In its capacity to lead and facilitate the development and implementation of integrated management plans under the 1997 Oceans Act, Fisheries and Oceans Canada is working with a range of stakeholders through a collaborative process—the Eastern Scotian Shelf Integrated Management (ESSIM) Initiative—to develop and implement an integrated ocean management plan for the eastern Scotian Shelf off Nova Scotia. Stakeholders include federal and provincial departments, aboriginal communities, municipal and local planning authorities, ocean industry and resource use sectors, coastal communities, environmental interest groups, and university researchers. This large ocean management area possesses important living and non-living marine resources, high biological productivity and diversity, and increasing levels of multiple use and competition for ocean space and resources. The ESSIM vision is to achieve environmental, economic, social/community, and institutional sustainability in the eastern Scotian Shelf.The ESSIM Initiative is building a collaborative planning process that involves all interested and affected parties. Ongoing information sharing and dialogue with stakeholder groups is providing capacity building and important input to current proposals for a collaborative planning structure and the ocean management plan. A joint federal-provincial working group has been established to move the Initiative forward within government and to address policy and regulatory coordination for ocean management. The future ocean management plan will include a balanced set of environmental, social, economic and institutional objectives, indicators and management strategies, as well as spatial and temporal planning approaches to address multiple ocean use.This article provides an overview of the ESSIM Initiative, including an assessment of ocean use, ecosystem understanding, and ocean management and planning requirements. The design of a collaborative management and planning structure and process will be discussed, as well as the key elements of the future integrated ocean management plan.  相似文献

Coastal areas play a crucial role in the economical, social and political development of most countries; they support diverse and productive coastal ecosystems that provide valuable goods and services. Globally flooding and coastal erosion represent serious threats along many coastlines, and will become more serious as a consequence of human-induced changes and accelerated sea-level rise. Over the past century, hard coastal defence structures have become ubiquitous features of coastal landscapes as a response to these threats. The proliferation of defence works can affect over half of the shoreline in some regions and results in dramatic changes to the coastal environment. Surprisingly little attention has been paid to the ecological consequences of coastal defence. Results from the DELOS (Environmental Design of Low Crested Coastal Defence Structures, EVK3-CT-2000-00041) project indicate that the construction of coastal defence structures will affect coastal ecosystems. The consequences can be seen on a local scale, as disruption of surrounding soft-bottom environments and introduction of new artificial hard-bottom habitats, with consequent changes to the native assemblages of the areas. Proliferation of coastal defence structures can also have critical impacts on regional species diversity, removing isolating barriers, favouring the spread of non-native species and increasing habitat heterogeneity. Knowledge of the environmental context in which coastal defence structures are placed is fundamental to an effective management of these structures as, while there are some general consequences of such construction, many effects are site specific. Advice is provided to meet specific management goals, which include mitigating specific impacts on the environment, such as minimising changes to surrounding sediments, spread of exotic species or growth of nuisance species, and/or enhancing specific natural resources, for example enhancing fish recruitment or promoting diverse assemblages for eco-tourism. The DELOS project points out that the downstream effects of defence structures on coastal processes and regional-scale impacts on biodiversity necessitate planning and management at a regional (large coastline) scale. To effectively understand and manage coastal defences, environmental management goals must be clearly stated and incorporated into the planning, construction, and monitoring stages.  相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies.  相似文献

Coastal zone planning at regional level has been introduced in Norway to deal with the problems of integration that coastal zone planning at municipal level has not been able to solve. In particular, this relates to coordination between the relevant sectors at regional level. The present article discusses the effects of different planning strategies at regional (county) level in terms of achieving integration between the interests of the aquaculture industry with those of other coastal interests. The findings are based on a study comparing the experiences in three counties. The authors argue that the individual county's choice of planning strategy influence the way in which the integrated coastal zone management (ICZM) is carried out. The more active the county authorities have been as a meta-governor in the planning and implementation processes, the higher level of integration is achieved.  相似文献

There is concern in England and Wales over the complexity and short comings of the current arrangements for coastal hazard planning and management. At a time of major constitutional reform involving a strengthened role for regional government, the UK needs to learn from other countries with a strong regional dimension which have developed successful systems for coastal hazard planning and management. New Zealand provides such an example. Recent local government reform and the ‘revolutionary’ Resource Management Act (RMA) 1991 have created a new organisational and administrative framework for coastal hazard planning and policy development in New Zealand which fosters integration, involves all levels of government and extends offshore. This paper provides a comparison of the regional dimension of coastal hazard planning in the two areas, focusing on the status, scope and jurisdiction of regional planning bodies and initiatives as well as investigating issues relating to intergovernmental and cross-sectoral links and public involvement. Although the widely acclaimed RMA is not the panacea for coastal management it was once hoped to be, the New Zealand experience illustrates the advantages of clearly defined roles for different levels of government, with emphasis on regional decision-making and extensive community involvement.  相似文献

Mitigating the environmental impact of commercial fishing, by avoiding, minimizing and compensating for adverse effects, is core business for fisheries management authorities globally. The complex interplay of ecological, economic, and social considerations has often resulted in bycatch management being reactive, confrontational and costly. In many cases it has been difficult to demonstrate success and to establish whether bycatch management has been efficient or effective. This article proposes standards for bycatch management following reviews of literature, international agreements and Australian domestic fishery management policies, and consideration by many technical experts and several stakeholder representatives. The standards have been developed using Australian Commonwealth fisheries – and the international fisheries agreements to which Australia is party – as a baseline, but should be applicable to both domestic and regional/international governance systems. The proposed standards involve quantifying fisheries bycatch, agreeing on operational objectives, assessing the effects of fishing on bycatch populations, establishing the cost-effectiveness of mitigation measures, and evaluating performance. The standards encourage domestic management measures that are consistent with the guidance and requirements of international agreements and regional fisheries management organisations. The importance of engaging stakeholders throughout the process is recognised. The standards provide a framework for measuring performance and a checklist of actions for managing bycatch at a fishery level. They have the potential to facilitate the development of more strategic and effective approaches to bycatch management, with defined goals, monitoring systems, and adaptive decision-making. This review of past bycatch management, including the application of the proposed standards to the mitigation of shark bycatch in an Australian longline fishery, demonstrates that the proposed standards are operationally feasible but that they have not always been applied. Specifically, monitoring the performance of bycatch management measures has not always followed their implementation.  相似文献

The UNEP/GEF project entitled “Reversing environmental degradation trends in the South China Sea and Gulf of Thailand” implemented by United Nations Environment Programme (UNEP) in partnership with seven riparian states bordering the South China Sea was initiated in 2002 and completed in 2008. The project was complex since it addressed three priority areas of concern identified in the Transboundary Diagnostic Analysis namely the loss and degradation of coastal habitats, over-exploitation of fisheries, and land-based pollution. The fourth component of the project was concerned with regional co-ordination including facilitation of national level execution and securing inter-country agreement on project related matters. A number of lessons learnt from implementing the project include, inter alia: the need for a well designed management framework to ensure smooth co-ordination and information exchanges among and within participating countries; the importance of individuals in terms of the success or failure of Inter-Ministry Committees at the national level; separation of scientific and technical issues from political decision-making; the importance of the demonstration site network in encouraging cooperation at the local level; ownership of the project by participating countries; strong involvement of regional and national experts in implementing project tasks; linkages between habitat and fisheries management for developing a regional fisheries refugia network; sharing data through the development of regional databases; productive services of the project coordinating unit; and development of a framework for long-term cooperation in environment management.  相似文献

This paper focuses on the revision to the Bathing Water Directive and its likely implications for local authorities in the United Kingdom. It outlines the proposal and its current status in European negotiation and the likely outcome. It then details the work the Solent Forum, in particular a subgroup that focuses on water quality, the Solent Water Quality Association, has done in relation to the proposed revision and their implications for coastal local authorities. Initially, this group considered what the implications for coastal local authorities might be through a national conference and has since concentrated on ensuring authorities at the local level are prepared for the enhanced responsibilities the changes will place on them. This has been achieved through individual project work related to ensuring beach management plans are in place for incidents of non-compliance, undertaking research at local beaches to understand the needs of the public vis-a-vis information, and hosting national events to share best practice.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

The COREPOINT (COastal REsearch and POlicy INTegration) project aimed to advance integrated coastal zone management (ICZM) in northwest Europe through a network of local authorities, research organisations and NGOs. It involved 12 partners from Ireland, the United Kingdom, France, Netherlands and Belgium. The project enabled a comparison of approaches to ICZM at the northwest Europe scale and a series of workshops was hosted to promote the principles contained in the European Union's recommendation on ICZM. At the local level, linkages were formed between research organisations and coastal management practitioners in local authorities in an attempt to bridge the science-management divide. The framework for management of the ocean and coasts of the Pacific Islands region has been evolving since the early 1970s when Pacific Island countries played a significant role in the negotiations leading to the 1982 United Nations Convention on the Law of the Sea. Commencing with a summary of the provisions of relevant international instruments, this paper presents a broad overview of regional arrangements for ocean and coastal management in the Pacific Islands region. It considers the work of the various regional intergovernmental organizations with active programmes in ocean research and governance and the consultative arrangements that support coordination and collaboration. Consultative arrangements involving other stakeholders, such as local, regional and international nongovernmental organizations are summarised. To improve environmental governance and address increasing environmental threats, particularly in relation to coastal area management, consultative arrangements need strengthening. This applies equally to national and regional level consultation. The institutional and policy framework for the management and conservation of oceanic fish stocks that Pacific Island countries have been refining over a period of 25 years is suggested as providing useful lessons for strengthening coastal management processes and strategies in the region.  相似文献

For coastal areas across the world, sea-level rise and problems of coastal erosion and coastal flooding are expected to increase over the next hundred years. At the same time political pressure for continued waterfront planning and development of coastal areas threatens to increase our societal vulnerability, and necessitating climate adaptation in coastal zone management. The institutional dimension has been identified as important for ensuring a more robust adaptation to both current climate variability and future climate change. In this paper, lessons regarding institutional constraints for climate adaptation are drawn from a Swedish case-study on local coastal zone management, illustrating the diverse and complex nature of institutional capacity-building. The aim of the paper is to illustrate critical factors that from an institutional perspective condition the capacity to achieve a more integrated, strategic and proactive climate adaptation and for turning “rules on paper” to working practice, based on case-study experiences from Coastby. Following and expanding a framework for analysing institutional capacity-building we learnt that a selective few key actors had played a critical role in building a strong external networking capacity with a flip-side in terms of a weak internal coordinating capacity and lack of mutual ownership of coastal erosion between sectoral units e.g. risk-management, planning and environment. We also found a weak vertical administrative interplay and lack of formal coherent policy, procedures and regulations for managing coastal erosion between local, regional and national administrations. Further, tensions and trade-offs between policy-agendas, values and political priorities posed a barrier for capacity-building in coastal zone management which calls for processes to mediate conflicting priorities in policy-making, planning and decision-making. The case-study suggests that the ability of the political administrative system to acknowledge and deal with institutional conflicts is a critical condition for ensuring an integrated and proactive climate adaptation in coastal zone management.  相似文献

The spatial structure of fishery resources influences stock dynamics and finally the fishery. Therefore, this aspect should be included as a key topic in the assessment and management of fisheries. The fishery of the sea urchin Paracentrotus lividus in Galicia has been used as case study to demonstrate how the mismatch between biological, fishery and management scales causes failures in the governance, giving rise to over-exploitation. P. lividus is spatially distributed in nested biological units: patches, micro-stocks, local populations and metapopulations. Fishing operations are local exploiting micro-stocks; however management units in Galician comprise usually more than one local population. This pattern allows the depletion of several micro-stocks without any short-term signals in the exploitation rates over the complete managed territory. Management units should be redefined according to the boundaries of the local populations. In addition, the implementation of reserve networks or a rotation system could allow to effectively managing the resource at a fine-scale. Any of both regulations could also compensate the inverse density dependence that regulates recruitment and fecundity in this species.  相似文献

There are two principal threats to sustainable coastal fisheries. The concern which has been evident in most parts of the world for many years is the existence of open access to fisheries which has led to over-capitalization, over-fishing of the resource and, often, conflict. Increasingly in recent years, however, a second threat has become apparent. This is the loss of fish habitat and deterioration of water quality brought about by environmental changes generated in other sectors. Integrated coastal fisheries management addresses these issues through a strategy in which the removal of open access plays the key role, supported by elements such as creation of awareness, local participation in management, training and research, and improved sectoral coordination and planning. It is noted that, very often, the amelioration of the second of the two principal threats may be dependent on the fishery sector resolving the first.  相似文献

This paper presents the institutional history and features of Japanese coastal fishery management, including the past decade's major legislative developments. In Japan, local resource users have been the principal decision makers in fishery resource management. Under the current Fishery Law, resource conservation is an integral part of resource use. Coordination of fisheries’ issues, such as rights/license distribution and local regulations, is achieved by multilevel coordinating organizations. Government and/or research institutes provide support with planning, scientific advice, etc. A brief analysis of Kanagawa Prefecture suggests that the fisheries transaction costs, especially the monitoring, enforcement and compliance costs, are remarkably low.  相似文献

The coastal environment is commonly the location for multiple human activities, of which recreation is just one. The coastal and marine sector has experienced nascent growth and this trend is likely to continue into the foreseeable future; the projected growth of the sector will impact coastal and marine resources, whilst also placing demands on those tasked with planning and managing the coastal environment. In Ireland, this presents particular challenges for coastal local authorities, as the principal planning consent body. In order to address these emerging challenges an innovative working partnership was developed between the research community and local authority to examine marine recreation in Cork Harbour, situated on the southern coast of Ireland. A programme of work was devised to identify data gaps in terms of: baseline information; user attitudes and perceptions towards existing management framework and facilities for recreation; interactions between different user groups; and, spatial distribution of recreational activities. The results of the assessment provided an improved understanding of the current coastal recreational situation, have value as input to spatial planning and contribute to the development of an integrated management plan for Cork Harbour.  相似文献
