach is the use of new techniques and approaches, and the process of innovation is important to their adoption across Europe. This paper is based on the hypothesis that governance issues can constrain that process of innovation or enhance it, and that the focus of these governance issues concerns institutional arrangements, legal capabilities, funding regimes and stakeholder engagement. Over a period of three years, two questionnaire surveys have been undertaken of the ‘Stakeholders’ and the ‘Site Champions’ involved in THESEUS research sites, including in-depth interviews, seeking information on these matters across the wide range of circumstances in these different geographical locations. Our tentative conclusion is that technical issues concerned with risk assessment and risk reduction choices are not central to the process of innovation with regard to the practice of risk management, but that institutional culture, traditions and capabilities are of greater significance. This resonates with the literature on governance and innovation, which stresses the importance of the social context in which governance arrangements can be improved and in which innovation flourishes.  相似文献

Complex coastal management challenges often span ecological and political boundaries, and involve competing demands from groups advocating alternative coastal management strategies. As a consequence, policy-makers require scientific evidence from across a range of disciplines. Implementing cross-disciplinary research and facilitating science-policy engagement are, however, a significant challenge in its own right. Seven recent ecologically oriented ‘big question’ exercises identified a variety of research questions potentially important for coastal and marine management. In this research, 592 coastal scientists from 91 different countries completed a survey that ranked those 20 coastally oriented research questions. There was a clear overall ordering of aggregated coastal research priorities but scientists did exhibit heterogeneity regarding priorities. Some prioritized ecological issues while others focused more on issues such as coastal resource use or global environmental change. The differences in opinion were largely disciplinary-based, highlighting the importance of, and challenges in, encouraging scientific collaboration across disciplines to support effective coastal zone management. In addition to the ranking of existing questions, scientists submitted an additional 340 potential priority research questions, thus broadening the participatory nature of the original exercises. New questions regarding coastal processes, contaminants and pollution, and monitoring were prominent. This first synthesis across ‘big question’ exercises should provide valuable insights into the diversity of scientists’ opinions and help policy makers understand potentially conflicting science advice.  相似文献

Chapter 17 of Agenda 21 requires new approaches to marine and coastal area management and development, approaches that are integrated in content and precautionary in ambit. With this understanding, Korea is moving in the direction of a more sustainable society along the general action plans outlined in Agenda 21. This paper describes how Korea has transformed its marine environmental policies at different economic development stages, examines how Korea follows up the UNCED's recommendations, and reviews how various domestic and international strategies for marine and coastal management are being prepared.  相似文献

Insurance against natural perils such as flooding can be considered a significant element in coastal management. It can offer not only much-needed support to accelerate economic and social recovery following a disaster (coastal resilience) but also contribute to impact limitation by using pricing or restrictions on availability of coverage to discourage new development in hazard-prone areas. Insurance can affect the redistribution of damage costs across the population and through time, both in the short and long term. Policies of damage reduction are linked to mitigation measures for the properties (old or new buildings) by changing the depth–damage relationship while the long-run risk impacts could affect the overall damage function by discouraging new buildings in high risk areas. This paper will provide an overview of the main theoretical perspectives on insurance in flood risk management. Four different European contexts will be analysed. Management of the interactions between social/economic interests and the coastal environment requires practical, interdisciplinary assessment techniques. Backbarrier systems are critical natural resources that provide both economic and social benefits. Activities such as aquaculture, fishing, shipping and port activities, sediment mining, salt extraction, and tourism all take place in these ecosystems but are often not compatible with each other. Therefore, a program to manage such a system must congregate many different types of activities and stakeholders with potentially conflicting interests. In this paper, we develop a proposed coastal management program (CMP), based on the driving-pressure-state-impact-response (DPSIR) framework and the integrated coastal management (ICM) cycle, for the management of channels located in backbarrier systems subject to dredging operations. The conceptual model involves the application of regional sediment management (RSM) actions and is applied to a case study, Faro Channel, located in the Ria Formosa backbarrier system in Algarve, Portugal. The CMP provides results on the interactivity between scientists, stakeholders, and decision-makers, by defining and clarifying the economic and environmental aspects of decision-making processes through the utilisation and measurement of local coastal indicators. The proposed CMP proved to be a useful tool in the definition of coastal management initiatives for channels inside backbarrier systems, since it identified management problems and allowed management solutions to be formulated. The CMP could be used within a broader ICM program but would also be effective when used on its own.  相似文献

Recent international policy developments require states to conserve at least 10% of coastal and marine areas by creating effectively managed and ecologically coherent networks of protected areas in the marine environment. In the framework of the PANACHE project, the current status of designation, management and monitoring of the network of marine protected areas (MPAs) of an important environmental, social and economic marine area: the English Channel (the Channel) was examined. Currently 224 MPAs exist belonging to 12 different designation categories and covering 17 440 km2, or approximately 20.3% of the project area in the Channel. International protection targets in the marine environment are thus met at this regional scale, although the individual contributions of the UK and France are considerably different, with French MPAs accounting for nearly 80% of the total area protected. Differences between countries are also found regarding MPA designation categories (11 in France, 6 in the UK, 1 in the Channel Islands) and management structures (with more actors involved in the UK) and approach, whereas the monitoring techniques used are similar, although more standardised in the UK. Pending challenges include greater within-country and cross-country MPA designation, monitoring and management simplicity, integration and coordination as well as the assessment of management effectiveness and ecological coherence of the Channel network of MPAs.  相似文献

Mangroves in Northwestern Mexico are vital to maintain coastal environments healthy, to provide nutrients for several food chains, and to supply valuable goods and services that sustain and improve human livelihoods. Many of these values offer a range of opportunities for economic development that attract workers, investors and developers. Recently, federal privatization policies have promoted an accelerated coastal development of this region to obtain large profits in short times, creating competing and overlapping interests to use coastal environments and control key resources. Such intense developments are modifying the ecological conditions of many coastal areas, threatening the provision of important ecosystem services to society. After years of centralized decisions, new paradigms are needed to achieve a coastal management that ensures long-term ecosystem maintenance, fair resource use and social equity. Recognizing the multiplicity of actors involved in coastal management and using a qualitative research methodology, we identified and explored the perspectives of different key stakeholders in the states of Baja California Sur and Sonora, Mexico, to better understand their views on mangroves use and management as well as the interaction among them. We discuss similarities and/or discrepancies found among stakeholders’ perceptions by describing their central ideas and identifying overlapping interests that may create conflicts when defining development and conservation programs or formulating policies. This information also intends to encourage further research on the social-ecological system of the coasts in Northwestern Mexico and to contribute to address coastal management issues in integrated ways that consider the social dimension through documenting stakeholders’ narratives in the future.  相似文献

Marine management has typically prioritised natural science methodological traditions as an evidence base for decision-making; yet better integration of social science methods are increasingly shown to provide a more comprehensive picture to base management decisions. Specifically, perceptions-based assessments are gaining support, as they can provide efficient and holistic evaluation regarding management issues. This study focuses on coral reefs because they are particularly threatened ecosystems, due to their ecological complexity, socio-economic importance, and the range of environmental drivers that impact them. Research has largely concentrated on assessing proximate threats to coral reefs. Less attention has been given to distal drivers, such as socio-economic and governance factors. A common understanding of threats related to coral reef degradation is critical for integrated management that takes account of peoples’ concerns. This study compares perceptions of drivers of reef health among stakeholders (n = 110) across different sectors and governance levels, in four Caribbean countries. Interview data identified 37 proximate and 136 distal drivers, categorised into 27 themes. Five sub-groups of themes connecting proximate and distal drivers were identified. Perceptions of two of these narratives, relating to ‘fishing and socioeconomic issues’ and ‘reef management and coastal development’, differed among respondents from different countries and sectors respectively. However, the findings highlight a shared perception of many themes, with 18 of the 27 (67%) mentioned by > 25% of respondents. This paper highlights the application of perceptions data for marine management, demonstrating how knowledge of proximate and distal drivers can be applied to identify important issues at different context-specific scales.  相似文献

Q methodology provides a novel, quantitative approach to reveal stakeholder perspectives and was used to assess social acceptance of Marine Protected Areas (MPAs) with fisheries and conservation management goals using the Devon & Severn region, UK as a case study site. Participants sorted a set of statements (n=42) into a forced-choice frequency distribution and centroid analysis revealed three factors for interpretation: (1) ‘pro-conservation’, characterised by views that conservation should be prioritised over commercial and economic interests; (2) ‘pro-fisheries’ who saw fishing as the priority and expressed concerns over the uncertainty of management measures and the number of planned MPAs; and (3) ‘win–win’ who felt that the current approach to marine management using MPAs would allow both fisheries and conservation goals to be met. Despite some differences in opinion, social acceptability of MPAs was identified across all three discourses, but was limited by the knock-on effects of the exclusion of stakeholders from the implementation of MPAs and the development of management measures. This resulted in disenfranchisement and uncertainty over the future of their activities. The results suggest that social acceptability of MPAs is generated by effective and ongoing stakeholder engagement, transparency and honesty relating to the costs and benefits of designations and a certainty that once sites are in place the resources exist for their effective management. Understanding social acceptability will guide adaptive management and increase the chances of MPA success and the meeting of global targets.  相似文献

Stimulus to reach the millennium goals of poverty abatement and empowerment, including education and employment, for the large part of the population in the coastal zone can be found in the resources and services of oceans and coasts; the required financial means, given political will and right priorities, can be provided through implementation of the related international conventions, in particular UNCLOS with the EEZ, the Common Heritage of Mankind and other provisions, Agenda 21 [1] of UNCED and the WSSD 2002 Ocean Targets; the motivation is the necessity to address over-exploitation, depletion and destruction of resources, habitats and coastal ecosystem services, global changes, as well as economic transformations and social conditions of poverty, employment and unequity. Achieving adequate management and protection of natural assets as ecosystems and their services, habitats, biodiversity requires that the socio-economic and human security needs of the coastal populations are met. One way to reach the goal is to enable them, representing about 50% of the global population and increasing, to fight poverty and cope with uncertainties and changing conditions of employment, environment and sustainability through proper governance of the coastal and ocean assets. This includes provision of education and knowledge as regards these assets and their proper uses. They include energy, water, food, transportation and trade, communication, coastal developments, tourism, recreation and ecosystem services, as well as the need to properly manage them.The present economic system cannot fully harmonize with the required governance, partly since the ecosystem resources and services are not internalised in the market-oriented system. This calls for a revised education and training system, more comprehensive than the present, taking into account the social, cultural and environmental requirements, and stressing the sustainable development paradigm. In order to achieve ocean governance and comprehensive human security an understanding of the system is needed. This is substantiated through the Decade of Education for Sustainable Development as well as the Millennium Ecosystem Assessment.The aim here is to discuss some of the issues in context of implementation of related ocean conventions and commitments, which include achieving ocean governance, and to elucidate opportunities given by oceans and coasts, also in generating employment and providing for basic human needs.  相似文献

Marine Recreational Fishing (MRF) is an important activity in Europe, with 9 million fishers and generating annually € 6 billion in direct expenditures. However, there is a lack of data and understanding of MRF in Europe, particularly in Southern countries, which prevents a number of fish stocks from being effectively assessed and managed. In November 2016, a participatory workshop on MRF was held in Vigo (Spain) to identify challenges and opportunities for data collection, and to diagnose key research gaps and management issues for MRF in the Southern European Atlantic. Experts from a wide range of disciplines (researchers, policy makers, fisheries managers and commercial and recreational fishers) highlighted that the management of MRF is a challenge due to complex and dispersed legal frameworks, with multiple administrations involved, and overlapping uses of space with commercial fishing, aquaculture, navigation and tourism, among others. The lack of strong and representative fishing associations hampers research and management initiatives. Effective communication between recreational fishers, researchers and fisheries managers is also lacking. Despite the ecological, social and economic relevance of MRF, there is no systematic and comprehensive collection of information on fishing effort, recreational catches, expenses, social profile and access conditions of European recreational fishers. These data would be useful to avoid biases in the assessment of recreational fisheries due to the great diversity of ecosystems, species and typologies of users. Strategic recommendations and research priorities were also identified to address knowledge gaps and are discussed in the context of the management of MRF across Europe.  相似文献

Constrained by physical and economic factors, the States and Territories in the central and southwestern Pacific region (the Pacific Island States and Territories) have utilized regional cooperation in addressing many of the coastal and marine resources development issues facing the region. Regional cooperation in dealing with coastal and marine issues has been facilitated largely through the establishment of a number of regional organizations. This article discusses the institutional frameworks for regional cooperation in coastal and marine resources and environmental management by the Pacific Island States and Territories. The article also highlights efforts being made to achieve better harmonization of the roles and responsibilities of the various organizations.  相似文献

The paper explores the nebulous concept of heritage in order to highlight issues relevant to the revitalisation and management of historic naval waterfronts. A model separating supply and demand sides, and further subdividing each side into political, social and economic structures, is used as a framework for analysis. The whole is set within a perceptual filter, and interpretation is subsumed within social structure. The model is applied to heritage concepts at Portsmouth Dockyard and to the legacy of naval defence in the neighbouring coastal zone. From the review of all three structures it is shown that economic considerations are increasingly powerful on both the supply and demand sides, as sovereignity passes to customers who are less interested in authenticity and architectural quality than in securing value for money. Issues and implications arising from this trend, and relevant to naval heritage planning and management, are identified.  相似文献

Quantifying the monetary value of ecosystem services (ES) provided by coastal and marine resources can help policy makers assess the trade-offs and synergies inherent in ecosystem-based management of marine and coastal environments, thus increasing the social efficiency of decision-making processes. As shown by the valuation literature, the number of coastal and marine management settings where valuation researchers have attempted to make a contribution is rising fast. However, this rise in research activity has not been matched by the increase in the use of economic valuation (EV) in the actual management of coastal and marine resources. This raises an interesting question: is EV responding to the needs of policy makers? This paper provides a comprehensive overview of the knowledge base regarding the economic values for coastal and marine ecosystems. It then discusses how to improve the uptake of ES valuation research by focussing on two core issues which are thought to be essential for more effective communication with the policy community.  相似文献
