“Political-industrial ecology” has been proposed as an emerging subfield of nature-society geography. In mapping out the landscape of this subfield, this paper develops a typology of three approaches to connecting politics and industrial ecology: (1) Integrative research that incorporates social, political, policy, institutional, and/or spatial considerations into industrial ecology analyses (“politics in industrial ecology”); (2) Complementary research that couples findings or frameworks from industrial ecology with social and political research (“politics and industrial ecology”); and (3) Critical research that examine how values, norms, groups, political relations, or institutions shape the production, interpretation, and usage of industrial ecology knowledge (“politics of industrial ecology”). This broad framing of political-industrial ecology invites contributions from many social sciences, including political ecology, political geography, political economy, sociology, public policy, management, environmental history, and science and technology studies.  相似文献

Economic transition in central and eastern Europe (CEE) has had a particularly strong impact on industrial cities and regions. Following their economic collapse, most of them are now confronted with serious problems such as high unemployment and vast ecological damage. The paper presents findings from a pan European research project that investigated the problems of these cities and regions as well as the strategies being adopted to cope with structural change. It examines the differences in approaches and addresses the question whether existing EU policy is suitable for supporting the redevelopment of old industrial cities and regions in CEE countries. Despite the widespread incorporation of sustainable development into policy discourses, actually achieving the ‘win-win-win’ scenario of economic, environmental and social development continues to be problematic. Advocates of industrial ecology suggest that by shifting the basis of industrial production from a linear to a closed loop system, these gains can be achieved. In recent years, concepts drawn from industrial ecology have been used to plan and develop eco-industrial parks (EIPs) that seek to increase business competitiveness, reduce waste and pollution, create jobs and improve working conditions. Despite a growing interest in EIPs, there have been few empirically informed studies that seek to explore the potential contribution such EIPs may make to sustainable development. This paper contributes to a developing sympathetic critique of industrial ecology by focusing on the key problems and dilemmas that arise in the course of developing eco-industrial parks, drawing upon empirical work conducted in the USA. The paper draws upon both an extensive survey of EIPs and in-depth interviews conducted with a range of stakeholders at ten US sites. As the paper reveals, EIPs in the USA are in their early stages and likewise their contribution to both economic development and environmental policy, let alone social policies, is complicated and inchoate. The empirical material reveals that key features of industrial ecology such as inter-firm networking and collaboration in the form of materials interchange and energy cascading are either absent or in the early planning stages. In each of the ten cases what is emerging is a form of EIP partly determined by the geographic setting and broader economic realities of the locality. While collaborative behaviour between firms is central to EIP development if the potential benefits of industrial ecology are to be realised, it is important to realise that such behaviour is difficult to develop from scratch through policy intervention. In conclusion, the paper suggests that expectations must be realistic for the community and location in question. As part of that realism, EIP projects must be designed to allow for a gradual approach, and each phase needs to be financially viable.  相似文献

The speciation of metals in environmental samples is a critical factor in assessing the potential environmental impacts, before their disposal. The distribution and speciation of toxic heavy metals in plating wastewater residues and sludge was investigated for four samples using sequential extraction method. Tessier method was used to fractionate the metal content into exchangeable, acid extractable, reducible and oxidizable fractions. Residual and total metal contents were determined in aqua regia digest. The extracts were analysed for metals using inductively coupled plasma -atomic emission spectrometry. The bioavailable fraction (exchangeable and acid extractable fractions) is comprised less than the other forms. The oxidisable and reducible forms are dominants for all the four samples studied. The major metal constitute in the samples is iron, the wastewater residue contains (12.3 and 7.4 g/Kg respectively on dry basis) and the sludge contains (31.5 and 41.6 g /Kg) respectively. Cr concentration is higher in wastewater residue of second electroplating industry. The descending order of the average total metal contents for these four samples were Fe > Cr > Sn > Zn >Cu > Ni > Mn > Pb > Cd > Ag. Based on the average of absolute values for the four samples the highest bioavailability order of metals is Cr (39 %) in wastewater residues and Zn (32 %) in sludge samples. Metal recovery was good, with < 10 % difference between the total metal recovered through the extractant steps and the total metal determined using aqua regia extract.  相似文献

This paper draws upon Michael Watts’s work on governable spaces and “economies of violence” in the Niger Delta (2004a,b,c) and Colin Filer’s concept of the “ideology of landownership” in Papua New Guinea (1997) to explore how resource capitalism has been at the heart of violent conflict in post-colonial Melanesia. This schema of the political ecology of violence is elucidated with reference to three governable spaces – landownership, indigeneity, and nationalism; four different resource–industrial complexes – mining, oil and gas, logging, and oil palm; and the region’s three most serious conflicts to date – the Bougainville conflict, the Solomon Islands ‘ethnic tension’, and on-going violence in the Highlands of Papua New Guinea, particularly in Enga and Southern Highlands provinces. It is argued that in each of these places the story of violent conflict is ineluctably one of resource capitalism and its engagement with local socio-political contexts. In sharp contrast to the resource determinism, state-centrism and ahistoricism of much of the ‘resource conflict’ literature, attention to governmentality and scale highlights the highly contextual and contingent nature of resource-related violence in Melanesia. The diverse experiences of different regulatory approaches to the encounters between resource complexes and governable spaces across time and space are also examined, giving rise to policy implications for governing resource conflict in Melanesia.  相似文献

The EU biofuels market is stimulating expansion of oil palm plantations in Indonesia. Little research has yet examined the impacts on water resources arising from this large-scale land use conversion to cultivation of biofuel feedstock or positioned contextual water resource governance in Indonesian locales in a wider political ecology of European climate politics. Through the concept of ‘hybrid accountability’, we examine primary evidence from an extensive action research process in Central Kalimantan Province, Indonesian Borneo, to assess whether the EU’s Renewable Energy Directive and existing certification schemes offer a way to improve the accountability of market actors and promote sustainable water resource management. We conclude that these initiatives have had no bearing on safeguarding local livelihoods and the water resources they depend on, with governance mechanisms largely failing to address people’s grievances. Rather, the EU’s policies on biofuels have supported a de-politicisation of what needs to be seen as ‘distributional water politics’. Furthermore, certification schemes such as the Roundtable for Sustainable Palm Oil offer, at present, only cosmetic tools and are insufficient to address deep structural governance issues. We argue that further hybridisation of market-based certification and governmental regulation should be designed with the purpose of providing new transnational recourse mechanisms and remedies for affected communities.  相似文献

南岭是中国目前最重要的有色、稀有、稀土金属矿业基地之一.该地区成矿条件好、矿业发达、研究程度高,但危机矿山多、环境压力大,多数矿床的勘查工作在30年前就已“完成”,发现的矿产地点多面广,但进一步找矿难度大.如何取得该地区地质找矿的新突破,合理开发利用现有资源,是一个亟待解决的现实问题.文章就该区矿产资源勘查和开发利用的原则问题、理论问题、方向问题、技术问题、深度问题、程度问题、环境问题、产业发展问题、综合利用问题等进行了探讨.  相似文献

With different properties, zinc is one of the most important non-ferrous metals and it is used in various application areas, especially as an anti-corrosion agent. In Turkey, zinc production was based on zinc carbonate ores (ZnCO3), at Çinkur plant from establishment to 1997 due to high reserves of zinc carbonate. After that, zinc concentrate coming from Iran was used in this plant over the last two decades. Thus, two different leach residues called as Turkish leach residue (TLR) and Iranian leach residue (ILR) were accumulated more than one million ton in Çinkur stock piles. In this study, it is aimed to investigate zinc recovery for each leach residue by use of sulphuric acid (H2SO4) and to compare the TLR and the ILR. Initially, detailed chemical, mineralogical and thermal analyses of these different leach residues were carried out. In order to investigate the effect of acid concentration and reaction duration on zinc recovery, leaching experiments were carried out at following conditions: 95 °C, 100 g/L pulp density and 600 rpm stirring rate. According to the characterization results, the chemical compositions for both residues are nearly similar; however, experimental results show that zinc recovery per cent of the ILR was higher than that of TLR for all experimental durations and acid concentrations. This may be due to the presence of Zn-containing compounds in the both residues at different percentages.  相似文献

One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

This paper engages with emergent conceptualizations of political–industrial ecology to understand the politics surrounding how the volume, composition, and material throughput of stormwater in Los Angeles is calculated and applied by experts. The intent is to examine the unfolding relationship between the volume and material flow of stormwater, and the social, political, and technical practices involved in identifying stormwater as a new and underutilized water resource. Specifically, it seeks to understand how the active processes of calculating the metabolic inflows and outflows of stormwater in Los Angeles serve as a way for the city to render value and meaning to the flows of stormwater. I suggest that the ways urban metabolisms are calculated reflect a volumetric approach to environmental governance that serves to achieve certain political goals. I refer to this type of governance as volume control—a way of organizing technopolitical interventions around overcoming problems related to the volume of resources flowing and circulating into, through, and out of cities and industrial systems. I argue that understanding this form of governance relies on taking a political–industrial ecology approach that accounts for both the social and material dimensions of resource flows. While the categories and motivations of stormwater governance remain contested over time and space, it is shown that stormwater in Los Angeles needs to be understood in relation to the ecological systems and scientific, political, and cultural practices designed to make it into a resource and align with existing patterns of growth and development.  相似文献

Based on state-space method and component analysis, this paper builds a comprehensive evaluation system of carrying capacity for the Beijing–Tianjin–Hebei region from four aspects, namely economy, environment, ecology and energy. The results show that the comprehensive carrying capacity in this region gradually rises in recent years and the economic carrying capacity plays an important role in this situation. Ecological and environmental carrying capacity are gradually enhanced but still affected by water shortages. The energy carrying capacity of this region is low, which is the major factor restricting its sustainable development. Based on the empirical results, following policy suggestions should be adopted: Firstly, local government should accelerate technological progress, promoting the optimization and upgrading of industrial structure; Secondly, the contradiction between supply and demand of water resource should be solved gradually; thirdly, government should develop recycling economy, realizing the coordinated development of economy and environment; last but not least, saving energy and improving energy efficiency.  相似文献

This paper explores a series of maxims, widely known in policy and academic circles as the ‘principles of good governance’, which state that policymaking in the European Union (EU) should be participatory, conducted as close to citizens as practicable, transparent, accountable, effective and coherent. These maxims were introduced into EU fisheries management as part of a radical reform of the Common Fisheries Policy (CFP) in 2002. This reform was instituted in response to criticisms of a prevailing management regime alleged to be inefficient, undemocratic, and potentially responsible for an environmental crisis: the exhaustion of key fish stocks. The research for this work has found that there are limits to the actual achievement of good governance in EU fisheries. In practice governance innovations are very often contradictory and rife with tensions. I reason that such problems result not merely from policy implementation failures; they constitute a more endemic feature of the CFP reforms. We can begin to understand these limits to good governance principles by looking to Agamben’s permanent state of exception thesis. Agamben’s theory helps to show how these contradictions and tensions occur under new governance regimes, because the relationship between democratic norms (like good governance) and political power is no longer clear. I argue that this blurring has been exploited by groups seeking influence in these new regimes. They do this through citing a supposed need for emergency measures to mitigate crisis. Although this research broadly supports the state of exception thesis, my analysis leads me to question some aspects of its application in contemporary governance spaces.  相似文献

硫磺渣是硫磺矿区主要的矿业固废,其随意堆放可产生一系列的环境地质问题,并对山水林田湖草等自然资源、环境及人的健康构成较大危害。滇东北地区长期以硫铁矿为原料、以煤炭为燃料,土法炼硫生产硫磺,导致巨量硫磺渣堆积,产生了严重的环境地质问题。本文针对该地区镇雄县硫磺矿区,调查了小硫磺生产形成硫磺渣的规模和特征,梳理了该硫磺矿区主要环境地质问题及其对当地生态环境的影响,认为目前镇雄硫磺矿区存在的环境污染、自然资源破坏及可能形成的矿渣性泥石流等环境地质现状与过去40多年的小硫磺生产密切相关。基于以上认识,强调应结合矿业固废无害化、减量化和资源化技术政策,从资源回收利用、生态环境恢复、地质灾害防治和文化遗产保护方面探讨和提出镇雄硫磺矿区矿渣治理和生态修复的新理念和新对策。  相似文献

Thirteen years since the EU Habitats Directive (1992/43/EEC) became a binding legal agreement, this paper considers the implementation of this important European environmental legislation as it applies to the coastal activities of seaports and harbours. The paper examines the relationship between environmental legislation and ports policy, and seeks to provide a comprehensive assessment of the policy and science that has been developed in relation to protected areas and port management. The paper reports the results of a survey of European port professionals, and their perception of the successes and challenges of the management regimes that have been established, as well as their opinions on how these have influenced the management within ports. The paper also provides a detailed examination of the scientific and technical developments with particular regard to dredging and habitat management in European ports. Key research gaps are identified, including: practical approaches to licensing procedures; lack of baseline information, especially with regard to in-combination effects; the efficacy of techniques for mitigating the impacts of dredging; and greater understanding on how more resilient models for collaborative action can be developed. The paper will be of use to environmental planners, scientists, regulators, conservationists, and port managers, as they consider how to apply science and management to the sustainable development and environmental protection of coastal areas.  相似文献

This paper critically explores the politics that mediate the use of environmental science assessments as the basis of resource management policy. Drawing on recent literature in the political ecology tradition that has emphasised the politicised nature of the production and use of scientific knowledge in environmental management, the paper analyses a hydrological assessment in a small river basin in Chile, undertaken in response to concerns over the possible overexploitation of groundwater resources. The case study illustrates the limitations of an approach based predominantly on hydrogeological modelling to ascertain the effects of increased groundwater abstraction. In particular, it identifies the subjective ways in which the assessment was interpreted and used by the state water resources agency to underpin water allocation decisions in accordance with its own interests, and the role that a desocialised assessment played in reproducing unequal patterns of resource use and configuring uneven waterscapes. Nevertheless, as Chile’s ‘neoliberal’ political-economic framework privileges the role of science and technocracy, producing other forms of environmental knowledge to complement environmental science is likely to be contentious. In conclusion, the paper considers the potential of mobilising the concept of the hydrosocial cycle to further critically engage with environmental science.  相似文献

In recent years, a buoyant global market for minerals has led to renewed interest in the mining sector as a means of generating economic growth in resource producing areas of developed nations. The development of new operations, however, raises concerns around the impacts of mining activities on the environment, health and traditional ways of life of Indigenous peoples. Using the proposed expansion of the Kemess mine in northern British Columbia as a case study, this paper examines two First Nations’ perspectives regarding the regulatory process through which environmental values may be validated and protected, and seeks to understand how these First Nations’ environmental values and perceptions of risk are connected to health and well-being. Sixteen key informant interviews were carried out and thematically analyzed through political ecology and environmental justice frameworks. The paper argues that accommodating First Nations’ environmental values and perceptions of risks is a necessary first step to reclaim health and well-being in politically marginalized settings.  相似文献

Although critical to newly evolving and increasingly essential technologies, antimony (Sb), gallium (Ga), and germanium (Ge) are generally recovered as byproducts or ‘companion metals’ of other metal ores. The stage at which companion metals are extracted depends on metallurgical processes by which the host ore mineral is extracted and processed; many companion metals are recovered late during this processing. Therefore, the current and future supply of companion metals relies not only on production of major commodities, but also on the efficient recovery of these metals during processing that recovers the primary commodity.National geological surveys, particularly the USGS, publish annual estimates of global reserves for a variety of primary metals, but generally not for companion metals. This study provides estimates for the geogenic stocks (in waste rock piles, tailings, smelting, and refining) of Ga, Ge, and Sb as companion metals. These elements are mined in Australia but may be recovered outside of Australia, but their life cycles have not yet been well understood.Based on the methodology adapted, this paper estimates a minimum of 970–1230 kt of Ga, 30–10,000 kt of Ge and 70–1000 kt of Sb in current Australian lead-zinc-silver, gold, copper, iron ore, coal, bauxite, and bauxite residue (red mud) resources. The large range of estimated stocks stems from the variable range of ore grades reported by companies and the considerable uncertainty that exists among the grade estimates presented. However, these estimates are reflective of best practice in mineral resource estimation of Ga, Ge, and Sb, and provide a basis for determining similar recoverable resource estimates of other companion metals, such as indium, rhenium, and selenium, all of which are of increasing importance in modern-day life.  相似文献

Despite our declared era of ‘Big Data,’ we lack information on the flows of energy, water, and materials that support modern societies. These data are essential to understand how ecologies and the labor of people in far flung places supply urban areas, as well as how these resource flows are used by whom, where, and for what purpose. Like other places, the state of California is struggling with issues of data privacy and access. Water scarcity and the state’s commitments to greenhouse gas emission (GHG) mandates raise the issue of consumption and the unequal burdens that derive from it. These mandates have unveiled the lack of comparable and verifiable data to understand crucial production-consumption dynamics. This paper illustrates how spatially-explicit big data can be harnessed to delineate an urban political-industrial ecology of resource flows. Based on research using address-level energy and water use consumption data for Los Angeles County, the analysis reveals how the region’s wealthy residents use a disproportionate share of the water and energy resources. The paper also identifies structural obstacles to increasing fees and taxes or altering property rights that would reduce this consumption and foster more equitable resource use. This study has implications for theory, method, and policy related to urban sustainability, which is unobtainable without first unraveling the political-industrial ecology of the material basis of urbanization processes.  相似文献

为了提高区域地下水资源评价的可靠性、扩展干旱半干旱地区面向生态的区域地下水资源评价方法,对准噶尔盆地和鄂尔多斯盆地地下水与生态环境关系进行调查研究,认为地下水具有重要的生态价值。目前在干旱半干旱地区区域地下水资源评价中对地下水的生态价值考虑不够,是造成地下水资源评价可靠性不高的原因之一。因此,提出了干旱半干旱地区地下水生态价值的概念,围绕可持续利用的地下水资源量与生态环境良性循环的目标,构建了面向生态的区域地下水资源评价方法体系。方法体系的基本思路是突出系统的观点和地表水与地下水统一评价、水质水量并重、地下水资源与其相关生态环境统一评价的3个原则;通过建立水文地质概念模型、集中参数型模型、分布参数型模型和基于地下水变化的生态环境综合评价4个模型,加上引进水量、水位与水质3个约束条件,以及开发基于GIS的地下水资源评价信息系统的平台,对地下水资源、调蓄能力与生态环境效益进行整体评价与预警。方法体系注重了地下水的资源和生态的双重属性,强调地下水资源与相关生态环境整体评价和预警的一体化,突出了模型体系与GIS技术在区域地下水资源评价和相关生态环境评价的有效集成。  相似文献
