The introduction of marine protected areas (MPAs) in Australia has resulted in an increase in the number and total area of ‘no-take’ zones. The resulting closures impact all forms of commercial and recreational fishing in and around them despite international recognition indicating that Australian fisheries were already well managed according to ecological sustainable development guidelines. Furthermore, it is recognised within Australia that most MPAs are not designed to provide protection from the full suite of known threats that can affect biodiversity and long-term ecosystem viability. By directing MPA management disproportionately towards comprehensive no-take zones that affect fishing practices that are already required by state and federal legislation to adhere to sustainability requirements, the suite of threats affecting both protected and unprotected areas can be left inadequately and/or inappropriately managed. It is shown in this paper that the modified definition of the Precautionary Principle, which was developed specifically for the MPA process in Australia, is not in keeping with accepted international definitions and guidelines for the use of precaution. It is argued that the development of a definition of precaution to justify a predetermined output (MPAs) devalues the sound use of scientific principles and diminishes the conservation outcome. Furthermore, by distracting efforts from determining and managing the full suite of recognised threats, the value of what protection is provided in Australia's marine protected areas is eroded further.  相似文献

Management of tropical reef ecosystems under pressure from terrestrial and extractive marine activities is not straightforward, especially when the interests of extractive and non-extractive marine resource sectors compete. Before implementing management actions, potential outcomes of alternative management strategies can be evaluated in order to avoid adverse or unintended consequences. In tropical reef ecosystems the continued existence of the cultural and recreational fishing activities and the economically important dive-based tourism and recreation industry rest on sustainably managed marine resources. Through a case study of Guam, an ecosystem model was linked with human behavior models for participation in fishing and diving to evaluate future socio-ecological impacts of different management options. Ecosystem indices for reef status and resilience, and extraction potential were identified to evaluate the performance of alternative management scenarios. These marine ecosystem indices link the natural system to human uses (fishing and dive-based tourism and recreation). Evaluating management scenarios indicate that applying a single management tool, such as input controls or marine preserves, without also managing the watershed, is suboptimal. Combining different management tools has negative near-term costs, particularly for the fishing sector, but these are likely to be outweighed by the long-term benefits obtained from greater species abundance. Adopting watershed management measures in addition to fishery regulations distributes the burden for improving the reef status across multiple sectors that contribute to reef pressures.  相似文献

With the development of the ecosystem approach to fisheries, improving fishing selectivity has increasingly been put forward as an objective for management. The aim of this paper is to clarify the limits of fishing selectivity and its use in fisheries management. Fishing selectivity would be better apprehended if restricted to the catching process only, not to the utilisation that is made of the catch once onboard, which falls under catch utilisation. Confusion would be further limited if fishing selectivity is restricted to the fishing operation scale, while exploitation pattern, i.e. the distribution of fishing mortality at the population or community level, applies to larger scales. Fishing selectively is minimizing bycatch – catching primarily the fishing trip targets. Since the ecological consequences of maximising the target catch relative to bycatch remain unknown at integrated scales, fishing selectivity cannot be used as an objective in itself. However, its small scale, high manageability and good understanding make it a convenient instrument to reach management objectives at large scales. Selectivity can serve to manage what is extracted from the ecosystem and thus what can be used, and/or to manage what is left in the ecosystem and how fishing impacts it. Different factors affect fishing selectivity, catch utilisation and exploitation patterns, some of them are manageable and thus can be used to move towards these objectives. Management tools are diverse, but need to be integrated to meet large-scale objectives. The complexity of dealing with large scales incurs a need to develop the available knowledge on exploitation patterns and catch utilisation to be able to adequately manage and monitor progress toward selectivity-related objectives.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

In Puget Sound, WA (USA), rockfish (Sebastes spp.) have significantly declined in abundance, with multiple petitions to list individual species under the Endangered Species Act. In order to better understand the ecological legacy of rockfish fishing to the Puget Sound ecosystem, the local history of rockfish exploitation was reviewed, focusing on the socioeconomic forces and management decisions which influenced the trajectory of landings. Rockfish have always been harvested for human consumption in the region, but over time exploitation patterns have changed from an opportunistic subsistence activity by indigenous peoples, to a year-round target of commercial and recreational interests. Annual commercial and recreational harvests together peaked (almost 400 mt) in the early 1980s as anglers’ attitudes changed, gear technology improved, rockfish became more familiar to the market, human population increased, and agency programs promoted fisheries to sustain employment. Rockfishes were generally not managed intensely or with conservation goals in mind until the late 1980s, in part due to scientific shortcomings and a lack of resources. By the time management actions were deemed necessary, the greatest harvest had already occurred. However, the low intrinsic productivity of most rockfish species suggests that the legacy of fishing will remain for years to come. As managers strive to restore the integrity and resilience of Puget Sound, they must realize the significance of historical fishery removals to the ecosystem and use the proper social and economic incentives to drive individual behavior toward these ecosystem goals.  相似文献

When customary legal systems exist alongside state regulations, individuals can choose between these different frameworks to support their claims to resources. Research suggests that such framework switching to maximize self-interest weakens and challenges resource management. Multiple legal systems are at work in India's fisheries and this study examines how they work to govern conflict over purse-seine fishing in the Sindhudurg district of Maharashtra State. Through participant observations, interviews and state fishing law reviews, this study finds evidence of strong customary legal systems, operating through local cultural practices, to protect common property rights, equitable access, ethical and ecological concerns. In contrast, state legislation appears weak because it addresses issues of local concern, such as equitable access, at a slow pace and over such a large scale as to be absent. Consequently, multiple legal systems in these fisheries do not create a management challenge that follows a predictable path towards resource degradation. Instead informal, customary rules applied alongside formal state legislation interact in complex ways that create opportunities for effective co-management.  相似文献

Marine resource crises have initiated a search for alternative approaches to resource assessment and management that has culminated in a global focus on ecosystem approaches to management (EAM). Here, the ecosystem extends to humans as drivers and recipients of ecosystem change. More specifically, attention is being paid to identifying specific qualities of local resource users' experiences and knowledge that might productively inform resource management, while also providing local users with substantial “voice” in shaping new management policies and practices. Here an evaluation is provided of the extent to which local ecological knowledge (LEK) can provide advice for an ecosystem approach to inshore coastal management, specifically, the identification of ecologically and biologically significant areas, based on the results of two comprehensive studies of coastal Nova Scotian commercial harvesters' local ecological knowledge. While spatially explicit, local ecological knowledge displays strengths and limitations that must be explicated for it to prove useful for strengthening “voice” and providing EAM inputs.  相似文献

Fisheries management in European waters is gradually moving from a single-species perspective towards a more holistic ecosystem approach to management (EAM), acknowledging the need to take all ecosystem components into account. Prerequisite within an EAM is the need for management processes that directly influence the ecological effects of fishing, such as the mortality of target and non-target species. Up until recently, placing limits on the quantities of fish that can be landed, through the imposition of annual total allowable catches (TACs) for the target species, has been the principal management mechanism employed. However, pressure on non-target components of marine ecosystems is more closely linked to prevailing levels of fishing activity, so only if TACs are closely related to subsequent fishing effort will TAC management serve to control the broader ecosystem impacts of fishing. We show that in the mixed fisheries that characterise the North Sea, the linkage between variation in TAC and the resulting fishing effort is in fact generally weak. Reliance solely on TACs to regulate fishing activity is therefore unlikely to mitigate the impacts of fishing on non-target species. Consequently, we conclude that the relationship between TACs and effort is insufficient for TACs to be used as the principal management tool within an EAM. The implications, and some alternatives, for fisheries management are discussed.  相似文献

Conventional top-down, exogenous approaches to fisheries management have been ineffective in more traditional and small-scale fisheries. Yet, there remains little understanding of the effectiveness of alternative approaches. This case-study of small-scale fisheries in the Comoros examines how effective local fishing associations are at managing common fisheries resources, and provides some understanding of the underlying characteristics of effectiveness. Emphasis is placed on assessing governance effectiveness according to characteristics appropriate within the local context, and on suggesting ways to enhance local institutional strength and capacity to manage resources. Qualitative methods were used to collect data on local governance structures and management tools, fishers’ knowledge and beliefs, and perceptions of the status of fisheries resources in four major fishing villages on the island of Ngazidja. Results show that fisheries management in the Comoros is informally shared between the State fisheries department, a national fishing syndicate, and village fishing associations. Village fishing associations play an active role in fisheries management by collectively designing, monitoring, and enforcing local regulations. Compliance with local regulations is high, primarily due to participatory decision-making, community-monitoring, and strong feelings of solidarity among fishers. Perceptions of the benefits of these regulations are also high. This suggests that by working within these pre-established informal management systems, collective governance of common pool resources can be achieved within communities, and feelings of empowerment and shared responsibility among resource users can lead to effective management practices.  相似文献

The extent to which flag States are bound by the conservation rules of regional fishery management organisations is an important question in the quest to reduce unregulated fishing. The European Union implemented a trade suspension against Cambodia under Council Regulation 1005/2008, in response to unregulated fishing by Cambodian vessels in high seas areas managed by regional fishery management organisations. Limitations in the arguments underpinning the decision evidence the flaws of unregulated fishing as a legal concept, underlining the need for it to be appropriately interpreted and contextualised in the international legal framework. Clarity on the differences between conventional and customary sources of international legal obligation, and their implications for State consent, should guide the implementation of the Regulation to maximise the normative potential of resulting practices.  相似文献

This study explored how Territorial Use Rights for Fisheries (TURFs) functioned during the recovery from the devastating tsunami disaster which struck the Sanriku region in 2011, with a focus on abalone harvest, which is the most profitable resource managed by TURFs. During the winter of 2011–2012, only 36 of 51 managing bodies could harvest abalones because of a great shortage of boats. Recourse degradation was also feared, and the harbors were badly damaged. Of 27 managing bodies whose harvesting methods were known, 22 harvested collectively. Abalones are traded at high price and harvesting them requires skill; hence, it has always been done individually and competitively; collective harvesting conducted during this season was therefore quite exceptional. Eighteen managing bodies also handled distribution of the harvest, adopting flexible measures according to each community's circumstances. The collective action ended immediately after the urgent shortage of boats was alleviated. The diversity of natural resources managed by TURFs, autonomy of the fishing communities fostered by their remoteness and the nested structure of TURFs’ resource management enhanced the resilience of the fishing communities.  相似文献

South African industrial fisheries have been dominated by a few large companies. The Marine Living Resources Act (MLRA) of 1998 emphasised that equity was to be achieved by redistribution through co-operative strategies among stakeholders. Instead, the reallocation of fishing rights has been treated as a resource management issue rather than a socio-economic challenge. Further, the institutional structures for transformation have been inappropriate. This paper investigates the institutional dynamics and discrepancies associated with transformation and concludes that the process became locked in a path dependency, which will eventually undermine the intentions of transformation.  相似文献

Current and prospective changes in European fisheries governance suggest not only a “communicative turn” but a complete turnaround in the relationships between government, science, and the fishing industry. At the heart of these changes are the so-called Regional Advisory Councils (RACs) and the idea of partially replacing the burden of proof on the resource users (fishing industry). This change entails new forms of interaction between fishers’ representatives, other stakeholders (e.g. NGOs), policy-makers and scientists. By drawing on experiences from the Baltic Sea RAC, the analysis focuses on two aspects of fisheries governance: institutional design and the process of negotiation and decision-making. It is concluded that to allow for a partial shift in the burden of proof, stakeholder organisations such as RACs need to adapt both institutionally as well as process-wise to enable a more constructive and responsible fisheries governance system.  相似文献

In an ecosystem-based resource management context, it is crucial to assess the relationships between community structure and ecosystem function and how those relationships change with resource extraction. To elucidate how changes in resource use can affect community structure and ecosystem function, we executed a comparative analysis of two different ecosystems subjected to notable fishing pressure. We contrasted the Northern Adriatic Sea (NAS) and Southern New England (SNE) ecosystems by examining outputs from comparable steady-state models. Both ecosystems have relatively high fishing pressure and a high biomass of benthic invertebrates. The basic structure of the food webs shows differences both in the number and definition of the functional groups, as described in the models. Fisheries, on the contrary, show similarities both in terms of catches and discards. Almost all statistics summarizing the structure and flows showed values three times higher in the SNE than in the NAS ecosystem, but despite this difference the two ecosystems exhibited similar, overall properties. Biomass ratios and the Mixed Trophic Impact (MTI) analysis showed that both ecosystems are dominated by the benthic compartment. Removing the biomass effect, however, shows a clear top-down effect, with a high rank achieved by fishing activities. In general terms, the low mean trophic level of catches and the high primary production required (PPR) values result in a high overexploitation level of the ecosystem, as highlighted by the L index. We conclude by exploring how comparative studies will continue to be valuable as ecosystem-based management is further implemented.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

The basic structure of the fishing industry in the United Kingdom is outlined, followed by a discussion focusing on six stages of development from the industrial revolution to the present. The industrial focus is evaluated with regard to the catching and shore sides of the industry respectively. The management system is discussed in terms of stakeholder groups, the fisheries resource and marine ecosystem, and regional management. It is concluded that a regional management system closely adjusted to the regional geography of the industry will be most effective.  相似文献

This paper explores the nature of conflict and how institutional failure may be a primary cause of conflict over natural resources. Typologies for studying conflicts are reviewed and a typology specific to tropical fishery conflicts is proposed. Using data from three tropical fisheries, it shows how conflicts emerge and how they are managed.1 The paper concludes that local level management of conflict can be successful, but, without proactive support from higher levels of government the underlying causes of conflict are unlikely to be removed in the long term.  相似文献

东南太平洋茎柔鱼(Dosidicus gigas)是世界范围内最重要的经济头足类之一,也是我国鱿钓渔船的重要捕捞对象。本文根据2003—2012年中国大陆的渔业数据和FAO统计的东南太平洋茎柔鱼产量数据,利用Schaefer模型,基于贝叶斯统计方法,分基准方案和敏感性分析方案对东南太平洋茎柔鱼资源进行评估,并对其管理策略做了风险分析。结果表明,年渔获量和CPUE数据为贝叶斯资源评估模型提供了足够多的信息。2003—2012年捕捞死亡率低于目标参考点F0.1,渔获量小于最大可持续产量,资源量大于目标参考点Bmsy,资源状况良好,未遭受过度捕捞。在基准方案下,最大可持续产量为142.9万吨,维持最大可持续产量的资源量为214.7万吨,此时的捕捞死亡率为0.682;在敏感性分析方案下,最大的可持续产量为152.5万吨,维持最大可持续产量的资源量为229.6万吨,此时的捕捞死亡率为0.691。决策分析和风险分析表明,当捕获率设定为0.3以下时,资源能够得到较好的养护,资源崩溃的可能性很低。将捕获率设定在0.3左右是最适的管理策略,此时的持续产量为99万吨左右。  相似文献

The Amatique Bay is an estuarine ecosystem with great ecological and socioeconomics value due to its diversity of environments, biotic resources and the human activities it supports. However, until the mid-1990’s, the absense of planning and use of ecological criteria in its development have resulted in the environmental deterioration of the ecosystem and its resources. In this constribution the most important ecological aspects of the ecosystem, its economical development, environmental problems, and guidelines for its management are analyzed, putting the ecosystem as focus for planning and management of the Atlantic Coast of Guatemala. The approach enables the analysis of the sectorial levels including tourism, hunting and fishing, agriculture and livestock farming, urbanization, oil-related activities, ports and means of communications, and finally the integration of these activities into the ecosystem and habitats in the region providing management guidelines. In conclusion, it is recommended that the integrated management plan for the Atlantic Coast of Guatemala be grounded in a development strategy based on scientific knowledge, integrating the ecosystem, the economics, and the policy, geared towards the solutions of the priority problem and definition of planning and development policies.  相似文献

Fish populations have the potential to contribute to the long-term economic and social benefit of humans, but to do so they must be managed in ways which maintain ecological health. There are many ways that management performance can be assessed, but four measures are particularly pertinent to sustainability: equity, stewardship, regulatory resilience, and efficiency. A key factor in management performance is the process by which management tools are developed and implemented. One approach that has been recommended to improve performance is to structure the management process around user participation. The paper analyzes three case studies of user participation in ad hoc processes of Pacific groundfish management: the development of a license limitation program; an inter-gear sablefish allocation; and the development of a sablefish individual quota (IQ) program. The case studies illustrate the role played by participation in contributing to the equity, stewardship, resilience, and efficiency of the management process. The effect of user participation was mixed in the three cases, depending on the history of participation, the structure and process of participation, on resource conditions and on the characteristics of the program under consideration. Participation can contribute positively to fishery management performance when there is a history of collective decision-making, the time line is slow enough to allow a full consideration of the issues, educational possibilities are pursued and the condition of the resource allows equitable compromises.  相似文献
