Legal factors play an underrated but significant role as constraints on conservation management. In this paper, based on observations in both Northern Ireland and the Republic of Ireland, mode of land tenure is assessed to determine its influence on the conservation management of coastal dunes. The tenure types considered are: private ownership, corporate private ownership, tenancy, secured tenancy, leasing, common (joint) ownership, uncertain ownership, public ownership and its subset military ownership. It is suggested that multiple private ownership is least likely to favour effective conservation management. Public ownership by a statutory conservation authority and corporate private ownership by a conservation-orientated NGO are regarded as the optimum tenure types for conservation management of coastal dunes. 相似文献
The delivery of volcanogenic sulphur into the upper atmosphere by explosive eruptions is known to cause significant temporary climate cooling. Therefore, phreatomagmatic and phreatoplinian eruptions occurring during the final rifting stages of active flood basalt provinces provide a potent mechanism for triggering climate change.
During the early Eocene, the northeast Atlantic margin was subjected to repeated ashfall for 0.5 m.y. This was the result of extensive phreatomagmatic activity along 3000 km of the opening northeast Atlantic rift. These widespread, predominantly basaltic ashes are now preserved in marine sediments of the Balder Formation and its equivalents, and occur over an area extending from the Faroe Islands to Denmark and southern England. These ash-bearing sediments also contain pollen and spore floras derived from low diversity forests that grew in cooler, drier climates than were experienced either before or after these highly explosive eruptions. In addition, coeval plant macrofossil evidence from the Bighorn Basin, Wyoming, USA, also shows a comparable pattern of vegetation change. The coincidence of the ashes and cooler climate pollen and spore floras in northwest Europe identifies volcanism as the primary cause of climate cooling. Estimates show that whilst relatively few phreatomagmatic eruptive centres along the 3000 km opening rift system could readily generate 0.5–1 °C cooling, on an annual basis, only persistent or repeated volcanic phases would have been able to achieve the long-term cooling effect observed in the floral record. We propose that the cumulative effect of repeated Balder Formation eruptions initiated a biodiversity crisis in the northeast Atlantic margin forests. Only the decline of this persistent volcanic activity, and the subsequent climatic warming at the start of the Eocene Thermal Maximum allowed the growth of subtropical forests to develop across the region. 相似文献
Protected areas have had significant impacts on local communities primarily through the physical removal of people. In some instances, people continue to live within protected areas due to the inability of the state to evict them. The restrictions on livelihoods placed on people living inside protected areas lead to in situ displacement. We show how conservation enclosures in the Biligiri Rangaswamy Temple Tiger Reserve have produced a class of people that the state ‘lets die’ by banning customary practices such as fire use, hunting and harvesting of forest produce. Using longitudinal ethnographic, socio‐economic and ecological data, we demonstrate that conservation policy has alienated indigenous forest dwellers from their agricultural and forest‐land. The outcomes of conservation policy include dispossession through increased crop losses, reduced income from agriculture and forest produce, as well as a forest that is dominated by weeds due to fire suppression. The ban on hunting in particular has increased wildlife densities, which has enabled the state to accumulate revenues through the establishment of wildlife tourism facilities. All in all, centralized protected area governance has changed the relationships among people, forest and the state in a way that has produced adverse effects for both livelihoods and the ecosystem. 相似文献
Women own or co-own approximately half of the farmland in Iowa, United States, yet researchers are only beginning to study these landowners’ social relationships in relation to their land. This study analyzes qualitative data collected in Iowa through a series of meetings hosted by the Women, Food and Agriculture Network (WFAN). I find that social control through exclusion constrains women landowners’ access to information about and implementation of conservation. Specifically, I identify how women landowners experience the social processes of boundary maintenance and othering in land management. These processes create barriers to conservation adoption and maintain gendered agricultural landscapes. The women who participated in WFAN’s conservation programs express their experience of and resistance to dominant narratives as they attempt to create landscape change. These findings highlight the importance of further study of inequality processes and their relation to control of farmland if conservation goals are to be met. 相似文献
AbstractNatural resource challenges often span administrative jurisdictions and include actors and processes operating at different spatial and political scales. We applied concepts of new environmental governance to analyze Oregon’s approach to greater sage-grouse conservation. Through one in-depth case study in Lake County, we traced features of new environmental governance (cross-scale interactions, decentralization, and capacities of actors) through different governance levels. Interviews and qualitative analysis revealed that decentralization of administrative functions facilitated cross-scale interactions and relied on intermediaries, gap-filling, and perceptions of legitimacy at lower levels. State and agency guidelines steered the effort and were accompanied by financial and technical resources from multiple arenas, which increased local capacity. This study adds to the understandings of environmental governance for implementing multi-actor, multi-level conservation arrangements in resource-dependent communities. Further exploration of connections between higher levels and local contexts will reveal important, new ways to link policies with on-the-ground outcomes. 相似文献
Charismatic wildlife can be difficult to manage due to the controversies they generate among stakeholders, which may be rooted in their symbolic meaning. Using construal-level theory, we coded the images of gray wolves mentioned by respondents to a national survey (n?=?621) and an issue public survey (n?=?447) as symbolic (abstract) or corporeal (concrete). We analyzed the relationship between these representations of wolves and several perceptions that may perpetuate social conflict. Most people thought of wolves abstractly, and abstract thoughts were associated with positive feelings toward wolves and agreement with existence beliefs regarding wolves. Concrete representations were associated with identifying as a gun or property rights advocate, hunter, or farmer/rancher. Given these disparate views of wolves, engaging stakeholders through collaborative processes designed to foster a shared understanding of this species, while addressing the concerns of those groups, could be useful in reducing conflict concerning wolf management. 相似文献
Understanding the relationship between multi-level institutional linkages and conditions influencing the likelihood of successful collective action has practical and theoretical relevance to sustainable local resource governance. This paper studies the relationship between multi-level linkages and local autonomy, a facilitating condition found to increase the likelihood of local successful collective action. A technique known as fuzzy-set qualitative comparative analysis (fsQCA) was applied to a longitudinal comparative data set. In the context of the decentralization of a protected area system in Costa Rica (1986–2006), it traced the emergence and endurance of autonomy among local institutions for biodiversity conservation. The technique illustrates which set of multi-level linkages combined in different ways, and at different points in time, to reach the same outcome (local autonomy). The findings show that a unique set of combinations of multi-level linkages led to the emergence of local autonomy among institutions for biodiversity conservation governance. In contrast, a more diverse set was associated with the endurance of local autonomy over time, suggesting that institutional diversity may play a more prominent role in the maintenance of institutional robustness than in processes of institutional emergence. 相似文献
Part of a broader interest in the escalating securitization of conservation practice, scholars are beginning to take note of an emerging relationship between conservation–securitization, capital accumulation, and dispossession. We develop the concept of accumulation by securitization to better grasp this trend, positioning it in the critical literatures on neoliberal conservation, green grabbing, and conservation-security. The concept captures the ways in which capital accumulation, often tied to land and resource enclosure, is enabled by practices and logics of security. Security logics, moreover, increasingly provoke the dispossession of vulnerable communities, thereby enabling accumulation. We ground the concept by turning to the Greater Lebombo Conservancy (GLC) in the Mozambican borderlands. This is a new privately-held conservancy built as a securitized buffer zone to obstruct the movement of commercial rhino poachers into South Africa’s adjacent Kruger National Park. We show how wildlife tourism-related accumulation here is enabled by, and in some ways contingent upon, the GLC’s success in curbing poaching incursions, and, relatedly, how security concerns become the grounds upon which resident communities are displaced. In terms of the latter, we suggest security provides a troubling, depoliticized alibi for dispossession. Like broader neoliberal conservation and green grabbing, we illustrate how accumulation by securitization plays out within complex new networks of state and private actors.
