Conventional sectoral management and piecemeal governance are considered less and less appropriate in pursuit of sustainable development. Ecosystem based marine spatial management (EB-MSM) is an approach that recognizes the full array of interactions within an ecosystem, including human uses, rather than considering single issues, species, or ecosystem services in isolation. Marine spatial planning and ocean zoning are emerging concepts that can support EB-MSM. EB-MSM is driven by high-level goals that managers aim to achieve through the implementation of measures. High-level goals and objectives need to be translated into more operational objectives before specific targets, limits and measures can be elaborated.Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Solid monitoring frameworks are the foundation of adaptive management, as they provide the necessary information to evaluate performance and the effectiveness of management actions. Marine protected areas (MPAs) - possibly set up in networks - constitute a key component in EB-MSM policies and practises and have been applied as a cornerstone in conservation of marine biodiversity, management of fish populations, development of coastal tourism, etc. Moreover, MPA experiences have provided methods and concepts (such as zoning) to a wider EB-MSM context. The assignment of values to biophysical features of the marine environment allows the direct assessment of related management choices and may assist EB-MSM.A range of monetary valuation techniques have been proposed to reduce attributes of goods and services to a single metric. However, in the marine environment such an approach is often over simplistic, and thus less reductive techniques may be necessary. Rather than producing a single metric, the results of non-monetary assessments guide policy allowing weight to be given as necessary to potential areas of conflict and consensus.Strategies to take into account climate change effects and geohazard risks in EB-MSM have been applied or proposed worldwide. EB-MSM regimes must be alert to such risks and flexible to account for changes.  相似文献

Public support for stringent climate policies is currently weak. We develop a model to study the dynamics of public support for climate policies. It comprises three interconnected modules: one calculates policy impacts; a second translates these into policy support mediated by social influence; and a third represents the regulator adapting policy stringency depending on public support. The model combines general-equilibrium and agent-based elements and is empirically grounded in a household survey, which allows quantifying policy support as a function of effectiveness, personal wellbeing and distributional effects. We apply our approach to compare two policy instruments, namely carbon taxation and performance standards, and identify intertemporal trajectories that meet the climate target and count on sufficient public support. Our results highlight the importance of social influence, opinion stability and income inequality for public support of climate policies. Our model predicts that carbon taxation consistently generates more public support than standards. Finally, we show that under moderate social influence and income inequality, an increasing carbon tax trajectory combined with progressive revenue redistribution receives the highest average public support over time.  相似文献

Fish farming has been a recurring topic of debate, not the least in the news media. The media is an important source of information about the aquaculture industry and its products to the public. However, the media is also an important debate arena, enabling representatives of the public, stakeholders, authorities, and the industry to engage in discussions as well as to influence policy and regulations. This paper focuses on the continuous debates in news media, the topics and storylines discussed, the various actors participating, and their arguments. Through a study of the content, positions, and producers of debate contributions in nine Norwegian newspapers, this paper sheds light on the public debate on aquaculture and the present controversies. Drawing on discourse theory, it is argued that the concept of discursive conflicts offers important insights into the controversies surrounding aquaculture. Discourse coalitions unite seemingly dissimilar and independent actors, and shared story lines provide political momentum, reduce complexity and reify the debate. However, such coalitions also contribute to maintaining the debate in a deadlock.  相似文献

Action to tackle the complex and divisive issue of climate change will be strongly influenced by public perception. Online social media and associated social networks are an increasingly important forum for public debate and are known to influence individual attitudes and behaviours – yet online discussions and social networks related to climate change are not well understood. Here we construct several forms of social network for users communicating about climate change on the popular microblogging platform Twitter. We classify user attitudes to climate change based on message content and find that social networks are characterised by strong attitude-based homophily and segregation into polarised “sceptic” and “activist” groups. Most users interact only with like-minded others, in communities dominated by a single view. However, we also find mixed-attitude communities in which sceptics and activists frequently interact. Messages between like-minded users typically carry positive sentiment, while messages between sceptics and activists carry negative sentiment. We identify a number of general patterns in user behaviours relating to engagement with alternative views. Users who express negative sentiment are themselves the target of negativity. Users in mixed-attitude communities are less likely to hold a strongly polarised view, but more likely to express negative sentiment towards other users with differing views. Overall, social media discussions of climate change often occur within polarising “echo chambers”, but also within “open forums”, mixed-attitude communities that reduce polarisation and stimulate debate. Our results have implications for public engagement with this important global challenge.  相似文献

This article presents the results of a survey examining the attitudes of young Japanese people towards whaling and its controversies. Using an online and paper-based questionnaire, 529 useable surveys were completed by Japanese students (between 15 and 26 years old) from May to December 2007. Factorial analysis, correlation and regression models were used to identify relational predictors underlying the attitudes of young Japanese people on whaling issues. An approval of whaling exists amongst the participating students, with two constructs standing out as contributing the most to this affirmation; firstly, an approval of the consumption of whalemeat by Japanese children; and secondly, an acceptance of the pro-whaling rhetoric commonly produced by the Government of Japan (GOJ) and associated media. This research represents an initial exploration into the attitudinal structures of Japanese students on whaling issues, contributing to a deeper understanding of the complexities that surround the debate.  相似文献

Economics, especially the narrowly defined form of economics known as neo-liberal economics, along with its policy derivative known as economic rationalism, dominates public and political debate and decision-making in Australia and many other nations as the twentieth century approaches its close. In the context of environmental issues, as also in that of welfare issues, the present over-dominance is unhealthy. Despite the best attempts of environmental economists and ecological economists, they have had relatively little influence on the broader economic profession, or on the political and business communities. Economics and free trade also dominate the international scene at the expense of equity and environmental issues. Environmental debates, by their very nature, are usually complex, requiring interdisciplinary and multidisciplinary approaches which include the economic perspective, but much else besides. Despite the importance of local context and spatial and temporal location, there is a need for a meta-theory or national philosophy to allow the integration across space and time so often needed. The present meta-theory, firmly based in economic rationalism, is inadequate as a basis for environmental decision-making. We desperately need a new meta-theory that explicitly integrates economic, environmental, welfare and many other perspectives. Perhaps such a meta-theory could be broadly based on the concept of sustainability, though much more work is needed to refine such an approach. A major swing in public opinion from the old meta-theory to the new is essential as a forerunner to political action, and education at all levels is needed to bring about this change. There are some signs that this change is already informing public opinion, and that it may have begun to influence mainstream Australian politics.  相似文献
