The concerns of political ecology since its beginnings as a field have been predominantly set in rural areas with limited focus on urban industrial risks. Further, debates on the global South (often from Anglo‐American perspectives) have not fully appreciated the divergent and differentiated perceptions of urban risks and, therefore, everyday forms of resistance within civil society. Instead, work has mainly focused on civil society power relations against the state and industry that are driven by coherent populist political agendas. Against this setting, this paper's contribution aims to better contextualize ‘other’ third world localities in political ecology through a case study of urban industrial risks in the upper/middle income (as opposed to rural, low/lower middle income) country, South Africa. In doing so, the paper sheds light on the derelict aspect of civil society contestation, especially along class and ethnic lines, over urban landfill infrastructure as a livelihood resource or a health hazard. The paper draws upon frameworks of self‐reflexivity and reflexive localism as complementary to the mainstream political ecology to illuminate differentiated civil society reflexiveness and therefore, aims to advance the discussion of other political ecologies. The case study of the largest formal landfill site in Africa, the Bisasar landfill situated in Durban, highlights differences underlying power relations and constraints within civil society (in leadership, social networking, resources and mistrust) that have implications for mainstream political ecology notions of civil society coherence.  相似文献

This paper provides an analysis of some current trends in political ecology and then illustrates the intermingling of politics and ecology using a case study of the exploitation and conservation of Prunus africana in Cameroon. It argues that political ecology is still a lively field, but that some recent attempts to chart a way forward for this perspective risk shifting it away from its liminal position in relation to natural and social science by being disinclined to engage with ecological processes. The case study draws attention to the strengths and shortcomings in existing attempts to weave political and economic analysis into environmental debates over the sustainable management of this tree species, which has been incorporated into phytomedical markets in Europe. The fortunes of the tree reflect its botany and ecology as well as the trajectories of the local economy, intercontinental markets for alternative health products, the policies and practices of the Cameroonian state and the politics of international aid.  相似文献

The 2004 Indian Ocean tsunami brought Aceh's long-drawn separatist conflict back to international attention. Yet, the precise way in which the different aspects of the conflict entangled with resource-related grievances have remained poorly understood. Taking a political ecology approach, this paper sets out to understand the role of natural resource grievances within the complex and shifting set of mutually implicated factors leading to and sustaining the conflict from the early days of Indonesia's independence. The paper argues that the management of Aceh's natural resources – especially the rich gas and oil reserves – was not the sole or primary causal factor. Rather, state managed exploitation of natural resources had a demonstration effect, exemplifying other grievances and supporting the articulation of a separatist discourse naturalizing 'Acehnese' conceptualizations of resource entitlement. Comparing Aceh with other separatist conflicts, the paper suggests that, as conflict unfolds at the intersection of a shifting set of concerns, it is increasingly difficult to separate the underlying issues of identity, resource entitlements and human rights.  相似文献

For all its vitality political ecology often appears to be a project in which work by Anglo‐Americans in particular, if it is not privileged, certainly predominates. This trend reflects wider language and intellectual tendencies in human geography and the social sciences that distort the development of the field by downplaying or obscuring the contributions of many non‐Anglo‐Americans and by naturalizing Anglo‐American assumptions at the heart of research. The latter in turn determine what constitutes ‘good’ work – even as there is no single definition of political ecology. Arguing against this tendency, this paper draws on postcolonial thinking to emphasize the need to reassess and reorient the field as ‘other’ political ecologies are feasible and desirable.  相似文献

One major aim of the Greater Mekong Subregion (GMS) integration programme, supported by the Asian Development Bank (ADB), is to foster regional ‘community’ for sharing resources, people and financial flows. This ‘community’ is the target of both economic growth and poverty reduction. The emphasis on ‘community’ in the ADB's mushrooming quantity of documents raises important questions about what kinds of people are included, in what roles and with what kinds of support and protection. This paper explores these questions in relation to the political economy of regulating ethnic migrants from Myanmar working in Thailand. This paper argues that extra‐legal relations between migrants and state/para‐state agents constitute a crucial part of regulation. In transferring the regulation of migration to the national scale, the ADB inadvertently reinforces national differences between Thais and cross‐border people. Additionally, the complicated and fluctuating implementation of national regulations in both countries leaves migrants subject to violence and extortion from state and quasi‐state agents in Thailand. This paper shows that the dynamics of global capitalism require ‘deportable labour’ supplied by ethnic migrants who are included in the GMS community as the most invisible, vulnerable and exploited members.  相似文献

This paper explores how the state and others involved in the ‘development enterprise’ in Timor‐Leste are (mis)recognizing the potential of the existing environmental governance and exchange capacities of local customary institutions and practices in relation to water supply and management. Examining the problematic of water supply in a particular place‐based instance – more specifically, the intermesh of the customary, state and market sectors – it ponders how customary institutions might be better supported to extend their range of political and economic credibility and contribute to a reconfiguration of dominant community managed water supply models. Drawing out the workings of a ‘diverse economy’ where a customary economy is enmeshed with, and to some extent undermining, a weak capitalist sector, the paper argues that a failure to address issues of resource ownership and control and to engage the strengths and import of local customary institutions will have serious ramifications for the successful implementation of national development objectives in post‐conflict Baucau city and elsewhere in Timor‐Leste. Instead, it argues for an enlivened development approach wherein locally socialized landscapes are recognized as credible political sites with which ‘development’ can engage and power relations can shift.  相似文献

Various stakeholders contribute to the current state of resource management in the inshore fisheries of Pattani, southern Thailand. Taking the state, empowered by national legislation, as the main agent of enforcement, this paper uses an actor-oriented approach derived from political ecology to evaluate how key agents in state agencies at provincial and district levels translate Thai political and legal systems at the local level; more specifically, how cross-scalar institutional linkages and translations affect coastal resources management and the access of village-based, small-scale fishermen to coastal resources. The paper shows that trans-scalar interpretations have created a space of contestation and negotiation in resource governance at the local level that reveals intrastate tensions. Based on extensive fieldwork, the paper demonstrates that access to environmental resources at the local level is highly influenced or regulated by the unequal power relations between different actors at various levels.  相似文献

This article develops an argument around the perpetuation of socioeconomic development models based on non-renewable natural resource exploitation, weak management and regulation of renewables and the deterioration in environmental quality across different natural resources. It concludes that the structural constraints pointed out during the 1940–80 period by the dependentistas (advocates of the various theorizations of dependency) and to a lesser extent the cepalista structuralists (policy analysts at the United Nations Economic Commission for Latin America and the Caribbean) were alive and well in Latin America in the period 1980–2000. A theoretical case is made for the political economy reading of dependency into the realm of natural resources and environmental issues. It is argued that Latin American history and the region's more contemporary insertion into the global political economy has been determined by its use of natural resources and ongoing degradation of diverse environments. The conclusions emphasize the importance of responding to this historical condition, recognizing the concerns of the structuralists of the 1940s and 1950s and the threats highlighted by the dependentistas in the 1970s, but through the lens of contemporary changes.  相似文献

政治生态学是西方人文政治地理研究人与自然/环境互动的辩证关系的核心领域。城市政治生态学作为政治生态学的衍生分支同样经历了二十年快速的发展,这一领域尚未获得中国人文地理学界的系统关注。本文对西方文献中城市政治生态学的理论发展、研究议题以及近期前沿的学术争论和理论拓展进行了系统梳理与探讨。政治生态学分析方法批判和克服了技术专家治国论、新马尔萨斯主义、增长的极限等非政治视角的环境生态解释。理论溯源于新马克思主义城市地理学的城市政治生态学,继承了政治生态学的政治视角,但同时对政治生态学和城市研究两个领域中的自然/社会的二元对立提出了批判,以社会-生态混合体为理论出发点,打破并超越了城市-自然的对立和二元划分,通过研究自然的生产、循环与新陈代谢,将城市概念化为动态变化的社会-生态混合体,并揭露了城市环境的生产和社会-生态演化过程本质上是一个政治过程,突出强调了社会-生态混合体演化变迁过程的政治经济学、政治过程、权力关系的分析对于理解不平等的城市环境的核心作用。近5年来,城市政治生态学研究在后结构主义理论启发下扩展了经典马克思主义城市政治生态学,拓展了理论溯源,丰富了对城市环境和生态的解释,并产生了一系列围绕方法论上的城市主义、星球城市化、多地点方法论等的前沿学术批判与争论。  相似文献

Spontaneous land settlement has received less attention than planned schemes, and state policy on spontaneously cleared land is likewise neglected. A case study of a Thai resettlement scheme on land settled spontaneously illustrates the wider concern of heightened competition for marginal land. State policy and practice as revealed in the Tab Salao case shows the state as one of a number of actors in the local political economy of resource competition. The main resource in question is marginal land. Ambiguous tenure underlies the immediate problem of resettlement, but it also reflects the problematic role of the state as arbiter and manager of resources hitherto under vernacular forms of tenure.  相似文献

After considering how well Azerbaijan's economy follows the trajectory of a 'resource curse' state, this paper investigates the political dimensions of the resource curse evident in Azerbaijan. Of particular interest is how Azerbaijan appears to establish external and internal political legitimacy. These dimensions of sovereignty are not necessarily balanced or present in equal measure. The paper assesses the recent transition in leadership in Azerbaijan as well as Azerbaijan's interactions with, and assessment by, the international community. Additionally, national survey data provide insights into public concerns, satisfaction with government policy, and views on democracy and freedom of expression. The paper concludes that at present there appears to be sufficient public expectation for future benefits, combined with institutional stability, to stave off widespread political instability for the time being.  相似文献

This article reports the results of a survey conducted in four villages in central Pakistan regarding people's perceptions about irrigation‐ and flood‐related issues. The article uses the perception studies methodology from the human ecology school to address the political ecology agenda in resource and hazards geography. The log‐linear analysis of the survey data shows that people are knowledgeable about social power differentials and interactions between various social factors in influencing their access to resources and vulnerability to floods. The article further demonstrates that water users and vulnerable populations are much more likely to suggest social explanations than naturalistic or fatalistic explanations for their differential access to irrigation water and vulnerability to flood hazard.  相似文献

This paper argues for the utility of a focus on contextualized sources of environmental change to address the ever more diverse contexts of political ecology. In order to overcome the conventional approach to contextual sources that has tended to be analytically one‐dimensional and limited, I seek to provide a more nuanced account, notably by examining the neglected case of green aid of a nonwestern aid donor, Japan. Using conceptual tools that are both conjuncture‐based and multiscalar, the paper examines the way in which a post‐Rio international policy drive to promote so called green aid during the 1990s was translated into and conditioned by the historically and geographically specific contexts of Japan and the aid recipient featured herein, the Philippines. This focus on contextual sources helps to elucidate (i) how the ambiguous nature of international aid criteria combined together with Japan's own domestic political economy to render problematic an ostensibly environmental project, (ii) the manner in which neoliberal economic restructuring was translated into one of Japan's key policy initiatives in the 1990s and formed the backdrop to the specific aid case project discussed here, (iii) how Japan's environmental aid process in the Philippines was shaped through a repoliticization of various green discourses, and (iv) how the complex dynamics among stakeholders ended up compromising the very nature of the case study project.  相似文献

Widespread agreement exists on the broad outlines of the concept of sustainable development for developing countries. This calls for a development model capable of meeting basic needs without depleting natural resources at a rate that robs future generations of their use. In this regard, citizen participation is also considered key to legitimise such policy choices. However, there is considerable disagreement over the substance and meaning of the major components of the concept and the relationship between them. This paper argues that positions in policy disputes over the sustainable development of the forest cluster in two distinct approaches: market‐friendly initiatives and grassroots development. Since market economies prevail almost everywhere, the question that is posed concerns the conditions under which the grassroots development approach is included as a significant complement to market‐friendly initiatives. This is a political question, requiring an examination of actors, interests and power resources. The paper thus applies a political economy framework to a paired comparison of Mexico, where grassroots development approaches (community forestry) had notable successes, and Chile, where market‐friendly forest policy crowded out alternatives.  相似文献

This study applies the political ecology perspective in reframing corporate‐community engagement and adapts the community‐directed intervention (CDI) strategy using Global Memorandum of Understanding (GMoU) framework in relation to 30 rural communities that are likely to be affected by gas exploration and production activities in the Niger Delta region. The study draws attention to the indigenous structures and capacities of communities to implement CDI initiatives for possible replication in areas facing similar development challenges. Adopting the CDI framework as represented by the GMoU model could reconfigure social relations of power between companies and communities and fast‐track development and prevent or, at least, reduce corporate‐community tensions and conflicts in the petro‐economy of the Niger Delta.  相似文献

随着全球生态环境问题的日益凸显,政治生态学以关注造成环境问题的政治因素为研究内核,成为不同学科共同探索的研究领域。地理学以人地关系为立足点,深化政治生态学研究的空间性和政治性。论文首先通过对西方政治生态学理论脉络进行梳理,发现政治生态学根源于早期环境批判思想、西方马克思主义、后结构主义以及后人类主义理论,并与地理学的发展相辅相成。其次,对近30年西方地理学与政治生态学的相关研究成果进行分析发现,现有的研究议题主要聚焦于生态经济与绿色发展、生态治理与环境保育、生态身份与微观政治及生态客体与能动性4个方面。在此基础上,论文总结了相关研究对中国地理学进行政治生态学研究的借鉴意义,并进一步提出立足中国本土进行政治生态学研究未来需要关注的方向。  相似文献

国际河流因涉及国家间的资源归属和主权事务而具有强烈的政治属性。尽管国际水政治相关的权力和空间议题已成为国际学界的热点之一,但尚未在国内政治地理学者中得到充分关注。结合质性系统性综述与文献计量学方法,对1990—2020年Web of Science核心合集中235篇与CNKI数据库中158篇国际水政治文章进行回顾。结果表明,国际水政治研究呈现多学科介入的特点,中文研究侧重国际关系和国际法议题,英文研究则以政治地理学和政治生态学为主要理论基础。总体而言,在水冲突与合作、话语批判、水-社会关系三大研究主题下,既有研究不仅通过多元主体和话语建构回应“领域陷阱”的局限性,还从辩证和关系视角丰富水的本体论和认识论,从而推进了国际水政治的研究议程。本文认为,政治地理学者可从空间、领域、尺度等角度进一步深化国际水政治研究,为全球治理和可持续发展贡献地理学的理论和思考。  相似文献

The explosive growth of so‐called marginal settlements in Latin America's cities has received considerable academic attention in past decades. The inability of the state to adequately provide affordable housing for a rapidly growing urban population has meant that these neighbourhoods relied on community mobilization to achieve common objectives of basic infrastructure and legal recognition. With increasing consolidation and less need for coordinated action, many local organizations lost their rationale. Fear of crime and violence, a major concern in Latin American metropolises, is inscribed on the urban landscape by a growing number of gated and fortified residential enclaves for the better‐off. Marginal neighbourhoods, however, experience a ‘security gap’ as they receive insufficient police protection and lack the financial resources to employ private guards. In many cases, the real or perceived insecurities of inner‐city life have prompted organized bottom‐up, mostly informal and sometimes vigilante, responses. Drawing on research on the rise of informal security‐related interventions in the neighbourhoods of Lima Metropolitana, Peru, this paper explores the rationales underlying the different approaches and adoptions, including the involvement of the main actors, community associations and other local interest groups.  相似文献

Geographers working within political-cultural ecology and biogeography have often used a framework, or the general concept, of adaptation. The use of this blanket term, however, was and remains especially problematic for cultural-political ecology research, which tends to focus on a different scale of time–space analysis, while placing greater emphasis on the fine and coarse influences of political economy. To refine our understanding of daily activities that may lead towards adaptation, the concepts of 'tactics' and 'strategy' can bridge shorter-term phenomena that do not require the leap of scale implied by the loose use and implementation of the term adaptation.  相似文献
