This paper investigates circumstances behind the occurrence of negative ε (the normalized difference between the spectral acceleration of a recorded ground motion and the median response predicted by a ground motion prediction equation) in probabilistic seismic hazard deaggregation. Negative ε values are of engineering interest because of their impact on the conditional mean spectrum (CMS), which is a proposed alternative to the uniform hazard spectrum (UHS) as a target spectrum for ground motion selection. In the case where target ε values from deaggregation are positive, the CMS calculation produces relatively lower response spectra than the UHS. Positive target ε values occur almost universally in active seismic regions at long return periods of engineering interest, but the possibility of negative target ε values is important because in the case of negative target ε, some relationships between the CMS and UHS would reverse. This paper describes the calculation of target ε, performs parametric studies to determine when negative ε values occur in deaggregation, and investigates the potential impact on target spectrum calculation and ground motion selection. The case studies indicate that special seismicity models and certain ground motion prediction equations have the most significant effect on ε values and a combination of these characteristics in Eastern North America creates the most likely situation for negative target ε to occur. CMS results are nonintuitive when the target ε is negative, but it is not clear that this is a common practical concern because negative target ε occurs only in well‐constrained areas. Recent earthquakes such as the MJMA 7.2 Hyogo-ken Nambu earthquake and the M 7.4 Kocaeli earthquake demonstrate once again the need to include detailed soil investigation into hazard evaluation, that is the need of microzonation. Seismic hazard assessment evaluated at a regional scale generally does not consider soil effects but only in a limited way using an attenuation law that can be ‘soft soil’ or ‘rock’. However, the relevant role of seismic hazard in the assessment of seismic coefficients for the definition of the actions in seismic codes must be properly considered. That is to say, the level of protection of buildings is proportional to a definite level of hazard (generally considered to be the ground motion with 10% probability of exceedence in 50 years). When a microzonation is performed, this criterion cannot be ignored, therefore, a clear linkage must be established between hazard (regional scale) and microzonation. The crucial point is represented by the reference motion (or input motion) to be used for site effects analysis, that must be compatible with the regional seismic hazard. In this paper, three different approaches for reference motion evaluation are analysed: probabilistic; stochastic; and deterministic. Through the case history of Fabriano microzonation the three approaches are compared. It is shown that each approach presents advantages and disadvantages with respect to the others. For example, the probabilistic approach (the reference motion is directly derived from the expected response spectra for a given return period) is linked with hazard, but produces an overestimation in short periods range, while the deterministic approach correctly simulates the wave propagation, but it ends with a kind of conditional probability. Until now, clear criteria to choose the right approach do not appear to exist and the expert experience is of fundamental importance.

Seismic hazard analysis requires the estimation of the probabilities that earthquakes will take place within a region of interest, and the expected level of ground motion which will be received at a site during the nextt years. The earthquake magnitude has been used as a basic parameter, because it is available, under the assumption that the earthquake occurrence is a compound Poisson process with exponential or multinomial distribution of magnitude. For improving the hazard prediction, we used the seismic moment as a basic parameter to estimate the mean rate, , of occurrence of earthquakes in a function of seismic moment rate and slip rate released in a seismogenic region. As an illustration of the model, the seismic hazard analysis at different sites in and around the Gulf of Corinth, central Greece, is presented on the basis of the earthquake magnitude and the seismic moment. Comparison of the results shows that determination of the mean rate of earthquake occurrence, using the conventional Gutenberg-Richter recurrence model, underestimates the seismic hazard at a site.

Three studies of site amplification factors, based on the recorded aftershocks, and one study based on strong motion data, are compared one with another and with the observed distribution of damage from the Northridge, CA, earthquake of 17 January 1994 (ML=6.4). In the epicentral area, when the peak ground velocities are larger than vm≈15 cm/s, nonlinear response of soil begins to distort the amplification factors determined from small amplitude (linear) wave motion. Moving into the area of near-field and strong ground motion (vm>30 cm/s), the site response becomes progressively more affected by the nonlinear soil response. Based on the published results, it is concluded that site amplification factors determined from small amplitude waves (aftershocks, small earthquakes, coda waves) and their transfer-function representation may be useful for small and distant earthquake motions, where soils and structures respond to earthquake waves in a linear manner. However in San Fernando Valley, during the Northridge earthquake, the observed distribution of damage did not correlate with site amplification determined from spectra of recorded weak motions. Mapping geographical distribution of site amplification using other than very strong motion data, therefore appears to be of little use for seismic hazard analyses.

Fukushima nuclear accident caused widespread concern of earthquake initiated severe accident. Under this background, China nuclear utilities carried out research and application of seismic margin assessment(SMA)approach to evaluate the seismic margin of the existing nuclear power plants(NPP)by different spectra shape of seismic margin earthquake(SME). By reviewing the method used to determine SME of operational NPP in central and eastern United States(CEUS), this paper analyzed the seismic hazard characteristic of China NPP sites, contrasted the design basis ground motion between NPP in CEUS and China, and suggested giving priority to evaluating the seismic margin of operational NPP that adopted the improved second generation technology for the urgency and importance of assessment on the actual seismic capacity of NPP. Comparing RG1.60 spectrum to normalized site-specific SL-2 level acceleration spectra, we found that some normalized spectra overtook the RG1.60's in high frequency range, so it is not always adequate to scale RG1.60 spectrum to evaluate the seismic margin for sites of the improved second generation NPP. We selected a sample site whose site-specific SL-2 level ground motion is close to the standard design of improved second generation NPP(0.2g scaled RG1.60 spectrum)to determine the seismic margin earthquake by probabilistic seismic hazard analysis method of the sample site. Compared to the given PGA(0.3g)scaled scenario earthquake ground motions and the uniform hazard response spectrum(UHRS), whose PGA is 0.3g to PGA(0.3g)scaled standard spectra(median NUREG/CR0098 spectrum and RG1.60 spectrum), the results demonstrated that uniform hazard response spectrum and scaled scenario earthquake ground motions are both significantly higher than the PGA scaled median NUREG/CR0098 spectrum, and all the three spectra are enveloped by PGA scaled RG1.60 spectrum. Then, this paper suggests adopting the uniform hazard response spectrum or scenario earthquake ground motions to evaluate the seismic margin of improved second generation NPP beyond site SL-2 ground motion; and to evaluate the seismic margin of improved second generation NPP beyond standard design, we recommend to use PGA scaled RG1.60 spectrum.

Fourier-amplitude spectrum is one of the most important parameters describing earthquake ground motion, and it is widely used for strong ground motion prediction and seismic hazard estimation. The relationships between Fourier-acceleration spectra, earthquake magnitude and distance were analysed for different seismic regions (the Caucasus and Taiwan island) on the basis of ground motion recordings of small to moderate (3.5≤ML≤6.5) earthquakes. It has been found that the acceleration spectra of the most significant part of the records, starting from S-wave arrival, can be modelled accurately by the Brune's “ω-squared” point-source model. Parameters of the model are found to be region-dependent. Peak ground accelerations and response spectra for condition of rock sites were calculated using stochastic simulation technique and obtained models of source spectra. The modelled ground-motion parameters are compared with those predicted by recent empirical attenuation relationship for California.

Seismotectonic zonation studies in the Tell Atlas of Algeria, a branch of the Africa-Eurasia plate boundary, provide a valuable input for deterministic seismic hazard calculations. We delineate a number of seismogenic zones from causal relationships established between geological structures and earthquakes and compile a working seismic catalogue mainly from readily available sources. To this catalogue, for a most rational and best-justified hazard analysis, we add estimates of earthquake size translated from active faulting characteristics. We assess the regional seismic hazard using a deterministic procedure based on the computation of complete synthetic seismograms (up to 1 Hz) by the modal summation technique. As a result, we generate seismic hazard maps of maximum velocity, maximum displacement, and design ground acceleration that blend information from geology, historical seismicity and observational seismology, leading to better estimates of the earthquake hazard throughout northern Algeria. Our analysis and the resulting maps illustrate how different the estimate of seismic hazard is based primarily on combined geologic and seismological data with respect to the one for which only information from earthquake catalogues has been used.

It has taken more than a hundred years for seismic observations in the Philippines to evolve to a modern observation system. The responsibility of seismic observations was likewise transfeered from one agency to another during this same period of time.At present, the mandate of conducting seismic observatins in the Philippines rests with the Philippine Institute of Volcanology and Seismology(PHIVOLCS),In 2000,through a grant aid from the Japan International Cooperation Agency(JICA),the Philippine Seismic netowrk was upgraded to a digital system. As a result,a new set of seismic monitoring equipments was installed in all of the 34 PHIVOLCS seismic stations all over the country,Digital waveforms are now available for high level seismic data processing.and data acquisition and processing are now automated.Included in the upgrade is the provision of strong motion accelerographs in all stations whose data can now be used for studying ground motion and intensity attenuation relations,The new setup is now producing high-resolution data that can now be used for conducting basic seismological researches,Earthquake locations have now improved allowing for the modeling and delineation of earthquake source regions necessary for earthquake hazard studies.Current seismic hazard studies in the Philippines involve the estimation of ground motion using both probabilitstic and deterministic approaches, seismic microzonation studies of key cities using microtremor observations, paleoseismology and active faults mapping ,and identification of liquefaction-prone,landslide-prone nd tsunami-affected areas. The earthquake database is now being reviewed and completed with the addition of historical events and from data from regional databases,While studies of seismic hazards were primarily concentrated on a regional level ,PHIVOLCS is now focusing on doing these seismic hazard studies on a micriolevel. For Metro Manila, first generation hazard maps showing ground rupture, ground shaking and liquefaction hazards have recently been completed.Other large cities that are also at risk from large earthquakes are the next targets. The elements at risk such as population, lifelines, and vertical and horizontal structures for each of these urban centers are also being incorporated in the hazard maps for immediate use of planners, civil defense officials,policy-makers and engineers. The maps can also now be used to describe possible scenarios during times of strong events and how appropriate socio-economic and engineering responses could be designed. In addition,a rapid earthquake damage assessment system has been started which will attempt to produce immediate or rapid assessments identification of elements at risk durin times of strong earthquakes

This paper aims at implementing and introducing the use of conditional mean spectrum (CMS) and conditional spectrum (CS) as the main input parameters in the practice of seismic safety evaluation (SSE) in China, instead of the currently used uniform hazard spectrum (UHS). For this purpose, a procedure for M-R-epsilon seismic hazard deaggregation in China was first developed. For illustration purposes, two different typical sites in China, with one to two dominant seismic zones, were considered as examples to carry out seismic hazard deaggregation and illustrate the construction of CMS/CS. Two types of correlation coefficients were used to generate CMS and the results were compared over a vibration period range of interest. Ground motion records were selected from the NSMONS (2007–2015) and PEER NGA-West2 databases to correspond to the target CMS and CS. Hazard consistency of the spectral accelerations of the selected ground motion records was evaluated and validated by computing the annual exceedance probability rate of the response spectra and comparing the results to the hazard curve corresponding to each site of concern at different periods. The tools developed in this work and their illustrative application to specific case studies in China are a first step towards the adoption of CMS and CS into the practice of seismic safety evaluation in this country.

Hazard-consistent ground-motion characterisations of three representative sites located in the Region of Murcia (southeast Spain) are presented. This is the area where the last three damaging events in Spain occurred and there is a significant amount of data for comparing them with seismic hazard estimates and earthquake-resistant provisions. Results of a probabilistic seismic hazard analysis are used to derive uniform hazard spectra (UHS) for the 475-year return period, on rock and soil conditions. Hazard deaggregation shows that the largest hazard contributions are due to small, local events for short-period target motions and to moderate, more distant events for long-period target motions. For each target motion and site considered, the associated specific response spectra (SRS) are obtained. It is shown that the combination of two SRS, for short- and long-period ground motions respectively, provides a good approximation to the UHS at each site. The UHS are compared to design response spectra contained in current Spanish and European seismic codes for the 475-year return period. For the three sites analysed, only the Eurocode 8 (EC8) type 2 spectrum captures the basic shape of the UHS (and not the EC8 type 1, as could be expected a priori). An alternative response spectrum, anchored at short- and long-period accelerations, is tested, providing a close match to the UHS spectra at the three sites. Results underline the important contribution of the frequent, low-to-moderate earthquakes that characterize the seismicity of this area to seismic hazard (at the 475-year return period).

From recent lessons, it is evident that earthquake prediction is immature and impractical as of now. Under the circumstances, seismic hazard analysis is considered a more practical approach for earthquake hazard mitigation, by estimating the annual rate of earthquake ground motions (or seismic hazard) based on seismicity and other geological evidences. Like other earthquake studies for the high-seismicity region around Taiwan, this study aims to conduct a new seismic hazard assessment for the region using the well-established FOSM (first-order second-moment) algorithm, on the record of 55,000 earthquakes observed in the past 110 years. The new seismic hazard analysis from a different perspective shows that the annual rate for earthquake-induced PGA to exceed the current design value (i.e., 0.23g) in two major cities in Taiwan should be relatively low, with it no greater than 0.0006 per year. Besides, the FOSM estimates were found very close to those with Monte Carlo Simulation (MCS), mainly because the skewness of the three random variables (i.e., earthquake magnitude, location, and model error) considered in the probabilistic analysis is not very large.

Deterministic Earthquake Scenarios for the City of Sofia
— The city of Sofia is exposed to a high seismic risk. Macroseismic intensities in the range of VIII – X (MSK) can be expected in the city. The earthquakes that can influence the hazard in Sofia originate either beneath the city or are caused by seismic sources located within a radius of 40 km. The city of Sofia is also prone to the remote Vrancea seismic zone in Romania, and particularly vulnerable are the long-period elements of the built environment. The high seismic risk and the lack of instrumental recordings of the regional seismicity make the use of appropriate credible earthquake scenarios and ground-motion modelling approaches for defining the seismic input for the city of Sofia necessary. Complete synthetic seismic signals, due to several earthquake scenarios, were computed along chosen geological profiles crossing the city, applying a hybrid technique, which combines the modal summation technique and finite differences. The modelling takes into account simultaneously the geotechnical properties of the site, the position and geometry of the seismic source and the mechanical properties of the propagation medium. Acceleration, velocity and displacement time histories and related quantities of earthquake engineering interest (e.g., response spectra, ground-motion amplification along the profiles) have been supplied. The approach applied in this study allows us to obtain the definition of the seismic input at low cost, exploiting large quantities of existing data (e.g. geotechnical, geological, seismological). It may be efficiently used to estimate the ground motion for the purposes of microzonation, urban planning, retrofitting or insurance of the built environment, etc.

Historical earthquakes noted in the written records of the South China region, including Hong Kong, are not well delineated along identified prominent fault sources. Despite the lack of any definitive, localised trend in the spatial distribution of seismic activity in the region, there does appear to be some major disparity in the seismic activity rates (especially for large magnitude earthquakes) between the near-field and the far-field regions of Hong Kong. Despite this observation, previous studies of the regional seismic activity and seismic ground motion hazard (the latter using a probabilistic seismic hazard assessment, PSHA) have considered very broad source zone regions, in which uniform levels of seismic activity have been assumed. The present paper further scrutinises this broad source zone (BSZ) approach by adopting a novel expanding circular disc (ECD) method to determine the rates of earthquake recurrence. Such a method is intended to counter-check previously developed models by determining earthquake scenario events in terms of magnitude–distance (M–R) pairs or combinations, having defined values of average return period. Unlike the BSZ approach, the ECD method specifically accounts for the supposed variations in the seismic activity rates between events in the near-field and the far-field of Hong Kong. The form of the developed method is particularly suited to the determination of design-level earthquake ground motions for bedrock sites, since it assumes a directionally-independent attenuation model as described in the companion paper. It is found that, whilst the BSZ approach may indicate the overall average levels of hazard that are representative of the South China region as a whole, it does not capture the large disparity in seismic activity rates between near-field and far-field events. This important feature is expected to have a significant impact upon engineering assessments of the seismic safety of structures in Hong Kong and elsewhere in the South China region. For example, it is found that for events with M≥6, the seismic activity rate (normalised by time and area) in the very far-field is around 3.5 times larger than in the near-field and medium-field of Hong Kong. The resulting design M-R combinations, covering a range of return periods from 70 to 2500 years, are limited, for very long return periods and for distant events, by the maximum credible earthquake (MCE) magnitude. Intensive research to determine this seismic hazard parameter is recommended, in order to refine further the results of the ECD analysis, which presently conservatively assumes the MCE to range between M=6 in the near-field of Hong Kong to M=8 in the very far-field, at distances greater than 280 km from Hong Kong.
