Since it was first documented in 1998, a trend of decreasing mean trophic level (MTL) has been reported in several ecosystems around the world. Some scientists have proposed that MTL may be used as an indicator of biodiversity and fishery sustainability. The use of this measure has been supported by several international bodies, including the Convention on Biological Diversity, European Union, and Caribbean Large Marine Ecosystem and Adjacent Project. Recently, the use of MTL as an ecosystem health indicator has been called into question by the publication of studies examining the underlying cause of decreasing MTL. Evidence now shows that there are three primary mechanisms that could be driving the observed change: fishing down, fishing through, and increase to overfishing. Each of these scenarios corresponds to a specific sequence of fishery evolution over time. Additionally, the underlying ecology associated with these scenarios suggests that very different governance responses should be employed for each method. Rather than relying only on MTL trends for broad-based management decisions, MTL must be carefully examined in conjunction with historic catch data to determine the mechanism of change. Only then should this indicator be used to make management decisions, and such decisions should only be applied at the regional or ecosystem level.  相似文献

In Europe, 88% of fish stocks are being fished beyond Maximum Sustainable Yield and 30% of stocks are outside of biological limits. The blue whiting fishery is also following a consistent trend of a declining, and the EU recently adopted a 93% quota decrease for this species. Despite the abundant literature related to genetic aspects of population structure of aquatic resources, few studies have specifically addressed the link between fisheries management and population genetics. Given potential differences in the behavior of different subpopulations, population genetics has great relevance in the correct interpretation of the evolution of stocks. Ignoring the congruence of spatial scales between the population structure of fish species and management units can result in reduced productivity and local reduction of populations.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

This paper shows how post-oil spill management measures can affect the general pattern of fishing effort exerted on two particular species of great commercial value in northern Spanish fisheries: anglerfish (Lophius piscatorius and Lophius budegassa) and mackerel (Scomber scombrus). Data time series of catches and fishing efforts were analysed corresponding to the area and time period affected by the oil spill fishing restrictions (December 2002–June 2003) and similar previous and post-spill periods. This was done to detect shifts that could be due to either the oil spill per se or the management measures taken to minimise pollution effects. Then, analyses and simulations with Arcview GIS module FAST (Fishing Activity Simulation Tool v. 1.1) were carried out with the aim of studying the fishing effort spatial distribution. Changes were observed in the Catch Per Unit Effort (CPUE) of anglerfish and mackerel by area or fishery unit. Results show a spatial displacement of fishing effort to other fishing areas in the case of anglerfish, and the transfer of fishing effort between different fishery units in the case of mackerel. Although both effects were caused primarily by the management measures in force after the oil spill, they are considered side or collateral effects. The management measures that have to be taken after any disaster should also consider these kinds of ancillary effects as well as evaluating the likely positive or negative impact of these side effects.  相似文献

Lichia amia is an important coastal recreational fishery species with a cosmopolitan distribution in the eastern Atlantic. In southern Africa, it is distributed from southern Angola to northern KwaZulu-Natal in South Africa. A recent biological survey revealed differences between Angolan and South African individuals suggesting that they may represent separate stocks. As fishery management decisions should be based on accurate knowledge of population structure, an initial survey of the genetic substructuring of L. amia was conducted on samples collected in southern Angola and South Africa. Assessment of genetic diversity and population structure was conducted using a fragment of the mitochondrial Control Region. Obtained genetic diversity levels were within the expected range for marine teleosts (h = 0.867, π = 0.007), and two deeply divergent (southern Angolan and South African) populations were identified (average φ ST = 0.78) across the Benguela Current system. These results suggest that Angolan and South African L. amia should be managed as two independent stocks. This work represents the first assessment of population genetic substructuring across the Benguela Current of a valuable coastal fishery resource, and has application for future fisheries management.  相似文献

Spatially sensitive management built on detailed biological and socio-economic knowledge is required to establish sound fishing regulations and to avoid extinction of small coastal populations of fish and shellfish. Highly productive isolated populations of several commercial species have historically inhabited the Swedish west coast, but during the past century these populations have been depleted by fisheries and with no sign of recovery. Since 1999 several fisheries regulations and different stakeholder co-management initiatives have flourished along the Swedish coast of the Skagerrak. They aimed to facilitate the recovery of collapsed local stocks but the established regulations failed to identify and restrict the main sources of mortality acting on local stocks and they have thus been ineffective to promote the recovery. Furthermore, regulations have operated on the weakest among stakeholders (e.g.. recreational fishers), which have minor influence over management, and the restrictions have been imposed without providing any data which supported the choice (i.e. the “easy restriction” syndrome). In line with the general “spirit” of recent Swedish fishery management, we conclude that managers, without the disapproval of Swedish scientists, have circumvented limitations which should address the largest mortality factor, i.e. the commercial fishery. The regulations presently in place, have been politically uncontroversial and easy to implement, but have been highly unsuccessful. We therefore suggest that stakeholders, including politicians, should start focusing on more effective and science-based management and less on what is politically attractive if Swedish citizens shall have a chance to witness the recovery of their once flourishing coastal populations.  相似文献

The article describes an on-going struggle between local planning authorities, regional fishery authorities and environmental authorities over the management of the Norwegian coastal zone. Particular reference is made to a recent planning project in Nordland County where 18 peripheral communes with weak planning traditions joined forces to produce structure plans for their coastal areas. Concepts of rationality and power are used as points of departure for an interpretation of the actions of the parties involved. The discursively rational nature of the planning project, embodying principles of consensus building, social integration and personal growth, is contrasted to the strictly instrumental behaviour of regional fishery and environmental authorities. The article also relates conflicts between communes and regional sector authorities to the power structure of the field of coastal management and the habitus of the different institutional actors. The actions of the fishery authorities are seen as a defence of their monopoly of the production of ideology in marine management, while the actions of the communes are interpreted as a bid by the periphery for greater control over local resources.  相似文献

疫情的冲击使社会经济发展受到影响,我国政府出台一系列激励性政策,力求恢复企业正常生产经营。然而要实现金融支持的精准投放,亟须厘清目前海洋渔业融资约束形成的原因,从而有的放矢。文章在博弈论的框架下探讨海洋渔业融资约束的形成与破解,根据现实情况将海洋渔业融资交易行为定为不完全信息动态博弈。研究结果表明:海洋渔业经营主体提供越高价值的抵押物,越易达成博弈的最优均衡,从而有效减少融资约束;金融机构越能准确识别海洋渔业经营主体生产投资活动的回报收益率,也越易达成博弈的最优均衡,从而有效减少融资约束。在此基础上,建议:扩大针对海洋渔业经营主体的融资抵押物范围,如海域使用权等用益物权可仿照土地经营权进行抵押试点;鼓励和引导设立相关担保机构和专项基金,从而在抵押物缺失的情况下支持海洋渔业经营主体的生产性融资;金融机构可尝试与海洋渔业经营主体建立长期的合作关系,从而降低双方的信息不对称程度,进而有效识别回报收益率,避免因潜在风险而产生的融资约束。  相似文献

Temporal changes in biological characteristics of small yellow croaker Larimichthys polyactis in the Yellow Sea were examined for the period of 1960–2008. The body size and age of small yellow croaker decreased substantially, in particular, average length of fish in 2008 was reduced by ~85% than those occurring in 1985, and at that time ~93% of the total catch was dominated by one-year-old individuals. Correspondingly, growth parameters also varied significantly over the years, i.e., k(growth coefficient) and t_0(zero-length age) gradually increased from 0.26 and –0.58 year in 1960 to 0.56 and –0.25 year in 2008, respectively. Although, L∞(body length)sharply decreased from 34.21 cm in 1960 to 24.06 cm in 2008, and t_r(inflexion age) decreased from 3.78 year in1960 to 1.61 year in 2008. There was a great increase both in natural mortality coefficient and fishing mortality coefficient. However, according to the gray correlation analysis, changes in the biological characteristics of small yellow croaker were induced by different stressors ranked as: fishing vessel powerfeeding gradesea surface temperature. This study suggests that the active fishery management measures for biological characters of fish populations should be considered.  相似文献

The management and governance of shared stocks have long been identified as a challenge to achieve long-term sustainability in fisheries. This is the situation of fisheries in the Amazon basin, a region shared by nine countries. This paper provides an overview of the social-ecological outcomes and management implications of sharing fish stocks among countries with different public policies, taking the valuable Amazonian ornamental silver arawana (Osteoglossum bicirrhosum) trade as a case study. Specifically, it (i) presents and discusses the policies of Colombia, Peru and Brazil for the silver arawana fishery, and how these are conducive for the successful management of this shared transboundary fishery; and (ii) analyzes the market for the ornamental silver arawana and how it affects the ability to sustainably manage the fishery. The interplay between the multiple environmental, economic and social dimensions involved in the ornamental silver arawana fishery affects the sustainability of this species even in Brazil, where this fishing is forbidden but still illegally caught by Colombians and Peruvians. Among the factors that make fisheries policies inefficient in this region are: (i) incongruent policies between the countries and institutions with low organizational capacity to accomplish the established policies; (ii) environmental heterogeneity of Amazonian aquatic systems, which requires local and adaptive measures; and (iii) complex socio-economic relationships in the live-fish trade business. Legally binding efforts to reduce problems derived from shared fish stocks are an urgent need and should be addressed by the multilateral organizations created for the Amazonian sustainable development.  相似文献

The management of anthropogenic impacts on marine mammal populations involves the setting of targets that are built on assumptions and choices. Scientific methods can be used to investigate the implications of management actions, but the choice of overall objectives and priorities lies outside science. A recent paper (Potential biological removal and other currently used management rules for marine mammal populations: A comparison in Marine Policy), summarised the characteristics of the main approaches currently used to set conservation management targets for marine mammal populations in order to provide a basis for discussion of the targets they contain. Cooke et al. (Management rules for marine mammal populations: A response to Lonergan in Marine Policy) responded, giving some important additional information about these management rules. However most of that paper's criticisms were incorrect or misplaced. Specifically, it erroneously treated an example of how PBR could be reworked, to make its abundance explicit, as a proposal to ignore uncertainty in managing populations. This paper addresses Cooke's main criticisms, and suggests that explicit justifications should be an important part of the process of setting targets for the management of marine mammal populations.  相似文献

The transformation of Pacific herring (Clupea pallasii) fisheries from communal to commons to neoliberal regulation has had significant impacts on the health and sustainability of marine ecosystems on the Northwest Coast of North America. Due to their abundance, seasonality, and sensitivity in disturbance, herring were carefully cultivated and protected by coastal Tlingit, Haida, and Tsimshian communities. The early industrial fishing era undermined this communalist approach in favor of an unregulated commons for bait and reduction fisheries, attracting non-local fleets and leading to conflicts with local Natives and tragedy of the commons style overexploitation of herring stocks by the mid-twentieth century. Since the 1970s, a re-regulated neoliberal sac roe fishery for Japanese markets has provided new opportunities for limited commercial permit holders, but with further depredations on local spawning populations. This paper uses frame theory and historical and political ecology to show how this transformation was justified by three critical but dubious (re)framings of Southeast herring populations under modern scientific management: (1) a reductionist framing of single species productivity models, expressed as herring “biomass,” within space and time (baseline scale framing); (2) the selective framing and privileging of human industrial predation under maximum sustainable yield (MSY) within a dynamic ecosystem of multiple predator populations (actor relations framing); and (3) the strategic framing of spawning failure events and policy responses to those events by professional fisheries managers (event–response framing). Finally, the paper argues for a new social–ecological systems approach, based on aboriginal models of herring cultivation, to sustain a commercial, subsistence, and restoration economy for the fishery.  相似文献

Ecosystem-based fishery management (EBFM) requires taking account of indirect effects (such as habitat destruction, incidental mortality, and competition between the fishery and marine mammals or birds) and dealing with non-commensurate values (such as yield from the fishery and production of offspring by the birds or mammals competing for the same resource). The perspective of EBFM requires that the rate of fishing mortality is less than the value that provides maximum sustainable yield (MSY), but the question is how far below this level should the fishery operate? For this problem in multiobjective programming, simple method of solution was developed and illustrated with the fishery for sandeels (Ammodytes spp.) in the Shetland Islands. The yield from the fishery at a given fishing mortality F is scaled by MSY (so that this quantity increases as fishing mortality increases from 0 to that giving MSY) and the breeding success of predators (black-legged kittiwakes Rissa tridactyla and Arctic terns Sterna paradisaea) at a given fishing mortality is scaled by that in the absence of fishing. The result is two non-dimensional quantities that can be combined into a single value function, which can then be explored or optimized. It is shown that a reduction of only about 20 percent in yield can nearly double the breeding performance of the more sensitive predator. Extensions of the method are discussed; these include the use of maximum economic yield (MEY) and state dependent life history, as implemented by stochastic dynamic programming.  相似文献

Ten fishery cooperatives of the Pacific coast of Mexico were studied to examine reasons for successful community-based management of the fishery commons. The cooperatives hold exclusive rights to ‘concession’ territories for major fisheries and are linked by geographic adjacency and through a federation. The case study underscores the role of factors such as smallness of scale; the productivity, visibility and legibility of the resources and fisheries involved; clarity of social and territorial boundaries; adjacency and linkages among territorial units; a strong sense of community. The cooperatives also made considerable investments in attaining high levels of knowledge, leadership, transparent and democratic decision-making, and “vigilance,” or enforcement of the rules and the running of the organization. The study also shows the workings of windows of opportunity and experience with environmental change in the development of strong and adaptive capacities for co-management between local organizations and government agencies. Although particular histories and larger legal, political, and cultural contexts matter, the Mexican case supports arguments for greater community-level engagement in “catch share” and territorial management throughout the Pacific.  相似文献

In the North Atlantic the Icelandic, the North Sea, and the Newfoundland cod stocks are currently overexploited. Overexploitation also characterised the Northeast Arctic cod stock, but effective management measures introduced in 1990 and the years thereafter have brought this stock within safe biological limits. The Northeast Arctic cod stock is transboundary and shared between Norway and Russia. As guidelines for a sound management strategy of this cod stock in the future, reference points for management are discussed. As a point of departure, a management strategy which fulfils the objectives for fishery policy stated by Norway is analysed. These objectives, focusing on sustainable harvesting, increased profitability and the role of the fishery as employer of labour in rural districts are fundamental in most of the world's fishery nations.The “optimal” strategy is defined as the one which fulfils these in the best way possible. The natural variations are discussed and the biological and economic yield's dependence upon the rate of exploitation are analysed. The analysis shows that the size of the spawning stock should be no less than 500 000 tonnes and that highest yield is obtained through a rate of exploitation of around 17–30% (equivalent to a fishing mortality of about 0.20–0.40). A spawning stock size of 500 000 tonnes should therefore serve as a “limit reference point” and a fishing mortality of about 0.20–0.40 should serve as a “target reference point” in the management of Northeast Arctic cod.The method described may be applied to other demersal stocks to help establish target and limit reference points in order to conduct a sound management.  相似文献

Fisheries management systems everywhere tend to be dominated by the proprietary claims of nation states. These claims are embodied in a number of international agreements such as the United Nations’ Convention on the Law of the Sea, which accords rights to nation-states on the basis of adjacency and historic use. In this paper, we present results from research in Nova Scotia, Canada, to demonstrate that small boat fishing families in that region have been continuously fishing the grounds adjacent to their communities for many generations, but must now fish those areas on the basis of a state-granted ‘privilege’ rather than a secure right. In this paper we argue that the principles of adjacency and historic use should apply to individuals and fishing families and that states should move towards a more community-determined approach to fisheries management. The lobster fishery of Northeastern Nova Scotia provides a particularly compelling example of how this type of change in management policy could be successfully accomplished.  相似文献

The paper presents the results of evaluation of compliance of the bag net fishery of Maharashtra coast, India with the relevant clauses of Article 7 (Fisheries management) of the Code of Conduct for Responsible Fisheries (CCRF). Questionnaire-based approach that covered ten categories of stakeholders responsible wholly or partially for the management of the bag net fishery was used in the present study. Evaluation of the Code revealed an overall compliance level of 67.52%. The study identified the critical areas of low compliance levels that require immediate attention. Though the bag net fishery is the most common and traditional fishery of Maharashtra that supports livelihood of several fishers, there is no specific policy to regulate, develop and ensure sustainability of the bag net fish resources. Therefore the Code could be taken as a reference document to facilitate responsible management of the bag net fishery taking the local conditions into account. The findings of the present study could be used as a diagnostic tool to help in suggesting measures to ensure sustainability of the bag net fishery resources achievable by making amendments to the fisheries policies of the State.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

The New Zealand abalone fishery produces about 1200 t annually, mostly from southern New Zealand. The fishery, based on Haliotis iris, is managed over broad management areas within which fishing intensity is spatially dispersed. The size composition of the commercial catch depends on location within a management area but is similar for divers fishing individual populations of H. iris and reflects the size composition of natural populations. For most populations, length‐frequency distributions of abalone were normally distributed: the mean shell length of H. iris was found to vary within populations over small spatial scales (100s m). The relative abundance of juvenile H. iris was low in relation to adults suggesting, at least for exposed populations, that rates of recruitment to populations of H. iris may be low. The relative abundance and mean shell length of juveniles and adults of H. australis was much less than that of H. iris. The scarcity of H. australis and the lack of separate catch quotas for the two species are factors which explain the low to zero catch of H. australis. The spatial variation in the size composition of H. iris suggests that management would be more appropriate over spatial scales which reflect local populations rather than the large spatial areas which are used to manage the New Zealand abalone fishery.  相似文献

In recent decades, sea cucumber fisheries have rapidly expanded worldwide to meet rising demand in Asian markets. Catch trends have often followed a boom-and-bust trajectory and skyrocketing sea cucumber value has often spurred fishery development that outpaced adequate biological research for informed stock assessment. Currently, the dive fishery for Giant red sea cucumber (Parastichopus californicus) in British Columbia, Canada is considered moderately exploited. However, basic population parameters such as recruitment and mortality rates are still largely unknown, creating important sources of uncertainty in the fishery׳s stock assessment model. This study presents the results of an interview-based survey of experienced commercial harvesters׳ (1) perceptions of local trends in sea cucumber abundance, size, and fishing effort (CPUE), and (2) perceptions of management efficacy. The majority of harvesters perceived abundance (14/20) and CPUE (15/20) to have declined over their careers, and half of the harvesters reported decreased sea cucumber size. The harvesters most commonly cited overfishing as the most pressing problem facing the fishery (13/20), and the majority felt that Fisheries and Oceans Canada (DFO) needed to lower licence and/or area quotas to avoid further declines. Despite many knowledge gaps in the fishery, almost all harvesters (16/20) perceived that they are not adequately consulted and their concerns are not adequately considered by DFO. These results suggest a disjoint between DFO forecasts and perceived local sea cucumber trends, and highlight that the fishery may lack a resource-rights framework with adequate checks to decouple fishing pressure from increasing global market value and demand. Maintaining the long-term health of the BC sea cucumber fishery may depend on working more closely with harvesters to inform future management decisions and, ideally, moving towards a harvester-owned-and-operated licencing system that can better integrate the feedback that comes from attachment to place.  相似文献
