Over the past two decades, there has been a proliferation of consumer-facing, market-based initiatives for marine conservation—most notably in seafood eco-labels and sustainability certifications. Yet, despite the growing recognition of these initiatives by consumers and retailers in North America and Europe and the (subsequent) acceptance of their role in seafood distribution by fisheries and fish marketing industries around the world, seafood certification programs have thus far made little progress in Japan. Here, the evolution of the three seafood eco-label and certification programs in Japan is examined and insights into the ongoing challenges they face in terms of the domestic supply chain network, consumer preference and their social-cultural attitude toward sustainability are provided. Despite an initial lack of success, seafood certification programs in Japan can be useful in enhancing consumer awareness for fisheries resource conservation and identifying Japanese domestic small-scale fisheries that are already engaged in sustainable fishing practices. A possible pathway for developing an eco-certification program suitable for the Japanese seafood market is provided through integration of environmental and cultural sustainability under the existing certification framework.  相似文献

Spatial approaches gain importance in the governance of marine practices and their environmental impacts. Harmful effects of fishing gear on marine habitats is seen as a considerable spatial conflict that needs to be resolved. One of the most severe measures is the instalment of ‘no take zones’. In the certification programme of the Marine Stewardship Council (MSC) this measure is considered to be a last resort. MSC provides a telling example of ‘informational governance’, that is, a mode of environmental governance wherein information plays a centripetal but often also contested role. Such governing through information is different from conventional state-led decision-making processes. This paper assesses the way informational processes in MSC have affected the settlement of the spatial conflict between plaice fisheries and sensitive habitats in the North Sea. It concludes that information is a formative force in bringing about sustainable fisheries but leads to different outcomes even if the target species and fishing methods are very much alike. This is due to the (nationally) specific informational interactions between non-state actors, especially fishermen and environmental Non-Governmental Organizations. Even though information in marine governance should be science-based, other information (brought in by these actors) is extremely relevant in designing spatial measures.  相似文献

Illegal, unreported and unregulated (IUU) fishing activities are widely considered a main cause of unsustainable fisheries across the globe. The EU has taken a leading role in the fight against IUU fishing, using both its market and normative power to advance its EU IUU Regulation (no. 1005/2008) and wider fisheries sustainability agenda outside its territory. This paper examines how successful the EU has been in using its market and normative power to influence regulatory strategies and frameworks governing tuna fisheries in the Pacific Islands region of the Western Pacific Ocean. The results indicate that while the market power of the EU remains an influential factor, the diminishing normative power of the EU in WCPO is weakening any attempts to implement its IUU fishing regulation and Pacific Island nations have promoted their own regulatory agenda. We conclude that the changing asymmetries between market and normative power has led to a differentiated geography of regulatory uptake, and while market power will remain a dominant strategy for the EU, normative power, when exercised should focus on cooperation rather than ‘teaching’ the benefits of an EU regulatory approach.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

The present paper presents the practical implementation of the Ecosystem Approach to Fisheries Management (EAFM) in Norway. This involves defining management objectives and developing simple and efficient tools to achieve an overview of management needs and prioritise among these, while integrating broader conservation issues and ensuring stakeholder involvement. A new Marine Resources Act entered into force in Norway in 2009. By integrating conservation and sustainable use as basic principles, the law represents a paradigm shift in the management of Norwegian fisheries. The law indicates which concerns should be addressed, but neither how nor how often evaluations should take place. That is for management to decide. A management principle in the Marine Resources Act confers on the Ministry an obligation to evaluate whether continued fishing at the present scale is justifiable, or whether improved management is required to ensure sustainability. A Stock table, and a table of "Catches of data-poor species" constitute a comprehensive system for monitoring the management principle. Along with a Fisheries table, these tables establish a framework for developing an ecosystem-based fisheries management by providing a basis and tools for prioritising the needs of new and/or revised management measures.  相似文献

The aim of this paper is to compare the criteria for eco-labeling of wild-caught fish in the Norwegian eco-certified fisheries, and to study if these eco-labels affect the harvesting patterns of Norwegian fishermen. The eco-labels Marine Stewardship Council (MSC), KRAV and Friend of the Sea (FOS) as applied in 2009 were studied. In this study, the harvesting patterns are defined by using the following parameters: season, catch area, size of fishing vessel, gear type, bycatch, location of landing site and distance to the fishing ground. KRAV had more specific criteria than did MSC and FOS in specific fisheries regarding time of the fishing effort, catch area, size of fishing vessels, gear type (e.g. hook size, and the use of beam trawlers was not permitted) and distance to the fishing ground. The findings show that few of the eco-label requirements influenced these aspects in Norwegian fisheries.  相似文献

This study investigated how an industrial tuna fishery functions in terms of procedures, practices, governance and finance in the context of Ghana, West Africa. Tuna is Ghana’s biggest seafood export, contributing significantly to the domestic fisheries sector. A case-study approach was used to analyse relevant social and economic factors at the local scale to better understand how the global seafood industry operates in a low-income country. A value-chain framework was adopted to assess market structures, sales pathways and revenue distribution. We also investigated the role of actors engaged in the industry using secondary data, interviews, questionnaires and participant observations. The results revealed a changing organisational structure in tuna production, moving from bait-boat fishing with smaller companies to large-scale purse-seine fishing backed by consolidated Asian seafood companies. Production was found to depend significantly on local female intermediaries for access to funds through prefinancing arrangements. Considerable illegalities were identified within the value chain, highlighting the need for improved partnership and licensing negotiations, and for low-cost marine control and surveillance tools. As vertical integration increases within the industry, the influence of corporations as keystone actors becomes evident for the future social and ecological sustainability of the industry.  相似文献

Increasing attention by consumers to the social and environmental dimensions of the food they eat has generated many different responses, including certification programs, watch lists and local/slow food movements. This article examines the more recent entry of seafood into these consumer social movements. Although a concern with the family farm—as well as tendency to equate national security with food security—has long connected terrestrial food production with other cultural concerns, fisheries have tended to be regarded more as natural resources. Considering seafood as part of the “food system” would enhance the management of fisheries, while the long engagement in fisheries with co- and adaptive management and the politics of knowledge would enrich the debate in the agri-foods literature. The article also offers suggestions on how fisheries management could better govern for sustainable food systems, and provides further ideas about food, sustainability and governance.  相似文献

Over the past fifteen years a number of transnational certification and labeling schemes have emerged with the aim to foster sustainable fisheries and aquaculture practices worldwide. Despite notable successes in the uptake and implementation of these standards, few measurable environmental improvements have been achieved on a global scale to date. This paper explores the conditions for effective governance taking into account external and internal attributes of the relevant rule-setting organizations. The analysis provided in this paper is situated in a broader debate regarding the effectiveness of transnational forms of governance and thereby contributes to recent efforts to build clearer theoretical propositions on the basis of more nuanced theoretically and empirically informed analyses.  相似文献

Defining, strengthening and enforcing rights over fisheries resources is frequently identified as central to overcoming ‘the tragedy of the commons’ and associated environmental and economic challenges in fisheries systems. Though economic theory generally suggests that output control (e.g. quotas) creates the strongest incentives for efficiency and conservation, input controls (e.g. on effort) remain common. This paper explores the rationale for, and implications of, employing a transferable effort scheme in one of the largest and most valuable fisheries. In 2007, eight Pacific Island countries implemented the Vessel Day Scheme with the aims of strengthening their rights over tuna resources and control over economic and environmental trends. Four years since implementation, the scheme has significantly increased economic returns for the island states and generated improvements in data reporting. However, it has not generated a firm limit on fishing effort and its structure has made it difficult to directly target the biological concerns of individual species within the multi-species fishery. In the future, outcomes of the Vessel Day Scheme will continue to be tempered by the structural limitations of effort-based regulatory scheme, market conditions in the sector and the willingness of firms and island states to clarify, abide by and enforce the technical components of the scheme.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

Marine capture fisheries face major and complex challenges: habitat degradation, poor economic returns, social hardships from depleted stocks, illegal fishing, and climate change, among others. The key factors that prevent the transition to sustainable fisheries are information failures, transition costs, use and non-use conflicts and capacity constraints. Using the experiences of fisheries successes and failures it is argued only through better governance and institutional change that encompasses the public good of the oceans (biodiversity, ecosystem integrity, sustainability) and societal values (existence, aesthetic and amenity) will fisheries be made sustainable.  相似文献

High population growth rates and poverty are likely to elevate the vulnerability of many coastal communities in the Pacific region to climate change. Alternative livelihood strategies which can generate income and simultaneously conserve fish stocks and their habitats are a priority. This paper investigates the feasibility of ‘sport fishing’ (recreational catch and release angling for particular species of predatory game fish) as such a strategy. The limited research of sport fisheries in developing countries is augmented with a review of community-based ecotourism, integrated conservation and development projects (ICDPs) and common property management literature to propose design principles. Five pre-requisite principles for the success of sport fishery enterprises are suggested. First, adequate local capacity must be available to manage a tourism business and facilities, supported by cross-scale co-management amongst stakeholders. Second, appropriate governance arrangements must be in place to ensure the equitable dispersal of benefits to all members of the local community, and conflict resolution. Third, resource-ownership boundaries and rights must be clearly delineated before the enterprise begins in order to minimise the potential for future conflict. Fourth, social, biodiversity and ecosystem service co-benefits should result from the enterprise. These should include improvements in income, health, education, food security, the status of the target and non-target species and their habitat and non-fishery ecosystem services. Fifth, monitoring and evaluation of these principles is required within an adaptive co-management framework which takes a social–ecological systems approach and includes all stakeholders in social learning and power-sharing. Through this, broader impacts of the enterprise may emerge which go beyond the standard assessment of ecotourism and ICDP success in financial or biodiversity terms. These principles now need to be tested by researching the experiences of case studies of sport fishing enterprises in the Pacific.  相似文献

Tuna fisheries in the Western and Central Pacific Ocean are among the most valuable resources in the region. These fisheries, worth an estimated $4.1 billion each year, play a pivotal role in supporting incomes and development goals in the region. However, due to the twin, and potentially inter-related effects of harmful fishing practices such as the use of fish aggregating devices, overcapacity, and fisheries subsidies, many of these tuna fisheries are currently at risk of over-exploitation—putting the livelihoods of countless local fishers at risk. This study finds that government fisheries subsidies in the region represent 37% of the ex-vessel value of tuna fisheries in the region. Fuel subsidies are estimated at US$ 335 million and non-fuel subsidies are estimated at US$ 1.2 billion for the year 2009. Developed countries are responsible for more than half of the subsidies spent in the predominantly developing region, underlying the fact that the majority of tuna value extracted from the national waters of developing countries in the region benefit larger, developed countries. The total resource rent, or return to society, from tuna fisheries, once adjusted for subsidies is a net negative US$750 million in 2009. Fisheries subsidies are enabling foreign fleets to operate at sub-market rates, putting local fleets out of competition for their own fishery resources.  相似文献

This paper first describes the development of Japan's tuna fisheries, outlines the constraints facing these fisheries and identifies strategies to manage these constraints. A case study of the southern bluefin tuna fishery indicates the significance of the challenges facing Japanese tuna fisheries. ‘It is too early to pronounce that the sun has set on one of Japan's most successful distant water fisheries — there are avenues for adjustment. Tuna species, being one of the most marketable aquatic resources, have been facing severe threats towards overexploitation and depletion. Continuous increase in demand for tuna products has driven a hike in fishing pressure which led to the exhaustion of tuna stocks in the sea. With this, several measures have been made in order to uphold the sustainability of the methods employed in the extraction of tuna. Thus, this study attempts to identify the factors affecting the municipal fishers’ adoption and non-adoption of sustainable tuna fishing practices in Region 12, Philippines, the most significant tuna producing region in the country. Employing logit regression, the fishers’ household size, education, experience in fishing, the type of buyer, and effort days per fishing trip appeared to significantly affect the fishers’ adoption decision. Interestingly, both private and government initiated incentives did not appear to affect their adoption decision, although the breadth of the recipients was not vast. Moreover, the estimated rate of adoption among municipal fishers was still seen to be low, despite the fishers’ acknowledgement of the industry's potential collapse.  相似文献

This article examines the influence of patterns of emergence on the effectiveness of the Marine Stewardship Council (MSC)—a leading wild-capture fisheries certification program. Looking first at the origins and features of this program, direct effects are examined by describing the adoption of the scheme and the impacts of the fishery assessment process. In assessing broader consequences, the article examines patterns of adoption and certification effects that were not necessarily intended or anticipated. The article concludes that fisheries certification alone is unlikely to arrest the decline of fish stocks, and highlights the need for more research on the intersection of private and public efforts to address overfishing and environmental harm resulting from fishing.  相似文献
